157. *Ms. Suraiya Jatoi: (Deferred during 30th Session)

Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state the steps taken by the Government to improve health facilities in ?

Minister Incharge of the Capital Administrations and Development Division:

FGPC

It is stated that:—

Presently Government has taken initiatives with the name of Health Reforms in Islamabad Capital Territory to up-grade the health care services in Islamabad. The following steps are under process as the decisions made in a meeting held at Prime Minister office for Health reforms:

(a) To make effective and ensure the availability of doctors in BHU’s keeping in view of shortage of Doctors in ICT Health Department, FGPC is advised to depute doctors in the 13 BHU’s of ICT Health Department till the time ICT recruits its own medical officers. Now the Doctors have been provided by the FGPC.

(b) The PGs attached with BHUs and MCHs will be given a special diploma/ certificate of training on completion of their terms. 2 (c) No hospital building will be built by PWD; all new health facilities will be built on a turnkey basis; payments will be made to contractors on the basis of time-lined physical performance indicators built into the contract; third party consultants will be purpose; penalties will be imposed on the timelines; criteria for prequalification will be submitted by PIMS and Polyclinic for Prime Minister’s approval. In this regard Proposal/Summary has been submitted to CA&DD for onward submission.

(d) Polyclinic will work double shift, already implemented

(e) Missing facilities will be provided; additional medical and paramedic staff will be recruited; new posts of 100 medical officers, summary have been submitted for the same.

(f) A CT Scan and an MRI machine will be provided at FGPC for the said purpose the PC-I has been submitted in CA&DD for onward submission to Ministry of Planning, Development and Reform for approval.

(g) A 20 bed ICU with 20 ventilators will be built at the Polyclinic for the said purpose the PC-I has been submitted to Ministry of Planning, Development and Reform for approval.

(h) A medical and dental college with 100 seats for the medicines and 50 seats for dentistry will be constructed and attached with polyclinic. For the said purpose the matter has been taken up with CDA for the identification/ Allocation/ Procurement of land.

However the following steps are already taken by the recent Government:—

 The government has lifted ban on purchase of physical assets including machinery/equipment and allocated budget of Rs. 52.50 million during the current financial year.

 The government has lifted ban on fresh recruitment and the appointment of staff including Doctors, Nurses Paramedics and other supporting staff is under process. 3

 New initiatives like shifting of OPD’s reception, Biometric attendance system, HMIS System, inauguration of Doctor Hostel and planning for extension of emergency, reconstruction/ revamping of patient care areas are being made on top priority.

 This financial year Government has allocated budget of Rs. 550.601 million for provision of free medicines to the patients.

 Extension and reconstruction of Federal Government Polyclinic has been planned and additional 2.54 area were also allocated to the adjacent concreted portion of Argentina Park by the Cabinet on 24-08-2015. Recently the Possession of the land has been taken from CDA and feasibility work will be started soon.

 The government is planning extension of the FGPC hospital, in a purpose built structure. This will facilitate full range of diagnostic and therapeutic services. With this extension the number of beds will increase from 545 to 1100.

All the above mentioned measures will lead to improve in provision of quality of health care services and ultimately result in provision of batter health facilities.

NIRM

 The National Institute for Rehabilitation Medicine is a 160-beded tertiary level facility meant to provide comprehensive, effective and affordable health care to the handicapped patients on priority basis, free of cost.

 Its OPDs cater to more than 450+ disabled patients per day and indoor bed occupancy is almost 92% + per month.

 Patients admitted here are provided complete medical care including investigations, ward admission, medical consultation, surgery, all medicines and surgical material, anesthesia, ICU care, post operative care, rehabilitation and high quality diet.

 In recent past, a number of improvements have been made in various departments of NIRM. 4 a. New C.T Scan unit installed in Radiology Department.

b. Up-gradation of Physiotherapy department and establishment of separate Gymnasium for admitted patients. With the establishment of this latest gym, admitted male patients now have access to improved, personalized physiotherapy services on a need-based approach.

Installation of Traction Unit which is extensively helpful for the patients having spinal problems.

c. Up-gradation of Laboratory:

— Hematology auto analyzer — ERBA — Chemistry autoanalyzer — Microscope.

d. Low Vision Project.

Deserving patients are provided free of cost cataract surgery, intraocular lenses and gel as well as post surgical care under this project. Furthermore, low vision devices are also provided to people with vision so low that it cannot be corrected with glasses

PIMS

Pakistan Institute of Medical Sciences has taken a number of steps to improve the health facilities in PIMS. The details is submitted as under:—

(i) The new emergency block has been established and will be functional shortly. (ii) Recruitment against the vacant post is under-processed. (iii) The renovation and upgradation of the wards is in progress. (iv) The punctuality of the staff is being observed. (v) The PC-Is of the following projects are under-processed for approval of the Planning Commission:— 5 —————————————————————————————— Title of Project Capital Cost (Rs. Establishment of School of Dentistry at SZABMU (PIMS). 1694.77 —————————————————————————————— (vi) Under the directive of the Prime Minister, (Up-gradation of Government Health Facilities in ICT) for construction of new self contained specialty block in PIMS is under process. Draft PC-Is for the following projects have also been sent to the Planning Commission & Social Reforms, Islamabad:

(a) A 50-bed Burn Centre;

(b) An improved Mother and Child Centre;

(c) A new 200-bed Gynecology Centre; 6 (d) A new 100-bed Trauma Centre on the model of Punjab;

(e) A new OPD of 150 consulting rooms (catering for at least 3,000 consultations per day);

(f) A 200-bed Children’s Hospital new block, with a 50-bed central ICU; and,

(g) A new Operation Theatre Complex

Consequent upon the approval / completion of the aforementioned projects, the infrastructure (building and beds etc.), manpower, budget and equipment would be increased and consequently PIMS would meet / cope with the increasing patient load in better and good-way. Then, the health facilities would be improved in PIMS accordingly.

