169. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 34th Session)

Will the Minister for Federal Education and Professional Training be pleased to state whether it is a fact that the funds allocated for education in budget 2013 to 2016 are not compatible with the funds allocated by other developing countries in their budgets for the said purpose; if so, the reasons thereof?

Minister for Federal Education and Professional Training: Budgetary allocation for education sector by governments in last three year is as follows:

Pakistan’s tax to GDP ratio was hardly around 8.1% in 2013. However, Pakistan’s good performance in Finance & tax collection raised the tax to GDP ratio to around 12.2% and so is the case with our public expenditure which has gone up from around Rs. 520 billion in 2012-13 to 768 billions in 2015-16. Similarly, in terms of percentage of GDP it is going up from around 1.97% in 2012-13 towards 2.5% in 2016. 3 143. *Ms. Naseema Hafeez Panezai: (Deferred during 35th Session)

Will the Minister In-charge of the Cabinet Division be pleased to refer to the Starred Question No. 132 replied on 08-08-2016 and to state:

(a) the time by which the last Third Party Evaluation (TPE) of Pakistan Bait-ul-Mall (PBM) was carried out;

(b) whether it is a fact that the TPE of PBM has not been carried out during the last five years; if so, the reasons thereof; and

(c) the comparison of performance of the PBM made during the tenure of the present Government and previous Government?

Minister In-charge of the Cabinet Division: (a) The Third Party Evaluation of PBM Child Support Program (CSP) was carried out in September, 2013.

(b) TPE of all projects of PBM could not be carried out due to financial constraints. However, Monitoring and Evaluation (M&E) Consultants were hired in year 2015 to strengthen the internal M&E Department.

(c) The comparison of performance of PBM during the tenure of the present and previous Government is placed at Annex.

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) the expenditure incurred to bring the Prime Minister of Pakistan back after his treatment from London via special chartered plane; and

(b) the details of amount paid as parking fee at London Airport for the said plane?

Will the Minister In-charge of the Capital Administration and Development be pleased to state:

(a) whether it is a fact that the bridge leading to the Quaid-e-Azam University from Bari Imam, Islamabad is in a dilapidated condition at present; and

(b) whether there is any proposal under consideration of the Government to re-construct the said bridge; if so, the time by which it will be reconstructed?

122. *Mr. Muhammad Muzammil Qureshi:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that a number of medical equipments of the Federal Government Hospitals are non-functional since long; if so, the details thereof;

(b) whether it is also a fact that the Government has any monitoring mechanism to ensure proper maintenance of said equipments; if so, the details thereof;

(c) the funds allocated and utilized for purchase of medical equipments for said Hospitals during the last three years; and

(d) the steps taken by the present Government for the proper maintenance of the medical equipments in said hospitals?

Minister In-charge of the Capital Administration and Development Division: (a)

(i) PIMS

It is not a fact that a number of medical equipment of PIMS is non- functional since long. A list of updated status of Biomedical equipment of PIMS is submitted at Annex-A. 5 (ii) FGPC

It is not fact that large numbers of equipments are non-functional. However, most equipment was installed about 10 to 15 years ago because there was ban for purchase of equipment. The ban was lifted in the financial year in the financial year 2013-14.

(iii) NIRM

NIRM was operationalized in 1997 and medical equipment was purchased at that time. A large proportion of this equipment is still in use and timely repairs are performed to keep it functional. Furthermore, new equipment has also been added to improve service delivery to patients with disabilities. Only a few pieces of equipment are nonfunctional due to nonavailability of parts of old models. A case regarding new equipment is under process.

(b) (i) PIMS

It is intimated that PIMS has monitoring mechanism to ensure proper maintenance of said equipment through the Administration, end-users, and PIMS Electro Medical staff. A list of electro medical staff and a list of major biomedical equipment under service/ maintenance through contract are enclosed at Annex-B.

(ii) FGPC

This hospital is examining the creation of a post of Bio-Medical Engineer, so that proper maintenance of equipment can be started for smooth functioning of hospital.

(iii) NIRM

Maintenance of medical equipment at NIRM is contracted out on annual tender basis to electromedical firms who are responsible for smooth functioning and preventive maintenance as well as provision of parts.

(c) (i) PIMS

The details of the fund allocated and utilized for purchase of medical equipment or the last 03 years in PIMS are submitted t at Annex-C. 6 (ii) FGPC

The detail of steps taken so far for maintenance of medical equipment in PIMS is mentioned at Annex-A.

There was budget allocation for repair & maintenance of Plant and Machinery. Time to time repair were made as per requirements.

(iii) NIRM

The present government is proactively engaged in improvement of equipment status of this hospital. Proposals have been invited under the PM Health Initiative for provision of new equipment.

(a) the per flight total number of passengers travelled to Barcelona by the Pakistan International Airlines as on 31-12-2012, 30-06-2013 and at the time of its discontinuation alongwith the details of passengers thereof; and

(b) the Airline-wise flights other than PIA are coming from the said Airport to Pakistan at present alongwith the total number of passengers being travelled thereby, separately?

Barcelona-Lahore 160 49 –––––––––––––––––––––––––––––––––––––––––––––––––––––––––—– During 31-12-2012 and 30-06-2013, 18,889 passengers travelled on 107 flights of PIA between Barcelona and Pakistan; which comes to average of 176 passengers per flight. Before the closure of the said operation in February 2015, PIA operated 12 flights during Jan-Feb 2015 and 1,442 passengers travelled during this period with an average of 120 passengers per flight.

