Parliamentarians Tax Directory PARLIAMENTARIANS TAX DIRECTORY FOR YEAR ENDED 30 JUNE 2013 (Published on 28 February 2014) 1 FOREWORD On 06.01.2014, during my speech in Senate, I had announced to publish a Tax Directory of members of Parliament and assemblies by 15.02.2014, in exercise of powers conferred under sub-section (6) of section 216 of the Income Tax Ordinance, 2001. I am pleased to present the first Annual Tax Directory of honorable parliamentarians for the tax year 2013, prepared by the Federal Board of Revenue. This precedent has set high standards of transparency. The tax directory provides tax details of all members of Senate of Pakistan and the National Assembly of Pakistan and the Provincial Assemblies. Chairman, Members, Chief Commissioners and Officers of FBR extended their maximum assistance to parliamentarians in order to facilitate them in getting their NTNs and in filing of Income Tax Returns for the tax year ended on 30 June 2013. To date all the parliamentarians have obtained their NTNs and out of total 1172 parliamentarians,1127 have filed their Income Tax Returns for the tax year ended on 30 June 2013 and for the remaining parliamentarians, due process is being undertaken. Manually filed Returns have been entered into the system. All discrepancies, reported till said date, have been corrected. This Directory may be treated as final edition. Note: Certain Parliamentarian, whose names are marked by *, have share income as Members of Associations of Persons. Since, Association of Persons pay tax as a separate entity, such share is not taxable in the hands of the Members.     Herat Security Dialogue Short Bios of the Presenters and Moderators Abdullah Ahmadzai Abdullah Ahmadzai is The Asia Foundation’s County Representative in Afghanistan. He served as the Deputy Country Representative from 2012 to 2014. He was formerly Chief Electoral Officer for the Independent Election Commission (IEC) of Afghanistan. Prior to his position with the IEC, from June 2006 to October 2009, Ahmadzai worked with the Foundation, serving under the Support to Center of Government project in Afghanistan. Between 2004 and 2006, he held positions with the UN under the Joint Electoral Management Body Secretariat (JEMBS), first as an Area Manager and then as Chief of Operations. From 2003-2004, Ahmadzai was actively involved with the Afghanistan Constitution Commission which was mandated by the 2001 Bonn Agreement to draft a new constitution for the country. Under the Commission, he assisted with the Emergency Loya Jirga and later the drafting of the constitution which was formally adopted in January 2004. He has a Bachelor’s degree in Information Technology from Brains Degree College in Peshawar, Pakistan, in addition to several workshop certificates earned through Harvard and Georgetown Universities, and the International Foundation for Electoral Services. Abdul Ghafoor Liwal Abdul Ghafoor Liwal is the Special Advisor to the President of National Unity Government for Tribal and Border Affairs. Prior to this, he worked as a Deputy Minister of Tribal and Border Affairs. He has a Bachelor’s Degree in Literature from Kabul University and two Masters, one in Journalism from Maryland University (2004-2005), and another in Pashtu from Kabul University in 2008.

The establishment of society and state owe much to this cohesive force since the early stages of evolution of polity from dealing to the common and simple state of affairs to the modern day complex systems of running a government in this era of globalism. Generally, Kinship politics is commonly found in tribal societies across the world yet these ties still play an important and fundamental role in formation process of civil governments especially in developing countries like Pakistan, Indonesia and most of the African states. The Pakistani society and politics generally and Punjab politics especially has not yet been able to break the olden shackles of regional, tribal and kinship affinities. Non democratic forces like the military regimes, particularly augmented these affinities to minimize the role of political parties in Pakistan politics. The objective of this research is to analysis the role of baradarism in the politics of Sialkot which is recognized hub of business activities in Pakistan. The research is held to analysis following hypothesis; Baradarism always influence election whether non-party or party based in Sialkot, Political parties give the election ticket to the dominant biradaries in Sialkot region, Punjab politics cannot exist without baradarism. Qualitative approach is adopted to analysis the hypothesis.
