The Committee took note of a report presented by the UNDP/UNESCO Project in which it was stated that the overall infrastructure presents a notorious state of degradation, although the monuments and landmarks, e.g. the Convent of San Francisco, are well maintained.

The monitoring mission recommended that: an integrated programme of rehabilitation and conservation for the historical centre should be set up, in which projects should be included for the readaptive use of historical structures, housing and infrastructure; - the technical assistance that was made available by the Committee in 1993 be used to organise an interdisciplinary workshop to design with the local authorities programmes of integral conservation and funding mechanisms.

On 2 August 1998, a serious fire destroyed the municipal theatre of Lima located within the World Heritage site of the Historic Centre of Lima. The theatre was inaugurated in 1920.

In response, the Secretariat fielded an expert mission in order to assess the situation and to advise the municipal authorities on setting up a programme and action plan for the recuperation of the theatre.

The Bureau expressed its concern about the serious damages caused by fire to the municipal theatre of Lima. It recommended the national and local authorities to develop a rehabilitation scheme that respects the architectural and historical values of the building and that can serve as a catalyst for the recuperation of the urban surroundings of the theatre. It requested the authorities to keep the Secretariat informed about the progress made in this respect.

The World Heritage Committee,

1. Congratulates the State Party on the rapid actions undertaken following the tragic fire of 29 December 2002;

2. Encourages the State Party to reinforce its efforts in the implementation of preventive measures against potential natural and man-made risks in the so-called high-risk area of the Historic Centre of Lima;

3. Requests the State Party to provide by 1 February 2003, progress report on the measures taken for the rehabilitation and safeguarding of the site, for examination at its 27th session in June/July 2003;

4. Requests to carry out, as soon as possible, a reactive monitoring mission on the construction plan for modern buildings in the historic centre and to provide by 1 February 2003, a report for examination at its 27th session in June/July 2003.

1. Takes note of the additional information provided by ICOMOS;

Requests the State Party to formalize the current procedures to set up a Management Coordination Unit to implement the Strategic Plan with full responsibility for implementing the projects, composed of all the relevant institutions for the protection and development of the Historical Centre of Lima;

The World Heritage Committee, 1. Having examined Document WHC-09/33.COM/7B,

2. Recalling Decision 28 COM 15B.120, adopted at its 28th session (Suzhou, 2004),

3. Requests the State Party to submit more detailed technical information in regard to current intervention projects.

4. Urges the State Party to reconsider the construction of a cable car, considering the potential impacts on the Outstanding Universal Value of the property, and to implement the Directorial Resolution so that the Corredor Segregado is not constructed in light of the effects it would have on the Historic Centre,

5. Regrets that no specific information concerning Decision 28 COM 15B.120 was sent; and reiterates its request to provide updated information on the state of the management system, including the implementation of the Master Plan and the operation of the management unit;

6. Also requests the State Party, in consulation with the World Heritage Centre and the Advisory Bodies, to develop a draft Statement of Outstanding Universal Value, for examination by the World Heritage Committee at its 34th session in 2010;

7. Takes note of the projects presented by the State Party and also requests the State Party, in accordance with Paragraph 172 of the Operational Guidelines, to submit additional information on the current status and technical specifications for interventions at the Municipal Theatre, the Metropolitan Museum and the Municipal Programme for the Integral Urban Renovation of Lima, including an assessment of the potential impact of these programs on the Outstanding Universal Value of the property for review by the World Heritage Centre and ICOMOS;

8. Also requests the State Party to invite a jointed World Heritage Centre / ICOMOS reactive monitoring mission to the property to assess its current state of conservation and the potential impact of the proposed and approved projects on the Outstanding Univseral Value of the property;

9. Further requests the State Party to submit to the World Heritage Centre, by 1 February 2010, a detailed report on the state of conservation of the property and on the progress made in the implementation of the above recommendations, for the examination by the World Heritage Committee at its 34th session in 2010.