182. *Ms. Naeema Kishwar Khan: (Deferred during 32nd Session)

Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state:

(a) the Federal Government Hospitals where Kidney/Liver being transplanted in the country at present alongwith the expenditures thereof; and

(b) whether it is a fact that there is no proper facility in the said hospitals therefor; if so, the steps being taken by the Government to provide facilities therefor?

Minister Incharge of the Capital Administrations and Development Division: (a) At present the facility of transplantation of Kidney/Liver is not available in PIMS. The expenditure Rupees 50 lacs (approx) are on a single Liver Transplant. The expenditure of Kidney Transplant are Rupees 600,000/- (approx).

(b) The facility of Liver Transplantation was started at Institute of Medical Sciences after the directives of the Prime Minister of Pakistan in November 2010. It was later named as Center for Organ Transplant on December 21, 2012. After which Kidney Transplantation was started. Since, December 2013, Organ Transplant Program is non-functional. At present the said 7 program is on hold due to lack of trained Liver Transplant Surgeon, Hepatologist, Anesthetist and Intensive care Specialist. These posts are vacant despite of multiple advertisements for appointments. The Registrar, SZABMU, PIMS is the focal person dealing with the revival plan of the Liver Transplant.

145. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 34th Session)

Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state:

(a) whether it is a fact that roads of Sector G-8, G-9, G-10, I-9, I- 10 ad I-11, Islamabad are in a dilapidated condition since long;

(b) if so, the time by which the said roads will be repaired?

Minister Incharge of the Capital Administrations and Development Division: (a) Yes, it is fact that the some of the roads in sector G-8, G-9, G-10, I-9, I-10 and I-11 are in the dilapidated condition and need repair.

(b) Roads maintenance has now been devolved to Metropolitan Corporation Islamabad which will carry out the repair of said roads In the current fiscal year.

@292. *Mr. Sajid Ahmed: (Deferred during 34th Session)

Will the Minister Incharge of the Aviation Division be pleased to state the steps being taken by the Government to make weather forecast system more dynamic and consolidated?

Minister Incharge of the Aviation Division: Pakistan Meteorological Department (PMD) is an Attached Department of the Cabinet Secretariat (Aviation Division). It is a technical and service department and provides services mainly in the fields of meteorology, hydrology and seismology for the fulfillment of its objectives and national obligations. PMD’s weather and climate observing network is spread all over Pakistan in 97 districts. Remaining 40 districts will be covered in a recent proposal submitted ——————————————————————————————————————————— @ Transferred from Climate Change Division. 8 for funding. This network was supported with 7 radars which are also being replaced with latest technology. Computerized weather prediction models have been engaged for severe weather forecasts with 7 days lead-time. Flood Forecasting Division at Lahore prepares flood forecasting and warning for riverine floods in major rivers. A state of the art Flash Flood Early Warning System has been successfully operating since 2007 without any causality in and Islamabad.

Enhancement in the institutional capacities is underway, for which old equipments will be replaced with latest technology. Following projects are under implementation:

 Government of Japan has very kindly agreed to replace Islamabad and radar with latest technology with total coat of Rs. 2.50 billion and 1.580 billion respectively. Work on installation of new radars at both sites is in progress.

 Keeping in view the recurring flash flooding in Kalpani Nullah of Mardan, has provided funds to PMD for installation of radar. Next year, this new radar at Mardan will be in operation. The total cost of project is Rs. 230.00 million.

 A consolidated proposal for modernization of PMD has been submitted to Prime Minister’s Office to the tune of Rs. 19 billion.

121. *Ms. Shamas Un Nisa:

Will the Minister In-charge of the Aviation Division be pleased to state whether it is a fact that the early flood warning system/radars installed in different locations are not working properly?

Minister Incharge of the Aviation Division: Pakistan Meteorological Department (PMD) has a network of seven (07) radars installed at Islamabad, Lahore, Sialkot, Karachi, Mangla, D.I. Khan and Rahim Yar Khan to support flood early warning system. All these radars are operational and providing output for prediction of weather systems and issuance of warnings. However, most of the radars are based on old technology and input of new technology is required. In this regard, PMD has submitted a comprehensive proposal to the Government of Pakistan for the replacement of old radars as well as installation of new radars at 18 locations in the country. In addition, one weather radar is being installed at Mardan with the funding of Government of Pakistan and two more radars are being installed at Islamabad and Karachi with the assistance of Government of Japan. 9 122. *Sahibzada Tariq Ullah: Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a) the total value of official advertisements given to newspapers, magazines and periodicals since March, 2013 alongwith the criteria adopted therefor; and (b) the names of TV channels on which those advertisements were telecast alongwith the total expenditure incurred thereon?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) The total value of official advertisements given to newspapers, magazines and periodicals since March 2013 to 31st July, 2016 come to Rs. 7,288,043,959/- (Annex-I). As regard the matter of criteria, it is clarified that Press Information Department has been releasing Government Advertisements to local newspapers in accordance with the Centralized Advertisement Policy of the Federal Government with the following two objectives:— (i) While releasing advertisements to the press, the primary consideration is to obtain maximum publicity for the message contained in the advertisement. The advertisements are released in a judicious and transparent manner and in accordance with the specific requirements of the sponsoring departments/ organizations and the disbursement of advertisements is ensured fairly to both national and regional press under a comprehensive, objective and balanced policy. Factors like circulation, standard, presentation, value, regularity and popularity of a publication forms an important yardstick for releasing the advertisements (Annex-II). (ii) In order to encourage the development of media industry at small towns, districts and backward areas, the Government has fixed quota of 25% of total advertisements as regional quota. PID makes addition to ensure regional quota (Annex-III). (b) An amount of Rs. 2,775,268,045/- been incurred on account of electronic media advertisement during the period from 01-03-2013 to 31-07-2016 (Annex-IV).

