G. Other Proposals Raised by the Public

G1. List A Proposals G2. List B Proposals

General Whilst some alternatives were raised on the proposals in the Concept Plan, a number of other proposals or ideas covering a wide spectrum of themes and scales had also been raised by the public. The majority were pertaining to tourism and recreational uses, while some were related to civic, community, education, residential, industrial and other uses.

There were also proposals to develop the outlying islands, including , and , for tourism and recreational uses to complement Lantau.

The Way Forward A preliminary assessment on the development proposals has been conducted to examine if these proposals are appropriate to be further considered in the Concept Plan.

Major considerations include compatibility with the planning intentions and the environment of Lantau, relevant Government policies, technical feasibility, committed use, land availability, road access and infrastructure, and alternative locations in the territory, etc. Proposals considered not appropriate to be taken forward are in List A and those which could be further considered are in List B.

Some of the proposed uses, including casino, stadium, racecourse, cruise terminal, large-scale tourism development on artificial island, reclamation along natural coast and ecologically and landscape sensitive areas, industrial use and additional new town and satellite city, etc., are considered not appropriate to be taken forward. Proposals considered possible, such as various types of entertainment and recreational uses, museums, entertainment centres, retail and dining facilities, hiking/heritage/eco-trails, eco-tour centres and local improvement projects, etc. will be assessed further in the overall context of the Concept Plan.

- Strong objection from some Discovery Bay residents is envisaged as the existing tranquil and car-free environment of Discovery Bay would be adversely affected by the major tourism uses.

Resort at Hei Ling Chau At present, Hei Ling Chau is a restricted area under the management of Correctional Services Department. It is occupied by three correctional institutions and their associated facilities. There is no plan to relocate the existing penal facilities. The island is not suitable for resort development.

The town plans covering the areas have identified proposals to enhance their appeal to visitors.

Watersports Venue at Peng Chau - The Concept Plan has proposed two watersports centres at Pui O and Cheung Sha.

- Tung Wan Beach at Peng Chau is narrow and may have limited hinterland for supporting facilities for watersports activities.

- The proposal should take account of the tranquility and natural landscape of the beach and should not generate adverse traffic and environmental impacts on surrounding areas. Detailed feasibility study should be carried out.

Cycle Track and Mountain Bike Trail - Discovery Bay falls within a private lot, extension of mountain bike trail/cycle track within the area is subject to private land owner’s initiative.

- The Concept Plan has proposed to improve and connect the existing mountain bike trails to form a continuous 37 km network. It will satisfy the demand of mountain biking activities in Lantau.

- Scope for additional/extension of the cycle tracks and mountain bike trails will be investigated.

Islands Hopping - There are existing inter-islands water-borne transport services; interested operators may operate tour services without the need to apply for a ferry

There is no explanation on the need to establish in particular a Mainland university in Hong Kong, and, why the university has to be in Mui Wo. These are important issues that need to be addressed before the Government could consider the proposal. G1-29 Pearl field with No details given. Majority of the beach area in Mui workshops and Wo has been designated as a handicraft stalls in public bathing beach, i.e. Silver Mui Wo Mine Bay Beach, for swimming by the public. The water area Chung-tau (194) available for pearl cultivation is limited.

The water quality of the area might not be suitable for pearl cultivation.

There are frequent inter-island ferries, small vessels and fireboats entering and leaving the water around Mui Wo.

The proposal for pearl field should be subject to feasibility assessment, market viability and private initiatives.

Shek Pik At present, there is no plan to relocate the existing penal facilities at Shek Pik. The proposed location may not be suitable for resort and casino development.

Chi Ma Wan Peninsula is largely covered by Lantau South Country Park or “Green Belt”. Siting a casino there is incompatible with the objective of the country park and the rural and tranquil setting of the area.

Soko Islands The islands remain largely intact and the waters around the Islands are important habitats for many valuable marine lives. Casino use is considered incompatible with the natural and tranquil setting of the area and the impacts of development on the marine ecology should be carefully assessed. This Eric Shing, Lantau would provide an resident (LSDTF) opportunity for the parents to “teach” their children to gamble and convey a wrong message to them that it is legitimate to participate in gambling activities.

There were supporting figures showing strong relationships between the unleashing of gambling activities and social/family problems in USA.

The Government should evaluate the adverse impacts on education, social welfare and culture on our society brought by the implementation of legalization of soccer betting, rather than promoting the development of casino.

Not a means to boost up tourism and economy: Development of casino to attract tourists is not a good means to resolve unemployment.

Gambling activity could not encourage productivity. It is only a means of transferring money.

Hong Kong’s economy is diverse in nature that there is no need to borrow the same economic pattern (gambling-oriented) from Macao.

Gambling industry is neither creative nor value-added. If Hong p.414 Annex 4 – G1 No. Proposal & Proponent Details of the Proposal Responses Kong focuses on this economic element, other opportunities may be lost.

