Dergiye gönderilen yazılar başka bir yerde yayımlanmamış ya da yayımlanmak üzere gönderilmemiş olmalıdır. 3. Türkçe-İngilizce başlıkları ile 150 sözcüğü geçmeyen Türkçe ve İngilizce yazılmış özetlerinin ve kaynakçasının yazının sonuna eklenerek yazıma hazır şekilde gönderilmesi, Yazının ana bölümlerinde 12 punto; dipnot, özet, kaynakça, tablo gibi bölümlerinde ise 10 punto harf büyüklüğünün, 1,5 satır aralığı ile “Times New Roman” karakterinin kullanılması ve ayrıca dipnotların sayfa altında gösterilmesi derginin bütünlüğü açısından uygun olacaktır. 4. 10.000 kelimeyi geçmeyecek şekilde Microsoft Word formatında hazırlanan yazıların e-posta yoluyla gönderilmesi gerekir. 5. Dergimize gönderilen yazıların yazım bakımından son denetimlerinin yapılmış olduğu, yazarın disketteki veya e-posta ile gönderilen biçimiyle “basıla” verdiği kabul edilir. Yazı teslim edildikten sonra baskı düzeltmeleri için ayrıca yazara gönderilmeyecektir. Bu nedenle, yazım yanlışlarının olağanın dışında bulunması, biçimsellik ölçülerine uyulmaması, yazının geri çevrilmesi için yeterli görülecektir. 6. Dergimiz editörlerince ilk değerlendirilmesi yapılan yazılar hakeme gönderilecektir. Hakemden gelen rapor doğrultusunda yazının yayımlanmasına, yazardan rapor çerçevesinde düzeltme istenmesine ya da yazının geri çevrilmesine karar verilecek ve yazar durumdan en kısa sürede haberdar edilecektir. Yazardan düzeltme istenmesi durumunda düzeltmenin en geç 20 gün içerisinde yapılması gerekmektedir. Yazarın Hakem Raporuna itiraz etmesi durumunda, yazı yeni bir hakeme gönderilecektir. 7. Yazarlar unvanlarını, görev yaptıkları kurumları, haberleşme adreslerini, telefon numaralarını ve e-posta adreslerini bildirmelidirler. 8. Dergide yayımlanmasına karar verilen makaleler yazarların soyadlarına göre alfabetik sırayla yayımlanır. 9. Telif ücreti ödenmeyeceğini yazar kabul etmiştir. Doç. Dr. Hayrettin Çağlar* ÖZET 5941 sayılı Çek Kanunu ile getirilen önemli yeniliklerden biri ileri tarihli çek düzenleme imkanının yasal olarak tanınmış olmasıdır. Buna bağlı olarak da ticaret şirketleri ve diğer tüzel kişiler açısından ileri tarihli olarak düzenlenen çeklerin karşı- lıksız çıkması halinde sorumluluğun kime ait olması gerektiği hususunda ve alınacak koruma veya güvenlik tedbirleri konusunda ayrıntılı düzenlemeler yapılması gerek- miştir. Bu düzenlemeler bazı hallerde haksız bir takım neticelerin ortaya çıkmasına yol açabilecektedir. Bunların başında bir ticaret şirketinde yönetici, temsilci veya imza yetkilisi iken ileri tarihli çek düzenlemiş ancak daha sonra görevden ayrılmış olan ki- şinin, çekin üzerinde yazılı düzenleme tarihi itibariyle ibrazında çek karşılığının hazır tutulmaması halinde hakkında verilecek çek hesabı açma ve çek düzenleme yasağı sebebiyle uzun yıllar bir başka şirkette yönetici olarak görev alabilmesinin mümkün olmaması gelmektedir. Zira hakkında söz konusu yasak kararı alınmış kişinin, yöne- ticisi, temsilcisi veya imza yetkilisi olarak görev aldığı bir şirket adına da çek hesabı açılmayacaktır. Dolayısıyla hakkında böyle bir yasak kararı bulunan kişinin en azın- dan yasaklı olduğu sürece yönetici olarak atanması söz konusu olmayacaktır. Geopolitics and Diplomacy The Changing Nature of Diplomacy: Rising Powers’ Humanitarian Diplomacy Practices Ceren Urcan1 Abstract: In this study, the ways of how the sample rising powers conduct their humanitarian diplomacy are analyzed since there is heterogeneity such in the other fields of foreign policy implementations. Rising powers’ foreign policies and their soft power tools are a debatable issue in general. However, this study goes into much detail within the scope of humanitarian diplomacy and humanitarian aid as a part of it. The case study includes the sample countries which are Turkey, Brazil and China. The official reports, official foreign policies and their implementations are considered in the analysis. Turkey’s perception on humanitarian issues is based on the idea of humanity and international responsibility with its historical and cultural history. Brazil’s focus on humanitarian issues is mostly related to both its foreign policies and multilateralism tendencies. China has deep philosophical thoughts and some long-term goals. Even the policies of case countries seem in this way in principle and humanitarian issues are universally accepted issues, when the implementations are analyzed, there are some differences that inhibit us to reach a general conclusion and prove the heterogeneity in the practices. Thus, this study is an important contribution for such privatized diplomacy theme regarding the sample rising powers.
