PERSUADED TO PREPARE: RHETORIC AND A COLD WAR FALLOUT SHELTER By Carol M. Hollar-Zwick Between 1958 and 1962, at the height of the Cold War between the United States and the Soviet Union, a Wisconsin physician collected government pamphlets on civil defense, articles from medical journals and news magazines, and other information on radioactive fallout and fallout shelters. He assembled the documents in a three-ring binder, which he stored in the fallout shelter that he designed and had constructed in the back yard of his home in July 1960. The physician responded to a rhetoric of preparation from the federal and state governments and from his profession to prepare for nuclear war, a campaign of persuasive education that stood in for what would have been a tremendously expensive and less-than-guaranteed system of public shelters. Designed to induce American households to build private fallout shelters in their basements and yards, preparedness rhetoric combined fear of death in nuclear attack and assurance of survival through preparation. He was one of few who acted; most Americans throughout the 1950s ignored the government’s exhortations to do the same. The historical contexts of the documents, the way the documents reached the physician, the arguments the documents made, and his response to the arguments are discussed in this thesis. Using historical accounts, archival documents from the Wisconsin Bureau of Civil Defense and the State Board of Health, and bound volumes of medical journals and magazines, I place the binder documents in the historical contexts and rhetorical situations in which they were created and circulated. -

The primary goal of the Lehman Caves Management Plan is to manage the cave in a manner that will preserve and protect cave resources and processes while allowing for respectful recreation and scientific use. More specifically, the intent of this plan is to manage Lehman Caves to maintain its geological, scenic, educational, cultural, biological, hydrological, paleontological, and recreational resources in accordance with applicable laws, regulations, and current guidelines such as the Federal Cave Resource Protection Act and National Park Service Management Policies. Section 1.0 provides an introduction and background to the park and pertinent laws and regulations. Section 2.0 goes into detail of the natural and cultural history of Lehman Caves. This history includes how infrastructure was built up in the cave to allow visitors to enter and tour, as well as visitation numbers from the 1920s to present. Section 3.0 states the management direction and objectives for Lehman Caves. Section 4.0 covers how the Management Plan will meet each of the objectives in Section 3.0. -

Operation Alert, Conelrad, and Civil Defense in the Early Cold War
ABSTRACT WE MUST BE READY FOR A NEW DANGER: OPERATION ALERT, CONELRAD, AND CIVIL DEFENSE IN THE EARLY COLD WAR In the 1950s, the United States government turned towards civil defense in order to prepare its citizens for the possibility of nuclear war. During the Eisenhower administration, from 1952 to 1960, civil defense was designed to fit into certain difficult criteria. Civil defense needed to have a military purpose of protecting the public and a social purpose of reassurance that there were measures in place. However, this had to be accomplished with a relatively small budget. By examining two of the civil defense programs that were implemented in this time period, Operation Alert and Conelrad, it is possible to create a better understanding of civil defense as a whole during this period of the early Cold War. This thesis explores the growth of these programs during the Eisenhower administration, showing how the lack of budget necessitated evacuation and information based civil defense rather than shelters. It also shows the faults in these programs, explaining why they were replaced during the Kennedy administration. It is intended, in the terms of the Committee’s request, to “put what have been abstract measures of strategic power into more comprehensible terms. ” The study examines the full range of effects that nuclear war would have on civilians: direct effects from blast and radiation; and indirect effects from economic, social, and politicai disruption. Particular attention is devoted to the ways in which the impact of a nuclear war would extend over time. Two of the study’s principal findings are that conditions would con- tinue to get worse for some time after a nuclear war ended, and that the ef- fects of nuclear war that cannot be calculated in advance are at least as im- portant as those which analysts attempt to quantify. This report provides essential background for a range of issues relating to strategic weapons and foreign policy. It translates what is generally known about the effects of nuclear weapons into the best available estimates about the impact on society if such weapons were used. It calls attention to the very wide range of impacts that nuclear weapons would have on a complex industrial society, and to the extent of uncertainty regarding these impacts. -

This article analyses developments along three di- mensions of Nordic cooperation: military defence (focusing on the Nordic Defence Cooperation), civil security (in the form of the ‘Haga’ process), and political cooperation (through the implementation of the Stoltenberg report). Three observa- tions stand out as a result: First, that the three dimensions are intimately related against the background of a common Nordic conceptualization of security; second, that there is simultaneously variation in significant respects (such as driving forces, scope, and degree of institutionalization); and third, that Nordic security and defence cooperation has developed in the context of European and transatlantic security dynamics and cooperation. The second part of the analysis seeks to interpret this picture from the analytical perspective of differentiated integration. The article ends with a set of reflections on the future of Nordic security and defence cooperation in light of the Coronavirus pandemic.
