The"RoundpoleinBuilding"projectwasaninitiativefundedundertheEUNorthern PeripheryProgram.ItcameaboutthroughthecollaborativeworkingofGaiaArchitectsin ScotlandandKimmoKuismanenArchitectsinFinlandandsubsequentdevelopmentofa researchproposalwithGaiaResearchinScotland.

TheprojectinvolvedScottish,FinnishandNorwegianpartnersinvestigatinganddeveloping specificcommercialopportunitiesofferedbytheuseofforestthinnings.Theaimwasto makeacontributiontotheimprovementoflocaleconomiesoftheNorthernPeriphery.Ithas implicationsforsilviculturalpracticeandmanufacturing.Itwasanticipatedthattheproject shouldcreatenewworkingopportunitiesinsparselypopulatedareasandstrengthenthe competitivenessofthewoodenhousebuildingandproductsindustrieswithintheframework ofasustainable,ecologicallysoundsilvicultureandbuiltenvironment.

Asampleofaround50intervieweeswasselectedrepresentingarangeofinterestsincluding architects,designers,specifiers,structuralengineers,builders,LocalCouncils,Government Agencies,communitygroups,NGOsandpartnerships,andresearchinstitutions.Feedback wasobtainedonpast,currentandfutureinitiatives;barriersandissueswereidentified,as wereopportunitiesfordevelopment.

Applicationsidentifiedincludedhousingandaccommodation,publicbuildings;farm buildings;informalstructures;paths;bridges;fencing;playgroundfurniture;otherusesof roundpole,bothintheroundandmachined.Examplesprovidedrangedfromvisitorcentres anddemonstrationstructurestopathedgings,fencepoststorugbyposts.Severalnon- roundapplicationswerealsoidentified,includingsawntimberofvariousdimensionsand chippingsforcattlecorralfiltrationsystems.Severalpublicationswereidentifiedwhichcould enableinterestedpartiestogaininsightsintoothers'experiencewithroundpole,bothin Scotlandandelsewhere.

Thereappearstobesignificantscopeforthedevelopmentofsimpleapplications.Ageneral willingnesstoshareideasandexperienceswouldindicatethatmuchcouldbedoneinthe mediumterminthedevelopmentoflocalroundpoleapplications.Inthelongerterm, significanttechnical,environmental,economicandattitudinalbarriersremaintothewider scaleuseandadoptionofroundpoleapplications.

Inviewoftheforestindustry'slevelofinterestinidentifyinganddrivingupvalue-addusesof smallerdiametermaterial,itisconceivablethatmeansmaybefoundtounderwritefollow-up research.Pilotproductdevelopmentideascouldbepursuedforfencepostsandsmall diametersawntimber,andotherareasofresearchpursuedtoidentifytechnicalsolutions, localopportunities,theimplicationsofregulationconformance,andthemeansofincreasing acceptanceofroundpoleusage.

ItisanticipatedthattheoutputoftheRoundpoleinBuildingprojectwillmakeacontribution toadvancingthedebateandactioninScotlandandinplanningforfutureroundpoleuse withintheframeworkofasustainable,ecologicallysoundsilvicultureandbuiltenvironment.

1.Introduction

TheEuropeanUnionNorthernPeripheryProgramaimstomitigatetheeconomicandsocial disadvantagesposedbyperipheralityofcommunitieswithintheNorthernPeripheryZone. TheareaofScotlandcoveredbytheNorthernPeripheryZone(hereafterreferredtoas"the designatedarea")canbeconsideredtobeallofthecountrynorthoftheHighlandBoundary fault;howevertheremitoftheProgramextendstoinitiativesandprojectsoutsidethatarea whichcanimportideas,materialsorproductintothedesignatedarea.

"RoundpoleinBuilding"isaNorthernPeripheryProgramproject,runbytheRoundpole Group,agroupingofpartnerorganisationsintheUK,FinlandandNorway.TheUKpartners areGaiaArchitects,GaiaResearch,theFindhornFoundationandBuroHappold.The projectaimstocreatecommercialopportunitiesthroughtheinvestigationanddevelopment ofroundwoodandroundpoles.

ThisreportdetailsthefindingsofmarketresearchperformedfortheRoundpoleGroup duringMay2000toassesscurrentapplicationsofroundpolewithinScotland'sdesignated area,andproposemeansofdevelopingpotentialwithinthearea.

