Dalam skripsi ini, Ahok dipahami sebagai komunikator politik yang memiliki strategi dan modal tertentu dalam upaya untuk melanggengkan dan memperjuangkan posisinya sebagai subjek dalam arena komunikasi politik di Indonesia. Pemilihan topik penelitian ini disebabkan oleh keberadaan Ahok yang menarik untuk dikaji secara mendalam dalam konteks komunikasi politik. Untuk mengungkap permasalahan yang dimunculkan dalam skripsi ini, peneliti berdasar pada metode penelitian kualitatif. Adapun pemilihan metode terebut disebabkan oleh relevansi metode dalam mengungkap permasalahan penelitian. Relevansi tersebut tampak pada kemampuan metode ini dalam mengungkap hal-hal esensial dari perilaku atau gaya komunikasi Ahok. This task force was originally named KIP-HAM in 1996. As a commission whose work was to monitor Human Rights issues, KIP-HAM received many reports and inputs from the community, both victims’ community and others who dared to express their aspiration regarding human rights issues that took place in their regions. In the beginning, KIP-HAM only received reports through phone communication but the public gradually grew brave in delivering their reports directly to KIP-HAM secretariat. In several meetings with victims’ community, there was an idea to form an entity that deals specifically with cases of forced disappearances as a response to continuous violent practices that had claimed many victims. The idea was thrown in by one of the victims’ mothers named Ibu Tuti Koto. It was finally agreed that a commission would be established to deal with cases of disappearances and victims of violence under the name of Kontras.

    Jurnal PolGov Vol. I No. 1, 2019 35 Gubernur DKI Jakarta Dipilih Presiden: Sebuah Wacana yang Patut Dipertimbangkan Agung Wicaksono1 Abstrak Tulisan ini bertujuan untuk mempertimbangkan wacana pemilihan gubernur DKI Jakarta oleh presiden. Wacana ini bisa dianggap sebagai jalan keluar dari kegaduhan politik yang ditimbulkan akibat pemilihan gubernur (pilgub) DKI Jakarta. Pilgub DKI Jakarta bermuara pada iklim politik yang tidak sehat. Polarisasi masyarakat semakin menguat dan itu tidak hanya terjadi di DKI Jakarta tetapi seluruh pelosok negeri. Masyarakat yang secara politik tidak terkait dengan DKI Jakarta pun turut ambil bagian dalam memanaskan situasi politik. Instabilitas politik di DKI Jakarta bisa berdampak pada instabilitas ekonomi. Tulisan ini berusaha menelaah wacana pemilihan gubernur DKI Jakarta oleh presiden dengan menggunakan konsep desentralisasi asimetris. Ada dua mekanisme yang bisa digunakan, yakni mekanisme “minimum demokrasi prosedural” dan “zero demokrasi prosedural”. Studi literatur digunakan untuk menyintesiskan data-data dan argumentasi yang dibangun oleh penulis. Harapannya, tulisan ini bisa memberikan pemikiran dan alternatif baru dalam khazanah ilmu politik, khususnya dalam kajian mengenai pemilihan kepala daerah. Kata Kunci: DKI Jakarta; Pilkada; Desentralisasi Asimetris Pendahuluan Beberapa tahun belakangan, konstelasi politik DKI Jakarta memanas. Tahun 2007 merupakan tahun dimulainya pemilihan gubernur (pilgub) DKI Jakarta secara langsung oleh rakyat.2 Kemudian, 1 Penulis adalah dosen pada Program Studi Ilmu Pemerintahan, Universitas Islam Riau 2 Pemilihan Gubernur DKI Jakarta tahun 2007 Jakarta hanya diikuti oleh dua pasangan, yakni Fauzi Bowo-Prijanto dan Adang Daradjatun-Dani Anwar. Dari tiga pilgub yang telah terjadi di Jakarta pasca dipilih langsung oleh rakyat (2007, 2012, dan 2016), pilgub ini tergolong lebih minim gejolak. Pilgub ini dimenangkan oleh Fauzi Bowo-Prijanto dengan mendapat suara sebesar 57,87%.

    Online Appendix for Harald Hammarstr¨om& Mark Donohue (2014) Some Principles of the Use of Macro-Areas Language Dynamics & Change Harald Hammarstr¨om& Mark Donohue The following document lists the languages of the world and their as- signment to the macro-areas described in the main body of the paper as well as the WALS macro-area for languages featured in the WALS 2005 edi- tion. 7160 languages are included, which represent all languages for which we had coordinates available1. Every language is given with its ISO-639-3 code (if it has one) for proper identification. The mapping between WALS languages and ISO-codes was done by using the mapping downloadable from the 2011 online WALS edition2 (because a number of errors in the mapping were corrected for the 2011 edition). 38 WALS languages are not given an ISO-code in the 2011 mapping, 36 of these have been assigned their appropri- ate iso-code based on the sources the WALS lists for the respective language. This was not possible for Tasmanian (WALS-code: tsm) because the WALS mixes data from very different Tasmanian languages and for Kualan (WALS- code: kua) because no source is given. 17 WALS-languages were assigned ISO-codes which have subsequently been retired { these have been assigned their appropriate updated ISO-code. In many cases, a WALS-language is mapped to several ISO-codes. As this has no bearing for the assignment to macro-areas, multiple mappings have been retained. 1There are another couple of hundred languages which are attested but for which our database currently lacks coordinates.

