Required qualification Experience (i) Ph. D Degree from HEC recognized University / institution in disciplines such as History, Political Science, Anthropology, Classical & Modern Ideology, Philosophy, Development & International Economic, Geography or any other related subject with special orientation to Pakistan or South Asian Islam. (ii) At least five (05) years post Ph. D qualification experience in teaching and research in a recognized University / Centre Research Organization. (iii) A healthy publication record with evidence of articles published in international journals. Other Requirements (i) Persons up to 60 years of age will be eligible (ii) Excellent command on the language in which the subject is to be taught. (iii) Preference will be given to knowing the language of the country of posting, familiarity with the culture, institutions and people of the host country. (iv) Capacity and competence to project the language, history and culture of Pakistan in the host country. (v) Proficiency in computer skills and social skills. (vi) An ability to co-examine Urdu at beginners and intermediate levels. (vii) An ability to engage with visiting academics at seminars. (viii) Willingness to meet and greet guests from Pakistan to Centre. Terms and Conditions (i) The tenure of appointment will initially be for a period of three years which is subject to evaluation on yearly basis and can be terminated at any time without giving reasons. (ii) The pay and allowance would be of BPS-20 on standard terms and conditions of Government of Pakistan. (ii) The applicants selected from private sector would be appointed on standard terms and condition of contract in the BPS to be determined by the Search Committee and will get the pay package as admissible to the Foreign Services Officers of Pakistan’s Mission Abroad. (iii) The retired Government employee will be appointed on contract basis. 2) BPS BS-20 3) Status - Non diplomatic status of Minister 4) Period of posting - For three year from the date of joining 5) Pay - As per MOFA’s approved rates for Pakistan Missions Abroad 6) Foreign Allowance - As admissible with non-diplomatic status of Minister as per Ministry of Foreign Affairs approved rates for Pakistan Missions Abroad. 7) Entertainment As per MOFA’s approved rates for Pakistan Missions Abroad Allowance - 8) Deputation As per MOFA’s approved rates for Pakistan Missions Abroad Allowance - (only to those who will be appointed / posted on deputation basis) 9) Residential As admissible with non-diplomatic status of Minister under the Accommodation - existing rules. 10) Air Passage - Air passage for self, wife and legitimate dependents / sons / daughters as admissible under the rules 11) Transportation of Transportation charges of personal effects according to his Personal effects - entitlement under the existing rules 12) Medical facilities - On government expenses as admissible under the rules. 13) Transfer Grant - Ad admissible under the rules 14) Pension Contribution (i) Pension contribution and leave salary will be regulated Fund and Leave in accordance with the Finance Division’s O.M Salary - No.F.5(5)-Reg.7/79-1407 dated 29th January 1981 read with Establishment Division’s O.M No.18/48/81-R.3-CV dated 24th April 1982. Page 2 of 4 (ii) No leave salary contribution will be paid in terms of Para 2 of Finance Division’s O.M 5(5)-R.7/79-1407 dated 15th December 1981. Leave may be availed during the period of deputation. The outstanding balance will not be credited to leave account. 15) Joint Time - As admissible under the rules. 16) Provident Fund The officer will continue to subscribe towards provident fund Contribution - in accordance with the rules of his parent department. 17) Extension in The normal period of deputation will be for three years. This deputation / tenure / will be extended on the recommendations with the prior contract period - approval of the university authorities concerned, Pakistan Embassy by a maximum of two year with the approval of the Prime Minister. 18) Secretarial, office, As per MoU signed with the host university equipment and stationery etc. - 19) Head of expenditure - As per MoU signed with the host university 20) Any other perks / As per MoU signed with the host university privilege / expected expenditure - 21) Yearly activity chart - Yearly activity chart to be submitted by he appointed scholar to the concerned Division and concerned Ambassador, through the host university. 22) Performance Performance Evaluation Reports of the Scholars would be Evaluation Reports - initiated by the Pakistan Ambassadors in consultation with host university would include the following while writing the Performance Evaluation Reports: ▪ Quality and quantity of lectures delivered. ▪ Quality and quantity research papers. ▪ General behavior / conduct. ▪ Articulation in Projection of Pakistan.     