Management of Coastal Erosion by Creating Large-Scale and Small-Scale Sediment Cells

Introduction Nearly all coastal states have to deal with the problem of coastal erosion. Coastal erosion and accretion has always existed and these processes have contributed to the shaping of the present coastlines. However, coastal erosion now is largely intensified due to human activities. Presently, the total coastal area (including houses and buildings) lost in Europe due to marine erosion is estimated to be about 15 km2 per year. The annual cost of mitigation measures is estimated to be about 3 billion euros per year (EUROSION Study, European Commission, 2004), which is not acceptable. Although engineering projects are aimed at solving the erosion problems, it has long been known that these projects can also contribute to creating problems at other nearby locations (side effects). Dramatic examples of side effects are presented by Douglas et al. (The amount of sand removed from America’s beaches by engineering works, Coastal Sediments, 2003), who state that about 1 billion m3 (109 m3) of sand are removed from the beaches of America by engineering works during the past century. The EUROSION study (2004) recommends to deal with coastal erosion by restoring the overall sediment balance on the scale of coastal cells, which are defined as coastal compartments containing the complete cycle of erosion, deposition, sediment sources and sinks and the transport paths involved. Each cell should have sufficient sediment reservoirs (sources of sediment) in the form of buffer zones between the land and the sea and sediment stocks in the nearshore and offshore coastal zones to compensate by natural or artificial processes (nourishment) for sea level rise effects and human-induced erosional effects leading to an overall favourable sediment status. -

PREFACE In response to a request from the Government of Tuvalu, the Government of Japan decided to conduct a basic design study on the Project for Construction of the Inter-Island Vessel for Outer Island Fisheries Development in Tuvalu and entrusted the study to the Japan International Cooperation Agency (JICA). JICA sent to Tuvalu a study team from August 1 to August 28, 2000. The team held discussions with the officials concerned of the Government of Tuvalu, and conducted a field study at the study area. After the team returned to Japan, further studies were made. Then, a mission was sent to Tuvalu in order to discuss a draft basic design, and as this result, the present report was finalized. I hope that this report will contribute to the promotion of the project and to the enhancement of friendly relations between our two countries. S017 1BJ. 8 9 * Sally Brown ([email protected], Telephone: +44(0)2380 594796). 10 11 Abstract: Building defences, such as groynes, on eroding soft cliff coastlines alters the 12 sediment budget, changing the shoreline configuration adjacent to defences. On the 13 down-drift side, the coastline is set-back. This is often believed to be caused by increased 14 erosion via the ‘terminal groyne effect’, resulting in rapid land loss. This paper examines 15 whether the terminal groyne effect always occurs down-drift post defence construction 16 (i.e. whether or not the retreat rate increases down-drift) through case study analysis. 17 18 Nine cases were analysed at Holderness and Christchurch Bay, England. Seven out of 19 nine sites experienced an increase in down-drift retreat rates. For the two remaining sites, 20 retreat rates remained constant after construction, probably as a sediment deficit already 21 existed prior to construction or as sediment movement was restricted further down-drift. 22 For these two sites, a set-back still evolved, leading to the erroneous perception that a 23 terminal groyne effect had developed. Additionally, seven of the nine sites developed a 24 set back up-drift of the initial groyne, leading to the defended sections of coast acting as 1 25 a hard headland, inhabiting long-shore drift. -

Analysis of historical shoreline changes using remotely sensed images has become an efficient approach to both quantify past changes and estimate future island response. However, the detection of long-term changes in beach width is challenging mainly for two reasons: first, data availability is limited for many remote Pacific islands. Second, beach environments are highly dynamic and strongly influenced by seasonal or episodic shoreline oscillations. Consequently, remote-sensing studies on beach morphodynamics of atoll islands deal with dynamic features covered by a low sampling frequency. Here we present a study of beach dynamics for nine islands on Takú Atoll, Papua New Guinea, over a seven-decade period. A considerable chronological gap between aerial photographs and satellite images was addressed by applying a new method that reweighted positions of the beach limit by identifying “outlier” shoreline positions. -