Minister Incharge of the Aviation Division: There are two airport at Azad Jammu and Kashmir i.e Muzaffarabad Airport and Rawalakot Airport. Location at Muzaffarabad and Rawalakot respectively. 124. *Ms. Nighat Parveen Mir: Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state: (a) the total number of beds in the Government Hospitals in Islamabad at present separately; and (b) the steps being taken by the Government to complete the shortage of beds in said Hospitals?

Minister Incharge of the Capital Administrations and Development Division: (a) FGPC Federal Government Polyclinic has 545 beds. (a) NIRM NIRM is a 160 bed Hospital. (a) PIMS There are total 1113 beds in PIMS. The extension of Federal Government Polyclinic was planned and for the said purpose 2.54 acres land has been handed over to FGPC. The PC-II is submitted in CA&DD for approval and afterward construction will be started accordingly. After this proposed extension the bed strength will increase from 545 to 1100. (b) NIRM NIRM is planning to expand its infrastructure as well as bed capacity as and when the entire possession of adjacent piece of land is handed over by the CDA. (b) PIMS

126. *Ms. Sajida Begum:

Will the Minister for Federal Education and Professional Training be pleased to state the names of Universities of Pakistan enlisted in Top 100 Universities of the World?

Minister for Federal Education and Professional Training: At present, no Pakistani university is enlisted in top 100 universities of the world. 14 However, as per QS world ranking 2015-16 following six (6) Pakistani universities are ranked in top 501-701:

1. National University of Science and Technology 2. Quaid-i-Azam University, Islamabad. 3. Lahore University of Management Sciences. 4. University of Engineering and Technology Lahore. 5. University of Karachi. 6. University of Lahore.

Moreover, as per QS Asia ranking 2015-16 following ten (10) Pakistani universities are ranked in top 100-350:

1. Lahore University of Management Sciences, Lahore. 2. National University of Science and Technology. 3. Quaid-i-Azam University, Islamabad. 4. Pakistan Institute of Engineering and Applied Sciences. 5. Agha Khan University, Karachi. 6. University of Karachi. 7. University of Punjab. 8. COMSATS Institute of Information Technology. 9. University of Engineering and Technology Lahore. 10. University of Agriculture Faisalabad.

127. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) the province-wise total number of officers of the Civil Service of Pakistan presently working in BPS-17 to 22 in the Federal Government at present;

(b) whether it is a fact that there is a shortfall of officers hailing from Sindh therein;

(c) if the answer to part (b) above is in the affirmative, the steps being taken/proposed to be taken by the Government to meet the said deficiency?

15 Minister In-charge of the Establishment Division: Establishment Division administers 04 regularly constituted Occupational Groups / Services namely Pakistan Administrative Service, Police Service of Pakistan. Secretariat Group and Office Management Group. The province-wise number officers from BS-17-22* belonging to these services presently posted in Federal Government is tabulated as under:—

(b) It is stated that presently there is no shortfall of officers hailing from Sindh. The appointment of officers in the PAS, PSP and OMG is made in BS-17 through FSPC, strictly in accordance with the prescribed Provincial and Regional quotas, whereafter, they are promoted to the next high grades without observing any provincial/regional quota. In case of PSP, it may be added that in BS-18 16 induction in PSP is made from Provincial Police Officers upon recommendations / approval of Governors from all the four Provinces through a DPC in Establishment Division, respectively. Thereafter, these officers are promoted to the next higher grades on the basis of their seniority without observing any Provincial / Regional quota.

128. *Mr. Waseem Akhtar Shaikh:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) the total technical and non-technical staff recruited in the Pakistan Television Corporation during the last five years alongwith the quota thereof; and

(b) the names of newspapers in which advertisements were given for said recruitment alongwith the details thereof?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) During the last five years 387 technical staff and 494 non-technical staff have been recruited in PTVC. The department/group wise detail of said recruitments is enclosed at “Annexure-A”.

Further, while making recruitment on regular basis PTV always maintains the prescribed provincial quota. The statement of present quota position of regular employees of Pay Group-4 & above is enclosed at “Annexure-B”.

In addition to that quota positions for the last two years is also enclosed at “Annexure-C”.

(b) The advertisements were published in National Dailies i.e. DAWN, JANG, KHABRAIN, AL-AKHBAR, PAKISTAN OBSEVER, EXPRESS, AL-SHARQ, NEWS MART and THE NEWS. Photocopies of some of the advertisements are enclosed at “Annexure-D”.

Will the Minister In-charge of the Aviation Division be pleased to state the country-wise total number of flights presently operational under the Premier Service of the Pakistan International Airlines?

Minister Incharge of the Aviation Division: PIACL introduced its premier service on 14th August 2016. Currently, there is only one aircraft (A-330 acquired on wet lease for 90 days effective Aug-Oct 2016 from Srilankan Airlines), operating 06 flights to London i.e. three on Islamabad-London-Islamabad and three on Lahore-London-Lahore route.

130. *Ms. Shakila Luqman:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that the (PR) has controlled its losses;

(b) the steps taken by the Government to control the losses of locomotives during the last year; and

(c) whether there is any proposal under consideration of the Government to give relief to the pensioners of PR?

Minister for Railways (): (a) Yes, it is fact that Pakistan Railways (PR) has controlled its losses during the last three years as per figures given in the following table:—

(b) The following steps were taken by the Government to control the losses of Pakistan Railways:— 18 1. Competitive freight rates have been introduced to diversify traffic from road to rail.

2. Preference is being given to block train load freight trains.

3. Freight Deposit Account (FDA) based agreements have been executed with the long-lead bulk importers such as Maple Leaf cement Factory etc.

4. MOUs have been signed with importing Companies like with Awan Trading Company; the Chishtian Logistics for transportation of Coal to long lead destination in up country.

