(a) the details of the tourism schemes in the submergence area of Sardar Sarovar Project (SSP), Madhya Pradesh; (b) whether any action plan is under the consideration of the Government for conservation and relocation of archaeological and historically important monuments in the above said area; (c) whether there is any proposal to develop the river bank from the reservoir of SSP as tourist spot; and (d) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SULTAN AHMED)

(a): Development, Promotion and implementation of tourism projects is primarily undertaken by the State Governments / Union Territory Administrations. However, Ministry of Tourism provides Central Financial Assistance for tourism projects which are prioritized in consultation with the State Governments/ Union Territories. The projects which are complete as per scheme guidelines are sanctioned subject to availability of funds and inter- se priority. (b): As per report received from the State Tourism Department, Madhya Pradesh, currently there is no Tourism scheme proposed in the submergence area of Sardar Sarovar project, Madhya Pradesh. However, the Directorate of Archaeology, Archives and Museums Bhopal, Government of Madhya Pradesh has undertaken an action plan for conservation of archaeological and historical important monuments under Sardar Sarovar project. (c): The State Tourism Department, Madhya Pradesh has further informed that presently there is no proposal under consideration to develop the river bank from the reservoir of Sardar Sarovar project as tourist spot. (d): Question does not arise.

(a) whether the Government has chalked out any scheme for development of tourist spots at the locations through which Ganga, Yamuna and Saraswati pass through; (b) if so, the details thereof alongwith the time by which the work on implementation of the said scheme is likely to be taken up; and (c) the further steps taken by the Government for early implementation of the said scheme?

MINISTER OF STATE IN THE MINISTRY OF TOURISM (SHRI SULTAN AHMED)

(a): Development, Promotion and implementation of tourism projects at identified tourism spots including at the locations through which major rivers pass is primarily undertaken by the State Governments/Union Territory Administrations. However, Ministry of Tourism provides Central Financial Assistance for tourism projects which are prioritized in consultation with the State Governments/Union Territories. The projects which are complete as per scheme guidelines are sanctioned subject to availability of funds and inter-se priority. (b): Some indicative projects for the cities/locations through which Ganga and Yamuna pass, sanctioned during the 11th Five Year Plan are at Annexure. (c): Implementation of completion of tourism projects is primarily the responsibility of the State Governments/UT Administration. Ministry of Tourism also monitors the implementation of projects through Regional Conferences, field inspection by the officers of the Ministry, periodical review meetings with the State/UT officers, etc.

(a) whether a number of tourism development projects submitted by the State Governments and Union Territory Administrations for approval/clearance during the last three years are still pending with the Union Government; (b) if so, the details thereof indicating the period and the reasons for their pendency, State/UT-wise; (c) the time by which these pending proposals are likely to be cleared; (d) whether the Union Government has constituted an Inter- Ministerial Coordination Committee for the development of tourism projects; (e) if so, the terms of reference and composition of the Committee; and (f) the progress made in the clearance/development of projects?

STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO.322 ANSWERED ON 27.04.2012 REGARDING TOURISM PROJECTS.

(a) to (c): The details of tourism projects sanctioned by the Ministry of Tourism to various State Governments/Union Territory (UT) Administrations during 2009-10, 2010-11 and 2011-12 (till 31.12.2011) are in Annexure. Ministry of Tourism, grants central financial assistance to the projects in consultation with the State Governments/Union Territory Administrations subject to availability of funds, inter-se priority, and adherence to Scheme Guidelines. Prioritisation meetings with States/ U.Ts are generally held before the commencement of fresh

