Minister Incharge of the Capital Administrations and Development Division: FGPC It is stated that:— Presently Government has taken initiatives with the name of Health Reforms in Islamabad Capital Territory to up-grade the health care services in Islamabad. The following steps are under process as the decisions made in a meeting held at Prime Minister office for Health reforms: (a) To make effective and ensure the availability of doctors in BHU’s keeping in view of shortage of Doctors in ICT Health Department, FGPC is advised to depute doctors in the 13 BHU’s of ICT Health Department till the time ICT recruits its own medical officers. Now the Doctors have been provided by the FGPC. (b) The PGs attached with BHUs and MCHs will be given a special diploma/ certificate of training on completion of their terms. 2 (c) No hospital building will be built by PWD; all new health facilities will be built on a turnkey basis; payments will be made to contractors on the basis of time-lined physical performance indicators built into the contract; third party consultants will be purpose; penalties will be imposed on the timelines; criteria for prequalification will be submitted by PIMS and Polyclinic for Prime Minister’s approval.

This session is considered important as very important decisions of national security are being discussed. The Prime Minister of Pakistan, in his speech in National Assembly on 29th January, reiterated his resolve to pursue the process of dialogue with Taliban. His decision in favour of dialogue was appreciated and most of the parties in parliament showed their support. Both, the government and Taliban, have nominated committees for dialogue. The terrorism-hit and war weary nation has attached a hope of peace to this process. As the issue of terrorism is in limelight nowadays, a special report has been included in National Assembly Gazette that elaborates the direct and indirect losses that we have suffered in the war on terror. Looking at the colossal damage to our security and economy, there is no disagreement on the idea of ending this war as soon as possible. However, variant views have come forth on the mechanism for restoring peace. The hopes are high for the peaceful resolution of the problem, although the process of dialogue will become more complicated, quite understandably, as it progresses.     PARLIAMENTARIANS TAX DIRECTORY FOR YEAR ENDED 30 JUNE 2017 (Published on 22nd February 2019) FOREWORD Every country levies taxes to raise revenues which are essential for the running of affairs of a state and provision of public services. Development of a progressive taxation system is an essential tool to reduce social inequalities in a society and bridge the gap between the rich and the poor. The countries exhibiting due diligence in collection of taxes from the affluent segments of the society through progressive taxation and expending them judiciously for the welfare of the poor are rated high on transparency and good governance index. Efficient, fair and sustainable tax systems are critical for institution building and promoting democracy and improved economic governance. The need for transparency and accountability in a vibrant democracy imposes extra responsibility on public representatives for disclosure of their assets and the sources of their income. With these aims and objectives, Federal Board of Revenue published, its first Tax Directory of Parliamentarians in tax year 2013. However, this time, in line with the incumbent government’s reform agenda, The Directory embodies the policy of transparency and accountability through access to information. The publication of the Parliamentarians’ Tax Directory is an integral step towards ensuring transparency and informing voters about the tax- paying status of their elected representatives. Tax Directory of the honourable Parliamentarians for the tax year 2017 is now published. The directory contains tax details of members of the Senate of Pakistan and Members of the National as well as Provincial Assemblies. I would like to appreciate the efforts of the Federal Board of Revenue for compiling and publishing this tax directory.

Senator Ahmed Hassan: (Notice received on 14-06-2017 at 09:50 a.m.) Will the Minister for Communications be pleased to state: (a) whether it is a fact that the toll plaza established at Sangjani, GT road has been shifted to the entrance of Sector D-17, Islamabad, if so, the reasons thereof; and (b) whether there is any proposal under consideration of the Government to shift back the said plaza to its original location, if not, the reasons thereof? Hafiz Abdul Kareem: Sangjani Toll Plaza was initially established at KM-1563-64 near Sangjani Water treatment plant. Due to presence of an alternate local route through Pind Nosheri the heavy traffic started bypassing the said toll plaza resulting in loss to the exchequer. Considering this development, NHA decided to shift the toll plaza from its initial location near Sangjani Water Treatment Plant to the current location at KM-1560+000 (N-5) in FY 2004- 2005 to save revenue loss. However, it is pertinent to mention here that when the Sangjani Toll Plaza was shifted. there was no development work in sector D-17 and practically respective sector was not established. (b) No proposal is under consideration to shift the said toll plaza as the collection of revenue at current location is satisfactory. 2 *Question No. 88. Senator Mohammad Azam Khan Swati: (Notice received on 14-06-2017 at 09:55 a.m.) Will the Minster for Communications be pleased to state whether it is a fact that toll plazas on the GT road and other National Highways in the country have not been computerized so far, if so, the reasons thereof and the steps being taken by the Government in this regard?