2.11.1.Sawntimber Acoupleofrespondentsreportedthatsmalldiameterroundpolescouldbemilledintoa varietyofsawnproducts.

Onerespondent(N.Raeside,DeesideForestDevelopmentInitiative),reportedtheprovision ofawidevarietyofsawnproductsusingasmallscalebandsawatalocationinYorkshire. Productsoveravarietyoflengthsandsquarecutdimensionsincludede.g.treestakes,wall topfencing,gateposts,gates,rails(includinghalfround,waneyedged),varietyoffencesfor domesticuses,gardenbenches,tonandhalftonboxes(foragriculturaltrade).Minimum diameteroflogsusedwas13cm,mainlyuntreatedlarch,orSPtreatedwithcreosote.The operationwasreportedasoperatingprofitably.AsimilarsituationinScotland,Kilmally sawmillnearFortWilliamwasreportedtohavetakensawlogsdownto14cmdiameter.(P. 3.AppraisalofFindings Anappraisalofthefindings,categorisedbykeyarea,shouldhelpintheidentificationof opportunitiesandissuesregardingtheprospectforincreaseduseofroundpoleinScotland. Keyareasareidentifiedandconsideredinturn.

3.1.Interestandenthusiasm Asignificantlevelofinterestinroundpoleapplicationswasevincedbyparticipating organisations,whetherornottheyarecurrentlyusingthematerial.Manyrespondents indicatedthattheyhadanopenmindastowhethertheywoulduseroundpoleinthefuture, andwerekeentobekeptinformedaboutapplicationswhichmightbeoflocalrelevance. Therewasasignificantground-swellofopinionthatcurrentandpotentialpractitionerswould liketobecomeinvolvedinsomeformof"RoundpoleNetwork",whichwouldenablethemto shareideasandexperiencesandtokeepabreastofdevelopments.

Researchandeducationalestablishmentsalsoshowedaninterestininvolvement.TRADA wereverykeentoseewhetherideastheyhavedevelopedcouldbeimplementedinthearea ofresearch,whilearepresentativeofRobertGordonUniversityindicatedtheavailabilityof architecturestudentstohelpwiththedesignandbuildingofroundpoleconstructions.

Thereappearstobesignificantscopefordevelopment,asthereareawiderangeof applicationsinScotlandandelsewherewhichcouldbeofinteresttogroupswithinthe designatedarea.

3.2AvailabilityofMaterial Therewasstrongagreementthatlocallyavailablespeciesandmaterialsshouldbeused whereverpossible.Thisappearstobefeasibleinmostcases,andtosomeextentisthe caseinexistingpractice.OnerespondentobservedthateveryfarminScotlandwith woodlandwoulduseroundpoleinsomeway,forinstance,temporaryfencesorbridges, smallshedsandrampsetc.

Somerespondentsresponsibleforforestmanagementexpressedaninterestinidentifying meansbywhichtheir"waste"timbercouldbeutilisedmoreproductivelythanatpresent. ThissituationprevailsacrosstheforestryindustryinScotland,where"enormousquantities" ofsmallroundwoodarereportedtobeonthemarketatpresent.

WhileasignificantnumberofrespondentsindicatedtheuseofEuropeanlarch,thismay possiblydecreaseinthefuture,aslevelsofreplacementplantingsofthespeciesappearto havedecreasedoverthelast40yearsorso.Hybridlarchispopularwithsomerespondents, howeveritdoesnothavethesameproportionofheartwoodasEuropeanlarchandasa consequenceislessnaturallydurable.Similarly,WesternRedCedarwhichhasprobablythe mostimpressivenaturalpreservativepropertiesofanyspeciesgrowninScotland,hasnot beenplantedtoanyextentinrecenttimesbeingneitherawellknownnorapopularspecies inthiscountry.InmostcasesthespecieswhicharelikelytobeavailablelocallyareScots PineorSitkaSpruce,bothofwhicharegenerallytreatedwithpreservativesforusein externalconstructions.

3.3Economics Theeconomicsofroundpolepresentachallenge.Roundpoleisfrequentlyreportedtobe usedinthe"informaleconomy"wherethematerialisobtainedfree,orinexchangefor labour(e.g.performingthinnings).Inmanysuchcasesthematerialisworkedbyvolunteer groups.

