(Def.) *Question No. 52 Senator Mian Muhammad Ateeq Shaikh: (Notice received on 20-01-2017 at 1:15 p.m.)

Will the Minister for Inter Provincial Coordination be pleased to state:

(a) the criteria including educational qualification and procedure laid down for appointment against the posts of Chairman and Secretary, Inter-Board Committee of Chairman indicating also the tenure for which the appointment against the same are made; and

(b) the names, educational qualifications, experience and date of appointment of incumbent Chairman and Secretary of the said Committee indicating also the procedure adopted for their appointment?

Mr. : (a) The Chairman, Inter Board Committee of Chairman (IBCC) is an ex-officio position recommended among Chairmen of Education Boards who is appointed by the Ministry of IPC (on rotation basis) out of a panel of three Chairmen Boards recommended by respective Provincial education department. In case of individual Boards such as Federal Board of Intermediate & Secondary Education (FBISE), BISE Quetta, BISE AJK Mirpur, UoG (Gilgit), AIOU Islamabad and AKU-EB, Karachi etc; the Panel 2 recommended by Group Boards Committee of Chairmen (GBCC) is processed for appointment of Chairman IBCC in its turn. Chairman IBCC Forum is appointed for one year by rotation among the Boards of Federating units. It is pertinent to mention here that Qualification of Chairman IBCC is determined by the appointing Authority of concerned province.

Whereas post of Secretary IBCC is filled by the Government as per approved rules i.e. 100% by promotion provided that if no suitable person is available for promotion, the post or posts reserved for promotion shall be filled by initial appointment and failing that by transfer. No specific tenure has been given in the approved rules for the post of Secretary IBCC. Moreover, required Qualification for the post of Secretary is as under:

I. Ph.D. along with 13 years of Academic/Administrative Experience in BS-17 and above. OR ii. M-Phil along with 15 years of Academic/Administrative Experience in BS-17 and above. OR iii. Master Degree along with 17 years of Academic/Administrative Experience in BS-17 and above.

(b) Mr. Chaudhry Zaheer Ahmed, Chairman AJK BISE Mirpur was appointed as Chairman IBCC for calendar year 2016. However, Professor Shaukat Ali, Chairman BISE (BPS-20), Malakand, KPK has been appointed as Chairman IBCC for calendar Year-2017 vide Notification No. F2-3/2011-NI dated 22nd May, 2017 (Annex-I). He holds MSc (Physics), MEd and has almost 29 Years of experience in BPS-17 and above. As regard qualification and experience, the procedure adopted for the appointment of Chairman is determined by the appointing Authority of the concerned province.

Mr. Mohammad Ramzan Achakzai was Secretary IBCC since his promotion to BPS-20 on 15-09-2008. He continued as Secretary on meritorious promotion to BPS-21 on 07-02-2013. He holds MSc. (Geology), MA (Economics), L.L.B. and had almost 31 years of experience (Government Service) in BPS-17 and above. Mr. M. Ramzan Achakzai, Ex-Secretary IBCC had been retired from service on 16-07-2017 upon attaining the age of superannuation. Copy of notification is at Annex-II.

The appointment of Secretary IBCC is under process. However, Mr. Hussain Ahmad Madni, Joint Secretary (BPS-20) Mb o IPC had been appointed 3 as Secretary IBCC (BS-20) on Additional Charge basis in addition to his own duties with effect from 17th July, 2017 vide Notification No. F. N0. 1-603/2016- Admn-I dated 17th July, 2017 issued by Ministry of Inter Provisional Coordination (Annex-III). He holds MA (Mass Communication), MA (History), LLB and has more than 33 years of working experience in Government and Private sectors.

Will the Minister for National Health Services, Regulations and Coordination be pleased to state the number of agreements made by the Ministry of National Health Services, Regulations and Coordination and its statutory bodies with Foreign countries during the last five years indicating also the name of country and nature of agreement in each case?

Mrs. : During last five years, eight Memorandum of understanding / agreements have been made with foreign countries to strengthen the bilateral relations. The detail is as follow: 8

Mr. Muhammad Baligh-ur-Rehman: During the last five years the Ministry of Federal Education & Professional Training has signed Twenty-two (22) MoUs / Agreements while the Higher Education Commission (HEC) signed Thirty-nine (39) MoUs / Agreements.

