A Cultural Heritage for National Liberation? The Soviet-Somali Historical Expedition, So- viet African Studies, and the Cold War in the Horn of Africa Natalia Telepneva British Academy Postdoctoral Fellow, University of Warwick This paper discusses the conception, execution, and outcomes of the first Soviet-Somali histor- ical expedition, in 1971. In due course, the Soviet-Somali Expedition set out to create a “usable past” for Somali nationalism, rooted in the history of Mohammad Abdullah Hassan, a religious and military leader who had fought against the British in Somaliland between 1900 and 1920. The paper investigates how Soviet ideas about the preservation of historical heritage were grounded in Central Asian modes of practice and how these became internalised by Soviet Africanists in their attempts to help reinforce foundational myths in newly independent African states. The paper argues that the Soviet model for the preservation of cultural heritage, as envisioned by Soviet Africanists, aimed to reinforce Siad’s national project for Somalia. Their efforts were ultimately unsuccessful, however, because of Cold War constraints and misunder- standings of local realities. Keywords: Soviet Union, Africa, Somalia, Cold War, Somali cultural heritage, UNESCO Introduction On 10 September 1971, Siad Barre, the head of the Somali Revolutionary Council (SRC), spoke to a group of Soviet scholars that had arrived to participate in the first joint Soviet-Somali historico-archeological expedition. “Imperialists always wrote lies about us. They collected such ma- terials that had no value; made photographs of those objects which showed us in the wrong light. Your expedition and research should be cardinally different from what has been written by bourgeois authors. -

Michael Jaffee Patterson Independent Project 2/1/13 Pompey, the Great Husband Abstract: Pompey the Great’s traditional narrative of one-dimensionally striving for power ignores the possibility of the affairs of his private life influencing the actions of his political career. This paper gives emphasis to Pompey’s familial relationships as a motivating factor beyond raw ambition to establish a non-teleological history to explain the events of his life. Most notably, Pompey’s opposition to the special command of the Lex Gabinia emphasizes the incompatibility for success in both the public and private life and Pompey’s preference for the later. Pompey’s disposition for devotion and care permeates the boundary between the public and private to reveal that the happenings of his life outside the forum defined his actions within. 1 “Pompey was free from almost every fault, unless it be considered one of the greatest faults for a man to chafe at seeing anyone his equal in dignity in a free state, the mistress of the world, where he should justly regard all citizens as his equals,” (Velleius Historiae Romanae 2.29.4). The annals of history have not been kind to Pompey. Characterized by the unbridled ambition attributed as his impetus for pursuing the civil war, Pompey is one of history’s most one-dimensional characters. This teleological explanation of Pompey’s history oversimplifies the entirety of his life as solely motivated by a desire to dominate the Roman state. However, a closer examination of the events surrounding the passage of the Lex Gabinia contradicts this traditional portrayal. -

Somalia’s mighty shilling The Economist March 31, 2012 1 / 12 Hard to kill • A currency issued in the name of a central bank that no longer exists 2 / 12 An expression of faith • Use of a paper currency is normally taken to be an expression of faith in the government that issues it • Once the solvency of the issuer is in doubt, anyone holding its notes will quickly try to trade them in for dollars, jewellery or, failing that, some commodity with enduring value 3 / 12 An exception • When the rouble collapsed in 1998 some factory workers in Russia were paid in pickles • The Somali shilling, now entering its second decade with no real government or monetary authority to speak of, is a splendid exception to this rule 4 / 12 A central bank • Somalia’s long civil war has ripped apart what institutions it once had • In 2011 the country acquired a notional central bank under the remit (authority) of the Transitional Federal Government • But the government’s authority does not extend far beyond the capital, Mogadishu. 5 / 12 Backed by no reserves • Why are Somali shillings, issued in the name of a government that ceased to exist long ago and backed by no reserves of any kind, still in use? 6 / 12 Supply xed • One reason may be that the supply of shillings has remained fairly xed • The lack of an ocial printing press able to expand the money supply has the pre-1992 shilling a certain cachet (prestige) 7 / 12 Fakes • What about fakes? • Abdirashid Duale, boss of the largest network of banks in Somalia, says that his sta are trained to distinguish good fakes from the real thing before exchanging them for dollars 8 / 12 Money is useful • A second reason for the shilling’s longevity is that it is too useful to do away with • Large transactions, such as the purchase of a house, a car, or even livestock are dollarised. -