5. At present, at an average 10 freight trains are being operated ex- port.

6. A availability of locomotives in freight pool has been improved from 45 to 75 locomotives.

7. All out efforts are being made to increase the share of freight earning by giving preference to high rated commodity like POL.

8. A massive quantity coal consisting of average 5 trains per day will be transported by Pakistan Railways for Coal Fired Power Plants being established in public sector to overcome the energy crises.

9. Terminal facilities are being augmented by introducing latest equipments so as to curtail loading and un-loading time.

10. High Capacity/ High Speed Hopper Trucks are also being introduced for swift movement/ unloading of coal.

11. Existing track on main corridor (ML-1) will be upgraded under CPEC.

12. Freight Transport company has been established to explore new venues for future freight traffic.

PASSENGER SECTOR

1. Under Public Private Partnership (PPP) Pakistan Railways has recently outsourced commercial Management of four trains which will generate revenue of Rs. 3.350 billion per annum. 19 2. Commercial management of Luggage Vans and Brake Vans with different trains has been outsourced under PPP.

3. Reduction has been made in fare of different trains.

4. Introduction of Green line train between Rawalpindi-Karachi via Lahore with extra facilities and amenities for business community.

5. Wifi facility is being introduced in selected trains.

6. At different trains value added services have been introduced to attract passengers.

7. Landmark agreement has been signed between PR & UBL to provide the facility of e-ticketing by the end of October- 2016. This will revolutionize the whole concept of reservation and ticketing.

8. A major infrastructure improvement of important Railway stations have been started to give a new concept of state of the art buildings, passenger facilitation and modern business areas within station premises.

9. To provide better travelling facilities, economy class coaches are being replaced by Air conditioned standard coaches.

10. Extra coaches are also being attached to fetch more revenue.

11. Tremendous improvement has been made in service delivery.

12. To attract more passengers in the Holy Month of Ramazan special package was introduced over the network from 1st Ramazan to 20th Ramazan in which 07 % to 25% concession was allowed in different classes of different trains.

13. Rationalization of fare structure to make it more completive with road sector.

14. Running of Eid Special trains on the eve of Eid Ul Fitter and Eid Ul Azha. 20 (c) The detail of relief provided by Federal Government to the Civil including Railways pensioners is as under:—

1. Government of Pakistan announced 10% increase in pension to those whose age is less than 85 years and 25% to those whose age is equal or more than 85 years.

2. Government of Pakistan has also allowed family pension to widow/ divorced daughters w.e.f 01-07-2015 extending financial relief to the families of deceased Government Pensioners.

3. Restoration of pension which was stopped w.e.f 01-12-2001 has been restored by present Government w.e.f 01-07-2015. This has almost doubled the amount of pensioners who has attained the age of 75 years.

4. 25% increase has been allowed to Pensioners on Medical Allowance w.e.f 01-07-015.

5. Government of Pakistan has allowed inclusion of three adhoc reliefs @ 10% of 2013, 10% of 2014 and 7.5% of 2015 in basic pay. Government employees retiring after 01-07-2016 will be benefitted with handsome increase in pension and commutation due to enhanced pay after merger of three allowances.

6. Minimum pension has also been increased by present Government from Rs.5000/- to 6000/-.

7. Pakistan Railways is making pension payment through Director Credit System to all its pensioners through Banks accounts of their own choice nearest to their residence. Pakistan Railways is making pension payment through 8284 branches of 26 banks. Pensioners have been saved from long queues in the previous system of payment through National Bank of Pakistan only. Railway pensioners are drawing pension through ATM machines and credit cards conveniently.

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) whether the Pakistan Electronic Media Regulatory Authority (PEMRA) is able to take action against the private TV channels including its Anchor Persons who are involved in deliberate defamation of the Government/Prime Minister by airing false accusations and then apologize for the same in the courts; and

(b) whether the PEMRA can make those private channels accountable which were responsible for broadcasting false claims deliberately on human casualties during the raid on Parliament Building by PTI and PAT workers in August 2014; if so, how?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) PEMRA has been established under an Ordinance in 2002, now amended as Act-2007. The Authority is responsible to facilitate and regulate the private electronic media in country. 22

It is fact that under PEMRA laws and Code of Conduct do not encourage any kind of defamation or insult of Government of Pakistan, all sacred institutions and dignitaries.

The intent and object of law-makers in Pakistan who enumerated certain restrictions in PEMRA law and Rules was aimed at development and growth of a healthy and free media. At the same time, legislature was also mindful of the fact that negative trends are to be discouraged. In this behalf, telecasting of humiliating or derogatory programmes are certainly contrary to Section 20 (c) and Section 27 (a) of PEMRA Ordinance 2002/PEMRA Act 2007 read with Rule 15 (1) and clause 4(2) & (7) (a to d) of Code of Conduct-2015. These provisions prohibit all the broadcasters from airing programs which contain any offensive or derogatory material or defamation of Government and Parliamentarians.

Nevertheless, PEMRA is fully cognizant of its obligations and is also bound by its statutory framework to come up to the expectations of general public. Ensuring sanctity and integrity of Government and its institutions / dignitaries is equally the responsibility of Pakistan’s electronic media.

PEMRA has always reacted to all the misdeeds and violations of its licensees whenever red line is crossed. There has been no compromise on respect of Govt., Parliament, judiciary and armed forces. PEMRA always promptly initiate action under its given laws whenever any such incident is come to notice of the Authority.

Under Section 26 of PEMRA Act-2007, Council of Complaints have also been established by the Federal Government at all provincial capitals and one at Federal Capital comprising eminent citizens to redress public and civic complaints against any aspect of broadcast media or distribution networks. Any citizen aggrieved with any aspect of electronic media can lodge complaint with these Councils from the platform of PEMRA.