(b) Presently Emirates, Etihad and Qatar Airways are operating their flights between Barcelona and Pakistan via their hub stations i.e. Dubai, Abu Dhabi and Doha respectively for transporting majority of passengers to Pakistan. However, detail of passengers who travelled by above mentioned airlines is not available, as the same is available only with them. 8 124. *Ms. Munaza Hassan:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that Pakistan is purchasing the Railway Locomotives from the United States of America; if so, the numbers alongwith the prices thereof; and

(b) the total number of locomotives purchased by Pakistan during the last five years from other countries alongwith the total amount spent on their purchase?

Minister for Railways (Khawaja Saad Rafique): (a) Yes, it is a fact that is purchasing 55 locomotives (4000-4500 HP) from United States of America. On finalization of a competitive bidding process, Pakistan Railways signed a contract agreement amounting to US$ 213,689 million with Ms. General Electric (GE), United States of America on 20-06-2015.

(b) Sixty Three (63) locomotives were received in the year 2013-14 and 2014-15 which were purchased against contract agreement with M/s. CSR Ziyang, China in financial year 2012-13. The total amount spent on their purchase was US$ 129.688 Million.

125. *Dr. Shazia Sobia:

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) whether it is a fact that the present Chief Executive Officer (CEO) of the Pakistan International Airlines (PIA) has served in India; if so, the details thereof;

(b) whether it is a fact that the proper due diligence/security clearance has been made before the appointment of said CEO; and

(c) whether it is also a fact that the wife of said CEO is currently working in Indian Airline; if so, how it is ensured that the said officer will not share sensitive information related to PIA with his wife? 9 Minister In-charge of the Aviation Division: (a) At present, there is no Chief Executive Officer (CEO) of Pakistan International Airlines (PIA) on permanent basis, however, Mr. Bernd Hildenbrand who was hired as Chief Operating Officer is performing the duties as Acting CEO in addition to his own duty. During his career he served in various countries including India from 1994 -96 as Senior Vice President of a private airline which was a joint venture of German national airline Lufthansa with an Indian partner.

(b) As per Air Navigation Order (ANO) 001 the Security clearance is required for the Director and CEO of any airline registered in Pakistan if they hold foreign or dual nationality. Aviation Division has already sought NOC from Ministry of Interior (MoI) from security point of view, however, response from MoI is awaited. Aviation Division is constantly following up the case with Ministry of Interior for the needful. Mr. Bernd has been hired as Chief Operating Officer (COO) after following the codal formalities on contract basis for a period of two years, effective 12th February 2016 (extendable), subject to the security clearance. He is officiating as CEO these days because the process of hiring a permanent CEO has been started.

(c) No. His wife is working in APS (Airport Personal Service) at Frankfurt Airport, a subsidiary of Fraport AG. The company is responsible for outsourcing of manpower at Frankfurt Airport, Germany. Fraport AG is a German Company and does not have connection with India.

126. *Ms. Naseema Hafeez Panezai:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) the total number of Secretaries belonging to Balochistan are presently working in the Ministries/Divisions alongwith the details thereof; and

(b) the total number of Heads of Departments of the Federal Government belonging to said province at present alongwith the details thereof?

Minister In-charge of the Establishment Division: (a) Mr. Pir Bakhsh Jamali is a Balochistan domiciled officer who was promoted as Federal Secretary (BS-22) in Pakistan Administrative Service (PAS). He is presently serving as Secretary, Wafaqi Mohtasib (Ombudsman)’s Secretariat, Islamabad. 10 (b) Since the personal information of the heads of Attached Departments and Organizations including the domicile is being maintained by the Ministries / Division therefore, Establishment Division has requested all the concerned to provide the information to reply the part (b) of the question.

127. *Ms. Shamas Un Nisa:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the steps being taken by the Government to improve the standard of education in the Government Educational Institutions in Islamabad?

Minister In-charge of the Capital Administration and Development Division: FDE revise/improve the policies according to the need of the students from time to time so that they are able to cope with the modern day challenges. Resultantly, the quality of Education in Federal Government Schools and Colleges under FDE has considerably improved. The steps taken for improvement of quality of Education in educational institutions are as under:—

 Prime Minister Educational Reform Programme has been launched in Islamabad to uplift the Standard of Quality Education. In this regard Prime Minister of Pakistan has inaugurated 02 institutions:—

 IMCG, Punjgran (Sector Nilore)  IMSB, F-8/3

Detail of Prime Minister Reform Programme is as under:—

 UP gradation of 22 Schools in Rural and Urban Setup.  Procurement of Buses.(490 million have been allocated for purchase of buses and their registration.  Supply and installation of White Boards Water Coolers.  Janitorial Services in all Educational Institutions of FDE.  Establishment of Project Management Unit (PMU).  Appointment of Area Education Officer (AEOs).  Introduction of Montessori Classes in selected Schools.  Additional Classrooms in 21 Schools.  Up gradation of 200 Schools.  Information and Communication Technologies (ICT) Intervention.  Landscaping and Leveling of Play grounds.  Establishment of Teachers Training Academy. 11

 Overall the upraising/ construction of boundary walls of the 49 schools are near completion. Boundary walls of the remaining schools will be raised in the second phase of the Prime Minister Educational Reforms Programme.

 Provision of clean drinking water is one of the key aspect of the Prime Minister’s Education reforms Programme. Accordingly 303 Electric Water Cooler alongwith Filters and 2147 White Boards are being installed in 422 Educational Institution in ICT.

 For 2nd phase under PMERP, PC-I titled Renovation/Rehabilitation of Physical Infrastructure of 195 Educational Institutions in ICT with estimated Cost Rs.3289.820 million has submitted.

 Provision of CCTV Surveillance System in all public institutions under FDE an amount of Rs.40 million allocated for this purpose and requisite amount transferred to institutions for installation of IP-Based CCTV surveillance system.

 Designed and developed Security Inspection Monitoring System (SIMS) for real time monitoring, analysis and reporting security inspection.

