Tulasi Das K.Shakuntala Commissioner Note: It gives a great immense pleasure to receive Pride and Honour from the Swachh Bharath Mission and Ministry of Urban Development, Government of India for receiving 44th place in the Country, 7th place in the state and 1st place in the District as a Clean city in the Swachh Sarvekshan 2017 rankings. Also, we are pride to say that the Quality council of India who inspected all the Municipalities in the country are satisfied with the existing infrastructure and maintenance of the Sanitation and eradication of open defecation in Tenali Municipality, they are ready to Announce and Re- certify our Tenali Municipality as Open Defecation free city in next month. An unique mobile based application was introduced for resolving the issues regarding Vacant lands in the city, The Vacant land Management System was introduced here which was not there anywhere in the country. We are proud to say that we are first to take up this issue and developed a model for the resolving this issue which will stands as a best practice for all the municipalities in the country. As per the instructions from the state Government the Anti – Terrorism day was conducted for the peace and to eradicate the terrorism from the country. Sd/- Commissioner Tenali Municipality Tenali Municipality Achievements Swachh Sarvekshan 2017 As per the Swachh Survekshan Survey 2017, Eight cities of Andhra Pradesh are listed amongst the top 50 cleanest cities of India. A proud moment for the entire state, Where the Tenali Municipality stands at 44th place in the country and 7th place in the state and also 1st place in the Guntur District. The different best practices which are like source segregation & Transportation, Vermi Composting, Bio-Methanation, Aerobic Composting..etc, are been followed in Tenali municipality for longer period which makes it get succeeded in the Swachh Sarvekshan Programme. Tenali Municipality Current Activities Inauguration of Vacant land Mobile Application - Vacant Land Management System (VLMS) The Tenali Municipality Launches a unique mobile based Application known as Vacant Lands Application, which is First in the Country. Through the Vacant land App all the Vacant Lands surrounding in the Tenali Municipal Limits are Captured and Geo-tagged, All the required Information of Contact of the land owner and the type of nuisance it is creating to the surrounding environment is listed down, then the notice will be sent to the Owner regarding cleaning of his own site premises. If that land is not cleaned with in the time period, Tenali Municipality by itself clean the vacant land and generates challan on the name of that land owner, whenever they want to sell or construct in that land these challans which are stored in the database are get cleared first. So, By this way the problem of unhygienic conditions surrounding the Vacant lands are get resolved. This will become the Best practice through out the World with in a short period of time. Tenali Municipality Preparation of Route Maps for Sanitation As per Go 279 Operational Guidelines and Swachh Bharath Mission Circulars, the Micro pockets were demarcated before and now the Route Maps are Finalised for every Micro pocket of 350-400 Households. The collection points and transfer points are marked clearly for every micro pocket. Inauguration of Heat Wave Shelters As per the Instructions of the AP State Government and Respective District Collector, Guntur. The Heat wave Shelters are inaugurated in all major chowks, public areas, commercial areas in the Tenali Municipality. Even before the instructions in the last month of april itself the Tenali municipality has inaugurated and distributing the pure water and buttermilk to all the public in the town. Tenali Municipality Celebration of Anti-Terrorism Day As per the Instructions of the State Government an Anti Terrorism Day was held on 19th may 2017 at Gandhi Market in Tenali Municipality. On behalf of this Respective Municipal Commissioner, DSP, RDO of Tenali town are participated and conducted a pledge of peace which is against to terrorism in the Country. Tenali Municipality Inspection of QCI for ODF Re-certification The Quality Council of India has been done an inspection across the country for certification of Open Defecation Free cities in the country, Regarding this Including Tenali Municipality total 110 ULBs of Andhrapradesh are certified and declared as ODF cities in 2016. But now for the Re-certification Process QCI done an inspection in Tenali Municipality. On this inspection they checked all the school toilets, public toilets and community toilets of their infrastructure and maintainence. As part of Tenali Municipality they are satisfied with the existing conditions and the Re certification will be announced as soon. Tenali Municipality Swachhtha Drive As part of the Monthly Programmes, Swachhtha Drive was held on 2nd day of every month in Tenali municipality. For the Month of May the Swachhtha drive was held in yadla Lingaih colony and Balaji rao peta of Tenali municipality, where hon’ble MLA was participated in this drive. The Tree plantantion was done and the Respective Commissioner, Counsellor and all other ward members are conducted a pledge regarding cleanliness in the ward.     TENALI MUNICIPALITY E-NEWS LETTER March 2016 I wish to state that the Tenali Town in Guntur District is constituted into Municipality in the year 1909 with population of around 18,000. Tenali is also well known as ‘Andhra Paris’. The Archeological monuments revealed that the village ‘Teravali’ gradually became Tenali and it is also reputed for devotees, intellectuals, orators, artists and educationalists from ancient days. Tenali is one of the oldest Municipalities formed in 1909 and now is Special Grade Municipality with a population of 164937 as per 2011 census. The Municipality at present having an area of 16.63 Sq.kms. Tenali town is the 5th biggest urban centre in this region after Vijayawada, Guntur, Nellore and Ongole. The biggest Sangam dairy, Co-operative Sugar factory, Continental Coffee works, are situated very close to the town. The floating population to the town is at very high rate since Tenali is marketing place for Agriculture, Entertainment, Employment & Medical facilities etc. Tenali is located on the eastern coast of Andhra Pradesh at a distance of about 30 Kms from sea (Bay of Bengal) and lies at 16.250 North Latitude and 80.580 East Longitude. Tenali is located in the midst of wet lands irrigated under the Krishna Western Delta Canal System. Eastern Ghats lie on West and the town is in plain land. The average altitude above Mean Sea Level (MSL) is 11.00m. The annual average rainfall is 869.00mm receiving both North-East and South-West Monsoons. It is generally hot and humid during summer with temperatures ranging between 32-450 C.