PEMRA has been striving its best to make the private electronic media realize that right to freedom of expression is subject to reasonable restrictions imposed by the Constitution under Articles 19 & 19-A as well 23

Principles of Policy under Chapter-2, and the law.

TV channels while receiving license from PEMRA, sign a document containing “Terms and Conditions” which confers a number of rights to TV channels but also lays down a number of corresponding obligations in pursuance of the Code of Conduct.

As far as the right of media to criticize the performance of the Government, there is no denying the fact that the media in Pakistan enjoys unprecedented freedom.

It is also fact that TV channels, sometimes, air slanderous remarks. The punitive actions are accordingly invoked and show cause notices are issued by PEMRA and there have been number of incidents where channels have been made to realize their wrong doings and they subsequently tendered on screen apologies in the same manner and magnitude for ridiculing Government or Parliamentarians. A list of recent actions is at (Annex-I).

However, PEMRA has no record if the channels have tendered similar apologies before the Courts or not.

(b) Clause 18 “Errors & Corrigendum” of the Electronic Media Code of Conduct-2015 says that: Where any false news or information is aired, the licensee shall acknowledge and correct it on the same medium without any delay in the same manner and magnitude as that of the false news or information is aired. The corrigendum shall be aired at appropriate time.

Moreover, Clause 19 of the same Code “Facts & the opinion” says the licensee shall ensure that if during a talk show or news show a guest makes or asserts any opinion that is presented as fact, on a serious issue, the channel and or its representative must intervene and protect the audience by clarifying this is an opinion and not a fact.

Under Clause 20 of this Code it is sole responsibility of the licensee to ensure that the content aired by it complies with the Code. Licensee has also been obligated to impart regular trainings to its employees to perform their duties better. 24

It would be fair to understand that PEMRA at its own has no mechanism to ascertain that the information provided by the media at any point of time was incorrect or exaggerated unless the same is pointed out by some responsible person / organization in the light of evidences.

As a matter of fact, PEMRA laws are reactive in nature. Clause 17 of the Electronic Media Code of Conduct-2015 makes it obligatory for media to check their own wrong doings through their In-House Monitoring committees and Editorial Boards.

However, if any dispute arises, the Federal Government by Notification the Gazette of Pakistan has notified Councils of Complaints under Section 26 of PEMRA (Amendment) Act 2007. Each Council presently established at federal Capital, all provincial capitals and one at Multan, consists of a Chairperson and five members being citizens of eminence from the general public.

As per mandate of these Councils, any person aggrieved by any aspect of a programme/advertisement of electronic media may lodge a complaint before these Council of Complaints from the PEMRA platform. The entire mechanism of these Councils and complaints redressal process has been defined in PEMRA Council of Complaints Rules 2010. Copy of same is also available on PEMRA website www. pemra.gov.pk. Moreover, PEMRA has also setup a 24/7 toll free Call Center (0800-73672) to facilitate public complaints and feedback against violations by TV, Radio and Cable TV networks. To facilitate public complaints against electronic media, a web based complaints form is also given on the homepage of the PEMRA website.

As per available PEMRA record, no such complaint was ever received to PEMRA on this particular issue which is now being raised after lapse of more than one year.

Even at this stage, the law provides ample forum to the aggrieved to lodge formal complaint to PEMRA Council of Complaints against the concerned media and it is assured that the same shall be adjudicated under the law.

(a) the purposes of establishment of the National Curriculum Council/Board; and

(b) the steps taken by the said Council/Board in order to formulate a unified curriculum at the National Level?

Minister for Federal Education and Professional Training: (a) After the 18th Constitutional Amendment, the subjects in the Concurrent List were devolved to provinces including Curriculum. Besides capacity issues, working separately on curriculum by provinces and areas will not only create disconnect between the education and training of the children of nation but will also affect quality and standards. For a nation to build itself there is a need to adhere to a certain common sets of lessons based on Islamic ideology enunciated in the Constitution of Islamic Republic of Pakistan leading to national cohesion. Hence, there is a great need to devise and maintain minimum curricula in every field. Whereas there should be enough flexibility to add on regional curricula by provinces/ areas/ private schools.

The National Education Policy (NEP) 2009 continues to be a jointly owned national document ever since the amendment. NEP 2009 assigns Inter Provincial Education Ministerial Conference (IPEMC) the role to oversee educational development including monitoring and review of the NEP.

In the light of the aforementioned decision, the formation of the National Curriculum Council (NCC) was approved unanimously by all provinces and areas in the IPEMC held in October, 2014 at Muzaffarabad, with the objective to develop minimum Curriculum that ensures Minimum National Standards in all subjects and emphasizes on national ideology and societal needs.

Mission Statement

As per National Education Policy 2009:

“Our education system must provide quality education to children and youth to enable them to realize their individual potential and contribute to 26 development of society and nation, creating a sense of Pakistani nationhood, the concepts of tolerance, social justice, democracy, their regional and local culture and history based on the basic ideology enunciated in the Constitution of the Islamic Republic of Pakistan.”

Objectives

NCC will serve as a professional, advisory and consultative national body to steer and guide the development of curriculum in close collaboration with all the federating units to ensure minimum quality standards from Early Childhood Education to Grade XII.

NCC will jointly develop curriculum framework leading to minimum curriculum. Those Provinces/Areas who volunteer to become part of this exercise will themselves implement/oversee the implementation of this curriculum in their respective Provinces/Areas. However, the NCC body should have mechanism to see if the textbooks /syllabus truly reflects the originally designed curricula, if so desired by the Provinces/Areas.

Will the Minister for Railways be pleased to state:

(a) whether there is any proposal under consideration of the Government to attach economy class boggies with green line train;

(b) whether there is also any proposal under consideration of the Government to ply any non-stop train from Islamabad/ Rawalpindi to Karachi to facilitate the general public; if so, the time by which its operation will be started;

(c) the total number of trains whose coaches have been changed during the tenure of the present Government; and

(d) whether it is a fact that the coaches of the Awami Express have not been changed during the said period; if so, the reasons thereof?