(xxii) Ministry of Federal Education and Professional Training through NEAS signed an agreement with International Association for the Evaluation of Educational Achievement (IEA), Amsterdam, The Netherlands on September 09, 2016. The objective of the signing of the agreement is the Participation of Pakistan in “Trends In International Mathematics and Science Study (TIMSS)-2019”. The participation in TIMSS is one of the recommendations of National Education Policy (2009). For this purpose, a project was approved by Departmental Development Working Party (DDWP) in its meeting held on 5th January 2016 with a total allocation of Rs. 49.750 Million in PSDP for year 2016-2020.

Moreover, Higher Education Commission (HEC) has signed thirty-nine (39) agreements tvith foreign countries / Universities during the last five years. A consolidated list indicating the title of agreement, with whom undertaking / Universities, Country , date/year and nature of agreement in each case is attached at annexure-I.

During last five years, no agreement with any Foreign Countries is signed by National Training Bureau (NTB), National Vocational and Technical Training Commission (NAVTTC) and National Institute of Science and Technical Education (NISTE). However, following two MOUs and implementation agreements were signed with foreign based companies by the NTB. Details as under:— 12

Will the Minister for Ports and Shipping be pleased to state:

(a) the number of operational and non-operational ships with the Pakistan National Shipping Corporation at present; and

(b) whether the said ships have been equipped with latest technology and meet the international standards?

Mir Hasil Khan Bizenjo: (a) The number of operational and non- operational ships with Pakistan National Shipping Corporation at present are given below:

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to establish camp offices of the Higher Education 16 Commission of Pakistan in all provincial headquarters to facilitate the people in getting their degrees attested / verified by it, if so, when and if not, the reasons thereof?

Mr. Muhammad Baligh-ur-Rehman: However, there is no such proposal for establishing additional Camp Offices of the Higher Education Commission under consideration of the Government. Higher Education Commission of Pakistan is already facilitating the people in getting their degrees attested / verified through its Regional Centers located at all Provincial Head Quarters viz. Lahore, Karachi, Peshawar and Quetta.

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state the details of help and support being provided by the Government to overseas Pakistanis for protection of their jobs in different countries?

Pir Syed Sadaruddin Shah Rashidi: According to Rule 21 of Emigration Rules, 1979, it is mandatory for every intending emigrant to sign Foreign Service Agreement (FSA). The FSA includes all the terms & conditions between the employer and employees related to work.

The Federal Government has appointed Community Welfare Attaches (CWAs) in the Countries of Destination (COD) under Section 7 of the Emigration Ordinance, 1979 in order to safeguard the interest of migrant workers & to ensure that migrant workers have been treated as per their FSA. The Pakistani Diaspora can approach the CWAs for rapid redressal of their grievances against the employers in different countries of destination. Furthermore, under Rule 30 of Emigration Rules, 1979, the CWA may urge the employer to settle the dispute that may arise due to the violation of FSA. On no response of employer, the CWA shall assist the worker to approach the local labour courts for redressal.

Will the Minister for Communications be pleased to state the number and names of persons appointed in BPS 11 to 18 in the Ministry of Communications during the last two years with province wise break- up? 17 Hafiz Abdul Kareem: No appointment has been made in the Ministry of Communication in BPS 11 to 18 during the last two years.

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to introduce compulsory teaching of Psychology with particular reference to specialization in student therapy at University level to eliminate the growing incidents of drug addiction, depression and suicides among students in Universities of the country?

Mr. Muhammad Baligh-ur-Rehman: There is no such proposal under consideration of the Higher Education Commission to introduce compulsory teaching of Psychology. However, The subject of Psychology is included in optional/elective subjects at BS level. The BS Psychology has detailed courses on various therapies and counseling techniques and includes depression and suicide with all other psychological disorders or altered states of mind. Drug addiction is also covered alongwith other addictions at BS level.

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the criteria on the basis of which the Higher Education Commission (HEC) select disciplines for Ph.D scholarship programmes; and

(b) the number of the said scholarships granted by the HEC during the last five years with discipline wise break up? 19 Mr. Muhammad Baligh-ur-Rehman: (a) Higher Education Commission has always focused on the critically needed priority areas for program and faculty development of the Higher Educational Institutions (HEls). The requirements are obtained from the various HEls through review of their strategic plans and nationwide survey of needs. The data was collected from all HEls and a workshop was conducted in which focal persons of HEls were invited in 2015. After review, areas/disciplines were prioritized according to the needs of HEls and Pakistani Industry.