 Designed and developed Daily Visitor Invigilation System (DVIS) for Schools/Colleges to make educational institutions secure from all manifestation of threat and other suspicious activities.

 To provide the transport facility of the students an amount of 490 million have been allocated for purchase of buses and their registration. Accordingly tender have been opened on 27th June, 2016 and supply of 1st Procurement will be carried out in October, 2016.

 To improve Janitorial and Cleaning services in 422 educational institutions, tender has been opened and the file is in process for arrangement of funds and approval.

 All the Educational Institutions (Islamabad Model College and Islamabad Model Schools ) have same curriculum. The recommended textbooks are developed as per National Curriculum 2006. 12

128. *Ms. Shamas Un Nisa:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) the total number of Trained Graduate Teachers working in the Federal Government Educational Institutions at present;

(b) the prescribed procedure/criteria for promotion of those Teachers; and

(c) the total number of said Teachers promoted during the last five years till date?

Minister In-charge of the Capital Administration and Development Division: (a) At present, there are 2410 Trained Graduate Teachers (TGTs) (BS-16) working in the Federal Government Educational Institutions under Federal Directorate of Education, Islamabad.

(b) TGTs (BS-16) after completing 03 years of service becomes eligible for promotion to their next higher grade i.e. Deputy Headmaster/ Headmistress (BS-17) or Secondary School Teacher (SST) (BS-17).

(c) None of the said teachers were promoted during the last five years for the reason that pursuance to the Prime Minister’s directive for uniformity and up-gradation of teachers, all teaching posts in BS-16, including Physical Training Instructors (Seniors) prior to 1st January, 2011 were up-graded to BS-17 with re-designation of the post as Secondary School Teacher (SST) (BS-17) on one time Basis. No post with the nomenclature of “Secondary School Teacher (SST)” existed in the 1993 Recruitment Rules of F.G Schools. Framing/amendment in the recruitment rules for the said post is under-process in CA&D Division, Islamabad.

129. *Ms. Suraiya Jatoi:

Will the Minister In-charge of the Aviation Division be pleased to state the overall financial losses/ profit of the Pakistan International Airlines as on 31-03-2013 and at present? 13

131. *Sheikh Salahuddin:

Will the Minister for Climate Change be pleased to state whether there is any proposal under consideration of the Government to make a national action plan to control the challenges occurred due to climate changes in the country; if so, when it will be implemented; if not, the reasons thereof?

Minister for Climate Change: Ministry of Climate Change has developed National Climate Change Policy to address the issue of climate change in Pakistan. To implement the actions in the Policy, its Implementation Framework has been introduced, in which the short term, midterm & long term actions/projects have been identified to mitigate carbon emissions and for adaptation to climate change impacts in the country.

National Climate Change Policy Implementation Committee (NCCPIC) comprises members from the federal ministries & provincial departments, NGOs and other stakeholders and Ministry of Climate Change has convened two meetings of NCCPIC on 23rd April, 2015 and 24th February 2016 under the Chairmanship of Minister for Climate Change. 15 In pursuance of the decisions in the first meeting of NCCPIC, provinces have developed Provincial Climate Change Policy Implementation Committees and established climate change units in their Planning & Development Departments to address the issue of climate change.

Presently, provinces are in the process of making “Provincial Action Plans” for implementation of priority, short term, midterm & long term projects in different sectors as proposed in the Implementation Framework of the Policy.

Provincial Implementation Committees on Climate Change

Governments of Punjab, Sindh, AJK and Gilgit-Baltistan have notified Provincial Climate Change Implementation Committees during 2015 in pursuance of the decisions in the first meeting of the NCCPIC.

Formulation of Provincial Climate Change Action Plans

Govt. of AJK has developed its ‘Climate Change Action Plan’. Governments of Sindh & Punjab are holding meetings with stakeholders to finalize their action plans.

Climate Change Vulnerability Assessment of Islamabad

Ministry of Climate Change with the assistance of UN Habitat, Capital Development Authority and Islamabad Capital Territory (ICT) Administration undertook a study “Climate Change Vulnerability Assessment of Islamabad”. The study revealed that the city of Islamabad and its surrounding capital territory is exposed to a host of factors accelerating climate change impacts such as erratic behavior and marked changes in the intensity, frequency and variability of temperature, precipitation, floods, draughts, cyclones etc. The extreme weather events recorded so far in Islamabad include highest maximum temperature of 46.6 °C on 24th June 2005 and lowest at — 4.3 °C on 25th December 1984. In 2001 heaviest rainfall of 621mm was recorded in 10 hours.

National Green House Gas (GHG) Inventory

National GHG inventory of Pakistan for the year 2014-15 has been prepared by Global Change Impact Studies Centre (GCISC), Ministry of Climate Change, using UNFCCC Non-Annex I National Greenhouse Gas Inventory Software, Version 1.3.2 in accordance with Revised 1996 IPCC Guidelines. 16 In these estimates, Tier-1 approach (which includes default emission factors) of Revised 1996 IPCC Guidelines has been used depending on national circumstances and the availability of data in Pakistan. The main data sources used in this inventory are Pakistan Energy Year Book 2014-15, Agricultural Statistics of Pakistan 2014-15 and Pakistan Economic Survey 2014-15. As per Inventory the total emissions from energy, industry, agriculture, forestry, land use and water sectors are approximately 405 million tons CO2 equivalent.

Intended Nationally Determined Contributions (INDC)-2016

Under the directive of Prime Minister of Pakistan, Ministry of Climate Change is carrying out the INDC study for submission to United Nations Framework Convention on Climate Change (UNFCCC) later this year.