Minister for Railways (Khawaja Saad Rafique): (a) The Green Line Express with its present composition is fully patronized. Therefore, there is no proposal under consideration to replace Air-conditioned coaches with economy class or to augment the same with economy class coaches. 29 (b) The trains already running between Islamabad/ Rawalpindi to Karachi and back are catering for the current requirement of passenger traffic. As such there is no proposal under consideration of the government to start a new non- stop train between these two cities.

(c) The 22 rakes of following trains have been fully refurbished/up- graded with value added services during the tenure of present government:

(i) Green Line express. (ii) Karakoram express. (iii) Karachi express. (iv) Business express. (v) Musa Pak express. (vi) Hazara express. (vii) Fareed express. (viii) Khushal express. (ix) Bolan express.

In addition 17 rakes of , express, Jaffar express, Awami express and Khybermail express have been taken in hand and will be refurbished during current financial year.

(d) The rakes of Awami Express have not so far been refurbished as the work of refurbishment/ up-gradation of rakes of other express trains was in progress, as pointed out above, in addition to normal periodic overhauling of passenger coaches. The rakes of Awami Express are included in the priority programme and will be refurbished/up-graded in due course of time. However, it is pointed out that the air conditioned services with this train, which had been discontinued since long due to non-availability of Power Vans, have been revived w.e. f. 01-02-2015.

135. *Dr. Fouzia Hameed:

Will the Minister In-charge of the Establishment Division be pleased to state whether there is any proposal under consideration of the Government to conduct an audit of provincial/regional quota in 30 the Ministries/Divisions of the Federal Government to sort out proper allocation thereof?

Minister In-charge of the Establishment Division: There is no proposal under consideration of the Government to conduct an audit regarding implementation of provincial/ regional quota in the Federal Ministries/ Divisions/ Departments and Autonomous Bodies. The administrative instructions prescribing such quota have been issued to all concerned for compliance. The relevant authorities are responsible for implementation of these instructions.

136. *Ms. Naeema Kishwar Khan:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) the break-up of the officers serving in BS-19 in the Federal Government as well as posted in the Constitutional Bodies having more than 20 years service in the same grade at present alongwith their names, date of initial appointments and departments;

(b) whether there is any proposal under consideration of the Government to upgrade the posts of those officers who have served in the same grade for more than 20 years;

(c) whether some posts have been up-graded in some departments during the tenure of the present Government; if so, the details thereof; and

(d) whether same scale posts are not being upgraded in other departments of the Government as per orders of the Supreme Court; if so, the reasons thereof?

Minister In-charge of the Establishment Division: (a) Neither any PAS/ PSP/ SGs officer has twenty years service in BS-19 nor any of them has been posted in any Constitutional body.

(b) At present, there is no proposal under consideration in Establishment Division regarding upgradation of the BS-19 officers to BS-20 who have more than 20 years service in the same grade. 31 (c) The posts of BS-19 are upgraded through a summary for Prime Minister moved by the respective administrative Ministry with the approval of Prime Minister of Pakistan. However, Establishment Division endorses the proposals in the light of existing policy of upgradation. As per record, during the tenure of present Government, Establishment Division has endorsed the proposals regarding upgradation of the posts of BS-19 to BS-20 for a total of seventeen (17) posts forwarded through different summaries for Prime Minister of Pakistan moved by their respective Ministries/ Divisions.

(d) The policy of upgradation/ redesignation is confined to the upgradation of posts in Ministries/ Divisions/ Departments. Establishment Division implement the orders of Supreme Court of Pakistan received in this regard.

Pakistan Electronic Media Regulatory Authority (PEMRA)

(a) PEMRA regulates the private electronic media through following regulatory tools:

 PEMRA Ordinance 2002 as amended by PEMRA (Amendment) Act 2007.

 PEMRA Rules 2009.

 PEMRA (Television Broadcast Station Operations) Regulations, 2012. 32

 PEMRA (Radio Broadcast Station Operations) Regulations, 2012.

 PEMRA (Distribution Service Operations) Regulations, 2011.

 PEMRA (Council of Complaints) Rules, 2010.

Besides above, on the directives of the Supreme Court of Pakistan the Govt. has issued a revised Electronic Media (Programmes and Advertisements) Code of Conduct-2015, with mutual consultation of Pakistan Broadcasters Association.

In case of violation of Code of Conduct PEMRA initiate legal actions which inter-alia includes issuance of advices, warnings, explanations, notices, show cause notices, revocation/ suspension of licences and imposition of fine under Section 29 & 30 of PEMRA Ordinance 2002 as amended by PEMRA (Amendment) Act 2007. List of actions taken by PEMRA on the matter is placed at Annex-I.

Main Ministry of Information, Broadcasting & National Heritage

(b) According to the Rules of Business-1973 [Rule3(3)]: Schedule-II: Entry 16: Sub provision 13(ii)(c) the Ministry of IB&NH is responsible for matters relating to PEMRA.

However, Section 5 of the PEMRA (AMENDMENT) Act 2007 empowers Ministry of Information and Broadcasting to issue policy directive to PEMRA. Such directions shall be binding on PEMRA. Federal Government vide its Notification of 12th December, 2009 has notified PEMRA Rules–2009 in exercise of its powers conferred vide Section–39 of PEMRA Amendment Act – 2007.

PEMRA as an independent regulatory authority has its own legal mandate, and is legally obligated to enforce PEMRA Rules–2009. Federal Government’s direct intervention for implementation of said Rules is not legally warranted.

