Annual Report & Accounts 2006-2007 DisposalSMART 1 What is the Disposal Services Agency? The Disposal Services Agency (DSA) is the sole authority for the disposal process of all surplus defence equipment, with the exception of nuclear, land and buildings. The Agency targets potential markets particularly in developing countries in a pro-active manner; to enable them to procure formally used British defence equipment instead of equipment from other countries. The principal activity of the Agency is the provision of disposal and sales services to MoD and other parts of the public sector. These services include Government-to-Government Sales, Asset Realisation, Inventory Disposals, Site Clearances, Repayment Sales, Waste Management and Consultancy and Valuation Services. DSA’s Aim: To secure the best nancial return from the sale of surplus equipment and stores; to minimise the cost of sales and to operate as an intelligent contracting organisation with various agreements with British Industry and Commerce. DSA’s Mission: To provide Defence and other users with an agreed, effective and ef cient disposals and sales service in order to support UK Defence capability. House of Commons Hansard The Government's Plan for Brexit 07 December 2016 Volume 618 Mr Speaker I inform the House that I have selected amendment (a) in the name of the Prime Minister. 12:51:00 Keir Starmer (Holborn and St Pancras) (Lab) I beg to move, That this House recognises that leaving the EU is the defining issue facing the UK; notes the resolution on parliamentary scrutiny of the UK leaving the EU agreed by the House on 12 October 2016; recognises that it is Parliament’s responsibility to properly scrutinise the Government while respecting the decision of the British people to leave the European Union; confirms that there should be no disclosure of material that could be reasonably judged to damage the UK in any negotiations to depart from the European Union after Article 50 has been triggered; and calls on the Prime Minister to commit to publishing the Government’s plan for leaving the EU before Article 50 is invoked. For months, Labour has been pressing the Prime Minister and the Government to set out their plan for Brexit. For months, the Prime Minister and a succession of Ministers have refused to do so, either in writing or from this Dispatch Box. Facing defeat on today’s motion, the Government have now caved in—last-minute amendments tell their own story and everybody knows it. This is a victory for common sense. I thank those from various Opposition parties who backed putting pressure on the Government to disclose their plan, and I thank the Conservative Members who, rightly, want to see far more detail about the approach their Front Benchers are intending to take. -

We cover (i) data collection, (ii) estimation, (iii) raw results, and (iv) validity checks. The resulting scales turn out to be highly valid, and provide an excellent guide to MPs' ideologies using data that is completely separate to the voting data that forms the bulk of the evidence in our paper. A1: Collection of Speech Data Speeches come from an original collection of every speech made about issues related to welfare in the House of Commons from 1987-2007, covering the period over which the Labour party moved 1 to the center under Tony Blair, adopted and enacted policies of welfare reform, and won office at the expense of the Conservatives. Restricting the speeches to a single issue area is useful for estimating ideologies because with multiple topics there is a danger of conflating genuine extremism (a tendency to speak in extreme ways) with a tendency or requirement to talk a lot about topics that are relatively extreme to begin with (Lauderdale and Herzog, 2016). -
British Conservatism, Family Law and the Problem of Change
PSA Annual Conference 2014, Midland Hotel, Manchester Conservatives and Conservatism Specialist Group Panel One: Constitutionalism, Rights and the Law in British Conservatism From ‘Pretended Family Relationship’ to ‘Ultimate Affirmation’: British Conservatism and the Legal Recognition of Same-Sex Relationships Andrew Gilbert Principal Lecturer in Law, Anglia Ruskin University PhD Candidate, Faculty of Laws, UCL The legal regulation of the family in a liberal state often gives rise to controversy. It is also an area where conservative commitments to tradition and institutions are tested in the face of (proposed) innovations in family law and policy. How to deal with non- heterosexuality has been a particular source of tension within the body of postwar Conservatism, laying bare the authoritarian and libertarian dispositions at war in its members. This paper will first sketch out the Conservative Party’s record on homosexual law reform since the 1980s, and then go on to consider arguments around the legal recognition of same-sex relationships in relevant political thought. This discussion will then inform the examination of the Civil Partnership Act 2004 and the Marriage (Same Sex Couples) Act. The article concludes by observing that, while there were some similarities in the Party’s approach to the two Bills, conservative arguments in favour of the legal recognition of same-sex relationships were more readily articulated in the civil partnership debates chiefly because it was seen as an evolutionary innovation and there was no existing institution which would be the subject of change. How Conservatives perceived notions of change in the legislation was indicative of whether the Bills would attract their support (and vice versa), signifying the limited utility of a classical conservative understanding of change as a practical theory for supporting major social developments. -

HOUSE OF COMMONS SESSIONAL DIARY 2003–04 26 November 2003 to 18 November 2004 Prepared in the Journal Office of the House of Commons INTRODUCTION 1. This diary records the business on which the House spent its time in Session 2003–04, analysed into categories, and similar information for sittings in Westminster Hall. It is intended mainly to provide information in response to statistical inquiries, and in using it the following points should be borne in mind: (a) The diary does not include business which took little or no time, such as presentations of bills, unopposed private business, and motions agreed to without debate or division. (b) Divisions are normally included with the business to which they relate. (c) Timings are taken from the Official Report, using the printed times where available, and otherwise taking a column of debate to last three minutes. Daily prayers are assumed to last a standard five minutes (and are not itemised in the analysis), and the time at which the House rose is taken from the Votes and Proceedings. (d) Periods of suspension are included in the total sitting time, and are listed in section 14h of the analysis (Miscellaneous). However, the 2½-hour suspension from 11.30 to 14.00 in Westminster Hall on most Tuesdays and Wednesdays (introduced on 1 January 2003) is shown in brackets in the “Duration” column and is left out of the totals. Other suspensions in Westminster Hall are included in the totals and in the analysis under section 5. (e) The times in the column headed “After appointed time” refer to business taken after the time appointed as the “moment of interruption”. -

Ministers’ dates of office Until the 2015 General Election, all Minsters carried on in their posts. After the Conservative party won a majority in the 2015 General Election, the Prime Minister announced senior government Cabinet appointments on 8 May 2015 at which point all Liberal Democrat Ministers ceased to be Ministers. Where a Conservative Minister continued to serve in the new Government, this is indicated in the end date column in the note: • Continued to hold the same office is indicated by ‘continued in post’ • Continued in Government but in another Department, is shown by ‘continued in Govt’ • Another role within the same government department is shown by ‘continued in Dept’ An end-date is given for all Ministers who left the Government where known. Interests not previously published have been annotated with a „*‟ to show that it is an update or a new entry. Under the terms of the Ministerial Code, Ministers must ensure that no conflict arises, or could reasonably be perceived to arise, between their Ministerial position and their private interests, financial or otherwise. On appointment to each new office, Ministers must provide their Permanent Secretary with a list in writing of all relevant interests known to them which might be thought to give rise to a conflict. -