Conservation of natural resources is essential in now a days for sustainable development, hence we are creating awareness among public on water harvesting pits, energy conservation and motivated public to dig rain water harvesting pits in the premises of their houses. This document is a succinct overview of the City Sanitation Plan for City of Tenali in order to recognize the stress areas in the sanitation sector and establish priorities in the intervention areas along the defined strategic guidelines. City Sanitation Plan is a 30 -year strategic framework to deliver on the long-term vision we have set for the sanitation sector of Tenali Town. This framework forms the basis on which the City Administration will work with stakeholders -including other spheres of government, service providers and beneficiaries - in our common mission to overcome the vast gaps in sanitation services. The strategic plan reflects the thoughts, feelings, ideas, and wants of the stakeholders of the city and moulds them along with the city's purpose, mission, and regulations into an integrated document. We consider the evolving agenda based on the document to be ambitious, but achievable. This strategic framework represents the first foundation of a new collective process which will breathe life into our long-term vision and strategy and will guide our collective actions as we strive to meet the needs of the city and our community. Wide ownership of the process will ensure that the strategy remains dynamic and adoptable as it is continually enriched and enhanced by the experience of implementation. Functioning of Guntur Municipal Corporation Executive Summary Guntur Municipal Corporation (GMC) is responsible for providing civic services and infrastructure facilities in its jurisdiction covering a population of 7.43 lakh (as per 2011 Census). The Corporation is empowered to levy and collect taxes to meet the expenditure on these services. The Performance Audit of GMC was conducted (during April to July 2018), covering the period 2013-18. The Audit objective was to assess levy, collection and accounting of taxes, efficient management of land and adequacy in providing civic services. Performance Audit of GMC was conducted, covering the period 2013-18, in seven selected areas viz., Property Tax, Vacant Land Tax, Building Permissions (major revenue yielding functions), Management of lands, Water supply, Drainage and Solid Waste Management (major expenditure areas). The overview of audit findings is given below: Property Tax Property Tax was not assessed and levied in respect of 107 cases out of 6,116 cases regularised under Building Penalisation Scheme and 55 cases out of 822 cases where occupancy certificates were issued, due to lack of coordination between Town Planning Wing and Revenue Wing. This resulted in loss of revenue of `1.16 crore. (Paragraph 2.4.1 (a) (iii)) Library Cess GMC collected (2007-18) `27.95 crore towards Library Cess but did not transfer the same to ‘Zilla Grandhalaya Samstha’ as of June 2018, instead, the amount was credited to its General Fund. (Paragraph 2.4.1 (b) (iii)) Short levy/collection of Building Permit Fee Scrutiny of 575 selected out of 11,175 Building permission cases revealed short levy/collection of `4.50 crore due to incorrect computation.

    an> Title: Need to approve underground drainage project in Tenali Municipality in Guntur district of Andhra Pradesh. SHRI JAYADEV GALLA (GUNTUR): Sir, Tenali Municipality comes under the Capital Region Development Authority of Andhra Pradesh, and after Vijayawada and Guntur Municipal Corporations, Tenali is the largest municipality in the CRDA Region. In spite of this, Tenali does not have the basic urban infrastructure such as underground drainage system. Being the 17th most populous city in AP and having a municipality more than a century ago in 1909, not much development has taken place. Tenali is often referred to as Andhra Paris because there are three canals which go through the city. It is only after creation of the new capital of Amaravathi that some development has started there. Recently, the water supply scheme has been completed under UIDSSMT with a capacity supply of 135 LPCD for Tenali Municipality. Now in the absence of proper underground drainage and disposal system in the town, people are facing problems and open drainage is creating health hazards as waste water generated finally reaches irrigation canals and it not only contaminates the irrigation water but also the groundwater. To address this problem, a detailed project report, with an estimated cost of Rs.165 crore was prepared and sent to the Ministry of Urban Development through the AP Urban Finance and Infrastructure Development Corporation in March, 2015 for approval and implementation. In view of the above, I request the hon. Minister of Urban Development to kindly approve this project and implement it in a time-bound manner..
