Standardizing Minority Languages Standardizing Minority Languages This volume addresses tensions that are born of the renewed or continued need to standardize ‘language’ in the early 21st century acround the world. The case studies collected here go beyond the traditional macro/micro dichotomy by foregrounding the role of actors as they position themselves as users of standard forms of language, oral or written, across sociolinguis- tic scales. By considering the perspectives and actions of people who partici- pate in or are affected by minority language politics, the contributors aim to provide a comparative and nuanced analysis of the complexity and ten- sions inherent in minority language standardization processes. This volume provides new insight into how social actors in a wide range of geographical settings embrace, contribute to, resist and also reject (aspects of) minority language standardization. Pia Lane is a professor in multilingualism at the Centre for Multilingual- ism in Society across the Lifespan (MultiLing) at the University of Oslo, where she is PI of the project Standardising Minority Languages. James Costa, previously a post-doctoral fellow at the University of Oslo, where he worked on the standardization of Scots as part of the STAN- DARDS project directed by Pia Lane, is currently a lecturer at Université de la Sorbonne Nouvelle in Paris, where he teaches sociolinguistics, linguis- tic anthropology and semiotics. He is also an affiliate of Lacito, a CNRS, Sorbonne Nouvelle and Inalco research unit. His current research seeks to understand how a nationalist, post-referendum public space is being con- structed in Scotland and how the standardization of the vernacular (Scots), or its rejection, has effects on who gets to be included or not in the public debate. He is the author of a monograph based on previous work on lan- guage revitalization in Provence, Revitalising Language in Provence (2017). Haley De Korne is a post-doctoral fellow at the Centre for Multilingual- ism in Society across the Lifespan at the University of Oslo. She conducts research, teaching, and advocacy in relation to minoritized language com- munities, multilingual education, and language politics. She has participated in Indigenous language education projects in a variety of contexts, in par- ticular in Oaxaca, Mexico. She teaches in the ‘Critical Language Education’ program at the Universidad Autónoma Benito Juárez de Oaxaca. It began at the 20th Sociolinguistic Symposium in Jyväskylä in 2014, and we are particularly grateful to Monica Heller, who acted as a discussant and whose insight- ful and to-the-point comments helped us refine our ideas and move the project forwards. Some of the authors met again the following year at the Sociolinguistics of Globalization: (De)centring and (De)standardization conference in Hong Kong and had the opportunity to present and get feed- back on preliminary versions of their chapters. The editors and authors based at the Centre for Multilingualism in Society across the Lifespan (MultiLing) had the opportunity to partici- pate at various seminars and workshops organised at the centre. These events provided arenas for discussion and reflection and have been of key importance to the volume, as have conversations with our colleagues at the centre. This volume is the main outcome of the project Standardising Minority Languages—STANDARDS, directed by Pia Lane under the auspices of MultiLing and financed by the Research Council of Norway (2012–2017), and the book has benefited from project seminars with Diana Camps, James Costa, Haley De Korne, Elina Kangas and Pia Lane. We are particularly grateful to Sue Gal who, at the first seminar of the STANDARDS project in 2013 gave very insightful comments on the ini- tial outlines for the team members’ individual projects.     The English Language: Did You Know? **English is the most widespread language in the world and is more widely spoken and written than any other language. Over 400 million people use the English vocabulary as a mother tongue, only surpassed in numbers by speakers of the many varieties of Chinese. **Here are all the countries in which English is the official spoken language: **Of all the world's languages (over 2,700) English is the richest in vocabulary with approximate- ly 250,000 different words. In a globalized world, the number of English learners around the world is only expected to further grow.

    Prioritizing African Languages: Challenges to macro-level planning for resourcing and capacity building Tristan M. Purvis Christopher R. Green Gregory K. Iverson University of Maryland Center for Advanced Study of Language Abstract This paper addresses key considerations and challenges involved in the process of prioritizing languages in an area of high linguistic di- versity like Africa alongside other world regions. The paper identifies general considerations that must be taken into account in this process and reviews the placement of African languages on priority lists over the years and across different agencies and organizations. An outline of factors is presented that is used when organizing resources and planning research on African languages that categorizes major or crit- ical languages within a framework that allows for broad coverage of the full linguistic diversity of the continent. Keywords: language prioritization, African languages, capacity building, language diversity, language documentation When building language capacity on an individual or localized level, the question of which languages matter most is relatively less complicated than it is for those planning and providing for language capabilities at the macro level. An American anthropology student working with Sierra Leonean refugees in Forecariah, Guinea, for ex- ample, will likely know how to address and balance needs for lan- guage skills in French, Susu, Krio, and a set of other languages such as Temne and Mandinka. Based on a phonological analysis paired with an acoustic corpus study, I argue that Finnish vowel insertion is the mixed result of phonetic excrescence and the phonologization of these vowels, and is related to second-mora lengthening, another dialectal phenomenon. I propose a gestural model of second-mora lengthening that would generate vowel insertion in its original phonetic state. The link to second-mora lengthening provides a unified account that addresses both the dialectal and phonological distribution of the phenomenon, which have not been linked in previous literature. Using both acoustic data and a phonological analysis of the distribution, I argue that Finnish vowel insertion originated as a phonetic intrusion, but then became phonologized over time. I follow Hall (2006) in assuming that excrescent vowels are the result of gestural underlap, and argue that the original gestural underlap was caused by second-mora lengthening, another phenomenon present in these dialects.

For the remaining languages, the number of speakers indicates a need for both corpora and tools. This paper describes a corpus collection initiative for these languages. While random Web crawling has serious limitations, native speakers with knowledge of web pages in their language are of invaluable help. The aim is to give interested scholars, language enthusiasts the possibility to contribute to corpus creation or extension by simply entering a URL into the Web Interface. Using a Web portal URLs of interest are collected with the help of the respective communities. A standardized corpus processing chain for daily newspaper corpora creation is adapted to append newly added web pages to an increasing corpus. As a result we will be able to collect larger corpora for under-resourced languages by a community effort. These corpora will be made publicly available.
