BASIC DESIGN STUDY REPORT ON THE PROJECT FOR CONSTRUCTION OF THE INTER-ISLAND VESSEL FOR OUTER ISLAND FISHERIES DEVELOPMENT IN TUVALU January, 2001 Japan International Cooperation Agency Fisheries Engineering Co., Ltd. PREFACE In response to a request from the Government of Tuvalu, the Government of Japan decided to conduct a basic design study on the Project for Construction of the Inter-Island Vessel for Outer Island Fisheries Development in Tuvalu and entrusted the study to the Japan International Cooperation Agency (JICA). JICA sent to Tuvalu a study team from August 1 to August 28, 2000. The team held discussions with the officials concerned of the Government of Tuvalu, and conducted a field study at the study area. After the team returned to Japan, further studies were made. Then, a mission was sent to Tuvalu in order to discuss a draft basic design, and as this result, the present report was finalized. I hope that this report will contribute to the promotion of the project and to the enhancement of friendly relations between our two countries. I wish to express my sincere appreciation to the officials concerned of the Government of Tuvalu for their close cooperation extended to the teams. WHO WE ARE: • Pacific Direct Line (PDL) is a Shipping Company specialising in providing liner shipper services to the South Pacific Region. • We have been trading in the region for over 40 years • The Company has been owned and managed by the same family since it’s formation and prides itself on the close family bond which is the backbone of the company and all its subsidiary businesses. • In 2006 PDL sold 51% of the business to Pacific International Line (PIL) in Singapore. • Our core business has been to provide shipping services from New Zealand and Australia to the Pacific Islands, but we have repositioned the business over the last five years to also provide feedering services for various international operators. WHAT WE DO: • We offer liner shipping services to 16 countries and 22 ports including Fiji, (Suva and Lautoka) Samoa, American Samoa, Tonga, (Nuku’alofa), Wallis and Futuna, Funafuti, Vanuatu, ( Port Vila and Santo) New Caledonia, Tahiti, the Cook Islands (Rarotonga), Norfolk, Tarawa and Majuro. • PDL owns Transam Agencies throughout the Pacific, ensuring consistent standards and levels of service across the region. (see attached) • Our fleet of vessels are chartered mainly from our parent company, (PIL) and we are constantly upgrading our fleet to larger brand new vessels purpose built for this unique trade. This advantage allows us to select our vessels to cater for the growth in the volume from the influx of transhipment containers to the South Pacific. • We are developing “bolt on” businesses ensuring vertical integration of our services across cartage, consolidation, stevedoring, container depots… • PDL employs approximately 300 people throughout the Pacific in our shipping, agency and subsidiary companies. -

AND PAFMFIC FOREWORD In New Zealand the native-born ethnographers of the older generation are represented by Percy Smith, Elsdon Best, and Herbert Williams. A perusal of the following memoir will show the author to be a worthy successor to these. His work needs no further commendation. D. G. Kennedy was an undergraduate of Otago who went into camp at Trentham in the closing phase of the war. The armistice came before training was completed, but he did not return to the University. After some years of teaching, part of which was spent at the Maori Boys’ School at Otaki, he joined the Colonial Service in Fiji, where his interest in ethnography took more definite shape. Thence he was transferred to the Western Pacific High Commission, his duties leading him first to the Gilbert and later to the Ellice Islands. How much Polynesian ethnology has been the gainer by this experience is demonstrated by his Field Notes from Vaitupu. — H. D. The Case-Study of Fongafale, Atool of Funafuti
Shoreline of human-impacted coralline atolls: need for a concerted management. The case-study of Fongafale, atoll of Funafuti, Tuvalu Caroline Rufin The atoll of Funafuti (Tuvalu archipelago) is located in the South Pacific Ocean at latitude 8.31° South and longitude 179.13° East (Figure 1). According to its morphology, Fongafale island (atoll of Funafuti) can be split into three distinct geographical areas, i.e. the northern, central and southern parts. The present study deals with the central part, which results from the deposition of sediments from the two other areas following North and South longshore drifts. This thought will be developed in terms of global geography while taking into account ail the environmental conditions. Our purpose will be not to demonstrate which of the two factors, Man or Nature, is the more disturb ing. However, from the analysis of our data set it is clear that the contribution of the former is greater than that of the latter. We will first draw a schedule of Fongafale lagoon shoreline from aerial pictures and topographical readings; it will be essential to understand the environmental problems which this atoll is submitted to. -

It draws on sources from government, commercial and humanitarian sectors. The bulletin is circulated each Tuesday. Overview Maritime workers have returned to work in Port Botany. This will ease port congestion and shipping delays. Rolling industrial action has exacerbated the regional imbalance of empty containers. Asian load ports, particularly in Vietnam are facing a shortage of empty containers. Difficulties in facilitating crew change continue to be one of the most pressing issues facing the global shipping industry. This has generated additional complications and costs for shipping companies. Limited crew changes are being conducted in Fiji and New Zealand. Globally there is a huge back-log of ships' crew who have either completed their contracts on board or are onshore waiting to join ships. The International Maritime Organisation (IMO) requests raising the issue of seafarers and the crew change crisis during the upcoming high-level week of the 75th session of the United Nations General Assembly beginning on 22 September 2020. -

Climate Change and Migration in the Pacific

Petely Nivatui ABSTRACT For development to be sustainable for Tuvalu it needs to be development which specifically sustains the needs of Tuvaluans economically, politically, ecologically and culturally without jeopardising and destroying the resources for future generations. Development needs to be of the kind which empowers Tuvaluans, gives security, self-reliance, self-esteem and respect. This is different from western perspectives which concentrate and involve a western style economy and money system in which money is the centre of everything. For Tuvaluans the economy is based on and dependent on land, coconut trees, pulaka (Cyrtosperma) and fish, as well as the exchange of these commodities. The aim of this thesis is to compare western and Tuvaluan concepts and practices of sustainable development in order to evaluate future possibilities of sustainable practices for Tuvalu. An atoll state like Tuvalu has many problems. The atolls are small, isolated, and poor in natural resources. Transport and communication are difficult and the environment is sensitive. Tuvalu is classified by the United Nations as one of the least developed countries, one dependent on foreign assistance.