Further, HEC also integrates its PhD Scholarship programs with the development projects of the country and in current scenario scholarships are being offered in the areas of Agriculture Sciences, Arts and Design, Business, Commerce and Entrepreneurship, Engineering and Technology, ICT, Medicine and Allied Health Professions, Natural Sciences, Social Sciences, STEM Studies, and Women’s Education.

HEC VISION 2025 calls for developing 20 new TIER1 Research Universities that will create innovative knowledge, skills and competencies in the prevailing and emerging disciplines of specialized knowledge to spur rapid development of economy. Major new programs for developing world class research scholars have been identified which will contribute to achieving long range goals of CPEC.

This practice is followed accordingly and every year demand is analyzed through various resources, so that funds which are provided must be utilized for the growth of the Pakistani economy, and which reflects the positive indicators.

(b) A total of 5581 PhD scholarships have been granted by the Higher Education Commission during last five years. Discipline & Year-wise breakup is as under: 20 *Question No. 118. Senator Mohammad Azam Khan Swati: (Notice received on 14-06-2017 at 09:55 a.m.)

Will the Minister for Communications be pleased to state:

(a) the standards laid down by the Government for construction of roads and bridges in the country; and

(b) the steps being taken by the Government / NHA to implement / follow the said standards and ensure quality of roads and bridges being constructed in the country?

Hafiz Abdul Kareem: (a) National Highway Authority ensures that international practices are followed in the construction of roads and bridges. For the reason, the designs for roads and bridges are standardized and International Standards are followed e.g. AASHTO (American Association of State Highway and Transportation officials), AISC (American Institute of Steel Construction), ACT (American Concrete Institute). Moreover, the contract agreements are prepared based on latest versions of FIDIC (International Federation of Consulting Engineers) keeping the Government regulations stipulated in PPRA (Public Procurement Regulatory Authority) and PEC (Pakistan Engineering Council).

(b) Following steps are taken by NHA to implement / follow said standards and ensure the quality:

i. Consultancy firms are engaged after a competitive procurement process and deployed on the projects to supervise all the construction activities and to ensure quality of works as per standards and contract specifications.

ii. Laboratories are established on project sites, wherein engineering tests are conducted by the supervision consultants at every stage of the project implementation to ensure quality.

iii. NHA has formulated a Monitoring & Inspection Wing lead by the General Manager (Monitoring & Inspection) for rendering project inspections at different stages of project execution. The Inspection Team visits the projects at various stages and perform quality assurance tests and standards are followed. 21 *Question No. 119. Will the Minister for Inter Provincial Coordination be pleased to state the steps being taken by the Pakistan Cricket Board to make the domestic structure of Pakistan cricket more competitive?

Mr. Riaz Hussain Pirzada: Following Steps have been taken by the Pakistan Cricket Board to make the domestic structure of Pakistan Cricket more competitive.

 Only 16 teams (8 Regional and 8 Departmental) are participating in First Class competition instead of 26 teams thereby focusing on quality rather than quantity in first class cricket.

 In order to provide more opportunities to players to improve their performance in One Dayers, number of the One day matches per player have been increased from 11 to 18 matches

 Match Fee for different tournaments have been increased to provide more incentives to players.

 First time 11 Day/Night matches with Pink Kookaburra balls will be played in first class cricket.

 U-19, U-16 and U-13 tournaments are being organized to provide a pathway to budding youngsters to play at international level.

Will the Minister for National Food Security and Research be pleased to state the increase registered in the production of rice after the announcement of Prime Minister's Kisan Package in the country?

Mr. Sikandar Hayat Khan Bosan: Prime Minister with the approval of the Cabinet announced a historic Kissan Package on 15-09-2015. The package contained several incentives for improvement of agriculture sector including subsidy 22 on phosphatic fertilizers and cash subsidy of Rs. 5000/- per acre for Rice growers having holding upto 12.5 acres. Will the Minister for National Health Services, Regulations and Coordination be pleased to state the names of life saving drugs presently being manufactured in the country indicating also the name of manufacturer and price of drug in each case?

Mrs. Saira Afzal Tarar: Depending upon the intended use, a medicine may be lifesaving. DRAP has registered about 1500 drug formulations with more than 70,000 registered products. Out of these 1500 formulations, around 400 registered formulations/molecules are classified as essential medicines as per WHO Essential Medicine List (EML) 2015. A list of 65 critical medicine manufactured in the country is attached along with the name of manufacturers and prices (Annexure).

