BRIEFING PAPER Number 06544, 15 October 2017 Ministers in the 2010 Compiled by Coalition Government Sarah Priddy This list notes ministerial office holders in the 2010 Coalition Government. Ministers’ dates of office Until the 2015 General Election, all Minsters carried on in their posts. After the Conservative party won a majority in the 2015 General Election, the Prime Minister announced senior government Cabinet appointments on 8 May 2015 at which point all Liberal Democrat Ministers ceased to be Ministers. Where a Conservative Minister continued to serve in the new Government, this is indicated in the end date column in the note: • Continued to hold the same office is indicated by ‘continued in post’ • Continued in Government but in another Department, is shown by ‘continued in Govt’ • Another role within the same government department is shown by ‘continued in Dept’ An end-date is given for all Ministers who left the Government where known. Introduction This paper provides Members with an update on the latest relevant developments for the Assembly following the vote to leave the EU on 23 June. Developments in Wales 2.1 Welsh Government The First Minister published a statement on 24 June on the referendum outcome, which identified six priorities for Wales: . Protecting jobs; . Full part to be played by the Welsh Government in discussions about the timing and terms of the UK withdrawal; . UK Government should negotiate access to the Single Market; . Continued participation in major programmes like CAP and Structural Funds up until end of 2020; . Overwhelming case for major revision of Barnett Formula to take into account needs arising from withdrawal from EU; 1 . Constitutional shift resulting from Brexit means ‘the relationship between Devolved Administrations and the UK Government must now be placed onto an entirely different footing’. The First Minister has also made a number of oral statements during plenary since then. I asked him to guarantee every penny that we would lose, to make sure that came to Wales. About this report This report is an updated version of a report of the same title published by CAF in April 2016 to coincide with an official visit from Maina Kiai, UN Special Rapporteur on the rights to peaceful assembly and of association (a follow-up visit to his 2013 review), who spoke about the closing space for civil society at Parliamentary event hosted by CAF. That report sought to raise awareness of the impact that UK policy - given position of leadership and long history of cultivating civil society - could have on the closing space for civil society globally.

This guide has been updated to reflect the changes. The Conservative government does not have a parliamentary majority of MPs but has a confidence and supply deal with the Northern Irish Democratic Unionist Party (DUP). I commissioned this Review in July 2010 in the wake of celebrations marking the 150th anniversary of the Cadet Forces. I wanted to ensure that we were making the most of not just the Cadet Forces but the many other youth engagement activities that the MOD, including the Armed Forces, undertake. I believe that not enough is done to promote the work that we do in this area. For too long we have been keeping Defence’s Youth Engagement activities to ourselves.