It is not economically proficient to repeat the same investment, like theme parks, casino, etc, if the population is about the same level.

Unhealthy competition with Macao: It is not rational to compete with Macao in providing gambling facilities in view that Macao has already gained an established position in this field and is transforming to a Las Vegas type.

Development of casino in Hong Kong would adversely affect the economy of Macao, which in turn would affect Mainland as a whole. Lose-lose situation between Hong Kong and Macao might be resulted.

Incompatible with the setting of Lantau: The development of casino would ruin the beautiful and natural Lantau.

It is ridiculous to have a place with the respectable , the Hong Kong Disneyland for children and a casino.

Any proposals on positive recreation development will be accepted, but not a casino.

The proposals by a few for a casino do not fit in the natural and eco-tourism development of South

Annex 4 – G1 p.415 No. Proposal & Proponent Details of the Proposal Responses Lantau. The proposals to build a casino on Lantau are so ludicrous that it is hard to take them seriously. Such proposal is not an indication of “planning” on the part of the Government. It is a hodgepodge of developments without focus, none of which are needed or justified anywhere in Hong Kong, and especially not on Lantau. These proposals should be scrapped.

There is a request for implementing the policy on “not to encourage gambling activities” to stop the spread of gambling practice. G1-34 Stadium Justification In the “Consultancy Study on To provide venues for East Requirements for Major New Hon Albert Chan Asia Games 2009. Sports and Recreation Venues” Wai-yip (LegCo) commissioned by the Home Undisclosed (15) Affairs Bureau, a number of sites Choi Shing-for, Tsuen have been assessed for the Wan DC Member construction of a multi-purpose (PCF) stadium. The Study Chau Chuen-heung, recommended that the site Vice-Chairman of should be large enough to IDC (IDC) accommodate a multi-purpose stadium with a seating capacity of about 50,000 with back up facilities, easily accessible with good public transport infrastructure, compatible with neighbouring land and should complement other activities nearby to enhance its attractiveness and commercial viability.

Lantau Island would be too isolated and remote for the proposed stadium. As most of the athletes have full time job, it would be inconvenient for them to receive/undergo training in such remote area. It is a common practice in other countries that new stadia are built in prestigious and accessible locations, often p.416 Annex 4 – G1 No. Proposal & Proponent Details of the Proposal Responses close to the urban core and act as an iconic landmark feature within the city. Therefore, the site in South East Kowloon is considered more appropriate. The Government would keep an open mind as to where the stadium should best be located and further consult the public during the planning stage.

In view of the above, it is not preferable to accommodate a multi-purpose stadium in Lantau, as an urban location close to the population centre is preferable to sites in Lantau.

Water Activity Area Silvermine Bay is located in a relatively narrow inner bay. Popular watersports such as windsurfing and dinghy sailing will be affected due to insufficient wind strength. Therefore, limited type of watersports can be developed.

The seabed of Silvermine Bay is relatively shallow and majority of the beach area has been designated as a public bathing beach, i.e. Silver Mine Bay Beach, for swimming by the public. The water area available for watersports activities at the beach is limited.

Water sensitive receivers such as Silvermine Bay Beach and natural rivers (e.g. Pak Ngan Heung River, Tai Tei Tong River and Luk Tei Tong River, etc.) are in the Mui Wo area. The development proposal should be properly planned to avoid/minimize any adverse water quality impact to the beach and rivers, noting particularly that some proposals e.g. Spa Centre may be water-intensive. Water quality should be another key environmental issue that needed to be duly addressed and assessed in the planning proposal.

The proposed marine club, private yacht pier and watersports centre will be solely connected to the proposed emergency vehicular access. As these tourism developments will generate traffic demand, an alternative vehicular access should be provided. In addition, access for pedestrians and cyclists, such as footpath and cycle track, should also be considered.

Silvermine Bay Water Treatment Works, a Potentially Hazardous Installation (PHI), is situated in the Mui Wo area. The hazard to life issue associated with the development proposal should also be looked at.

Silvermine Cave and Silvermine Waterfall The Silvermine Cave is neither declared nor graded, and in-depth studies and detailed exploration of the feasibility of its p.452 Annex 4 – G2 No. Proposal & Proponent Details of the Proposal Responses adaptive reuse are required. Minor improvement works around Silvermine Cave and Waterfall could be examined as part of detailed studies for facelift of Mui Wo.

Waterways From the drainage point of view, the suggestion to convert the existing streamcourses as the proposed landscaped recreational waterways is not supported. These streamcourses are the trunk stormwater discharges for the villages in the area. Modification except improvement works should not be allowed on these courses. Otherwise, the risk of upstream flooding would be highly intensified.

Unless there are satisfactory measures by which the smooth performance of these streamcourses could be maintained, the Drainage Services Department has reservation on the suggested use as landscaped recreational waterways.