financial year. All pending projects and fresh proposals to be undertaken by States/ U.Ts are finalized in these meetings. (d) to (f): An Inter-Ministerial Coordination Committee on Tourism Sector (IMCCTS) has been constituted under the Chairmanship of the Principal Secretary to the Prime Minister. The terms of reference of the Committee are to facilitate resolution of Inter- Ministerial issues involved in the development of tourism in the country as well as issues raised by industry associations in the tourism sector. The members of Committee are: Member Secretary, Planning Commission, Chairman, Railway Board, Secretaries from the Ministries of Home, Defence, External Affairs, Road Transport & Highways, Civil Aviation, Rural Development, Environment & Forests, Urban Development, Labour and Employment, Culture, Departments of Revenue, Expenditure and School Education & Literacy. Secretary, Ministry of Tourism is the Member Convener of the Committee. The first meeting of the committee was held on 19th January, 2012. It discussed various important matters including facilitation of issue of visas to foreign tourists, functioning of tourist visa on arrival scheme, broad basing of hospitality education, better road connectivity of tourist places, improving rail connectivity, skill development through ‘Hunar-se-Rozgar’ initiative, etc.

(a) whether the Government proposes to encourage Non-Governmental Organisations (NGOs) in order to boost tourism in the country; (b) if so, the details thereof; (c) whether financial assistance has been provided to any NGO under the promotional schemes of tourism run by the Union Government in the country especially in Narmada and Bharuch districts of Gujarat; (d) if so, the names of the schemes under which these NGOs have got financial assistance alongwith the NGO-wise amount of financial assistance provided during the last three years and the current year; (e) whether the Government has reviewed the work done by these NGOs in the field of tourism; and (f) if so, the details and outcome thereof?

(a) to (f): Under its Rural Tourism Scheme, Ministry of Tourism provides Central Financial Assistance (CFA) to State Governments/ Union Territory Administrations for development of tourism infrastructure and capacity building of local persons in rural areas having tourism potential. Sometimes, the concerned State Governments/Union Territory Administrations undertake capacity building activities like awareness building, gender sensitization, training in visitor handling, etc. through NGOs. Ministry of Tourism has not provided any CFA to Government of Gujarat for undertaking any Rural Tourism project in Narmada or Bharuch districts of Gujarat.

ECO AND HELI TOURISM 24th August, 2012

(a) whether there is tremendous scope for development of Eco and Heli tourism in the country; (b) if so, the details thereof along with the measures taken/proposed to be taken by the Government for its development/promotion in the country; (c) the details of projects proposals received and sanctioned to various State Governments/Union Territory Administrations for its development along with the funds allocated/released and utilisation reported thereunder during Eleventh Five Year Plan and the current year, year-wise and State/UT-wise; (d) whether the Government has taken note of construction of resorts near wild life parks having adverse implications on the ecology; and (e) if so, the corrective measures taken by the Government to prevent such eco-disastrous activities?

(a) to (c) : Development and promotion of various tourism destinations and products including eco-tourism and Heli Tourism are primarily the responsibility of the respective State Government/Union Territory (UT) Administration. The Ministry of Tourism, however, provides Central Financial Assistance (CFA) for the projects prioritized in consultation with them subject to availability of funds, inter-se priority and adherence to the scheme guidelines. The

Ministry of Tourism has also issued guidelines on 22.07.2009 to extend financial assistance to State Governments/Union Territory Administrations for construction of heliports. Details of Central Financial Assistance given by the Ministry of Tourism during the Eleventh Five Year Plan and current financial year for projects focusing on Eco Tourism and Heli Tourism are given at the Annexure. (d)&(e): Various State Governments/Union Territory Administrations are required to obtain necessary pollution control, Forest, Costal Zone Regulation and Environmental clearances for implementing any project that has impact on environment. The guidelines formulated for approval of hotel projects at the implementation stage and for their classification under various star categories include clauses for encouraging hotels to adopt eco-friendly measures and practices like pollution control, energy and water conservation, sewage treatment plant, rain water harvesting system and solid waste management system. The ‘guidelines for ecotourism in and around protected areas’ have been finalized by the Ministry of Environment and Forests and filed before the Hon’ble Supreme Court.