The study will identify adaptation and mitigation needs, potential for mitigation and its abatement cost. The INDC study will further help Pakistan tap climate finance, technology and capacity building from emerging international climate change windows such as Green Climate Fund, Climate Technology Centre and Network (CTCN) etc.

Nationally Appropriate Mitigation Actions (NAMAs):

Pakistan has also devised 10 Nationally Appropriate Mitigation Actions (NAMAs) in alternate/ renewable energy, energy efficiency, and agriculture and science & technology sectors with the help of international development partners and submitted them to the UNFCCC Nationally Appropriate Mitigation Action (NAMA) registry for funding.

Second National Communication (SNC)

Pakistan has also started its SNC process, which will update its data requirement and work out a detailed master plan for implementation of low carbon scenario options for Pakistan, along with the possibility of means of implementation (finance, technology development and transfer and capacity building)

Technology Need Assessment (TNA)

With the support of Climate Technology Centre and Network (CTCN), Ministry of Climate Change is carrying out Technology Needs Assessment (TNA) in Pakistan. The objective of this activity is to enable Pakistan to conduct TNA process and produce implementable Technology Action Plans (TAP) in line with current best practices. 17 132. *Ms. Musarat Rafique Mahesar:

Will the Minister for Railways be pleased to state the steps being taken by the Government to improve financial condition of the Pakistan Railways?

Minister for Railways (Khawaja Saad Rafique): Earning of Pakistan Railways has increased from 18 billion to more than 36 billion within last three years. This 100% increase has been achieved by taking following steps:

 Competitive freight rates have been introduced to diversify traffic from road to rail.

 Preference is being given to block train load freight trains.

 Freight Deposit Account (FDA) based agreements have been executed with long lead bulk importers such as Maple Leaf Cement Factory etc.

 MOUs have been signed with coal importing Companies like Awan Trading Company; the Chishtian Logistics for transportation of Coal to long lead destination in up country.

 Focus on Freight in terms of allocation of operational resources as a result of which at an average 10 freight trains daily are being operated ex- port at present.

 A availability of locomotives in freight pool has been improved from 45 to 75 locomotives.

 All out efforts are being made to increase the share of freight earning by giving preference to high rated commodity like POL.

 A massive quantity of coal consisting of average 5 trains per day will be transported by Pakistan Railways for Coal Fired Power Plants being established in public sector to overcome the energy crises.

 Terminal facilities are being augmented by introducing latest equipments so as to curtail loading and un- loading time. 18

 High Capacity/ High Speed Hopper Trucks have also been inducted in freight fleet.

 Existing track on main corridor (ML-1) will be upgraded under CPEC.

 Freight Transport company has been established to explore new venues for future freight traffic.

PASSENGER SECTOR:—

 Under Public Private Partnership (PPP) Pakistan Railways has recently outsourced commercial Management of passenger trains which will generate handsome revenue per annum.

 Commercial management of Luggage Vans and Brake Vans with different trains has been outsourced under PPP.

 Reduction has been made in fare of different trains.

 Introduction of Green line Express train between Rawalpindi- via Lahore with extra facilities and amenities for business community.

 Wifi facility is being introduced in selected trains.

 At different trains value added services have been introduced to attract passengers.

 Landmark agreement has been signed between PR & UBL to provide the facility of e-ticketing. This will revolutionize the whole concept of reservation and ticketing.

 A major infrastructure improvement of important Railway stations have been started to give a new concept of state of the art buildings, passenger facilitation and modern business areas within station premises.

 Extra coaches are also being attached to fetch more revenue.

 Tremendous improvement has been made in service delivery. 19

 To attract more passengers in the Holy Month of Ramzan special package was introduced over the network from 1st Ramzan to 20th Ramzan in which 07 % to 25% concession was allowed in different classes of different trains.

 Rationalization of fare structure to make it more competitive with road sector.

 Running of Eid Special trains on the eve of Eid Ul Fitr and Eid Ul Azha.

 Commercial exploitation of land to provide additional revenue streams.

(a) whether it is a fact that plan/design of new Islamabad Airport is defective; if so, the details thereof;

(b) whether any study has been conducted to remove deficiencies thereof; and

(c) whether any action is being proposed by the present Government to construct said Airport at par with the Modern Airports in the World?

Minister In-charge of the Aviation Division: (a) It is not true that the plan/ design of new Islamabad Airport is defective. In fact, the airport has been planned/ designed by world renowned consultants having vast experience on airport projects. The design covers provision of most modern and state-of-the-art facilities at the airport.

(b) Requirement for conducting such studies has not been felt.

(c) The present Government is taking keen interest in the new airport project. All necessary measures have been taken by the Govt. to ensure that the airport is developed as most modern facility at par with international standards to 20 serve as a major hub for all aviation activities in the region. The new airport is envisaged to be a modern landmark structure symbolic to represent twenty-first century Pakistan as it will be the diplomatic and business gateway to Pakistan through the Capital City of Islamabad.

Role of Meteorological Department in Moon Sighting:

PMD is member and facilitator of Ruet-e-Hilal Committee since long. Based on the scientific calculation, PMD provides technical support regarding angle of the moon, age, azimuth, altitude and duration after sunset in different cities of Pakistan at least two weeks before the sighting. On the day of moon sighting, a telescope is fixed according to scientific parameters to see the moon.

135. *Ms. Shagufta Jumani:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the performance of the Pakistan Bait-ul-Mall (PBM) during the year 2015-16; and

(b) the arrangements made by the PBM during the said period for individual financial assistance and medical treatment alongwith names thereof?

