1 (266th Session) SENATE SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the Senate to be held on Friday, the 25th August, 2017 DEFERRED QUESTIONS [Questions Nos. 52 and 55 deferred on 12th April, 2017 (261st Session] (Def.) *Question No. 52 Senator Mian Muhammad Ateeq Shaikh: (Notice received on 20-01-2017 at 1:15 p.m.) Will the Minister for Inter Provincial Coordination be pleased to state: (a) the criteria including educational qualification and procedure laid down for appointment against the posts of Chairman and Secretary, Inter-Board Committee of Chairman indicating also the tenure for which the appointment against the same are made; and (b) the names, educational qualifications, experience and date of appointment of incumbent Chairman and Secretary of the said Committee indicating also the procedure adopted for their appointment? Mr. Riaz Hussain Pirzada: (a) The Chairman, Inter Board Committee of Chairman (IBCC) is an ex-officio position recommended among Chairmen of Education Boards who is appointed by the Ministry of IPC (on rotation basis) out of a panel of three Chairmen Boards recommended by respective Provincial education department. In case of individual Boards such as Federal Board of Intermediate & Secondary Education (FBISE), BISE Quetta, BISE AJK Mirpur, UoG (Gilgit), AIOU Islamabad and AKU-EB, Karachi etc; the Panel 2 recommended by Group Boards Committee of Chairmen (GBCC) is processed for appointment of Chairman IBCC in its turn. Chairman IBCC Forum is appointed for one year by rotation among the Boards of Federating units. It is pertinent to mention here that Qualification of Chairman IBCC is determined by the appointing Authority of concerned province. Whereas post of Secretary IBCC is filled by the Government as per approved rules i.e. 100% by promotion provided that if no suitable person is available for promotion, the post or posts reserved for promotion shall be filled by initial appointment and failing that by transfer. No specific tenure has been given in the approved rules for the post of Secretary IBCC. Moreover, required Qualification for the post of Secretary is as under: I. Ph.D. along with 13 years of Academic/Administrative Experience in BS-17 and above. OR ii. M-Phil along with 15 years of Academic/Administrative Experience in BS-17 and above. OR iii. Master Degree along with 17 years of Academic/Administrative Experience in BS-17 and above. (b) Mr. Chaudhry Zaheer Ahmed, Chairman AJK BISE Mirpur was appointed as Chairman IBCC for calendar year 2016. However, Professor Shaukat Ali, Chairman BISE (BPS-20), Malakand, KPK has been appointed as Chairman IBCC for calendar Year-2017 vide Notification No. F2-3/2011-NI dated 22nd May, 2017 (Annex-I). He holds MSc (Physics), MEd and has almost 29 Years of experience in BPS-17 and above. As regard qualification and experience, the procedure adopted for the appointment of Chairman is determined by the appointing Authority of the concerned province. Mr. Mohammad Ramzan Achakzai was Secretary IBCC since his promotion to BPS-20 on 15-09-2008. He continued as Secretary on meritorious promotion to BPS-21 on 07-02-2013. He holds MSc. (Geology), MA (Economics), L.L.B. and had almost 31 years of experience (Government Service) in BPS-17 and above. Mr. M. Ramzan Achakzai, Ex-Secretary IBCC had been retired from service on 16-07-2017 upon attaining the age of superannuation. Copy of notification is at Annex-II. The appointment of Secretary IBCC is under process. However, Mr. Hussain Ahmad Madni, Joint Secretary (BPS-20) Mb o IPC had been appointed 3 as Secretary IBCC (BS-20) on Additional Charge basis in addition to his own duties with effect from 17th July, 2017 vide Notification No. F. N0. 1-603/2016- Admn-I dated 17th July, 2017 issued by Ministry of Inter Provisional Coordination (Annex-III). He holds MA (Mass Communication), MA (History), LLB and has more than 33 years of working experience in Government and Private sectors. Annex-I 4 5 6 (Def.) *Question No. 55. Senator Chaudhary Tanvir Khan: (Notice received on 25-01-2017 at 11:40 a.m.) Will the Minister for National Food Security and Research be pleased to state: (a) the make, model and engine power of official vehicles at the disposal of the Ministry of National Food Security and Research, its attached departments and sub ordinate offices indicating also the names and grades of officers and officials who are using the same at present; (b) the expenditure being incurred on fuel, repair and maintenance of the said vehicles on annual basis; and (c) the number of non-functional vehicles at the disposal of the said Ministry, departments and offices indicating also the period for which the vehicles were used and the date since which the same has become non-functional in each case? Mrs. Saira Afzal Tarar: During last five years, eight Memorandum of understanding / agreements have been made with foreign countries to strengthen the bilateral relations. Mr. Muhammad Baligh-ur-Rehman: During the last five years the Ministry of Federal Education & Professional Training has signed Twenty-two (22) MoUs / Agreements while the Higher Education Commission (HEC) signed Thirty-nine (39) MoUs / Agreements. The details of the MoUs/Agreements is as follows:— 9 (i) Memorandum of Understanding (MoU) Between the Government of the Islamic Republic of Pakistan and the Government of the Kingdom of Bahrain in Education and Higher Education. (18th March 2014).