Without a doubt, Jakarta has increasingly become the major core of the agglomeration processes transforming it and its satellite cities into a Mega Urban Region (MUR). This paper traces historically the interactions between migration, ethnicities and local politics in Jakarta from the 1960s to the 2000s focusing on the latest development, in which the phenomenon ‘Ahok’, the nickname of Basuki Tjahaja Purnama, a Chinese-Christian from the small district of Belitung, has become an increasingly popular Governor of Jakarta. The paper argues that through the recent developments in Jakarta the politics have apparently been transformed into more civic, rather than ethnic politics. The nature of Jakarta as a proliferating migrant city transcends narrow cultural identities as well as conventional party politics into a more active citizenry through the widespread use of social media.     April 27, 1992 Vol. 4, No. 12 ANATOMY OF PRESS CENSORSHIP IN INDONESIA The Case of Jakarta, Jakarta and the Dili Massacre Jakarta, Jakarta, better known as JJ, is a weekly magazine which its editors like to think of as Indonesia's answer to Paris-Match and its reporters treat as something more akin to New York's Village Voice. A brash, colorful, trendy magazine, JJ has been consistently on the limits of what Indonesian authorities regard as acceptable journalism. It was completely in character, therefore, that after the massacre in Dili on November 12, JJ sent two reporters off to East Timor to see what they could find out, and the two came back with some of the most graphic eyewitness accounts available. The results appeared in the issue No. 288, January 4-10, 1992. By the end of January, three editors had been sacked, a result of veiled warnings from the military and what appears to have been an effort by the publisher to pre-empt more drastic action. Asia Watch has obtained documents which offer a fascinating insight into how the case developed and how press censorship works in Indonesia. 1. The Original Story Issue No.288 contained a three-part report on Dili, consisting of an interview with the new regional commander, H.S. Mantiri whose appointment to succeed the Bali-based Major General Sintong Panjaitan had just been announced; an interview with East Timor Governor Mario Carrascalao on some of the reasons East Timorese resented the Indonesian presence; and a series of excerpts from interviews with eyewitnesses to the killings and subsequent arrests.

Journal of ASEAN Studies, 8(1), 41-59, https://doi.org/10.21512/jas.v8i1.6447 ABSTRACT This research argues that the internationalization of "West Papua" issue through social media has contributed to a shift of Indonesia's policy to the South Pacific region from ignorance to initiative approach. Underlying this argument is a growing concern of Indonesia regarding the use of social media by Papuan pro- independence activists that resulted to the increasing awareness and support towards the independence of West Papua from Pacific countries as human rights problems become the highlight of West Papua’s issue. The method used in this research was qualitative research method focusing on descriptive analysis of the internationalization of West Papua issue on social media. This research results show that initiative approach from Indonesia is merely narrowing the gap of the issue instead of reducing the internationalization of the West Papua issue.     Governing New Guinea New Guinea Governing An oral history of Papuan administrators, 1950-1990 Governing For the first time, indigenous Papuan administrators share their experiences in governing their country with an inter- national public. They were the brokers of development. After graduating from the School for Indigenous Administrators New Guinea (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, Leontine Visser (Ed) and has in many cases curbed professional careers. The politi- cal and administrative transformations under the Indonesian governance of Irian Jaya/Papua are then recounted, as they remained in active service until retirement in the early 1990s. The book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationship with superiors and colleagues, the murder of a Dutch administrator, how they translated ‘development’ to the Papuan people, the organisation of the first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organisation. Leontine Visser is Professor of Development Anthropology at Wageningen University. Manuhuttu and Odelia Kimirop Department of Development Economics, Faculty of Economics and Business, Universitas Musamus, Merauke, Indonesia ABSTRACT This study aims to determine the magnitude of the effect of population growth on the unemployment rate in Merauke Regency. This type of research is quantitative descriptive with data collection techniques using observation and documentation. Primary data were collected from the office of the Merauke Regency Central Bureau of Statistics, while secondary data was obtained through literature. Data analysis techniques used Simple Linear Regression analysis and Correlation Coefficient analysis. While testing the hypothesis using Partial Significant Test (T Test) and Determination Test. The results showed that population growth had a positive relationship to the unemployment rate in Merauke Regency. The results of simple regression analysis known regression coefficient value of 0.350, meaning that every increase in population by 1% will have an impact on increasing the unemployment rate of 0.350%. While the results of the Determination Test show that population growth affects the unemployment rate of 90% and the remaining 10% is influenced by other factors not included in this analysis model. This is caused by the expansion of Merauke Regency into 4 districts (Merauke Regency as the parent district, and 3 pemekaran districts, namely Boven Digoel Regency, Mappi Regency, and Asmat Regency).