Minister In-charge of the Cabinet Division: (a) Performance of PBM is attached. (Annex-I)

(b) IFA is a major social protection scheme of PBM for the poor beneficiaries who are assisted to meet their needs. Financial assistance through this scheme is provided for medical treatment, education and self-sustenance to the poor, destitute, patients suffering from chronic diseases, widows, brilliant students and persons with disabilities. During the financial year 2015-16 in 21 total 41657 beneficiaries were entertained in different categories of IFA and provision of names of these beneficiaries is quite lengthy and time taking exercise. Other details are attached. (Annex-II).

Will the Minister for Information, Broadcasting and National Heritage be pleased to state:

(a) the total number of No Objection Certificates (NOCs) issued by the Ministry to Indian and English films makers/producers during the last three years; and

(b) whether those NOCs are against the ideology of Islam and Pakistan; if so, the reasons thereof?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a) As per available record in the Central Board of Film Censors (CBFC), 183 No Objection Certificates for the import of films containing Indian cast & crew have been issued by the Federal Government (Ministry of Commerce) during the last three years (List of films attached at Annex—A).

The NOCs are issued by the Ministry of Commerce on the recommendation of the Information & Broadcasting Division. The Ministry of Commerce seeks prior views of CBFC and Information & Broadcasting Division on the content of the film before issuance of NOC.

The Federal Government (Ministry of Commerce) issues NOCs to the local distributers/importers and grants import authorization for the films containing Indian cast and crew as it is in the list of banned items under Import Policy Order- 2016 issued by Ministry of Commerce.

After grant of import authorization, the local importers/ distributers import DCP of the film containing Indian cast and crew into the country.

The English, films produced in different countries other than India are not in the list of banned items under the Import Policy Order-2016 issued by Ministry of Commerce. Therefore, there is no need to issue NOCs by the Federal 22 Government (Ministry of Commerce) for, import of English films. However, CBFC has censored 261 English films during the last three years (Annex-B).

(b) After the import of thy film print, the local distributer/ importer applies for certification/ censor of the film to the Central Board of Film Censors (CBFC).

The CBFC examines the films in accordance with Motion Pictures Ordinance-1979, Censorship of Film Rules-1980 and the Code for the Censorship of Films (Annex C, D & E).

The relevant sections and rules provide complete guidelines regarding suitability and unsuitability of any film for public exhibition. It is clearly mentioned in the censorship laws that any film contradictory to the national ideology, religion, security, law and order and international relations and which contains derogatory dialogues against the national constitutional institutions, obscenity, bestiality and crime may not be granted censor certificate. The CBFC comprises of 20 members who strictly adhere to, the censorship laws during the censorship of lndian, English or local films (list of members at Annex-F).

The films which, are contrary to the censorship laws are not granted censor certificates. So far, CBFC has banned 12 films containing Indian cast and crew and 4 English films during the last three years, which depicted negative content (Annex-G). Moreover, Out of 183 films containing Indian cast and crew, 130 films have been passed with excisions and out of 261 English films, 91 have been passed with excisions (List attached at Annex-A&B).

137. *Ms. Suraiya Jatoi:

Will the Minister for Climate Change be pleased to state the steps being taken by the Government to deal with negative effects of global warming particularly to protect marine life, coastal resources and enforce vigilance checks on industrial waste?

Minister for Climate Change: Pakistan Environmental Protection Agency has been entrusted with functions under Pakistan Environmental Protection Act, 1997 for protection, conservation and rehabilitation of environment in Islamabad Capital Territory (ICT). Pak-EPA notified National 23 Environmental Quality Standards (NEQS) for municipal and liquid industrial effluents under S.R.O. 549(I)/2000, (Annex-I) dated 8th August, 2000.

The Pak-EPA has taken the following steps;

(i) Sampling Rules 2001 (Annex-II) have been notified.

(ii) Pollution Charge for Industry Rules 2001(Annex-III) have been notified.

(iii) Water quality monitoring system have been established in 5 cities (Islamabad, Karachi, Peshawar, Lahore and Quetta) comprising mobile laboratories and updated analytical laboratories.

(iv) Central Laboratory for Environmental Analysis and Networking (CLEAN) for air and water has been established at sector H-8/2, Islamabad.

(v) All diesel driven vehicles, imported or locally manufactured, including truck, buses and wagons will comply with the Pak-II emission standards w.e.f. 1st July 2012.

(vi) Seven (07) continuous fixed air quality monitoring stations have been installed at Karachi (02), Lahore (02), Peshawar (01), Quetta (01), and Islamabad (01) to monitor air quality. Besides three mobile air quality monitoring laboratories have been acquired for Karachi, Lahore, and Islamabad.

(vii) With a view to address the vehicular air pollution, the mass transit system is being introduced in the country. In this regard, Metro Bus Service has been introduced in Lahore and Islamabad.

(viii) Vehicular Emission Testing System (VETS) is in place as a regular activity of Pak-EPA in collaboration with Islamabad Traffic Police (ITP). 40,000 vehicles have been checked in ICT area (2005-2009). Provincial EPAs are also challaning smoke emitting vehicles through road side checking.

Industrial waste is subject to monitoring under the National Environmental Quality Standards (NEQS) which specify the permissible limits of pollutants. These 24 standards are enforced by Federal and Provincial Environmental Protection Agencies in their respective jurisdictions through different rules which spell out sampling and testing procedures. National Environmental Quality Standard (NEQS) violation cases are referred to Environmental Tribunals established in each province for prosecution.

The industrial units generating industrial pollutants are mandated to treat industrial waste before its discharge to environment. Industrial units which are connected to Combined Effluent Treatment Plants (CETP) dispose off their industrial waste by treatment through CETPs. There are two functional CETPs which are located at Kasur & Korangi, Karachi. However, most of the industrial clusters do not have CETP facilities and efforts are under way either to shift such industries to industrial estates or facilitate such industries to install treatment plants. In this regards government has already waived off import duties on import of anti pollution equipment.

