His work contributes to the study of historical sociology, environmental justice, agrarian change, planning, and heterodox Arab/North African social thought. His research is focused on the MENA region and Tunisia in particular. Mr. Ajl’s dissertation is a history of modern Tunisia, focused on the social and ecological origins of underdevelopment and the trajectory of post-colonial planning. He is an editor at Jadaliyya and Viewpoint. Sharifa Alshalfan is an urban researcher and consultant. She currently leads the Spaces of Living project at LSE Kuwait as a Visiting Fellow, as well as consulting on land management with the World Bank. Her research interests include land-use policies and urban governance with a focus on housing in the GCC states. She has a particular interest in the housing welfare system in Kuwait and its urban and social effects on the country. She holds a Bachelor in Architecture from the University of Southern California and an MSc in City Design and Social Science from London School of Economics. Julia Bello-Schünemann is Senior Research Consultant for the African Futures and Innovation Programme at the Institute for Security Studies (ISS) in Pretoria and a Senior Associate Consultant for Good Governance Africa. She is based in Lagos, Nigeria, and her current research focuses on long-term trends in Sub-Saharan Africa, including urbanisation, demographics, development and violence. Before joining ISS, Bello-Schüneman was a consultant working on state building, conflict prevention and early warning, providing policy advice to the European Union (EU) and United Nations Development Programme (UNDP), among others. Bello-Schünemann has a PhD in international relations from Complutense University of Madrid, Spain. Fatiha Belmessous is a researcher at the University of Lyon, École nationale des travaux publics de l’État (ENTPE), CNRS and UMR 5600 “Environment City Society” (EVS). She currently supervises a global and multidisciplinary research project (spanning from 2018-2020) on urban informality in the metropolises of Lyon and Barcelona, and participates in a dialogue initiative between global South countries (Algeria, Brazil, Mexico) and global North countries (France, Spain). Josep Coll is Associate Professor and Director of the Master in Sustainable Business and Innovation at EADA Business School. He is a Senior Research Associate at CIDOB (Barcelona Center for International Affairs), where he created and leads the “Wise Cities” program. He also serves as an international development consultant for the European Commission and the United Nations. He is a Visiting Professor at Yonsei University in South Korea and Universidad Anahuac in Mexico. He is the author of the books “Zen Business” and “Economics of Happiness” 5 2018 (Spanish editions). He regularly speaks at the Smart City Expo & World Congress about urban development as well as in other international congresses. Joel L. Cuello is Professor of Biosystems Engineering and Director of the Global Initiative for Strategic Agriculture in Dry Lands (GISAD) at The University of Arizona in Tucson, Arizona, USA. He is a globally recognized expert in the engineering of sustainable biological and agricultural systems, emphasizing on optimizing productivities and performance while fostering resource sustainability and environmental protection. Prof. Cuello earned his graduate degrees from the Pennsylvania State University and conducted his postdoctoral research in the Controlled Ecological Life Support System Division at NASA John F. Kennedy Space Center. He holds a number of patents on bioreactors and vertical farming cultivation systems, and serves as current President of the Philippine American Academy of Science and Engineering. Anton Escher is Professor of Cultural Geography at the Johannes Gutenberg University Mainz. After obtaining his PhD at the University of Erlangen-Nürnberg in 1985, he qualified as Professor in 1990 with his habilitation thesis on social-geographical aspects of spatial development processes in Syria. This was followed by various positions as assistant and temporary professor at the universities of Erlangen-Nürnberg, Berlin and Mainz. Since 1996, Dr. Escher is full professor at the Institute of Geography at Mainz.     Abschluss der Schlichtung: Geißler plädiert für ein Stuttgart 21 Plus Heiner Geißler hat sich in seinem Stuttgart-21-Schlichterspruch für einen Weiterbau des Projekts ausgesprochen, aber deutliche Verbesserungen gefordert. Ein Abbruch des Bahnprojekts käme nach Ansicht Geißlers zu teuer. Schlussplädoyers Befürworter und Gegner des Bahnprojekts Stuttgart 21 haben in ihren Plädoyers am Ende der Schlichtung noch einmal eindringlich für ihre Positionen geworben. Dabei schlugen vor allem die Befürworter eher versöhnliche Töne an. So betonte Baden-Württembergs Ministerpräsident Stefan Mappus, die Tieferlegung des Hauptbahnhofs sei für die wirtschaftliche Entwicklung des Landes enorm wichtig. Seitens der Landeshauptstadt, kündigte Oberbürgermeister Wolfgang Schuster an, man wolle auch künftig über ein Bürgerforum Bahnprojekt Stuttgart - Ulm mit den Stuttgartern im Gespräch bleiben. Außerdem wird die Stadt die bereits von der Bahn gekauften Gleisflächen einer Stiftung anvertrauen, um sie so vor Immobilienspekulationen zu schützen. Parallel soll die Bürgerbeteiligung für die Gestaltung des neuen Rosensteinquartiers fortgeführt werden. Der nachfolgende Beitrag bietet einen Überblick über die Abschlussplädoyers der Schlichtungsrunde: Dr.-Ing. Volker Kefer, Vorstand Technik, Systemverbund und Dienstleistungen, DB AG: Volker Kefer beschrieb in seiner Abschlussrede noch einmal die Vorzüge von Stuttgart 21. Durch das Projekt seien 12 Millionen zusätzliche Fahrgäste möglich, das Verkehrsangebot werde stark verbessert, zentraler Aspekt sei dabei die Neubaustrecke Wendlingen-Ulm. Das Konzept der Gegner, K 21, sei zwar technisch ebenfalls machbar, aber es berge noch viele offene Fragen. S 21 dagegen stehe auf einer gesicherten Grundlage. Durch zahlreiche Bohrungen, Feld- und Laborversuche habe man umfassende Kenntnisse über das Terrain, auf dem gebaut werden solle, gesammelt. S 21 sei durchgeplant, planfestgestellt und finanziert. Bei K 21 müsse dies erst noch gemacht werden, was bei der Realisierung einen Verzug bis 2035 bedeuten könne.