In particular, wind-generated waves cause fluctuations of the sea level at the coast over timescales from a few seconds (individual wave runup) to a few hours (wave-induced setup). These wave-induced processes are of major importance for coastal management as they add up to tides and atmospheric surges during storm events and enhance coastal flooding and erosion. Changes in the atmospheric circulation associated with natural climate cycles or caused by increasing greenhouse gas emissions affect the wave conditions worldwide, which may drive significant changes in the wave-induced coastal hydrodynamics. Since sea-level rise represents a major challenge for sustainable coastal management, particularly in low-lying coastal areas and/or along densely urbanized coastlines, understanding the contribution of wind-generated waves to the long-term budget of coastal sea-level changes is therefore of major importance. -

U.S. Fish & Wildlife Service Pacific Remote Islands Marine National Monument The Pacific Remote Islands Marine National Monument falls within the Central Pacific Ocean, ranging from Wake Atoll in the northwest to Jarvis Island in the southeast. The seven atolls and islands included within the monument are farther from human population centers than any other U.S. area. They represent one of the last frontiers and havens for wildlife in the world, and comprise the most widespread collection of coral reef, seabird, and shorebird protected areas on the planet under a single nation’s jurisdiction. At Howland Island, Baker Island, Jarvis Island, Palmyra Atoll, and Kingman Reef, the terrestrial areas, reefs, and waters out to 12 nautical miles (nmi) are part of the National Wildlife Refuge System. Patterns of Coral Reef Development on Tarawa Atoll (Kiribati)
BULLETIN OF MARINE SCIENCE, 69(3): 1191–1207, 2001 CORAL REEF PAPER PATTERNS OF CORAL REEF DEVELOPMENT ON TARAWA ATOLL (KIRIBATI) Gustav Paulay and Alexander Kerr ABSTRACT Tarawa Atoll lies in the equatorial upwelling region, has the largest human population of any Pacific atoll, and has an unusual, asymmetrical form: the triangular lagoon is largely enclosed along the east and south, but communicates with the ocean through a submerged barrier reef along its entire western border. How do these unusual character- istics affect reefs? After characterizing lagoonal reefs, the interactions and influence of various physical and biotic factors are examined. Coral cover and diversity increase from northwest to southeast as a consequence of polarized exchange with the surrounding ocean. Macroalgae are abundant in the central lagoon, probably as a result of high pro- ductivity and low levels of herbivory, the latter a likely consequence of overfishing. Coral communities of these central reefs are dominated by clonal, fragmenting species of en- crusting Montipora and branching Acropora. A substantial loss of coral cover and diver- sity occurred in the southeastern lagoon apparently a few hundred years ago. As a conse- quence of this mortality, much of the reef habitat and associated communities of the southeastern lagoon were lost, and patch reefs in the area developed into sand-dominated shoals by intense bioerosion and burial. The high productivity of the region has also resulted in high rates of mobile sediment production through bioerosion and the accumu- lation of skeletal remains of a rich suspension and deposit feeding lagoonal biota. The productivity and sediment production in turn had major geomorphological consequences, creating an atoll with an unusually wide, sand-dominated rim and shallow, sediment- choked lagoon, and may have been partly responsible for the submergent nature of the western barrier reef through the impact of inimical lagoonal backwaters. -

World War II in Tuvalu NELI LEFUKA'S WAR YEARS IN FUNAFUTI This Chapter is from Logs in the Currents of the Sea , Australian National University Press, Canberra, 1978. The book is about Neli Lifuka's account of the Vaitupu colonists of Kioa island in Fiji. One day, in 1941, we received a telegram that the Japanese had dropped bombs on Ocean Island [within two days after Pearl Harbor]. A few months later we saw airplanes for the first time, and soon afterwards we received another telegram from Colonel Fox-Strangways, the Resident Commissioner of the Gilbert and Ellice Islands Colony. It was an order to dig foxholes. Later, Mr. Fox-Strangways came to Vaitupu with his people to show us how to dig foxholes and how to fall down if any bombs were dropped on the village. We knew about the war from the wireless. The wireless also had the BBC news, so we could hear what was going on. Our magistrate, Peni, organized everything. He asked the people to build three canoes, each for ten men. These canoes had to be out on the sea day and night to watch out for ships and planes. If they saw anything they would come back to the island and the magistrate could call Funafuti on the wireless. That's what we did. I built a house in the bush on the east side of the village because I had been appointed to watch the sea from there. After a few months we saw planes flying very low. They had big stars on their wings.