Moreover, Section 4 of PEMRA Amendment Act – 2007 empowers PEMRA for regulating the establishment and operation of all broadcast media and distribution services in Pakistan established for the purpose of international, national, provincial, districts , local or special target audiences. 33 Sub-section 3 of Section – 4 of PEMRA Amendment Act – 2007 further empowers PEMRA to make regulations and also issue determinations for carrying out the purposes of this Ordinance.

The foregoing legal position empowers PEMRA as under:

(i) Carry out purpose of the PEMRA (AMENDMENT) Act 2007,

(ii) Make Rules with the approval of the Federal Government and ensure their implementation

(iii) To make Regulations and ensure their implementation.

However, under Rule—47 of the Rules of Business of 1973, the Standing Committees of National Assembly and Senate on Ministry of Information and Broadcasting and National Heritage have been reviewing the performance of PEMRA with regard to its professional and managerial functioning which inlcude implementation of Rules and Regulations.

138. *Dr. Arif Alvi:

Will the Minister for Climate Change be pleased to state:

(a) the quaintly of air pollution in the big cities of Pakistan Including Karachi, Lahore, Quetta and Peshawar at present;

(b) the steps being taken by the Ministry to effectively monitor the same and reduce carbon emissions by vehicles ; and

(c) the standards imposed on the industry, generally, thermal and coal fired plants to limit exhaust air pollutants alongwith the mechanism evolved to monitor it?

Minister for Climate Change: (a) Pakistan Environmental Protection Agency (Pak-EPA) is responsible for the protection of environment in the Islamabad Capital Territory (ICT). After 18th Constitutional Amendment, the subject of environment has been devolved to the provinces and they are monitoring air pollution independently at provincial level. 34

Pakistan’s city with the highest pollution level is Karachi, which had a 3 PM 2.5 of 117ug; /m which is at number five in the list of cities globally with the 3 3 worst level of air pollution: Peshawar (111 ug /m ) and Rawalpindi are (107ug /m ) at 6th and 7th level respectively.

(b) Pakistan Environment Protection Agency (Pak-EPA), is responsible for implementation of Pakistan Environmental Protection Act, 1997. National Environmental Quality Standards for ambient air under S.R.O. 1062(1)/2010 (Annex-I) and National Environmental Quality Standards for motor vehicle exhaust and noise under S.R.O. 72 (KE)/2009 (Annex-II) have been notified by Pak-EPA. Over 40,000 public and private vehicles have been checked by Pak- EPA for exhaust emissions in Islamabad. At the moment opacity meter and vehicular emission analyzer are not in working condition and contract for repair and maintenance of these equipments has been awarded.

It may however be noted that the Ministry under United Nations Framework Convention on Climate Change (UNFCCC) process has initiated second National Communication Report which reflects total GHG’s including carbon dioxide.

(c) National Environment Quality Standards for Industrial Gaseous Emissions under S.R.O. 742 (1)/93 (Annex-III) has been notified by Pak-EPA. Pakistan Environmental Protection Act 1997 empowers Pak-EPA to take action against those industrial units which are responsible for polluting the environment. Pak-EPA conducts regular stack emission monitoring of industries located in Islamabad Capital Territory (ICT) as per procedure and issue notices to the non- compliant followed by personal hearing. In case the industry fails to control its emissions, Pak-EPA issues Environment Protection Order (EPO) and then the cases are referred to the Environmental Tribunal.

Pak-EPA in coordination with Provincial EPA’s and Planning Commission has also developed Guidelines for Coal Fired Power Generation. The same has been circulated to all stake holders for necessary compliance.

Will the Minister In-charge of the Aviation Division be pleased to state: 35 (a) the reasons for not increasing the number of flights from Dera Ghazi Khan to Karachi and Islamabad; and

(b) whether it is a fact that said routes are profitable in respect of business?

Minister In-charge of the Aviation Division: (a) & (b) According to the National Carrier, during the period Jan-Jun 2016 Karachi-Dera Ghazi Khan- Karachi operated at 60% seat factor and incurred a loss of PKR 33.91 million on Direct Operating Cost (which is the minimum bench mark to justify an operation); and Islamabad-Lahore-Dera Ghazi Khan-Lahore-Islamabad operated at 42% seat factor and incurred a loss of PKR 11.103 million. In current situation i.e. low seat factor and losses on Direct Operating Cost, it is not viable for the airline to increase the weekly operation on Dera Ghazi Khan.

Will the Minister for Federal Education and Professional Training be pleased to state the total number of Districts in the country that do not have a full fledge Government University at present alongwith the names thereof?

Minister for Federal Education and Professional Training: A total of eighty nine (89) districts in the country do not have a full fledge Government university at this point in time. A list comprising names of the districts and provinces is at ANNEX-I. However, Government under vision 2025 has planned 3 years Program with Higher Education Commission to establish a public sector university/ campus/ sub-campus in each district across the country.

It may be noted that the strength of employees of any cadre of an airline mainly depends upon the overall operational functionality being carried out. There are a number of factors like the number of airline operational functions being carried- out by the airline itself, number of operational functions outsourced, strength of its serviceable fleet etc. Many airlines have outsourced airline related functions which are support functions and are not directly related to aviation, PIA, unlike many other airlines, performs a number of these airline support functions itself, like Maintenance, Repair and Overhaul of aircraft/engines, Catering, Ground Handling and Passenger Handling etc. This obviously reflects on the overall 37 manpower strength of an organization and hence it affects the strength of all cadres as well as it also reflects on the employee to aircraft ratio of an airline.

(c) Different options of restructuring of PIACL are under consideration of PIACL Board of Directors. The acquisition of more aircraft will help in reducing employee/ aircraft ration further.

(c) According to Estacode 2015 “Civil Servant” Means a person who is a Member of an All Pakistan Service or of a civil service of the Federation, or who holds a civil post in connection with the affairs of the Federation, including any such post connected with defence, but does not include.