Theeconomicviabilityofroundpolesasamaterialinthebuildingmarketsisamorethorny question.Thebalanceoftimberandlabourcostisreportedasbeingcritical.Labourcosts appeartopresentamajordifficulty.Onerespondentreportedthatheconsideredthehighest valueaddisprovidedbypolesbeingusedascolumnsandpurlins.

Onepointworthbearinginmindwithregardtofencingmarketopportunitiesisthereported poormarginsassociatedwithfencingposts.

Onerespondentflaggedaninterestingpossiblebarriertousinguntreatedroundpolematerial indicatingthat,ingeneral,itismorestraightforwardtoobtainfundingfortheinstallationof structures(e.g.fencing),thanforremedialorrepairwork.

3.4Regulations AdherencetoBritishandEuropeanstandardsappearstopresentoneofthemajorbarriers tomorewide-spreadroundpoleusage.Severalrespondentsreportedexperiencing difficultiesgainingbuildingcontrolapprovalofconstructionsincorporatingroundpole. Alterationstodesigns(e.g.theremovalofsomepolesfromdesignorincreasingthepole specifications)appeartobefrequentlyrequiredinordertosatisfytheauthoritiesastothe strengthofaproposedstructure.Onerespondent,astructuralengineer,indicatedthatthe Britishstandardsaffordedhimlittleopportunitytouseroundpoleinconstructions.Other,

Forexample,foralogcabintomeetcurrentdaythermalrequirements,wallsrequiretobe 12"-14"thick;andthefireresistanceofstructuresincorporatingroundpolesisamajor planningconcern.

Stress-gradingisanareaofconcerntoallthoseusingroundpoleinastructuralcapacity. Standardstressesareappliedtosawnlengths,whilestress-gradingofroundpolesis understoodtoamuchlesserextent.Thereappearstobegeneralconfusionaboutroundpole strength,alackofawarenessofwhocanperformstress-gradingonroundpoles,andwhat needstobedonetoperformthetesting.

Usesofroundpoleinplaygroundapplicationsareconstrainedbytherequirementtoconform toENstandardsforplaygroundequipment.Forexampletherulingprohibitingthepresence offinger-traphazards(cracksorgapsbetween8and25mminwidth)encouragestheuseby thetradeoftreatedpolesmilledtostandarddimensions.AirdriedScotsPinewasreported asbeingpronetocracking,andnotlikelytoconformtothestandards.

Thoseresponsibleforspecifyingbuiltcountrysidefurniture,generallyspecifysquaretimber becauseofthelowerriskoffailureandtheattendantthreatoflitigation.

3.5Educationandtraining Roundpoleisanareawhichappearstooffersignificanteducationalandtraining opportunities.Oneareawherethereisdemonstrablescopeforincreasedunderstandingis thestructuralpropertiesofroundpoletimbers,andhowtoincorporatethemindesignswith confidence.Itisgenerallyacknowledgedthatover-specificationisthepresentdaynorm,as designersandspecifiersareconstrainedtoerronthesideofcaution.

Thereappearstobealackofknowledgeinthejoinerytradeastohowtohandleroundpole jointsatpresent,andconsequentlythereisatendencytoover-pricequotesforthistypeof work.Another,morelimitedopportunitycouldthereforebeaffordedbytraininginroundpole jointingasaspecialistskill.

3.6Designs Severaldisparatethemesemergedinregardtodesign.Theseincludedthechallengeof jointing;simplicityortechnicalsophisticationofdesign;improvisationofideas;corporate designstandards;andtheuseofstandardmilledlengths.

Jointingrepresentsasignificantchallenge,andisoneofthemajorinhibitorsincurrent structures,wherethecostsofjointingcanseverelycompromisetheoveralleconomicsof constructionsincorporatingroundpole.

ThelessonwhichseemstohavecomeoutoftheHookeParkexperimentappearstobethe needtoavoidcomplexdesigns.TherearenoreportsoftheroundpoledesignsatHooke Parkhavingbeenemulated,probablyduetothelevelofsophisticatedengineeringinthe design,andthesignificantfinancialoutlaylikelytoberequiredtobuildtoasimilarstandard.

Somerespondentsindicatedthattheyarekeentoimprovisewithideas,andaproposed networkordiscussiongroupmayhelpbringtogetherthosewithsharedinterests.Reported areasofinterestincludedtheuseofbalesandpolesinconjunction,andthecreationoflarge spansusingroundpoles.