STATEMENT IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 395 ANSWERED ON 07.09.2012 REGARDING PILOT PROJECT UNDER CLEAN INDIA CAMPAIGN

(a) & (b): Yes, Madam. Ministry of Tourism, Government of India has launched ‘Clean India Campaign’ to sensitize all sections of society on the importance of cleanliness and hygiene in public places particularly monuments and tourist destinations. The Campaign is a blend of persuasion, education, training, demonstration and sensitization of all sections of our society. The objective is to ensure an acceptable level of cleanliness and hygienic practices at tourist destinations which would be sustained through ownership and involvement of private and public sector stakeholders. (c): The Ministry has identified about 120 monuments/destinations which include World Heritage sites, ASI monuments and other important tourist destinations in India. Monument-wise funds have not been earmarked under this Campaign. The list of identified monuments/destinations is annexed.

(a) and (b) : Yes, Madam. Ministry of Tourism has launched a Campaign Clean India to sensitize all sections of society on the importance of cleanliness and hygiene in public places particularly monuments and tourist destinations. The campaign is a blend of persuasion, education, training, demonstration and sensitization of all sections of our society. The objective is to ensure an acceptable level of cleanliness and hygiene practices at tourist destinations which would be sustained through ownership and involvement of private and public sector stakeholders as part of their Corporate Social Responsibility (CSR).

The Ministry has identified about 120 monuments/destinations which include World Heritage sites in India, ASI monuments and other important tourist destinations under this Campaign. The list of the monuments/destinations is annexed.

(c): One of the components of this campaign is adoption of monuments/destinations by Public Sector Undertakings

(PSUs)/Corporate sector as part of their Corporate Social Responsibility for its upkeep and cleanliness. It is a voluntary scheme and no funds have been allocated by the Government for this campaign.

(d) and (e): The Government proposes to continue this campaign during the Twelfth Five Year Plan. However, no funds have been allocated by the Government for this campaign.

(a) the details and objectives of Rural Tourism Scheme being implemented by the Government along with the criteria adopted for providing Central Financial Assistance (CFA) thereunder for development of rural sites;

(b) the details of rural tourism projects sanctioned out of proposals received along with the funds sanctioned and released thereunder during each of the last three years and the current year, State/UT-wise;

(c) the present status of completion/commission of sanctioned projects along with the utilisation of funds thereunder, State/UT-wise;

(d) the details of coordination and cooperation between the Union and State Governments in the development and promotion of rural tourism in the country; and

(e) the measures taken for the development/beautification and connectivity to rural tourist sites and to remove the obstacles being faced in execution of these projects?

(a): Ministry of Tourism is implementing its Rural Tourism Scheme with the main objective of showcasing rural life, art, culture and heritage in villages which have core competence in art & craft, handloom, textiles, natural environment etc. Under this scheme, Central Financial Assistance (CFA) is provided upto `50.00 lakh for infrastructure development and upto `20.00 lakh for capacity building of the local villagers at each identified site.

(b): CFA is sanctioned to State Governments/Union Territory Administrations on the basis of proposals received from them, subject to adherence to scheme guidelines, availability of funds and inter-se priority. The state- wise details of the amount sanctioned and released to the State Governments/ UT Administrations for rural tourism projects during each of the last three years and current year are given in Annexure - I.

(c): Out of rural tourism projects sanctioned at 186 villages since the inception of the scheme in 2002, projects at 87 villages have been completed by the State Governments/ UT Administrations, so far. State-wise details of completion of projects and utilisation of funds are given in Annexure – II.

(d) & (e): Development and promotion of tourism, as well as execution of tourism projects, is primarily the responsibility of State Governments/ UT Administrations. However, Ministry of Tourism, besides providing CFA for rural tourism projects to States/UTs, promotes rural tourism at various national and international tourism fairs / marts such as World Travel Mart (WTM) London, International Travel Bourse (ITB) Berlin, Pacific Asia Travel Association (PATA) Mart, etc. Ministry of Tourism also facilities participation of artisans from rural tourism sites in various national and international tourism events to enable the artisans to showcase their crafts and products. Landscaping and improvement of roads within the Panchayat limits are some of the components of the Rural Tourism Scheme for which CFA is provided to the State Governments/UT Administrations.
