Sería imposible mencionarlos a todas/os y probablemente terminaríamos siendo injustos, olvidando o desconociendo a muchos que estarían en esta lista, si Olga pudiera estar acá. Sí, debemos mencionar a Juan Pablo Fuentealba, quien ha sido algo más que un ayudante de proyecto, sino gran amigo y “brazo derecho” de su investigadora responsable. Él nos apoyó enormemente en conseguir y realizar las entrevistas a personeros del partido, ocupándose además de su transcripción, así como del fichaje del material de archivo y prensa. Manuel Loyola nos impulsó a retomar el proyecto, dándonos la posibilidad de publicarlo con Ariadna. Natalia Raggio, Patricio Jiménez y Marco Morra colaboraron en el proceso final de edición. Alfredo Riquelme, quien fue amigo y colaborador de Olga durante muchos años es a quien debemos la idea de fondo para el título final. Imaginamos que cumplimos con lo que hubiese deseado nuestra amiga, quien siempre pedía consejos a Alfredo al momento de ponerle un nombre a sus libros y artículos. También quisiéramos agradecer, porque contribuyeron directa o indirectamente a las ideas que están en estas páginas o simplemente porque estuvieron cerca en ese momento, a: Carmen Gloria Bravo, Carmen Frei y familia, Pedro Rosas, Adriana Palomera, Fernando Camacho, Tanya Harmer, Eugenia Peliaraki, Joaquín Fermandois, Alessandro Guida, Luciano Sáez, José Luis Morales, Julio Pinto y los colegas del Departamento de Historia de la Universidad de Santiago de Chile. Por otra parte, es casi imposible formular agradecimientos personales a los amigos y amigas en el Instituto de Estudios Avanzados de la Universidad de Santiago, donde Olga se desempeñó a lo largo de toda su vida académica. Simplemente deberíamos mencionar a todos. Escoger a unos nombres obligaría a hacerle injusticia a otros. Por supuesto algunos tuvieron un papel más importante: quisiéramos con esto hacerles un guiño a los y las colegas del área de Estudios Internacionales, cuyos consejos fueron muy valiosos al momento de tomar decisiones sobre este texto. Sé que entenderán y nos perdonarán para no mencionarlos por nombre y apellido. Para finalizar, el cariño y el agradecimiento más grande van sin duda a la familia de Olga, a su compañero José Luis y a su hija Nadia, quienes estuvieron a su lado en esos últimos difíciles años, dándole la razón para luchar, y a quienes debemos la posibilidad misma de sacar este libro. 9 10 Prólogo Publicar este libro ha sido una decisión muy trabajada y meditada, que tuvo que decantar con el tiempo1. Durante toda su gestación, Olga Ulianova, quien era responsable del proyecto que generó el manuscrito, tuvo que luchar día a día contra una enfermedad terrible y porfiada. Pese a ello volcó toda su inagotable energía y entusiasmo en el trabajo. Suyas eran las intuiciones de fondo, y suya era la inspiración que estaba al origen del proyecto, si bien sus condiciones de salud no siempre le permitieron plasmar esas ideas de la forma que ella hubiese querido y podido hacer. En diciembre de 2016, nos dejó. Los otros dos autores conversamos respecto de qué hacer con un texto que nunca iba a poder ser completado con su contribución. Las preguntas con que nos medimos eran difíciles: si era justo publicarlo, es decir si correspondía usar su nombre para un trabajo que hubiese sido distinto con ella entre nosotros, o si, por el contrario, era un deber darle forma de libro porque - de dejarlo inédito - hubiésemos faltado a un compromiso con nuestra amiga. Preferimos esperar. Solo a fines de 2020, después de cuatro años de su partida, tomamos la decisión. Sin embargo, ahora la disyuntiva era otra: si correspondía tratar de completar el texto o era más pertinente dejarlo así, como estaba. Convenimos que tomar la primera de estas opciones hubiese alejado aún más al resultado final de las intenciones de Olga. Convenimos que era mejor publicar lo que era un borrador, un work in progress, como si se tratara de una pintura o una novela no terminada, interviniendo solo lo estrictamente necesario que permitiera cumplir con las exigencias de un trabajo científico. Por la razón expuesta, el lector tiene en sus manos un texto que, si bien ha sido debidamente pulido, puede presentar en algunas partes una redacción un poco descuidada y provisoria. Que se tratara de una obra a seis manos complicaba aún más las cosas. Si particular cuidado tuvimos con esas partes que sentíamos ser más de Olga, también optamos por evitar de desarrollar de manera sustancial el resto: hacerlo hubiese alterado el conjunto de la obra, sus equilibrios internos, sin que ella pudiese dar su opinión. La preparación del texto además significó un constante intercambio de ideas, que implicó lidiar con las inevitables diferencias de interpretación de tres autores y buscar la forma de integrar en un todo coherente los aportes de cada cual. Carlos Prats and his wife Sofia Couthbert. The individual arrested is a former Chilean intelligence agent, and his capture has brought renewed calls for the resignation of Chile's army chief, Gen. Augusto Pinochet. The case has also resurfaced tensions between the Chilean military and the civilian government of President Eduardo Frei. On Jan. 19, Argentine police in Buenos Aires arrested Enrique Lautaro Arancibia Clavel, a Chilean citizen who is suspected of being the intellectual author of the 1974 assassination of Gen. Prats and his wife. The arrest was announced by Argentine President Carlos Saul Menem, who called it "a new victory for justice and for the federal police." Police sources said Arancibia Clavel had been sought for years by Argentine, Chilean, and Italian authorities in connection with the deaths of Prats and his wife, as well as for carrying out other assassinations on behalf of the Chilean secret service (Direccion de Inteligencia Nacional, DINA).

Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy.

The main argument of this work is that the partnership between the Christian Democratic Party of Chile (PDC) and the United States in this period played a significant role in shaping Chilean politics and thus contributed to its growing polarization. The alliance between the PDC and the United States was based as much on their common views on communism as on their shared ideas about modernization and economic development. Furthermore, the U.S. Embassy in Santiago, headed by men strongly committed to the success of the Christian Democratic project, involved itself heavily in the inner workings of Chilean politics as an informal actor, unable to dictate terms but capable of exerting influence on local actors whose interests converged with those of the United States.

Financial Performance(P): Adjusted Mining EBITDA Margin reached 41%, despite the 20% drop in the average copper price in 2015 compared to 2014. (S&P A+, Moody’s A1) Financing Program: In addition to the US$2 billion bond issuance in September, Codelco received US$600 million capital injection plus an approval to retain earnings for US$225 million, securing the financing for 2016. Esa fue la sentencia que un par de diputados de la Democracia Cristiana (DC) compartieron el jueves 30 de octubre de 1997, tras enterarse, en la sala de sesiones de la Cámara, que el nombre del brigadier Jaime Lepe Orellana engrosaba la lista de ascensos que se efectuarían en el Ejército. La molestia de los parlamentarios tenía una justificación: el uniformado había sido relacionado con casos de violaciones a los derechos humanos cometidas bajo el régimen militar. Ya había pasado la sorpresa por el anticipado anuncio del gobierno de Eduardo Frei, que a las cinco y media de la tarde despejaba una de las incógnitas clave de la transición: el ministro de Defensa Edmundo Pérez Yoma entregaba el nombre del sucesor del general Augusto Pinochet para la Comandancia en Jefe del Ejército. Y, de paso, provocaba la irritación del oficialismo al catalogar al jefe militar como “un ejemplo de responsabilidad para quienes eligen el servicio público”. 9 Enemigos Aliados Cap.
