The Arms Trade Treat and Russian Arms Exports: Expectations and Possible Consequences S Sergey Denisentsev Senior Research Fellow of the Centre for Analysis of Strategies and Technologies Konstantin Makienko Deputy Director of the Centre for Analysis of Strategies and Technologies Translated by Ivan Khokhotva Centre for Analysis of Strategies and Technologies (CAST) is a Russian non- governmental research center specializing in the study of Russia’s military- technical cooperation with foreign states, the restructuring of Russia’s defense industry and defense procurement. This work was commissioned by the United Nations Institute for Disarmament Research (UNIDIR), in the context of its project “supporting the Arms Trade Treaty Negotiations through Regional Discussions and Expertise Sharing”. Reprinted with the permission from UNIDIR. The views herein do not necessarily reflect the views or opinions of the United Nations, UNIDIR, or its sponsors. Introduction RESOURCE The adoption of the Arms Trade Treaty (ATT) would undoubtedly affect all the leading arms exporters and importers, including Russia, which is the world’s second-biggest arms exporter. This study aims to assess the possible effects of the Arms Trade Treaty, if and when it is adopted, on Russian arms exports. To that end we are going to review the current state of these exports; look at the R distinctive features of the Russian arms export control system; and speak to representatives of the Russian government, leading Russian defense companies, and international relations experts about their expectations from the ATT. 1. Russian arms exports in 2002-2011. Export control system: current state, outlook and transparency. 1.1 Russian arms export control system Arms exports – which fall under the Russian definition of “military and technical cooperation”, along with imports – are very important for the Russian economy.

  • Kesarev Memo | New Russian Government | January 2020
Kesarev phone: +32 (2) 899 4699 e-mail: [email protected] www.kesarev.com NEW RUSSIAN CABINET: STAFF “REVOLUTION” INSTEAD OF STRUCTURAL REFORMS? Summary On January 21, 2020, President Putin approved the structure of the new Russian Government and appointed Deputy Prime Ministers and federal Ministers. New Prime Minister Mikhail Mishustin was appointed on January 16. What are the key specifics of the new Cabinet? The key specific feature of the new Russian Cabinet is that while the structural changes are minimal, the staff reshuffles proved to be radical, both in terms of the number of new people appointed to top offices and change of political status of key Cabinet members (how close they are to the President). This is an extremely atypical decision for Putin, compared to previous Cabinets over the entire period of his stay in power. Earlier, as a rule, the Cabinets included influential figures close to the President and personally associated with him, and a system of checks and balances between different elite groups existed. But at the same time, the decision to change the approach to the Cabinet appointments is logical in the context of a broader presidential “staff policy” over recent years - the so-called “technocratisation” of power (the appointment of young “technocratic” governors, the penetration of such figures into Medvedev’s second Cabinet, the appointment of the head of the Presidential Administration, a “technocrat” Anton Vayno during the Parliamentary election campaign in 2016 and the launch of “Leaders of Russia” contest in order to select and train a “succession pool” for the top positions in the federal and regional civil bureaucracy).

I did Model UN throughout high school and hosted a few high school-level conferences, as well served as part of the conference’s secretariat. I am a D.C. area native, so I love showing my friends around the city and trying new things with them. Outside of class, you can catch me tutoring with D.C. Reads, cheering on the Wizards, or watching re-runs of Scandal. Being a part of Model UN is one of my most cherished high school memories, and I am very excited to take part in AMERIMUNC VI. From my time in Model UN, my biggest takeaway is to recognize the importance of teamwork. Each delegate has the ability to pitch in ideas that can ultimately craft viable solutions, so do not be afraid to say what’s on your mind. Recognizing the importance of teamwork will not only help you become a stronger delegate, but it will also allow you to learn something new. • Russian Military Capability in a Ten-Year Perspective 2016
The Russian Armed Forces are developing from a force primarily designed for handling internal – 2016 Perspective Ten-Year in a Capability Military Russian disorder and conflicts in the area of the former Soviet Union towards a structure configured for large-scale operations also beyond that area. The Armed Forces can defend Russia from foreign aggression in 2016 better than they could in 2013. They are also a stronger instrument of coercion than before. This report analyses Russian military capability in a ten-year perspective. It is the eighth edition. A change in this report compared with the previous edition is that a basic assumption has been altered. In 2013, we assessed fighting power under the assumption that Russia was responding to an emerging threat with little or no time to prepare operations. In view of recent events, we now estimate available assets for military operations in situations when Russia initiates the use of armed force. The fighting power of the Russian Armed Forces is studied. Fighting power means the available military assets for three overall missions: operational-strategic joint inter-service combat operations (JISCOs), stand-off warfare and strategic deterrence. The potential order of battle is estimated for these three missions, i.e. what military forces Russia is able to generate and deploy in 2016. The fighting power of Russia’s Armed Forces has continued to increase – primarily west of the Urals. Russian military strategic theorists are devoting much thought not only to military force, but also to all kinds of other – non-military – means. The trend in security policy continues to be based on anti- Americanism, patriotism and authoritarianism at home.