Will the Minister for Foreign Affairs be pleased to state:

(a) the names and designation of the persons working in Pakistan Embassy/Mission in China; (b) the names and designation of the said persons against whom complaints have been received during their present posting in that embassy/mission indicating also the action taken in each case; and

(c) the names and designation of those persons who have completed their tenure of posting in the said embassy/mission indicating also the time by which they will be transferred/called back?

(c) Mr. Zahid Ahmed Khan Jatoi, First Secretary, Mr. Hassan Rabbani, Second Secretary and Mr. Iftikhar Ahmed Saggu, Assistant Private Secretary have completed their normal tenure of posting in Mission and are under transfer.

Mr. Zahoor Ahmed, Consul General, Parep Manchester has completed his tenure in the Mission and will be transferred back to the Headquarters by August, 2017.

Mr. Naseem Khan Kachoo, Technical Officer (MRP), Parep Bradford has completed normal tenure of posting of three years.

In first stage, the ERCs shall be provided in far flung areas of Balochistan and Khyber Pakhtunkhwa (South) for the provision of following essential services:

 The ERCs shall comprise of First Aid medical and Ambulance services fully equipped with First Aid equipment and well trained para medical staff available around the clock.

 Major task of First Aid and Ambulance shall be managing injured/ patients with minor injuries such as cuts, bruises, etc.

 Rescue and relief operation through crane and recovery of accidental vehicle.

 Incident Management like accident recovery, fire fighting, and timely resumption of traffic operation through NH&MP.

Hafiz Abdul Kareem: Yes, it is fact that Prime Minister of Pakistan during the visit of Swat in May, 2015 had announced the construction of Chakdara to Kalam Expressway.

In the PSDP 2016-17 an amount of Rs. 50 Millions were earmarked for conducting the feasibility study of the project.

NHA has awarded the contract for conducting the feasibility study on 16th March, 2017 with the completion period of five (05) months.

The project cost will be determined after the completion of the feasibility study.

The Construction period of the project will be 36 months.

The procurement of works process will be initiated after the approval of PC-I by the Government. Construction will starts after procurement of Contractor thereafter upon.

Mr. Muhammad Baligh-ur-Rehman: (a) The following steps have been taken by the Government through Higher Education Commission (HEC) for faculty development of the public sector universities in the country during last 10 years:

 HEC has been working on multi-pronged strategy for the faculty development of universities, awarding local and foreign scholarships to Pakistani students to pursue their PhD. After completion of their studies, scholars are appointed as Assistant Professor in HEC recognized Universities of Pakistani/AJK.

 A total of 1047 Scholarships have been awarded to Faculty Members associated with different Pakistani Universities under Faculty Development Program (FDP).

 A total of 520 Post-Doctorate Scholarships have been awarded to the Faculty Members under Post-Doctoral Fellowships Program.

 A total of 217 Scholarships have been awarded to the Faculty Members under PhD Fellowship for 5000 Scholars (Indigenous PhD Scholarships).

 A total of 3128 Scholarships have been awarded to the Faculty Members under Interim Placement of Fresh PhDs Program (IPFP)

 A total of 1229 Scholarships have been awarded to Faculty Members under Overseas Scholarships for MS/MPhil Leading to PhD Project. 39

 HEC has launched Master-Trainers Faculty Professional Development Program (MT-FPDP), wherein 689 Faculty Members have been trained during the last 10 years. These trained faculty members are responsible to conduct faculty development activities in their respective Institutions. The duration of this program is two months.

 HEC is running National Research Program for Universities (NRPU) as per researchers’ needs and requirements to promote the current challenges of researchers working in local universities/HEls of Pakistan and to promote the Research and Development. A total of 1980 projects have been approved.

 HEC has launched an exclusive program in 2017 titled “Faculty Development Program” to provide financial support to existing faculty members of the universities to pursue their PhD. Under this program, 2000 faculty members would be enrolled in local universities and would spend two years in foreign universities for their research. The detail is attached at Annex-I.

 Provisions have been made in the development projects of the universities to provide funding for faculty development. A total of 66 project have been approved. The detail is at Annex-II.

(b) A total of Rs.24.771 billion has been spent on the faculty development programs of said universities during the period. The Program-wise breakup is as under:

The Year-wise breakup is at Annex-III. 40 (c) HEC is striving hard to enhance the overall governance and quality education in all public and private sector universities across the country.

