Minister In-charge of the Capital Administration and Development Division: Salient development/performance achieved by Capital Development Authority (CDA) last three (03) years is as under: 1. Construction/widening of Kashmir Highway. 2. Signal free Islamabad Highway. 3. Development of Park Enclave. 4. Multilevel Car Parking Plazas in Sector F-7. 5. Development of Sector I-12. 6. Development of Sector I-15 7. Development of Service Roads North and West Sector E-12. 8. Development of Sector D-12. 2 9. Dualization of service Road (East & North) E-11 to D-12. 10. Construction of Second Carriage Way Service Road West from G-10 to Khyaban-e-Iqbal. 11. Construction of footpath and parking in Cat-IV and V Blocks in G-11/4. 12. Landslide prevention work at dangerous location from Zoo to Pir Sohawa Road. 13. Carpeting of Roads in various sectors of Islamabad. (Annexed). (Annexure has been placed in the National Assembly Library) 90. *Syed Waseem Hussain: (Deferred during 32nd Session) Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) the total number of Federal Government Hospitals and Dispensaries in Hyderabad at present; (b) the total number of employees working in the said Hospitals and Dispensaries at present alognwith their names, domiciles and designations; and (c) whether the Government intends to setup a state of the art hospital in Hyderabad in the near future; if so, the details thereof? Minister In-charge of the Capital Administration and Development Division: (a) After 18th Amendment in the Constitution, the health institutions have been devolved to the Provinces while the CA&DD jurisdiction is limited within ICT. There are no Hospitals and Dispensaries in Hyderabad under the administrative control of CA&DD. (b) Nil. (c) Nil. 3 211. *Dr. Fozia Hameed: (Deferred during 32nd Session) Will the Minister for Climate Change be pleased to state: (a) whether it is a fact that a number of buildings are in a dilapidated condition due to earthquakes jolted in the various parts of the country since 01-01-2005; (b) the steps taken/being taken by the National Disaster Management Authority for demolishing/reconstruction of the said buildings; (c) whether any survey has been conducted/proposed to be conducted to check vulnerability of official, residential and other buildings in the country in order to avoid loss of lives in such natural disasters in future; and (d) whether there is any proposal under consideration of the Government to prepare/announce a national policy or a long term plan for mitigating losses of lives and properties during natural disasters? Minister for Climate Change: (a) NDMA’s response is as under:— After the earthquake on 10th April 2016, all provinces and concerned agencies were sensitized to carry out fresh survey of vintage and dilapidated buildings with a view to identify relocation of masses if so required. National Disaster Management Authority (NDMA) letter is attached at Annex-A. (b) This falls in the domain of respective Provincial Governments, Government of AJ&K and Government of Gilgit-Baltistan through these concerned ministries, municipal corporations, and housing authorities (Government of Punjab). (c) As per para (a) above. (d) National Disaster Management Authority (NDMA) formulated National Disaster Risk Reduction (DRR) Policy in 2013 providing an overall guiding framework for building resilience of the country to disasters. The policy aims at strengthening disaster preparedness and response capabilities, improving the early 4 warning system, building capacities of disaster management practitioners at all levels and that of communities as well as strengthening structural and non-structural resilience of infrastructure. Under Disaster Risk Reduction (DRR) Policy parameters, NDMA has also formulated National Disaster Management Plan (NDMP) 2013-2022. It is a strategic plan which provides for enhancing the capacity of country to prepare for and respond to disasters such as floods (urban/flash riverine), landslides, earthquakes, drought, tsunami, cyclone, glacier lake outburst flood (GLOF), avalanches and tropical sea storms by defining measures necessary for disaster management. The plan identified 10 priority areas, 41 strategies and 122 projects in the domain of institutional development, capacity building, awareness, early warning system, human resource development, hazard and risk assessment etc. National Disaster Management Plan (NDMP) identified roles and responsibilities of various stakeholders involved in disaster management. NDMA facilitates various organization/agencies to undertake interventions as identified in NDMP to achieve the desired results. NDMA being the lead federal agency has the overarching role to develop sustainable operational capacity and professional competence to coordinate emergency response. As per NDM Act 2010 Provincial Disaster Management Authorities (PDMAs) and District Disaster Management Authorities (DDMAs) have been assigned to examine vulnerability of different parts of the provinces to different disasters and specify prevention and mitigation. NDMA progressively attained the capacity to support about 300,000 people all over the country through its well-stocked ware houses located at regional basis in any kind of disaster. Important aspects of NDMP are as follows: (a) National hazard and vulnerability assessment, macro level risk assessment for entire country completed, while micro level assessment under progress. (b) Drought assessment carried out in districts of Balochistan. (c) Early warning and evacuation systems for communities established through SMS alerts. 