    Reports on Completed Research for 2013 “Supporting worldwide research in all branches of Anthropology” REPORTS ON COMPLETED RESEARCH The following research projects, supported by Foundation grants, were reported as complete during 2013. The reports are listed by subdiscipline, then geographic area (where applicable) and in alphabetical order. A Bibliography of Publications resulting from Foundation-supported research (reported over the same period) follows, along with an Index of Grantees Reporting Completed Research. ARCHAEOLOGY Africa: DR. JONATHAN A. HAWS, University of Louisville, Louisville, Kentucky, was awarded funding in April 2012 to aid research on “Middle Stone Age Archaeology and Modern Human Origins Research in Southern Mozambique.” In 2012, the project conducted a reconnaissance survey of the Maputaland region of Mozambique to investigate the origins of modern human behavior. As part of this work, the team documented new Middle Stone Age (MSA) sites and collected samples to establish age control for the study of Quaternary landscapes in the region. The survey was limited due to bureaucratic constraints but yielded positive results to warrant further research. The project team explored the coastal strip south of Maputo. At Ponta Maone, researchers recorded an MSA site eroding out of the bluffs. The artifacts at this locality showed little evidence for weathering thus suggesting a stratigraphically intact occupation. Sediment samples were collected for OSL dating. Several points along the coast of Maputaland have previously documented Quaternary deposits but visibility was limited in most areas due to covering vegetation. In the area of Moamba, two new MSA sites were recorded: one surface scatter with discoidal cores and flakes, and another in stratigraphic position exposed in a streamback cut.

Support for Right2Water was particularly pronounced in Germany. The German organisers managed to collect 16 times more signatures than the minimum necessary to be counted towards the quorum. How have the German political parties reacted to the overwhelming public support for Right2Water? To answer this question, we examined the election manifestos of the main political parties, published for the federal elections in 2005, 2009, 2013, and 2017, and the elections to the European Parliament in 2004, 2009, 2014, and 2019. We concentrated on one specific goal of Right2Water, which refers to preventing the liberalisation of water services in the European Union. We expected the attention to and positioning of the liberalisation of water services to vary across the individual German parties. Since Right2Water was organised by public service trade unions and pursues an anti-liberalisation agenda, we expected left-wing parties to have laid a greater emphasis on this issue than right-wing parties, and for them to have adopted positions that aligned with the goals of the ECI.

Overall, the prevailing tone in our panel of experts accords with that of the previous release. Growth and recovery appear to be well stablished with solid medium-term perspectives but policy reform in most areas remains stalled or advancing only too slowly. Comparing with the previous release, our experts keep on setting slightly lower scores for all three dimensions we look at: the performance of the economy, the adequacy of policy goals, and the real progress achieved by the various reform initiatives. In terms of the six individual policy areas we are monitoring, the performance of the Spanish economy is assessed to be only marginally different with respect to the previous monitor. There are minor improvements in the labour market and competition and regulation performance, stability in fiscal policy and minor declines in the rest. However, when it comes to the evaluation of policies, both in their goals (with an average score of 4.1/10) and especially their delivery (3.5/10), the deterioration is more significant and virtually pervasive across the policy spectrum.

It is also a partnership platform between companies and administrations from all over the world where they can further explore the dynamics of public-private partnerships, create guides to good practices and standards and design solutions to the issues facing cities. The center is led by IESE Business School and is part of the United Nations’ International Centre of Excellence on PPPs program. It has the support and sponsorship of Barcelona City Hall and other public administrations and private companies.
