1 (35th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 9th September, 2016 157. *Ms. Suraiya Jatoi: (Deferred during 30th Session) Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state the steps taken by the Government to improve health facilities in Islamabad? Minister Incharge of the Capital Administrations and Development Division: FGPC It is stated that:— Presently Government has taken initiatives with the name of Health Reforms in Islamabad Capital Territory to up-grade the health care services in Islamabad. The following steps are under process as the decisions made in a meeting held at Prime Minister office for Health reforms: (a) To make effective and ensure the availability of doctors in BHU’s keeping in view of shortage of Doctors in ICT Health Department, FGPC is advised to depute doctors in the 13 BHU’s of ICT Health Department till the time ICT recruits its own medical officers. Now the Doctors have been provided by the FGPC. (b) The PGs attached with BHUs and MCHs will be given a special diploma/ certificate of training on completion of their terms. 2 (c) No hospital building will be built by PWD; all new health facilities will be built on a turnkey basis; payments will be made to contractors on the basis of time-lined physical performance indicators built into the contract; third party consultants will be purpose; penalties will be imposed on the timelines; criteria for prequalification will be submitted by PIMS and Polyclinic for Prime Minister’s approval. In this regard Proposal/Summary has been submitted to CA&DD for onward submission. (d) Polyclinic will work double shift, already implemented (e) Missing facilities will be provided; additional medical and paramedic staff will be recruited; new posts of 100 medical officers, summary have been submitted for the same. (f) A CT Scan and an MRI machine will be provided at FGPC for the said purpose the PC-I has been submitted in CA&DD for onward submission to Ministry of Planning, Development and Reform for approval. (g) A 20 bed ICU with 20 ventilators will be built at the Polyclinic for the said purpose the PC-I has been submitted to Ministry of Planning, Development and Reform for approval. (h) A medical and dental college with 100 seats for the medicines and 50 seats for dentistry will be constructed and attached with polyclinic. For the said purpose the matter has been taken up with CDA for the identification/ Allocation/ Procurement of land. However the following steps are already taken by the recent Government:— The government has lifted ban on purchase of physical assets including machinery/equipment and allocated budget of Rs. 52.50 million during the current financial year. The government has lifted ban on fresh recruitment and the appointment of staff including Doctors, Nurses Paramedics and other supporting staff is under process. 3 New initiatives like shifting of OPD’s reception, Biometric attendance system, HMIS System, inauguration of Doctor Hostel and planning for extension of emergency, reconstruction/ revamping of patient care areas are being made on top priority. This financial year Government has allocated budget of Rs. 550.601 million for provision of free medicines to the patients. Extension and reconstruction of Federal Government Polyclinic has been planned and additional 2.54 area were also allocated to the adjacent concreted portion of Argentina Park by the Cabinet on 24-08-2015. Recently the Possession of the land has been taken from CDA and feasibility work will be started soon. The government is planning extension of the FGPC hospital, in a purpose built structure. This will facilitate full range of diagnostic and therapeutic services. With this extension the number of beds will increase from 545 to 1100. All the above mentioned measures will lead to improve in provision of quality of health care services and ultimately result in provision of batter health facilities. NIRM The National Institute for Rehabilitation Medicine is a 160-beded tertiary level facility meant to provide comprehensive, effective and affordable health care to the handicapped patients on priority basis, free of cost. Its OPDs cater to more than 450+ disabled patients per day and indoor bed occupancy is almost 92% + per month. Patients admitted here are provided complete medical care including investigations, ward admission, medical consultation, surgery, all medicines and surgical material, anesthesia, ICU care, post operative care, rehabilitation and high quality diet. In recent past, a number of improvements have been made in various departments of NIRM. 4 a. New C.T Scan unit installed in Radiology Department. b. Up-gradation of Physiotherapy department and establishment of separate Gymnasium for admitted patients. With the establishment of this latest gym, admitted male patients now have access to