I combine media studies with political science, EU studies and nationalism studies to scrutinize this period as an example of a ‘formative moment’. During this formative moment the EU became ‘the new official Other’ in relation to which a new temporary community, Estonia as a candidate country, was ‘imagined’ in the paper. The study is based on the assumption that national identity as a normative process of making a distinction between us and Others occurs in societal texts, such as the media. The overall framework consists of critical discourse analysis in three phases. Text level refers to the media content whereas the evolution of the categories of writers of the opinion articles during the accession process is approached as a discourse practice. The formative moment stands for sociocultural practice as wider societal context. The empirical data consists of 1780 opinion articles of Postimees. First, in the text level a characteristic feature of this formative moment is the open normativity of identity. In three discourses formed on the basis of the empirical data, European Estonia, Independent Estonia and Humble Estonia, the question of ‘who we are’ is challenged both internally and externally by ‘who we should become’. Internally, the aim is to socialize the newspaper’s readers into becoming informed, rational and realist citizens. Externally, in relation to the EU, the necessity to become European, independent or humble is emphasized in the pertinent discourses. Second, four categories of writers, namely Staff Journalists, Cultural and Political Elite as well as the Readers (letters to the editor), emerged from the analysis. The analysis shows that in the beginning of the accession process only a limited group of people, mostly journalists and political decision makers, wrote about the EU. By 2003, however, both the number of articles as well as the variety of authors had multiplied several times. This shows, how a new community, Estonia as a candidate country, is first ‘imagined’ by a small number of people and then expands into the wider public. Last but not least, this formative moment can be seen as a disciplining sociocultural practice. Here a link between normative public discussion and critical public opinion towards the EU during country’s accession process can be drawn. Even though the newspaper tried to ‘bring the EU closer to the people’ this attempt was accompanied by top-down discussions downplaying everyday problems. This study also shows the paradox of how a necessity to improve us and become someone else is communicated in the public discussion in parallel to claiming that ‘Estonia as an EU member does not have to change much’. 3 ACKNOWLEDGEMENTS During the years of conducting this study I have been lucky to study and work together with a number of inspiring people who have all left their traces on the end result. Another story is when the pandemic substitutes ‘a major crisis’ – then there may be a dual problem of analysing the present and forecasting the future. In one of his main interviews (if not the main one), which was supposed to be wrapping the difficult year up, Estonian Prime Minister Jüri Ratas was into memorable metaphors when it would come to pure politics, but distinctly shy when a question was on economics1. During 2020, in political terms, the country was getting involved into discussing way more intra- political scandals than it would have been necessary to test the ‘health’ of a democracy. As for the process of running the economy, apart from borrowing more to survive the pandemic, the only major economic reform that the current governmental coalition managed to ‘squeeze’ through the ‘hurdles’ of the Riigikogu’s passing and the presidential approval was the so-called second pillar pension reform. The idea of the Government was to respond to a particular societal call that was, in a way, ‘inspired’ by Pro Patria and some other proponents of the prospective reform.

    Dear reader, In accordance with section 4 of the Chancellor of Justice Act, the Chancellor has to submit an annual report of his activities to the Riigikogu. The present overview of the conformity of legislation of general application with the Constitution and the laws covers the period from 1 June until 31 December 2004, and the outline of activities concerning the protection of fundamental rights and freedoms of persons, the period from 1 January until 31 December 2004. The overview contains summaries of the main cases that were settled as well as generalisations of the legal problems and difficulties, together with proposals on how to improve the protection of fundamental rights and freedoms and how to raise the quality of law making. The readers will also be able to familiarise themselves with the organisation of work in the Office of the Chancellor of Justice. According to the Constitution, the Chancellor of Justice is an independent constitutional institution. Such a status enables him to assess problems objectively and to protect people effectively from arbitrary measures of the state authority. One tool for fulfilling this task is the opportunity that the Chancellor of Justice has to submit to the Riigikogu his conclusions and considerations regarding shortcomings in legislation, in order to contribute to strengthening the principles of democracy and the rule of law. I am grateful to the members of the Riigikogu and its committees, in particular the Constitutional Committee, the Legal Affairs Committee and the Social Affairs Committee, for having been open to mutual, trustful and effective cooperation, which will hopefully continue just as fruitfully in the future.

    The Estonian Russian Divide: Examining Social Diversity in Estonia with Cross-National Survey Data Christina Maimone Department of Political Science Stanford University April 6, 2004 Draft Since Estonia’s separation from the Soviet Union, Estonians and Russians in Estonia have struggled to live together as one society. While Estonians and Russian-Estonians1 may never have been a single integrated society, the conflict between Estonians and Russian-Estonians intensified during the formation of the independent Estonian state. During the process of establishing a constitution and new government in post-Soviet Estonia, Estonian was made the only official language of the state.2 Citizenship was granted automatically only to those who had ancestors with Estonian citizenship prior to the Soviet occupation in 1940.3 This prevented the vast majority of Russians in Estonia, approximately one-third of the residents of Estonia at the time, from being able to gain Estonian citizenship. In addition to the exclusion from citizenship, some Estonians encouraged Russians who had been located in Estonia during the Soviet occupation to leave Estonia and return to Russia. Some Russian-Estonians did migrate back to Russia, but most of the Russian-Estonians made the decision to stay where they had been living, in come cases, for their entire lives. For those without Estonian ancestors, the Estonian Law on Citizenship requires passing an Estonian language examination. Estonian is considered to be a difficult language to learn, and it is in a different language family than Russian. The language programs designed to prepare individuals to take the language examination were drastically under-funded through the 1990s, which prevented those wanting to learn Estonian from being able to.

I view collective memory not as a monolithic homogenous unit, but as subdivided into various group memories that can be conflicting. The conflict line between ‘Estonian victims’ and ‘Russian perpetrators* figures prominently in the historical culture of post-Soviet Estonia. However, by setting an ethnic Estonian memory against a ‘Soviet Russian’ memory, the official historical narrative fails to account for the complexity of the various counter-histories and newly emerging identities activated in times of socio-political ‘transition’.