The World Heritage Committee,

1. Having examined Document WHC-10/34.COM/7B.Add,

2. Recalling Decision 33 COM 7B.145, adopted at its 33rd session (Seville, 2009),

3. Notes the information provided by the State Party on the actions implemented in response to the decisions of the World Heritage Committee and the efforts made for the conservation of heritage areas;

4. Also notes the results of the January 2010 joint World Heritage Centre/ICOMOS reactive monitoring mission and endorses its recommendations;

5. Encourages the State Party to enhance collaboration among specialized agencies to streamline decision-making processes and to secure the required resources to have a fully operational management system in place;

6. Notes with concern the implementation of infrastructure projects at the property and requests the State Party to:

a) Identify alternative routes for the cable car and carry out visual and environmental impact studies and develop designs that do not impact the attributes that sustain the Outstanding Universal Value of the property, b) Develop alternative designs for the High Capacity Segregated Corridor, including studies of specific transportation systems for the inscribed property, and stop construction of the station at Jirón de la Unión, c) Develop appropriate guidance tools and precise policies for interventions at the historic centre both for decision-makers and for property owners, d) Submit, in accordance with Paragraph 172 of the Operational Guidelines, new designs and technical specifications for consideration and review by the World Heritage Centre and the Advisory Bodies prior to approval and implementation;

7. Also requests the State Party to submit to the World Heritage Centre, by 1 February 2011, a report on the state of conservation of the property and on the steps taken to implement the recommendations from the reactive monitoring mission and Paragraphs above for examination by the World Heritage Committee at its 35th session in 2011.

The World Heritage Committee, 1. Having examined Document WHC-11/35.COM/7B,

2. Recalling Decision 34 COM 7B.116, adopted at its 34th session (Brasilia, 2010),

3. Acknowledges the information provided by the State Party on the actions being taken in the property, and requests the State Party to fully implement the recommendations of the 2010 World Heritage Centre / ICOMOS reactive monitoring mission, with special attention to:

a) Developing appropriate guidance tools and precise policies for interventions at the Historic Centre both for decision-makers and for property owners, b) Enhancing collaboration among specialized agencies to streamline decisionmaking processes and to secure the required resources to have a fully operational management system in place, c) Submit the required information on other urban projects to be undertaken within the property, such as Linea Amarilla, the Commercial Centre in Rimac, the Montserrat Urban Renewal Project and the Plaza Acho Project;

4. Regrets that the station Jirón de la Unión has been built despite the commitment of the Municipality and the Committee decision, and also requests the State Party to:

a) Complete all the necessary actions to return the area between Camana and Carabaya Streets to the state in which it was prior to the construction of the station Jirón de la Unión, b) Develop alternative plans for the High Capacity Segregated Corridor, including studies of specific transportation systems for the inscribed property and submit them to the World Heritage Centre and the Advisory Bodies by 30 November 2011; Decisions report WHC- 11/35.COM/20, p. 166

5. Further requests the State Party to send complete technical and graphic information:

a) Regarding the construction of the Tren Eléctrico and the impact of its trace in the protected area, b) Confirming the halting of the Cable Car project that was presented to the 2010 mission and the alternative routes identified, and carry out visual and environmental impact studies and develop plans that do not impact the attributes sustaining the Outstanding Universal Value of the property;

6. Requests furthermore the State Party to submit to the World Heritage Centre, by 1 February 2013, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 37th session in 2013.

The World Heritage Committee,

1. Having examined Document WHC-13/37.COM/7B.Add , 2. Recalling Decision 35 COM 7B.134, adopted at its 35th session (UNESCO, 2011),

3. Acknowledges the efforts made by the State Party in the implementation of the recommendations made by the 2010 reactive monitoring mission and encourages it to continue with these efforts, in particular regarding the establishment of a fully functional and resourced management system for the property;

4. Takes note of large scale projects being implemented and requests the State Party to:

a) Consider the development of alternative plans for the High Capacity Segregated Corridor, responsive to studies of transportation systems, and develop the adequate heritage impact assessments in the sections that could potentially impact the World Heritage property, b) Submit to the World Heritage Centre the final design, technical specifications and precise location of the route, in relation to the inscribed property, for the Cable Car Project, including relevant heritage and visual impact assessments, for review by the Advisory Bodies prior to making any commitment to its implementation by 30 October 2014;