5 (d) Enforcement of building codes being persued through Ministry of Housing and Works. (e) National Fire and Life Safety Codes being developed for the first time in country with the collaboration of Pakistan Engineering Council. (f) Awareness and advocacy through public service messages during monsoon as well as during earthquake. (g) 8th October notified as National Disaster Awareness Day. (h) NDMA implementation roadmap is in line with respect to preparation of Multi Hazards Vulnerability Risk Assessment (MHVRA), capacity building of community through Mobilization of Voluntary Emergency Response (MOVERE) and capacity building of government officials through concept of Government Officials Emergency Response Exercise (GOERE). (i) National fund for disaster management is being established, major part of which will be used for DRR activities i.e. Early Warning System (EWS) and flood mitigation. (j) Comprehensive national guidelines for school safety are being prepared to bring awareness as well as to ensure safety of children. (k) Gender and child cells were established at NDMA and PDMAs to grant much needed attention to vulnerable groups during entire spectrum of disaster. (l.) Revision in the building codes alongwith penal provisions in the existing building codes are being carried out with the technical support of Pakistan Engineering Council. (m) NDMP (2013-2022) provides a framework for mitigation of losses/ damages in case of natural disasters (Details attached at Annex B). (Annexures have been placed in the National Assembly Library) 6 213. *Ms. Munaza Hassan: (Deferred during 32nd Session) Will the Minister for Climate Change be pleased to state: (a) the total quantity of carbon emitted in Islamabad and its suburbs during the last three years till date; and (b) whether it is a fact that the reason for aforesaid increase is an increase in the number of vehicles and smoke emitted therefrom; if so, the steps being taken by the Government to save the environment from the effects of emission of said carbon? Minister for Climate Change: (a) Carbon emission is not covered in National Environmental Quality Standards (NEQS) notified under Section 11 of Pakistan Environmental Protection Act, 1997. Therefore, Pakistan Environmental Protection Agency (Pak EPA) is not monitoring carbon emission in Islamabad. (b) Pak-EPA in collaboration with Islamabad Traffic Police used to check vehicular emission on a daily basis. However, this activity got suspended since 2009 due to non-availability of field staff. Keeping in view the significance of the activity efforts are being made to restart vehicular emission testing on daily basis which would be subject to availability of funds and human resources. The major steps taken to reduce smoke emission from vehicles includes:- (i) Phasing out lead from gasoline (ii) Reduction in sulphur from diesel (iii) Conversion to CNG (iv) Pakistan Clean Air Programme (PCAP) (v) Adoption of Euro-II emission standards for vehicles 214. *Ms. Naeema Kishwar Khan: (Deferred during 32nd Session) Will the Minister for Climate Change be pleased to state: (a) the total number of posts in the Zoological Survey of Pakistan at present; 7 (b) the total number of posts are vacant in the said Department at present; (c) the basic objectives of the said Department; and (d) the details of works regarding breading of animals, new research and survey of animals, completed by the said Department during

Pakistan’s tax to GDP ratio was hardly around 8.1% in 2013. However, Pakistan’s good performance in Finance & tax collection raised the tax to GDP ratio to around 12.2% and so is the case with our public expenditure which has gone up from around Rs. 520 billion in 2012-13 to 768 billions in 2015-16. The following steps are under process as the decisions made in a meeting held at Prime Minister office for Health reforms: (a) To make effective and ensure the availability of doctors in BHU’s keeping in view of shortage of Doctors in ICT Health Department, FGPC is advised to depute doctors in the 13 BHU’s of ICT Health Department till the time ICT recruits its own medical officers. Now the Doctors have been provided by the FGPC. (b) The PGs attached with BHUs and MCHs will be given a special diploma/ certificate of training on completion of their terms. 2 (c) No hospital building will be built by PWD; all new health facilities will be built on a turnkey basis; payments will be made to contractors on the basis of time-lined physical performance indicators built into the contract; third party consultants will be purpose; penalties will be imposed on the timelines; criteria for prequalification will be submitted by PIMS and Polyclinic for Prime Minister’s approval.

Special Audit of the Project of Rehabilitation of Railway Assets Damaged during the Riots of 27th and 28th December, 2007 was carried out accordingly. The Directorate General Audit Railway conducted Special Audit of Rehabilitation of Railway Assets Damaged during the Riots of 27th and 28th December, 2007 during audit year 2015-16 for the period 2008 to 2016 with a view to report significant findings to stakeholders. In addition, Audit also assessed whether the management complied with applicable laws, rules and regulations while execution of the project. The Audit Report indicates specific actions that, if taken, will help the management realise objectives of the project of Rehabilitation of Railway Assets Damaged during the Riots of 27th and 28th December, 2007 (Signaling System). Most of the observations included in this report have been finalised in the light of discussion with the management. However, DAC meeting was not convened by the PAO despite reminders. This Special Audit Report is submitted to the President of Pakistan in pursuance of Article 171 of the Constitution of the Islamic Republic of Pakistan 1973, for causing it to be laid before both houses of Majlis-e- Shoora (Parliament).