Navigating the Atlantic World: Piracy, Illicit Trade, and the Construction of Commercial Networks, 1650-1791 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University by Jamie LeAnne Goodall, M.A. Graduate Program in History The Ohio State University 2016 Dissertation Committee: Margaret Newell, Advisor John Brooke David Staley Copyright by Jamie LeAnne Goodall 2016 Abstract This dissertation seeks to move pirates and their economic relationships from the social and legal margins of the Atlantic world to the center of it and integrate them into the broader history of early modern colonization and commerce. In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer. -

March 25, 2020 Pirate treasure? SCOTUS unanimously rules states are immune from copyright infringement suits in Blackbeard case By Jennette Psihoules and Jason Kunze “Arrr, matey… the crown bested me again. Me buried treasure is awash without remedy.” Perhaps Blackbeard would utter this upon learning that the U.S. Supreme Court unanimously ruled that states are immune from copyright infringement actions. Specifically, on Monday, March 23, 2020, the Supreme Court held that the Copyright Remedy Clarification Act of 1990 (the “CRCA”) abolishing states’ sovereign immunity against copyright infringement suits is invalid.1 The story begins over three hundred years ago off the coast of Beaufort, North Carolina, where Edward Teach, more well known as the infamous pirate Blackbeard, ran into unfortunate luck, when his vessel, Queen Anne’s Revenge, ran aground on a sand bar near shore and sank. Queen Anne’s Revenge remained untouched underwater for centuries until 1996, when Intersal, Inc. (“Intersal”) discovered her wreck. While according to federal and state law, the wreck belongs to the State of North Carolina, North Carolina engaged Intersal to excavate the ship. Intersal hired Frederick Allen (“Allen”) to record the excavation. Allen captured videos and photos relating to the unearthing of Queen Anne’s Revenge and registered copyrights in these works. North Carolina subsequently published many of the works despite Allen’s objections, in what Justice Kagan referred to as “a modern form of piracy.”2 As a result, Allen filed a complaint in Federal District Court alleging copyright infringement against the State of North Carolina. North Carolina moved to dismiss the suit on the grounds of sovereign immunity under the Eleventh Amendment. -

Strengthening Capacity of Eyl District in Puntland to Deliver Services to Citizens
UN Joint Programme for Local Governance and Service Delivery Strengthening Capacity of Eyl District in Puntland to Deliver Services to Citizens Eyl District is situated on the Puntland coast with an estimated population of 130,000, over 220 kilometers from the Puntland state capital, Garowe. In 2012, Eyl District Council was not functioning and was not able to deliver services, leaving residents feeling hopeless about the future. There was no common vision for the delivery of development in the district; residents felt excluded and unable to contribute or influence decisions that affected their lives. The residents of Eyl were known for their involvement in sea-piracy, largely due to their impoverished circumstances. In 2013, JPLG/UNDP collaborated with the Eyl community to mobilize and revive the Eyl District Council. This was achieved through JPLG/UNDP support to the local government to draw up a District Development Framework, providing a five year development vision for the district. This is a component of the Public Planning & Expenditure Management Training, which Eyl District Administration Offices, Puntland strengthens the capacity of Eyl District Council and local government staff, to produce an Annual Work Plan and Budget, providing a framework for the delivery of services in the district. Ely District Planning Officer, Abdinasir Yasin Ali: “The District Development Framework enabled organizations and line ministries in Garowe to work with the Eyl District Council to deliver prioritized services, which has led to the rehabilitation of vital community infrastructure. It has increased the confidence of local govenment staff to carry out their work and helped boost morale in the community.” Representatives from the District Council and District Administration staff worked to produce the District Development Framework, over four months, supported by JPLG/UNDP.