improved, personalized physiotherapy services on a need-based approach. Installation of Traction Unit which is extensively helpful for the patients having spinal problems. c. Up-gradation of Laboratory: — Hematology auto analyzer — ERBA — Chemistry autoanalyzer — Microscope. d. Low Vision Project. Deserving patients are provided free of cost cataract surgery, intraocular lenses and gel as well as post surgical care under this project. Furthermore, low vision devices are also provided to people with vision so low that it cannot be corrected with glasses PIMS Pakistan Institute of Medical Sciences has taken a number of steps to improve the health facilities in PIMS. The details is submitted as under:— (i) The new emergency block has been established and will be functional shortly. (ii) Recruitment against the vacant post is under-processed. (iii) The renovation and upgradation of the wards is in progress. (iv) The punctuality of the staff is being observed. (v) The PC-Is of the following projects are under-processed for approval of the Planning Commission:— 5 —————————————————————————————— Title of Project Capital Cost (Rs. Replacement / up-gradation HVAC Plant Room Equipment & 645.21 Allied Works at PIMS Up-gradation of Trauma Instrumentation / Equipment at 48.142 SZABMU/PIMS Non-Radiation/Modern Endoscopy Diagnostic Services in 465.00 PIMS Up-gradation of Radiology Department of Children Hospital, 59.760 PIMS Up-gradation of X-Ray Machines in Radiology Department of 59.760 Islamabad Hospital, PIMS Replacement of Bed Elevator Equipment at PIMS 16.80 Establishment of Centre for Neurosciences at PIMS 1000 Establishment of School of Dentistry at SZABMU (PIMS). 1694.77 —————————————————————————————— (vi) Under the directive of the Prime Minister, (Up-gradation of Government Health Facilities in ICT) for construction of new self contained specialty block in PIMS is under process. Draft PC-Is for the following projects have also been sent to the Planning Commission & Social Reforms, Islamabad: (a) A 50-bed Burn Centre; (b) An improved Mother and Child Centre; (c) A new 200-bed Gynecology Centre; 6 (d) A new 100-bed Trauma Centre on the model of Punjab; (e) A new OPD of 150 consulting rooms (catering for at least 3,000 consultations per day); (f) A 200-bed Children’s Hospital new block, with a 50-bed central ICU; and, (g) A new Operation Theatre Complex Consequent upon the approval / completion of the aforementioned projects, the infrastructure (building and beds etc.), manpower, budget and equipment would be increased and consequently PIMS would meet / cope with the increasing patient load in better and good-way. Then, the health facilities would be improved in PIMS accordingly. 182. *Ms. Naeema Kishwar Khan: (Deferred during 32nd Session) Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state: (a) the Federal Government Hospitals where Kidney/Liver being transplanted in the country at present alongwith the expenditures thereof; and (b) whether it is a fact that there is no proper facility in the said hospitals therefor; if so, the steps being taken by the Government to provide facilities therefor? Minister Incharge of the Capital Administrations and Development Division: (a) At present the facility of transplantation of Kidney/Liver is not available in PIMS. The expenditure Rupees 50 lacs (approx) are on a single Liver Transplant. The expenditure of Kidney Transplant are Rupees 600,000/- (approx). (b) The facility of Liver Transplantation was started at Pakistan Institute of Medical Sciences after the directives of the Prime Minister of Pakistan in November 2010. It was later named as Center for Organ Transplant on December 21, 2012. After which Kidney Transplantation was started. Since, December 2013, Organ Transplant Program is non-functional. At present the said 7 program is on hold due to lack of trained Liver Transplant Surgeon, Hepatologist, Anesthetist and Intensive care Specialist. These posts are vacant despite of multiple advertisements for appointments. The Registrar, SZABMU, PIMS is the focal person dealing with the revival plan of the Liver Transplant. 145. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 34th Session) Will the Minister In-charge of the Capital Administrations and Development Division be pleased to state: (a) whether it is a fact that roads of Sector G-8, G-9, G-10, I-9, I- 10 ad I-11, Islamabad are in a dilapidated condition since long; (b) if so, the time by which the said roads will be repaired? Minister Incharge of the Capital Administrations and Development Division: (a) Yes, it is fact that the some of the roads in sector G-8, G-9, G-10, I-9, I-10 and I-11 are in the dilapidated condition and need repair. (b) Roads maintenance has now been devolved to Metropolitan Corporation Islamabad which will carry out the repair of said roads In the current fiscal year.