Following steps have been taken by the Government through HEC for improving the governance of public and private sector universities across the country:

 HEC has established Quality Assurance Agency to develop and implement Standards for Quality Assurance Mechanism at Degree Awarding Institutions (DAls) both Program & Institution Level, wherein Internal and External Quality Assurance Mechanism has been developed and implemented in all DAls across the country.  HEC has launched Modern University Governance (MUG) Program. This program aims to equip the Higher Education Institutions’ management cadre with advanced governance skills.

Will the Minister for Communications be pleased to state whether toll tax is being charged on Gwadar-Khunjrab Highway, if so, the percentage of that tax being paid to the provinces through which that highway passes?

Hafiz Abdul Kareem: There is no such highway as “Gwadar-Khunjrab Highway” as per NHA record.

However under NHA Act 1991 (as amended 2001) NHA can levy toll on its National Highways, Motorways and strategic roads and bridges thereon.

NHA carries out the repair and maintenance of National Highways and Motorways located in all the provinces out of this toll revenues.

(a) the criteria or parameters laid down for declaring an agriculture product as organic;

(b) whether there is any laboratory in the country to test an agriculture product to be organic or otherwise;

(c) whether private agricultural laboratories are registered with the Pakistan Agricultural Research Council, if so, the procedure laid down for registration thereof;

(d) whether there is any mechanism to control the supply of inorganic food to the consumers;

(e) the type and quantity of fertilizers which can be used to grow various crops; and

(f) the quantity of pesticides a farmer can use to grow various crops? 50 Mr. Sikandar Hayat Khan Bosan: (a) Organic agriculture, which is governed by strict government standards, requires that products bearing the organic label are produced without the use of toxic and persistent pesticides and synthetic nitrogen fertilizers, antibiotics, synthetic hormones, genetic engineering or other excluded practices, sewage sludge, or irradiation. Because organic agriculture is a production system that sustains the health of soils, ecosystems and people. It relies on ecological processes, biodiversity and cycles adapted to local conditions, rather than the use of inputs with adverse effects. Organic Agriculture combines tradition, innovation and science to benefit the shared environment and promote fair relationships and a good quality of life for all involved. “Criteria and parameters laid down for Organic Agriculture is land utilization history, synthetic or chemical fertilizer/pesticide use, clean soil/water and clean Nurseries.

(b) There are a number of labs for testing toxicological, pesticide residue, and presence of heavy metals, across the country both at Provincial & Federal Government levels. Before export these tests are pre-requisite. Control Union (An international certifying agency with HQ in Netherland) office at Karachi is the certifying agency for the organic food products as well as farms in Pakistan. For GMO/non GMO testing, Labs at ABI at AARI, Faisalabad, NIBGE, Faisalabad, CAMB, Lahore and NIGAB at PARC are certified labs.

(c) No private lab is registered with PARC.

(d) As such there is no mechanism in developing countries to control the supply of inorganic food to the consumers because increasing human population is increasing the demands of food production and consumption. Therefore, stress on agriculture ecosystem is increased as compared to past to fulfill the needs of population. Different agri practices have different impacts on agriculture production as well as ecosystem services. Therefore, the need of agro ecological approaches for landscape management of ecosystem services and enhancing agriculture productivity is necessary. The best strategy for stakeholders proposed by policy advisors is to combine organic and conventional measures for the sake of food security without providing any harm to agriculture landscape.

Organic agriculture is more suitable in this context as it utilizes crop tillage rotation techniques, uses organic fertilizers, and it also costs low in using input technologies for producing food and fiber. Therefore to meet the current and future challenges of food insecurity, there is a need to develop low cost input eco technologies to ensure sustainable food production.’ There is also a need to implement new mechanisms to enhance sustainable agriculture. Community based approaches can also play an important role for this purpose. 51 (e) In Pakistan there are millions of tons of organic raw material to be converted in to organic fertilizer

a. Farm Yard manure: 185 million tons

b. Poultry manure: 2.5 million tons

c. Sugarcane bagasse: 2.6 million tons

d. Rice and other residues

e. Green manure

The old/ traditional concept of utilizing only compost for the cultivation of organic crop has totally been changed. Farmer can formulate quality organic fertilizer with different organic enrichment

i. Compost enriched with fish meal, fish waste, animal blood, poultry waste i.e. wings etc., rock phosphate, leaves of plants etc.

ii. Crop residues incorporation and ban on burning like wheat straw, rice straw.