5. Also requests the State Party to submit three printed and electronic copies of the finalised Master Plan for review by the World Heritage Centre and the Advisory Bodies;

6. Further requests the State Party to submit to the World Heritage Centre, by 1 February 2015, an updated report on the state of conservation of the property and the implementation of the abovementioned requests, for examination by the World Heritage Committee at its 39th session in 2015

The World Heritage Committee,

1. Having examined Document WHC-15/39.COM/7B,

2. Recalling Decision 37 COM 7B.102, adopted at its 37th session (Phnom Penh, 2013),

3. Appreciates the efforts made by the State Party to strengthen the management and planning mechanisms for the Historic Centre of Lima and requests the State Party to finalize the approval process of the Master Plan and submit a critical review of it by the competent authority, as well as an assessment of the effectiveness of the proposed management arrangements for the property; 4. Reiterates its concern regarding infrastructural interventions in the World Heritage area related to the High Capacity Segregated Corridor and also requests the State Party to undertake and submit Heritage Impact Assessments (HIAs) in the sections that could potentially impact the World Heritage property;

5. Notes with regret that the information provided on the Cable Car Project does not include the relevant Heritage and Visual Impact Assessments requested by Decision 37 COM 7B.102 and further requests the State Party, prior to making any commitment to its implementation, to submit by 1 February 2016 a progress report including:

a) a HIA following the ICOMOS Guidance on Heritage Impact Assessments for Cultural World Heritage Properties (January 2011), b) visual simulations of the entire Cable Car Project route with visual cones projected from relevant points within the Historic Centre and from the Plaza de Toros de Acho, which is very near Tower 2. Simulations should include all four supporting towers as well as the departure and arrival stations;

6. Requests furthermore the State Party to submit to the World Heritage Centre, by 1 December 2016, an updated report, including a 1-page executive summary, on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 41st session in 2017.

The World Heritage Committee,

1. Having examined Document WHC/17/41.COM/7B,

2. Recalling Decisions 37 COM 7B.102 and 39 COM 7B.92, adopted at its 37th (Phnom Penh, 2013) and 39th (Bonn, 2015) sessions respectively,

3. Appreciates the efforts made by the State Party regarding the management of the property and notes with satisfaction that the State Party decided to cancel the Cable Car Project to avoid any negative impact on the Outstanding Universal Value (OUV) of the property;

4. Notes with regret that the High Capacity Segregated Corridor project was completed without the submission of the Heritage Impact Assessments (HIAs) requested in past decisions and, therefore, urges the State Party to submit these assessments as soon as possible, in conformity with the ICOMOS Guidance on HIAs for Cultural World Heritage properties, with a specific section focusing on the potential impact of the project on the OUV, and to include an analysis of the scale and a clear explanation on how to mitigate any potential impacts of the concerned stations;

5. Reiterates its request to the State Party to finalize the process for updating the Master Plan for the Historic Centre of Lima and ensure its approval as soon as possible to enable the integral protection of all the components of the property;

6. Welcomes the invitation by the State Party of a joint World Heritage Centre/ICOMOS Advisory mission to provide technical assistance regarding the issues concerning the management and conservation of the property;

7. Requests the State Party to submit to the World Heritage Centre, by 1 December 2018, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 43rd session in 2019.

The World Heritage Committee,

1. Having examined Document WHC/19/43.COM/7B,

2. Recalling Decision 41 COM 7B.64, adopted at its 41st session (Krakow, 2017),

3. Appreciates the efforts of the State Party to address the recommendations of the Committee and of the 2017 Advisory mission, and strongly invites the State Party to consider and comprehensively implement the set of recommendations of the 2017 Advisory mission;

4. Regrets that a new project is being developed for a cable car at the Cerro San Cristobal, and urges the State Party to undertake a Heritage Impact Assessment (HIA), including visual impact and mitigation studies, and submit these once available, to the World Heritage Centre for review by the Advisory Bodies;

5. Notes with deep regret that in despite of its repeated requests, the State Party did not submit HIAs for the High Capacity Segregated Corridor;

