  • Towards an Inclusive Public Transport System in Pakistan1
TOWARDS AN INCLUSIVE PUBLIC TRANSPORT SYSTEM IN PAKISTAN1 Muhammad Adeel, Anthony G.O Yeh and Zhang Feng2 Abstract Urban transport in Pakistan is characterized by the coexistence of formal and informal transit services. While urban transport is deregulated and - somehow – multimodal in the country, the transport service providers often compete with each other within their particular constrains and their equilibrium defines the overall landscape of urban accessibility. With examples from the cities of Islamabad and Rawalpindi, the paper discusses three broad constraints on the urban modes of transportation, namely regulatory, spatial and demand related constraints, using a number of important system characteristics. Results show that the overall level of constraints remains ‘Very High’ on the newly constructed BRT, followed by ‘High’ constraints on the informal paratransit mode, ‘Qinqui’. Whereas the Suzuki and Wagon modes coverage remains maximum and they carry relatively lower level of constraints. In this context, an inclusive urban mobility largely depends on a proactive approach by management authorities to minimize these constraints through a number of initiatives including integration of modes, improvements of the quality of service and condition of vehicle, and by facilitating the mobility of women and non-motorized travellers. Keywords: Transport, accessibility, Pakistan, BRT, Qingqi 1. BACKGROUND Population explosion and rapid urbanization in Asian countries have brought complex mobility challenges for a vast majority of their people who also face issues of poverty, inequality and limited access to basic services (Gakenheimer, 1999). While the average distances between activities are increasing with time, so are the issues of mobility and accessibility. Lack of access to public transport, poor quality of transportation infrastructure, rising levels of personal automobile ownership and a persistent disregard of traffic regulations pose further issues to the already challenging mobility environment (Dimitriou and Gakenheimer, 2011).

Minister for Federal Education and Professional Training: Budgetary allocation for education sector by governments in last three year is as follows: Expenditure on edcation in South and West Asian countries is given below: 2 Source: EFA Global Monitoring Report 2015, UNESCO The primary reason for allocating less percentage of GDP toward education owes to the less fiscal space available. Pakistan’s tax to GDP ratio was hardly around 8.1% in 2013. However, Pakistan’s good performance in Finance & tax collection raised the tax to GDP ratio to around 12.2% and so is the case with our public expenditure which has gone up from around Rs. 520 billion in 2012-13 to 768 billions in 2015-16. Similarly, in terms of percentage of GDP it is going up from around 1.97% in 2012-13 towards 2.5% in 2016. 3 143. *Ms. Naseema Hafeez Panezai: (Deferred during 35th Session) Will the Minister In-charge of the Cabinet Division be pleased to refer to the Starred Question No.

The National Assembly of Pakistan Gazette February 2014 What’s Inside Chief Editor’s Note 1 Legislative Business 2 Calls On 2 Activities of Committees 5 Delegations 8 Other News 9 From Media 13 Perspective 15 Special Article Cost of War on Terror to Pakistan 16 Chief Editor’s Note The 8th Session of National Assembly started on 27th January. This session is considered important as very important decisions of national security are being discussed. The Prime Minister of Pakistan, in his speech in National Assembly on 29th January, reiterated his resolve to pursue the process of dialogue with Taliban. His decision in favour of dialogue was appreciated and most of the parties in parliament showed their support. Both, the government and Taliban, have nominated committees for dialogue. The terrorism-hit and war weary nation has attached a hope of peace to this process. As the issue of terrorism is in limelight nowadays, a special report has been included in National Assembly Gazette that elaborates the direct and indirect losses that we have suffered in the war on terror. Looking at the colossal damage to our security and economy, there is no disagreement on the idea of ending this war as soon as possible. However, variant views have come forth on the mechanism for restoring peace. The hopes are high for the peaceful resolution of the problem, although the process of dialogue will become more complicated, quite understandably, as it progresses. May Allah give us all the courage to stand for the right and resist the evil! Thank You. Ch.