Dose of organic fertilizers:

250 kg/acre for wheat, rice, vegetables while 500 Kg/acre for exhaustive crops i.e. sorghum, maize, sugarcane etc.

Bio-fertilizer and compost:

3-5 liters at the time of irrigation and while 3-4 liters in 100 liters of water as foliar spray

Lignatic coal enriched compost:

500 kg/acre while lignatic coal at the rate of 500 to 1000 kg/acre as fertilizer, soil conditioner and ;soil reclaiming agent. Soil pH stabilizer and catalyst for nutrients solublization 52 Aminao-Acid:

Blue green algae acid extract at the rate of 250 grams per acres while fish water extract at the rate of 100 grams per acre.

Mr. Riaz Hussain Pirzada: (a) The Leisure Leagues has already organized an event at Lahore in July 2017 wherein five international players took part. The event attracted huge crowd. The Federal Minister for Inter Provincial Coordination, Mian Riaz Hussain Pirzada, former Senate Chairman and former President Mian Muhammad Somro also attended the ceremony.

These organizations plan operations in Pakistan, specifically in the cities of Islamabad, Lahore, and Karachi. They also intend to expand their operation to Peshawar and Quetta.

(b) As per its Constitution, Pakistan Sports Board is not directly involved in the promotion of football, but provides financial and administrative support to the affiliated Pakistan Football Federation for promotion/talent hunt of the sport.

At the moment, Pakistan Football Federation in not operational due to a case currently sub-judice in the Lahore High Court and its affairs are being looked after by an Administrator appointed by the High Court. However, Pakistan Sports Board will continue to support the talent hunt program in order to bring Pakistani football players’ talent on the forefront.

Pir Syed Sadaruddin Shah Rashidi: (a) At present, about 9.0 million Pakistanis are living, working and studying abroad. Country-wise break­up is at Annex-I.

(b) Following steps are being taken by the Government for the welfare of overseas Pakistanis:—

 The Ministry of Overseas Pakistanis & Human resource Development has established 19 offices of Community Welfare Attaches (CWAs) in 16 missions functional in 14 countries (Annex-II). These offices maintain close liaison with Pakistani community as well as concerned authorities of the host country to resolve issues/problems of Pakistani expatiates.

 Online complaints management systems have been devised in the Ministry and OPF to redress the grievances of overseas Pakistanis and their families back home.

 To facilitate the Overseas Pakistanis for sending their remittances, State Bank of Pakistan, Ministry of Overseas Pakistanis & Human Resource Development and Ministry of Finance have launched a joint initiative called Pakistan Remittance Initiative (PRI) in 2009. This initiative has been taken to achieve the objective of facilitating/ supporting, faster, cheaper, convenient and efficient flow of remittances (Annex-III).

 A special package of Foreign Exchange Remittance Card (FERC) had been introduced by Ministry of Finance in September 2001 to encourage the Ops to remit their earning through legal channels. OPF was assigned the task to issue FERC Cards to overseas Pakistanis, remitting foreign currency equivalent to US$ 2,500 to US$ 50,000 (five categories) per annum are entitled to following incentives:

i. Separate counters for special handling at International arrival / departure lounges at all International Airports in Pakistan.

ii. Free issuance and Renewal of passport on urgent basis. 56 iii. Duty Credit as per category of remittance card.

 Overseas Pakistanis Foundation (OPF), an organization of this Ministry is providing multiple services to Overseas Pakistanis which include, education, health, housing, vocational training, economic rehabilitation of disabled returning Overseas Pakistanis, free transportation of dead bodies of deceased overseas Pakistanis, etc.

 A Human Rights Cell has been established in the Supreme Court of Pakistan to deal with the complaints/issues of Overseas Pakistanis.

 A Grievance Commissioner Cell has been established in Wafaqi Mohtasib’s Secretariat in December, 2014. They are coordinating with all the relevant Ministries/Organizations and are persistently monitoring the resolution of complaints of Overseas Pakistanis.

 One widow facilitation desks have been established at all Pakistani International Airports, where the representatives of all concerned agencies are present to address the problems of Overseas Pakistanis both at arrival and departure lounges.

 The Government of Punjab has set up an office of Overseas Pakistanis Commission, Punjab with the mandate to resolve the complaints of Overseas Pakistanis regarding their problems in Punjab.

 The Government of Azad Jammu and Kashmir has established a complaint cell to resolve complaints of Overseas Pakistanis of Kashmir origin.

