The engineering and design functions of the group will be separated into a separate center, which will be located in Moscow - it will include all aviation design bureaus. Such decisions were announced by the General Director of the State Corporation Rostec Sergey Chemezov at a meeting with the management of the United Aircraft Corporation and its leading engineering centers, where the tasks of the development of the aircraft industry for the coming years were discussed. The objectives of the transformations being carried out are to increase the economic sustainability of the UAC Group, optimize the administrative and managerial staff, and reduce non-production costs and debt burden. To control the ongoing transformations, the head of Rostec, Sergey Chemezov, intends to personally head the UAC Board of Directors. The optimization will not affect the engineering staff. Design schools will remain independent, receive new opportunities for development, as well as improved working conditions in the format of the Unified Engineering and Design Center. The center will be located in Moscow, where the existing test and bench infrastructure of the UAC is concentrated. Moving aviation design bureaus to other regions is not on the agenda. -

As a result, En+ Group bought a 2% stake in aluminum producer RUSAL from an affiliate of Glencore and raised its stake to 50.12%. A transfer of a 6.75% RUSAL stake to En+Group must be made automatically no later than February 2020. In April 2018, the U.S. imposed sanctions against 38 Russian tycoons, government officials and companies, including Oleg Deripaska and companies he controlled - En+ Group, RUSAL, and power producer EuroSibEnergo. In January, Deripaska transferred control over the companies, and his representatives were removed from their board of directors, and the Treasury lifted the sanctions on January 27. As a result, Deripaska owns 44.95% of En+ Group and has the right to vote with a 35% stake, VTB holds 21.68% of the shares and has the right to vote with a 7.35% stake, Citi is a nominal owner of 10.55%, which trader Glencore received in exchange for 8.75% in RUSAL; Citi owns 4.54%, but the right to vote belongs to institutional and retail investors. They also own 4.88%, and can manage a 9.42% combined stake. The members of Deripaska’s family hold 6.75%, charity fund Volnoye Delo 3.22%, other minority shareholders 3.42%. Independent managers have the right to manage the stakes. -

This work was commissioned by the United Nations Institute for Disarmament Research (UNIDIR), in the context of its project “supporting the Arms Trade Treaty Negotiations through Regional Discussions and Expertise Sharing”. Introduction RESOURCE The adoption of the Arms Trade Treaty (ATT) would undoubtedly affect all the leading arms exporters and importers, including Russia, which is the world’s second-biggest arms exporter. This study aims to assess the possible effects of the Arms Trade Treaty, if and when it is adopted, on Russian arms exports. To that end we are going to review the current state of these exports; look at the R distinctive features of the Russian arms export control system; and speak to representatives of the Russian government, leading Russian defense companies, and international relations experts about their expectations from the ATT. 1. Russian arms exports in 2002-2011. Export control system: current state, outlook and transparency. 1.1 Russian arms export control system Arms exports – which fall under the Russian definition of “military and technical cooperation”, along with imports – are very important for the Russian economy.