Corporate"lookandfeel"andotherstandarddesignstendtomitigateagainsttheuseof morenatural,non-standardmaterials.Thereisalsoevidencethatstandardscanmitigate againsttheuseoflocallysourcedandworkedmaterials,causingadownwardtrendinthe

UsageofRoundpoleinScotland Page:16 RoundpoleinBuildings useoflocalmaterialsoverthepastfewyears.Severalrespondentsalsoindicatedthat, althoughtheyusedroundpoles,theseweremilledtoastandarddiameteralongthefull lengthofthepole(i.e.thenaturaltaperandskewfromtheroundwasmachinedout.)

3.7Preservatives Issuessurroundingtheuseofpreservativesappeartofallintoessentiallytwocategories- themeansbywhichtheirusecanbeavoidedorminimised,andthelogisticsoftheir application.Themajorityofapplicationsidentifiedinthisstudyentailedtheuseof preservatives.CCA,asubstancereportedtobebannedinseveralEuropeancountries,was reportedtobeusedinmostoftheseinstances.Somerespondentsmentionedtheuseof Borax,asamoreenvironmentallyfriendlysubstance,butthewatersolubilityofthismaterial appearstocreateaproblem,particularlyinsituationswheretreatedtimberisconstant contactwiththeground.Onerespondentindicatedtheavailabilityofanenvironmentally friendlyalkaliwater-basedpreservativefromNorwaycalledJotun.

Severalrespondentsindicatedmeansbywhichtheuseofpreservativescouldbeminimised. Onerespondentindicatedthatifitisdesirablenottousepreservatives,itshouldbe necessarytoidentifyapplicationswherearelativelyshortlife-spanisacceptable.Others indicatedthatdesigncouldensureaminimisationofpreservativeuse.Astructure's"roofand shoes"arecriticalfactorsinuseofunpreservedroundpole;accordinglyifabuildingis detailedcorrectlytheend-grainsshouldbewellprotected,andshouldn'trequiretreatment withpreservative.Anotherrespondentindicatedthatthereisagoodcaseforcuttingsap- woodoffiftheuseofpreservativesistobeavoided,asBritishandEuropeanstandards demanduseoftreatmentifsapwoodistobeusedinanexternallocation.

Oneareawhichcouldpossiblybenefitfrommarketdevelopmentisfencing(seethe followingsection).Thelogisticsofpreservationarelikelytobecriticalinthiscase.Issues whichwouldhavetobeexploredincludea)whetheritispossibleonlytotreatthatpartofthe stakewhichcomesincontactwiththegroundispreserved,andb)whetheritispossiblefor mobilecontractorstoperformpreservationoperations.Thesequestionswouldhavetobe clarifiedinthelightofexistingenvironmentallegislation;onerespondentindicatedthata CCApressuretreatmentplantwouldcost£50,000minimum,andtheenvironmental compliancerequirementswouldleavelittlescopeforthedevelopmentofmobilefacilities.

Severalrespondentsindicatedexperiencingdifficultiesintreatingsprucewithpreservatives. Adevelopmentlikelytobeofinteresttothemistherecentlyannounceddiscoveryofa funguswhichaltersthematerial'scellstructure,enablingtheimproveduptakeof preservativemedium.Noindicationhasbeenprovidedofthelongertermstructuralor environmentalconsequencesofthistypeoftreatment.

3.8.Marketingandproductdevelopment Therewouldappeartobescopeforthedevelopmentofroundpolemarketing.Various aspectsofmarketingcouldbeemployedwithaviewtoencouragingtheadoptionofthe material.Forexample,TRADAarekeentopromotethemessagethatlowtech,lowcost doesnotnecessarilymeanlowquality.Atthetopendofthemarket,thereappearstobe clientresistancetoacceptingdesignsincorporatingroundpole.Existingexamplescouldbe effectivelyutilisedtostimulateclientinterest,considerationcouldbegivenastohowto counterobjectionsonthebasisofcost,andmeansidentifiedbywhichclientscouldbe reassuredabouttheintegrityofroundpoledesigns.Itappearsthatpromotionofthissort couldusefullybeextendedmorebroadlyintothearchitecturalprofessionwhereroundpoleis notgenerallyconsideredindesignbecauseofitsexperimentalstatus.