Karachi Port Trust (KPT) Harbor, Manora, Maripur Road, Korangi Creek, Port Qasim Export Processing Zone Landhi, Machar Colony Lyari, Dockyard Clifton, Defence Housing Authority sea front are the major locations where municipal sewerage & industrial effluent is disposed off.

The Karachi Water & Sewerage Board (KWSB) has prepared S-III Project for taking initiatives to treat municipal wastewater & industrial effluent being discharged in the city and SITE areas of Karachi. The capacity of existing municipal wastewater treatment plants would be enhanced. Four industrial wastewater/ combined effluent treatment plants are planned to be installed at following locations:

1. SITE Limited 2. Trans Lyari Mouth 3. North Karachi & F.B. Area 4. Korangi & Landhi.

However, there are difficulties in arranging financing of S-III. There is a lack of collection system for user-changes which hampers operation of even existing plants. More emphasis has to give to this aspect and private financing arrangements.

(Annexures have been placed in the National Assembly Library) 25 138. *Mr. Muhammad Muzammil Qureshi: Will the Minister for Railways be pleased to state: (a) whether any evaluation of the performance of Pakistan Railways (PR) as compared to the tenure of previous Government has been conducted during the last three years; if so, the details; if not, the reasons thereof; (b) whether it is a fact that the present Government has submitted its performance reports of PR to international forums; if so, the details thereof; (c) whether it is also a fact that the Government has admitted its failure in said reports to make Railways profitable; if so, the reasons thereof; and (d) the steps being taken in this regard? Minister for Railways (Khawaja Saad Rafique): (a) Traditionally Pakistan Railways gathers data which at the end of each financial year are compiled as well printed and made public in the shape of a Year Book of Railways. These datas are considered authentic are relied upon at all the forums either National or International. This information is also made available on the internet for convenience of all concerned. Specifically no such formal evaluation report as compared to previous government performance has been drawn, however, a report on three years performance of Pakistan Railways has been provided to the Prime Minister Secretariat as well to Pakistan Institute of Legislative Development & Transparency (PILDAT). The important data relating to performance & earnings during previous government and in the last three years 2013-14 to 2015-16, are given below:— (Rs. It is fact that there is tremendous improvement in the performance of Pakistan Railways under present regime.

(c) It is not fact that the government has admitted its failure in any report to make Railways profitable. The reports have explicitly mentioned the improvements in total revenue, reduction in liabilities and losses every year since 2013-14. However, PR has time and again highlighted that its losses date back to 1975 which will be reduced through gradual improvements. PR’s plan for capital spending under PSDP & CPEC envisage making PR a profitable entity in the coming days.

(d) Following steps have been taken to increase the revenue of PR:—

 Aggressive marketing approach has been adopted in freight sector as against traditional way of working. Agreements/ MoUs for transportation of coal & cement in bulk to long lead have been signed with the private parties such as M/S Maple Leaf; M/S Awan Trading Company and M/S Chishtian Logistics for transportation of Coal & Cement respectively. Companies have opened Fixed Deposit Accounts at Railway Stations and deposited substantial amount as advance payment for freight to be transported by the rail.

 Competitive freight rates have been introduced to diversify traffic from road to Rail.

 Preference is being given to block train loads.

 At present , at an average 10 freight trains are being operated ex- port as against 01 train operated in the year 2012-13. 27

 Availability of locomotives in freight pool has been improved from 45 to 75 locomotives.

 All out efforts are being made to increase the share of freight earning by giving preference to high rated commodities such as POL.

 Massive quantity coal consisting of average 5 trains daily will be transported by Pakistan Railways for Coal Fired Power Plants being established by Government of Pakistan in Up-country to overcome the energy crises in Pakistan

 Terminal facilities are also being augmented by introducing modern facilities to curtail loading and un- loading time.

 High capacity/ highly speed Hopper Trucks have been inducted for swift movement of coal.

 Existing track on main corridor ( ML-1) is being upgraded under CPEC.

 Freight transport company has been established to explore new venues or future freight traffic.

 The availability of locomotives which during 2008-9 to 2012-13 had drastically reduced to 118 locomotives with majority of engines declared sick (As a matter of fact there was not a single reliable locomotive in June, 2013) has been increased from 118 to 227 reliable locomotives during the year 2013-14 to 2015-16.

 The passenger services which witnessed drastic cut during the period from 2008-9 to 2012-13, reducing the number of passenger services from 244 trains per day to 96 has been improved to 106 trains. However, no such service has been suspended since 2013-14 onwards. In fact new trains have been started including flagship Green Lines Express.

 The loss making passenger trains have been out-sourced to private parties which will generate additional Rs.3,350 billions. 28

 In order to facilitate Business community Parcel Express has been introduced between Lahore via Faisalabad to Karachi, in addition to Cargo Express running on regular basis between Lahore-Karachi.

 The punctuality of passenger trains which had gone down to 10% during 2012-13 has been improved to 72% during 2015-16 which has helped in improving PR’s image and winning back 14 million passengers in three years.

 The jobs relating to improvement of tracks has been carried out as follows:—

 New track consisting of 105 Km has been laid. Now dual track is available between Lahore via Multan to Karachi.

 Track rehabilitation of about 203 KMs track has been under-taken.

 At about 128 bridges have been rehabilitated.

 At about eight stations & 10 platforms have been up-graded and rehabilitated.

 In order to ensure passenger comfort & smooth train running 229 KMs track has been welded.

 Painting of soft steel structures has been carried out.

 In order to facilitates Passengers as well employees 38 Nos new tube wells were installed over the entire net-work.

 Rehabilitation/ up gradation of Signaling Telecommunication works has been carried out and 468 KMs cable has been laid.