Hafiz Abdul kareem: (a) Yes, The government of Pakistan has accorded priority to link the road to New Islamabad International Airport (NIIA). Metro Bus System (MBS) is an effective and rapid mode of transportation; it shall commence from Peshawar Morr (Metro Bus Peshawar Morr Station) and traverse south of Kashmir Highway up to Golra Morr culminating at NIIA Airport.

(b) The project PC-1 has been prepared and submitted to (PDR) CDWP at a cost of Rs. 16,861 Million. The construction work will commence in March 2017 and the estimated construction completion period of project is 12 months.

iii. NAVTTC has taken up the matter with respective Provincial Governments.

Will the Minister for Communications be pleased to state whether it is a fact that the road from Mangora to Bahrain (Swat) is in a dilapidated condition, if so, the steps, being taken by the Government to repair or reconstruct the same?

Hafiz Abdul Kareem: The road section of National Highway from Mingora to Bahrain has a length of approximately 60km. The road section from Madyan to Bahrain having length of 15km has been rehabilitated in the year 2015 and is in excellent condition. Whereas the remaining road section are in deplored condition, However work on Schemes under FERP Saudi Grant from Chakdara - Fatehpur (82km) and another Scheme from Fatehpur _ Madyan and Bahrain - Kalam (37km), with Assistance of ADB under FERP Phase-II are expected to commence soon. 73 *Question No. 140. Will the Minister for Foreign Affairs be pleased to state:

(a) the terms and conditions under which Pakistan was granted the status of a Major Non-Nato Ally and present status of the same; and

(b) whether there is any proposal under consideration of the Government of Pakistan to revisit the said terms and conditions, if so, the details thereof?

Khawaja Muhammad Asif: (a) In March 2004, the former US Secretary of State Colin Powel during a visit to Pakistan said that he had brought a message from the American people and President Bush that United States wishes to have long term relations with Pakistan and also to further cement the bonds of friendship. Appreciating the role of Pakistan in combating terrorism, controlling extremists and efforts towards nuclear non­proliferation, he declared that the United States had given Pakistan the status of non-NATO ally. He further elaborated that the United States considered Pakistan an important and major ally outside the NATO, which would lead to greater military cooperation between the two countries.

Mr. Colin Powel stated that the United States Government had made a notification to the Congress that will designate Pakistan a major non-NATO ally. In June 2004, the US administration received the endorsement of the US Congress, which completed the legal procedure required to declare Pakistan a non-NATO ally.

(b) There are no conditions attached to designation of the status of non- NATO ally. It is a reflection of the desire of both countries to strengthen cooperation and maintain long term closer and friendly relations.

(b) the role played by those academies for promotion of sports in the country? 74 Mr. Riaz Hussain Pirzada: (a) Pakistan Sports Board has affiliated 38 National Sports Federations out of which three Federations i.e. Pakistan Billiards & Snooker Association, Pakistan Squash and Tennis Federations have established academies for promotion/training of the budding players from the grass root level as under:

Academies i. Billiards & Snooker Association

Pakistan Billiards & Snooker Association has established two Snooker Academies one at Faisalabad during 2013-14 and the other in the premises of the Pakistan Sports Complex, since July 2007. ii. Pakistan Squash Federation

Pakistan Squash Federation (PSF) has established Pakistan National Squash Academy (PNSA) at Islamabad which was inaugurated on 09th July, 2015.

In addition to setting of PNSA in Islamabad, similar squash academies are being established in other major cities. Being hub of squash in KP, PAF has also established academy at Hashim Khan Squash Complex Peshawar. In addition, PSF-JK Squash Academy is being run at PSF-Jahangir Khan Squash Complex, Karachi through Sindh Squash Association Punjab Squash Association is operating similar academy at Punjab Squash Complex Lahore. Hundreds of upcoming players are being trained in these regional academies. iii. Pakistan Tennis Federation

Pakistan Tennis Federation has established the following Tennis Academies during 2013-2016 in the country:—

a. Sirajul Haq Tennis Academy Westrige, Race Course Road, Rawalpindi.

b. Gujrat Gymkhana Tennis Academy, Gujrat.

c. Super Kid Tennis Academy at DA Creek Club Zulfiqar Street DHA Phase 8, Karachi. 75 d. Continental Tennis Academy Union Club, Karachi.

e. Zeeshan Sports Academy, Borewala Punjab.

f. Rashid Malik JTI Tennis Academy, Baghe Jinnah Mall Road, Lahore. iv. Pakistan Hockey Federation

It is pertinent to add here that in the year 2009, PHF established some 19 Hockey Academies at the hockey fertile potential centres of the country, which were functional till 11th September 2013. After 11th September 2013, no new academies were established.

