ABOUT THE CONFERENCE

The Compliance Challenge The strict global compliance & regulatory regime of the maritime industry is having a profound impact on its operations. Two of the most pressing environmental regulations requiring immediate response from the industry relate to IMO’s 0.5% Sulphur Cap by 1 January 2020, and Ballast Water Management Convention, with the requirement for installing a Ballast Water Management System on ships after 8 September 2019, and ensuring compliance with the ballast water management code for type approvals.

These regulations place on shipowners and operators, an urgent and demanding obligation to ensure compliance for their day-to-day business operations, which in turn has also impacted the fuel oil and wider commodity markets serving the industry.

While there has been some measure of preparation, there still remains much uncertainty based on options available and resulting challenges that have arisen from selecting the respective options for compliance.

COURSE DIRECTOR

William Tan is trained in Environmental Engineering and has a Master’s Degree in International Business. He has more than 23 years in the marine industry. He joined DNV Petroleum Services in 1994 till 1999 as the Assistant Sales Manager marketing fuel testing and bunker survey services to the Japanese, Korean and South East Asian Markets. He founded Marine Fuel Consultants International Pte Ltd in the year 2000 with a group of marine engineers, fuel consultants and claim specialists, providing services of fuel quality management and claims handling. In 2002, he joined Miyabi Industries Pte Ltd as Vice-President and its Principal Consultant. The Company is an Engineering and Consultancy firm specializing in fuel, lubricants, risk assessments, loss control and claims recovery for the bunkering and shipping community. He is also the program leader and course lecturer for a series of bunker courses including the largely successful Bunkering Disputes course since 2002, training more than 700 participants to date.

William is known within the bunkering industry from Europe, Middle East, to Asia. His expertise is much sought after by the industry as an expert witness, technical consultant, mediator and arbitrator on bunker dispute cases.