 Computer based interlocking and auto block singling has been introduced at 29 stations which were burnt in 2007 riots.

 Pension payments have been computerized.

 Important Express trains i.e Green Lines Express, Business Train; 29 Karakoram Express & Karachi Express; Musa Pak; Khushhal Khan Khattak; Fareed Express Bolan Express have been fully refurbished and rest of the train rakes are being refurbished.

 A project of revamping 16 important railways stations with state of art facilities has been under taken.

As is evident from the above Pakistan Railway has shown significant progress in all areas of its performance, showing signs of recovery, resilience and a mini turnaround within a period of three years.

 Pakistan Railway has purchased fifty five (55) Diesel Electric Locomotives against contract agreement with M/s. General Electric, USA in the year 2014-15 during the tenure of present Government.

 However, Sixty Three (63) locomotives were received in the year 2013-14 & 2014-15 which were purchased against contract agreement with M/s. CSR Ziyang, China in financial year 2012-13 (in previous Government’s tenure).

(a) the sector-wise total number of commercial plots auctioned in Islamabad by the Capital Development Authority (CDA) during the last four years alongwith prices thereof separately; and

Minister In-charge of the Capital Administration and Development Division: (a) The capital Development Authority auctioned 110 plots during the last four years. Year-wise details of the plots auctioned is placed at Annex-A.

(b) 10 years of continuous service is mandatory for allotment of plot to CDA employees on seniority basis in their respective categories through balloting. In the last four year, only 01 plot was allotted to CDA employee at court orders and subsequently with the approval of CDA Board.

Pakistan Electronic Media Regulatory Authority (PEMRA)

(a) The electronic media in the country is regulated by the PEMRA under the provisions of PEMRA Act-2007, PEMRA Rules -2009 and Regulations made there under. Presently there is no legal provision in Electronic Media Laws for time based bifurcation of public service messages to highlight the problems of women and children in the country. 32 Relevantly stated, the private channels already are playing active role in highlighting the problems being faced by the women and children in the country in terms of public awareness.

Pakistan Television Corporation (PTVC)

PTV Home Channel disseminates information and educates the masses through its entertainment programmes which also focus issues relating to women and children alike.

PTV Home’s 2-Hour (9.am to 11 am, Monday to Friday; 5 days a week) Morning Show titled “Morning with Juggan” is an interactive programme, which sensitizes the masses on all important issues of public awareness relating to women and children.

1-Hour Children Slot (5-days a week) at 5.00 pm has already been fixed to educat children through entertainment programming about sightseeing, technology, child health, awareness for parents about children’s rights etc.

PTV has maintained “Event Calendar” to celebrate all important national and international days, and events including women and children related days with special , transmissions, programming, testimonials, thematic “mushairas” and plays.

In its prime time programming from 7.00 pm to 11.00 pm, Soap serials, and prime time Dramas have tracks about women and children rights.

PTV Home has established a Concept Development Committee which determines suitability of ideas for upcoming programmes. The Committee has been tasked to suggest and ensure inclusion of women and children rights awareness segments in upcoming PTV Home programming.

Pakistan Electronic Media Regulatory Authority (PEMRA)

(b) It is submitted that PEMRA Laws do not restrict any licensee from allocating any specific timeslot for airing programmes related to problems being faced by women and children. The licensees out of their own free will can air such programmes at any time during their transmission. 33 “Qanoon Bolta Hai” (6:45 pm Saturday): a women discussion programme highlighting women issues which disseminates awareness about women’s rights.

“Dhanak” (7:45 pm Friday) is currently on-air prime time drama serial on women issues. The serial which is based on her novel “Kamand” has been written by renowned writer Mohtarma Nahid Sultana Akhter.

Another PTV Home serial “Gham-e-Dil” (7.45 pm Thursday) comprehensively covers the divorce issues and their impact.

Soap serials, being especially focused on women, educates them about their rights and wellbeing. PTV Home’s thematic soap serial “Meri Bahuwain” is a perfect example for educating women about their rights through focused programming.

PTV, since its inception, has been televising a Quranic learning programmes “Al-Quran” for children at 5:10 pm daily (5-days a week).

“Kid Zone” is another children programme that guides and sensitizes parents about children’s rights and care.

A children-focused mental and physical health and training programme in collaboration with Scouts Association, under the title “Baidaari”, is under preparation at PTV Karachi Centre.

Another in-house production children programme “Main Edhi Banon Ga” aims at children’s character building.

Special events, national and international days celebrated through special marathon transmissions containing thematic programming include:

“Women Day” on 8th March

“International day for the elimination of violence against women” on 25th November

“International day of innocent children victims of aggression” on 4th June

(b) if so, the steps being taken to control the pollen allergy in the said city?

Minister In-charge of the Capital Administration and Development Division: (a) Yes, it is a fact that residents of Islamabad are affected from skin, nasal, lungs allergies caused by pollen during Spring every year.

(b) Directorate of Health Services that operates within municipal area of Islamabad under take following activities/ functions to control pollen allergy:—

(a) All Medical Centres of Directorate of Health Services work as pollen allergy clinic.

(b) Anci-allergy medicines are made available round the clock.

(c) Nebulizers and oxygen cylinder are made available for Asthma patients in every Medical Centre of CDA.

In addition, Environment Wing, CDA cut paper mulberry trees that are a major source of pollen in the city. In this regard, mulberry trees near residential areas are removed/cut in order to minimize pollen effect in residential areas, while trees located in green areas and open spaces are removed gradually so that it may not disturb green cover of the city.