Someinitiativesreportedthedevelopmentofproductsusingroundpole(notallutilisingthe timberintheround).Thesewerelistedintheprevioussection.Itwassuggestedthat

Otherwise,thereislittleevidenceofroundpoleproductdevelopmentbeingundertakenby majormarketplayers.TheForestryCommissionareconcentratingalltheireffortsin hardwoodmarketingonmilledtimberanddonotseethissituationchanginginthe foreseeablefuture.BRE,theconstructionresearchestablishment,reportedthattheyarenot doinganythingwithroundpoleatpresentandhavenofutureplansforthematerial.

Perhapsaconsiderationtobearinmindforthefuture:onecorrespondentmentionedthat theywouldbeinterestedinobtainingvariouslengthsanddiametersofroundpole"offthe shelf".

3.9Conclusions Inthemediumtermatleast,thereisareasonableprospectofanincreaseinthelevelof localvalueaddedusingroundpole,butactivitywouldbeexpectedtoremainatarelatively lowoveralllevel.Itisnotanticipatedthattheprojectedlevelofactivitywouldhaveany appreciableimpactonthemarketforthinnings.

Experienceindicatesthattechnicallycomplexsolutionshavefewreadytakerswhilethere appearstobesignificantscopeforthedevelopmentofsimpleapplications.Ageneral willingnesstoshareideasandexperienceswouldindicatethatmuchcouldbedoneinthe mediumterminthedevelopmentoflocalapplications.Aneffectivemeansofinformation collationanddisseminationcouldhelpfacilitatesuchdevelopments.

Inthelongerterm,significanttechnical,environmental,economicandattitudinalbarriers remaintothewiderscaleuseandadoptionofroundpoleapplications.Inviewoftheforest industry'slevelofinterestinidentifyinganddrivingupvalue-addusesofsmallerdiameter material,itisconceivablethatwaysmaybefoundtounderwritetheresearchrequiredto uncovermeansbywhichthesebarrierscanbeloweredorremoved.

4.Thewayforward

4.1Initialsteps Twoinitialactionshavebeenidentifiedandarebeingperformedinconjunctionwiththe productionofthisreport,namelya)thedistributionofahardcopyofthereportto respondentsandotherinterestedparties,andb)scopingtheoptionsforaroundpole informationexchange/forumforthosewithaninterestinroundpole.Thosewhohave expressedaninterestininformationexchangewillbeappraisedoftheoutcomeoncethe scopingexerciseiscomplete.

4.2Developmentpossibilities Itisbeyondthescopeofthe"RoundpoleinBuilding"projecttoproceedwiththeother developmentideasdiscussedintheprevioussection.Areaswhichmightmeritfurther researchelsewhereareoutlinedbelow.

4.2.1Increasingacceptanceandutilisationofroundpole Moredetailedresearchcouldbeperformedintoidentifyinganddevelopingthefactorswhich couldenablemorewide-spreaduseofroundpoleincommercialapplications.Theareas whichcouldbeconsideredinclude: technicalsolutions -investigationandpromotionofappropriatesolutionsforroundpole technologiese.g.cost-effectivejointingmechanisms;

4.2.2Productdevelopment-fencing. Furtherinvestigationcouldbecarriedintotheroundpostfencingmarket,whichappearsto offergrowthpotential.Researchcouldbeundertakentobetterunderstandthemarketandto identifythelogisticsandtenabilityoflocalisedfencepostproductionasadiversifiedactivity, withparticularemphasisontheinvestigationoftheenvironmental,technicalandregulatory aspectsoffencepostpreservatives.Forthistypeofstudyitwouldbeproposedtoidentifya feworganisationsorindividuals,ideallyoneortwocurrentlyinvolvedinfencepost production,andtheotherspossiblefutureproducers(ifpossiblefromgeographicalareas wheretherewouldbelittledirectcompetition).Theproducerorganisationscouldprovide informationabouttheprocess,marketconditions,regulationsetc.Theotherorganisations wouldbeinvitedtoassessthesituationintheirarea,andtoscopetheopportunitiesfor developmentofamarketintheirlocalarea.

4.2.3Productdevelopment-smalldiametercuttimber Researchcouldbeperformedintothefeasibilityofuseofroundpoleasarawmaterialfor smallscaleband-sawoperations,intheproductionofsquarecuttimbers.Activities envisagedwouldlikelyincludeassessmentofviabilityandinvestmentimplications, identificationofproducts,markets,pricinglevels,competition,localmarketconditionsetc.