6. Notes that a complex transportation system is being implemented and may have a considerable impact on the Outstanding Universal Value (OUV) of the property, and reiterates its request that appropriate HIAs be undertaken for all components located within the property or its buffer zone, and submitted to the World Heritage Centre for review by the Advisory Bodies once they become available, particularly regarding:

a) The High Capacity Segregated Corridor stations of Colmena, Ramon Castilla, Quilca and Central, b) The stations of Metro Lines 2 and 3, c) The Linea Amarilla road upgrading and extension;

7. Welcomes the completion of the Master Plan 2018-2028 and requests the State Party that its formal approval be ensured while incorporating, in a final revised version of the Plan, the recommendations from the ICOMOS technical review;

8. Recommends the State Party to ensure coordination with the Municipalities concerned and all stakeholders, in the implementation phase of the Master Plan and that an autonomous unit responsible for the management of the entire property be created;

9. Expresses its most serious concern about inappropriate interventions in the highly emblematic Convent of San Francisco and further urges the State Party to take the necessary measures to correct and/or mitigate them;

10. Requests the State Party to submit to the World Heritage Centre, by 1 December 2020, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 45th session in 2021.

The World Heritage Committee,

1. Having examined Document WHC/21/44.COM/7B,

2. Recalling Decision 43 COM 7B.102, adopted at its 43rd session (Baku, 2019),

3. Acknowledges the efforts of the State Party to address the recommendations of the Committee and of the 2017 Advisory mission, and invites the State Party to continue the implementation actions that are in progress;

4. Also acknowledges the training courses and advances to improve Heritage Impact Assessment (HIA) management and its regulations, but notes with concern that, despite repeated requests, the HIAs and mitigation measures for the complex transportation system that is being implemented, which may have a considerable impact on the Outstanding Universal Value (OUV) of the property, have not been concluded;

5. Reiterates its request that appropriate HIAs be undertaken for all components located within the property or its buffer zone and submitted to the World Heritage Centre for review by the Advisory Bodies once they become available, particularly regarding: a) The conclusion and mitigation measures for the High-Capacity Segregated Corridor (COSAC) stations of Ramon Castilla, Tacna, Unión, Colmena, 2 de Mayo, Quilca, España, Central and Caquetá, b) The conclusion of the stations of Metro Line 2, c) The development of the stations of Metro Line 3, d) The Linea Amarilla road upgrading and extension;

6. Welcomes the approval of the Master Plan of the Historic Centre 2019-2029 (with a view to 2035), and the implementation of Interinstitutional Working Groups, and strongly recommends that the State Party maintain regular working groups that include stakeholders representing civil organizations from the social, economic and technical sectors regarding their contribution on the implementation of the Master Plan and the development of the Historic Centre of Lima and to consider the integration of the Urban Renewal Programme within an integrated Social- Economic Development Plan;

7. Notes the development of the Urban Renewal Programme, and requests that the projects that represent an impact on the property’s OUV are submitted to the World Heritage Centre for review, such as the project for reconversion of empty lands in the district of Rimac and the Rimac River Special Landscape Project;

8. Also notes the ongoing restoration works for Convent San Francisco, also recommends careful observation of the international preservation and intervention criteria, and also requests the State Party to submit the final restoration project, as well as the preliminary project for the enhancement of San Francisco Square, to the World Heritage Centre for review by the Advisory Bodies;

9. Also welcomes the decision to discard the previous proposal of the cable car to the Cerro San Cristobal, and further requests the State Party to submit the new proposal and its HIA to the World Heritage Centre for review, before further development of the project;

10. Encourages the State Party to submit a Minor Boundary Modification proposal that will include within the property’s boundaries a number of monuments that are currently located in its buffer zone, as recommended by the 2017 Advisory mission;

11. Strongly encourages the State Party to constitute an autonomous authority and, given its large experience, consider PROLIMA for this role;

12. Requests furthermore the State Party to submit to the World Heritage Centre, by 1 December 2022, an updated report on the state of conservation of the property and the implementation of the above, for examination by the World Heritage Committee at its 46th session.