Minister In-charge of the Establishment Division: (a) NOC from this Division is mandatory for all Federal Services/ Autonomous Bodies/ Corporations etc. before making any kind of recruitment ranging from BS-01 to BS-22 (excluding APUG) as per policy in vogue (copy enclosed). Moreover, surplus pool section enlists the particulars of surplus employees for possible absorption against matching vacancies as and when reported, by Ministries/ Divisions/ Departments for obtaining NOC from this Division. Accorrdingiy, this bivision issues NOC subject to non-availability of required manpower in the surplus pool.

(b) Likewise, all Federal Services/ Autonomous Bodies/ Corporations etc. (including, Defence viz. ISI, Interior, I.B. Law & Justice, President’s House, Prime Minister’s Office etc.) submit their cases for obtaining NOG from this Division for making initial appointments against various vacant posts of different cadres. Will the Minister for Climate Change be pleased to state whether it is a fact that the existing glaciers in the country are melting rapidly; if so, the effects thereof?

Minister for Climate Change: There have been some studies on the influence of climate change on the dynamics of Hindu Kush-Karakoram-Himalaya (HKH) glaciers, also called ‘Water Towers’ or the ‘Third Pole’, and on the resultant river flows in the country. Water and Power Development Authority (WAPDA) has 20 automatic Data Collection Platforms set up in the high altitude Karakoram area in mid 1990s. The PMD (Pakistan Meteorological Department) has some weather stations at high altitudes near Biafo glacier (Karakoram). An inventory of glaciers in Pakistan has been prepared by NARC (National Agricultural Research 37 Centre) of PARC (Pakistan Agricultural Research Council) in collaboration with ICIMOD (International Centre for Integrated Mountain Development, Nepal).

Since the Indus River flows originate mainly from the Karakoram glaciers (snow and glacier melt contributes up to 80% to Indus River System flows), it is important to understand the temporal behavior of these glaciers. Some international organizations have expressed concerns about the depletion of HKH glaciers and likely changes in the river flows. According to the World Glacier Monitoring Service, the measurements taken over the last century clearly reveal a general shrinkage of mountain glaciers on a global scale. The 5th Assessment Report of Working Group-I of Intergovernmental Panel on Climate Change (IPCC), released on September 27, 2013, also states that glaciers have continued to shrink worldwide. The International Commission for Snow and Ice (ICSI) concluded in 1990 that glaciers in Himalayas are receding faster than in any other part of the world and, if the present rate continues, the likelihood of their disappearing by the year 2035 is very high. The World Bank Report (2006) ‘Pakistan’s Water Economy —Running Dry’ states that western Himalayas will retreat for the next 50 years causing increase in Indus River flows. Then the glacier reservoirs will be depleted resulting in decrease of flows upto 30-40% over the subsequent 50 years. The Technical Report ‘Snow and Glacier Aspects of Water Resources Management in the Himalayas’ (2004) of Centre for Ecology and Hydrology (CEH), Walingford, (UK) reports that as a result of glacier melting, Upper Indus will show initial increases between 14 and 90% in mean flows over the first few decades of the next 100 years, to be followed by flows decreasing between 30 and 90% of the baseline by the end of this century.

On the other hand, recently, a number of research studies have reported widespread evidence of glacier expansion in the Central Karakoram, in contrast to a worldwide decline of mountain glaciers, the so-called “Karakoram Anomaly”. The possible cause for the “Karakoram Anomaly” could be the debris cover which generally characterizes the Karakoram glaciers and can exert significant influence on glacier terminus dynamics. Another factor could be the different weather regime of Karakoram and Hindu Kush —Himalayas: the former region is directly affected by westerly weather pattern (with a peak of precipitation in spring-winter) while the latter is more directly impacted by the South Asian Monsoon System. A latest study based on state-of-the art modeling methodologies concluded: “In combination with a positive change in precipitation, water availability during this century is not likely to decline. The river basins that depend on monsoon rains and glacier melt will continue to sustain the increasing water demands expected in these areas.” (Immerzeel et al. 2013, in Nature Geo Science). 38 Changes in Indus River System (IRS) flows are linked with the likely response of the Karakoram glaciers. Some modeling studies were conducted by the Global Change Impact Studies Centre (GCISC) wherein a hypothetical Climate Change Scenario (CCS) implying 3° C temperature rise over the average current temperature and 50% reduction in glacier area was used to assess any changes in the Indus River flows.

The results revealed (Fig. 1) that the peak flows in the Indus Rivers occurring in July and August each year will shift to May and June, disturbing the century old pattern of agricultural cropping during summer. Also, there will be an overall 15% reduction in annual flows.

To conclude, so far there is no clear cut evidence of any increase or decrease in the average annual river flows of the Indus River System.

(c) All posting and transfers are being made on the directions of National Assembly management on merit because their salaries are being released from National Assembly budget.

Minister In-charge of the Cabinet Division: (a) The Cellular Mobile Operators are obliged to provide services as per the rollout obligations provided in their licenses. Installations of towers (BTS) other than license obligations are as per individual operator’s commercial/technical viability. For un-served adn under- served areas the Government has established a Universal Service Fund. This company is responsible to finance / subsidize the operators for provision of communication in un-served areas. Operators make priorities for installation of BTS sites based on their business/commercial case.

(a) whether it is a fact that the Chairman CDA, Islamabad has announced during the year 2014 that Sector I-12, Islamabad will be developed on priority basis;

(c) whether it is further a fact that the development work has not so far been started in the said Sector;

(b) Yes, Tender for construction of Major Roads was floated in January, 2015 and work was awarded to successful bidder in March, 2015.

(c) The work was started in March 2015 and is in progress upto date physical progress achieved 65%.

(e) As explained above development work of Major Roads is underway and is expected to be completed in current financial year. Further work of internal road network shall be undertaken after revised layout finalized by the Planning as per site requirement.