According to PHF Strategic Plan and Vision 2020, the PHF has planned to establish Hockey Academies in the Federal Capital and four Provincial Capitals under the aegis of Ministry of IPC and PSB. The PHF is introducing state of art residential based fulltime Hockey Academies, which will enhance the participation, as these will function as a fulltime educational institution.

(b) Role of Academies i. Billiards & Snooker

Snooker Circuit of Pakistan is dominated by players of Punjab, the above mentioned snooker academies play a vital role to groom and nurture the upcoming talented players, who regularly practice at the academies to improve their game. The players also acquire proper Snooker Coaching/Training by International qualified snooker coaches, organized frequently by the Pakistan billiards & Snooker Association to upgrade and enhance the potential of our National Snooker player to achieve the desired results whilst competing in international competitions, which the snooker players of the Punjab province have evidently proved by winning several laurels for the country. Besides the above activities, national ranking snooker tournaments are also held by the Pakistan Billiards & Snooker Association at the snooker academies, which are participated by players from all the provinces of Pakistan, whereby promoting the game of Billiards & Snooker on a national level. ii. Pakistan Squash Federation

PSF with an appropriate Govt. support, have taken major projects of the game’s development. This also includes provision of rigorous training at PNSA 76 and regional academies throughout the year. During the last couple of years, PSF has very successfully organized 4-6 international tournaments ranging from 15,000- 25,000 US dollars prize money. While playing at the home ground, our players have proved their worth and have also shown some outstanding performances at major international events abroad. At present PSF hold Gold Medal in Asian Senior Team Championship, Silver Medal at Asian Junior Team Championship and recently won Gold Medal during World Junior Team Championship, 2016 at Poland. Mr. Israr Ahmad from Lahore has won Gold Medal in Asian Junior Individual Championship, 2015. Earlier in May, 2014 brought Gold Medal in Asian Individual Championship after a gap of 14 years. iii. Tennis

Under Junior Tennis Program of International Tennis Federation, Pakistan Tennis Federation provided Tennis equipment to all of above mentioned academies which resulted in 2000 new players exposed to tennis only in 2016.

These academies will play a vital role in producing the talented boys for the Pakistan Hockey Federation player’s reservoir.

Will the Minister for Inter Provincial Coordination be pleased to state whether any inquiry has been conducted by the present Government to find the causes and fixing responsibility of continous poor performance of the National Hockey Team in international tournaments, if so, the details thereof and if not, the reasons thereof?

Mr. Riaz Hussain Pirzada: Pakistan Hockey Federation (PHF) has been facing a decline in the international ranking due to the deterioration of Hockey infrastructure and international relations during the past many years. Pakistan Hockey team faced a downfall in the international ranking and could not adapt to the fast paced environment of the global hockey arena because of which, in 2013/ Pakistan was not able to qualify for the 2014 World Cup as well as the Rio Olympic Games 2016, which further brought great damage to the reputation of Pakistan Hockey.

In light of the present misfortune of Pakistan Senior Hockey team, President, PHF has taken strict notice of the issue and has replaced the team management and National Selection Committee with a new set of qualified Coaches and 77 Managers with defined strategic plan and targets to develop the Pakistan hockey team, while remaining under strict observation. More emphasis is being given to physical fitness of the players, grooming and polishing of the young talent by channelizing the available yet insufficient resources. Furthermore, PHF has developed close coordination with the Ministry of IPC and Pakistan Sports Board. However, in order to ensure a well developed reservoir of hockey players, PHF requires sufficient resources to develop the impaired hockey infrastructure in the country.

Will the Minister for Inter Provincial Coordination be pleased to state the number of football academies in the country at present?

Mr. Riaz Hussain Pirzada: It is the mandate of Pakistan Football Federation (PFF) to run the clubs, academies, Associations and promotional activities of the football in the country. As such in the present scenario, the administrator PFF is just looking after the day to day office work and no football academy is operational neither under PSB nor by the Federation.

However, national level football activities are being conducted by the departments affiliated with the federation at their own. Reportedly, the Associations are also doing their job at grass root level by establishing football academies.