TOWARDS AN INCLUSIVE PUBLIC TRANSPORT SYSTEM IN PAKISTAN1 Muhammad Adeel, Anthony G.O Yeh and Zhang Feng2 Abstract Urban transport in Pakistan is characterized by the coexistence of formal and informal transit services. While urban transport is deregulated and - somehow – multimodal in the country, the transport service providers often compete with each other within their particular constrains and their equilibrium defines the overall landscape of urban accessibility. With examples from the cities of Islamabad and Rawalpindi, the paper discusses three broad constraints on the urban modes of transportation, namely regulatory, spatial and demand related constraints, using a number of important system characteristics. Results show that the overall level of constraints remains ‘Very High’ on the newly constructed BRT, followed by ‘High’ constraints on the informal paratransit mode, ‘Qinqui’. Whereas the Suzuki and Wagon modes coverage remains maximum and they carry relatively lower level of constraints. In this context, an inclusive urban mobility largely depends on a proactive approach by management authorities to minimize these constraints through a number of initiatives including integration of modes, improvements of the quality of service and condition of vehicle, and by facilitating the mobility of women and non-motorized travellers. BACKGROUND Population explosion and rapid urbanization in Asian countries have brought complex mobility challenges for a vast majority of their people who also face issues of poverty, inequality and limited access to basic services (Gakenheimer, 1999). While the average distances between activities are increasing with time, so are the issues of mobility and accessibility. Lack of access to public transport, poor quality of transportation infrastructure, rising levels of personal automobile ownership and a persistent disregard of traffic regulations pose further issues to the already challenging mobility environment (Dimitriou and Gakenheimer, 2011).

Brief description of the situation The International Secretariat of OMCT has been informed by Asian Human Rights Commission, a member of the OMCT network, of the killing in the name of honour of a 23-year-old woman named Khairan, in Pakistan. According to the information received, on 9 June 2004, Khairan was killed by her husband, Ghulam Hussain, at their home in Shahul Sadhayo Village, near Humayoon Town, Shikarpur District, Sindh Province. He accused Khairan of having sexual relations with one of his relatives, Illahi Bux. On the afternoon of 9 June 2004, Sher Mohammad, the victim’s brother, and his two relatives Mohammad Nawaz and Shafi Mohammad, went to Shahul Sadhayo Village to visit Khairan. When they arrived at her house they were asked to wait outside. According to Mohammad, at around 4:30 p.m., they heard the sound of gunshots coming from inside the house; they ran in and saw Ghulam Hussain brandishing a rifle, firing directly at Khairan. Mohammad urged Hussain to stop, but he turned and pointed the rifle at Mohammad and his two relatives, threatening them not to get involved. Hussain declared that Khairan had engaged in sexual relations with Illahi Bux and that he would no longer allow her to live, and then immediately fled the scene. Khairan had suffered bullet wounds to the chest, right shoulder and right leg, and was bleeding profusely.

    UA: 5/17 Index: ASA 3354492017 Pakistan Date: 10 January 2017 URGENT ACTION FOUR HUMAN RIGHTS ACTIVISTS GONE MISSING Since the beginning of January activists Salman Haider, Waqas Goraya, Asim Saeed, and Ahmed Raza Naseer have gone missing in a suspected enforced disappearance by state security forces in Pakistan. The activists are known for their social media activism and for expressing their views on human rights issues and state policies. An investigation into one of the cases has been ordered by the Ministry of Interior, but the fate or whereabouts of the activists has so far not been disclosed. Activists Salman Haider, Waqas Goraya, Asim Saeed, and Ahmed Raza Naseer have gone missing in Pakistan since the beginning of January. All four were active on social media and spoke out on human rights issues and state policies. On 6 January, Salman Haider, a prominent human rights defender, writer and lecturer at Fatima Jinnah University went missing from the Bani Gala area in Islamabad, Pakistan’s capital. He is well known for his Urdu poetry on issues including enforced disappearances in the Balochistan province in Pakistan. According to his family, on 6 January Salman Haider left his home in Korang Town in Islamabad and was due to return home at 8.30pm. At around 10:30pm he texted his wife asking her to collect his car from Korang Town Chowk near the Islamabad Expressway. His car was found by his family, but Salman Haider has been missing since. Some media reports indicate that the investigation ordered by the Ministry of Interior revealed footage from nearby cameras showing two vehicles and five people taking Salman Haider.