(i) A person who is on deputation to the Federation from any Province or other authority;

Minister In-charge of the Aviation Division: (a) A total number of 38 aircraft are on fleet of the PIACL. As on 2nd September 2016, out of which 36 are operational and 02 are grounded for un-scheduled maintenance/ repair work.

(b) PIACL acquired a total number of 35 aircraft on dry/ wet lease (16x wet lease & 19x dry lease) during the last three years. However, at present 19 aircraft are on dry lease and 01 aircraft on wet lease.

Minister for Federal Education and Professional Training: (a) There is no such proposal under consideration at Ministry of Federal Education & Professional Training. 41 (b) The matter does not fall within the purview of Ministry of Federal Education & Professional Training. The National Library has recently been transferred to the newly created National History & Literary Heritage Division. However, after devolution, the subject of Education and all relevant departments are being handed/ dealt by Provincial Education Department.

149. *Sheikh Salahuddin:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to refer to the Starred Question No.127 replied on 12-02-2016 and to state:

(a) whether it is a fact that a number of illegal housing societies are working in Islamabad since long; and

(b) whether any inquiry has been initiated against the CDA for not taking stern action against said Societies; if so, the details; if not, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division: (a) Yes, it is a fact that a number of illegal Housing Societies are working in Islamabad since long. The list of illegal Housing Society is attached as a material for supplementary.

(b) Following are the actions taken by CDA regarding illegal Housing Schemes:

(i) Through Public notices, General Public has been advised time and again to refrain from purchasing plots in schemes for which sponsors have not obtained NOC’s from CDA. Individual as well as consolidated public dailies as well as on CDA’s website.

(ii) Authorities at IESCO, SNGPL, PTCL have been requested that services/ connections/ facilities in illegal schemes, should not be provided unless an NOC has been obtained from CDA. In this regard a joint meeting of representatives of these agencies has also been arranged in CDA.

(iii) Presentation has been given in NAB, Rawalpindi, regarding illegal schemes in Islamabad. The NAB has recently convened a meeting 42

on the subject mater. The information/list of illegal schemes has also been furnished to Director (FIA), Islamabad.

(iv) DC, Islamabad has been requested that registration of mutations of land by the sponsors of unauthorized/illegal scheme: may not be entertained until NOC obtained from CDA.

(v) The advertisers/ marketing agencies through public notices have been restrained from misleadinc advertising/ marketing of illegal housim schemes. The sponsors have further beer directed to refrain from marketing and development of Housing Schemes without NOC from CDA.

(vi) Enforcement Dte, CDA has also issued (individual notices to the above mentioned illegal schemes/ developers to suspend the illegal business immediately.

Subsequent to issuance of Public Notice in national dailies CDA approached NAB Rawalpindi and requested report regarding these illegal Housing Schemes so that they may submit layout plans of these schemes in CDA for approval/ NOC. The NAB authorities prepared a report regarding these illegal Housing Schemes in Islamabad. Team from NAB Rawalpindi accompanied CDA Team and visted the site of these housing schemes. Combined meetings with sponsors/ owners of these housing schemes and CDA officials, NAB Rawalpindi prepared a report/presentation to Senate Standing Committee on Law and Justice in April 2016. The standing Committee made twelve recommendations and placed the same in the form of report before the House of Senate (Annex-I)The report was adopted by the and the recommendations therein have been placed before CDA Board for consideration and decision. One of the recommendation is regarding identification of role of CDA Officers/ Officials, ICT Administration and others regarding mushroom growth of illegal housing schemes falling within the jurisdiction of ICT/ CDA.

License is given for installation of sign boards / billboards after the fulfillment of all nodal formalities, most important is submission of structural design and its stability certificate with Indemnity bond by the respective advertising agency. No permission is granted without structure stability certificate, issued by PEC Certified Engineer.

Minister In-charge of the Aviation Division: (a) Yes, it is fact that different formulas are currently being used for calculation of pension for different categories of PIACL’s employees as per detail annexed.

(b) Currently there is no proposal under consideration of the government to adopt the same formula for all employees working in different pay groups of PIACL because in PIACL, which is now Public Limited Company working under Corporate Governance Rules, 2013 of SECP, the determination, of pension calculation and payment formulae for each category of employees is dependent upon the Working Agreements executed between the representative associations of the respective employee body and the Management.

FGPC

Federal Government Polyclinic has its own latest three chamber plus scrubber incinerator installed in 2014 with the capacity of 125 kg per hour.

NIRM

There is one incinerator Model P9•2GNT, Serial No. 894683 installed at NIRM which is fully operational.

This unit was purchased from M/S Siemens Pakistan through Siemens Germany and installed by M/S Minerva Trading Corporation, Islamabad in November, 1997. Recently, the same incinerator has been upgraded by adding new chamber to minimize fumes.

PIMS

At present no incineration unit is functional at PIMS, Islamabad. However, the infectious hospital (Hospital Waste) is being disposed off with the arrangement as an agreement has been made by PIMS with National Cleaner Production Centre (NCPC) Morgah, Rawalpindi, to ensure safe disposal / incineration of Hospital Infectious Waste. A covered vehicle of (NCPC) is collecting hospital infectious waste from PIMS on daily basis. However, Hospital non•infectious waste is being collected by the Capital Development Authority (CDA), Islamabad for final disposal.

The PC•I of the Project tiled “Establishment of Unit for Shredding, Sterilization and Disposal of Medical Waste at PIMS, Islamabad” is lying for approval of the level of the CDWP, Ministry of Planning, Development and Reforms, Islamabad. 11 15. Ms. Aliya Kamran:

Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state:

(a) whether it is a fact that there is no Federal Government Hospital and Dispensary in the Pakistan Town, Korang Town, FBR Town, Media Town, Pak. PWD Colony, Sohan Garden, Jinnah Garden and National Police Foundation/Housing Society, Islamabad at present;
