RESPONSE

1. Can you provide me with information about Dongge village, Haikou Town, eg size, population, type of area? Is it a pig farming area?

No official or reliable information was found in the sources consulted regarding the population of Dongge village. Information from the „Falling Rain‟ website states that the approximate population within a 7km radius of Dongge is 82,882. The website does not provide a description as to how this population approximation is calculated or the source of the information („Dongge, China Page‟ 2004, Falling Rain Genomics website http://www.fallingrain.com/world/ch/7/dongge.html – Accessed 17 March 2009 – Attachment 1).

The Chinese Yellow pages website lists the following ten hoggeries which appear to be located in Dongge village, Fuqing:

The Member may be interested to know that a 2006 report titled China – Pork Powerhouse of the World states that “because pig farming is a traditional family based farming practice, 75 to 80% of the pigs in China are still produced in rural backyards”. According to the report “only 20% to 25% pigs are produced by intensive piggeries and specialized pig-farming households”. The report also states that the “South Eastern coast region” of China which includes Fujian, Guangdong, Yunnan and Hainan is responsible for 13.2% of the nation‟s pork production (Wang, R. 2006, „China – Pork Powerhouse of the World‟, Advances in Pork Production, vol. 17, pp.36 & 45, Banff Pork Seminar website http://www.banffpork.ca/proc/2006pdf/033%20-%20wang.pdf – Accessed 26 March 2009 – Attachment 3).

2. How far is Dongge village from Haikou Town and Fuqing City?

Information from the Microsoft Encarta Interactive Atlas indicates that Haikou is located approximately 9.87 kilometres from Fuqing. The Atlas does not include Dongge village. The following map displays the location of Haikou township in relation to Fuqing (listed on the map as Rongcheng):

3. What is the address or location of the Haikou Frontier Police Station?

Question 2 of Research Response CHN32936 includes an unofficial translation of a Chinese language list of police stations in Fuqing. The Chinese language list of Fuqing police stations was received by the Tribunal on 14 February 2008 from a Senior Chinese Librarian at the National Library of Australia. The translated list contains references to two police stations in the Haikou township including the “Haikou frontier defence police station”. The address details provided only state that the police stations are located in “Haikou Township, Fuqing” and do not include more specific address information such as street location:

A Google translation of a Chinese language website reveals a listing for „Haikou Border Station‟. The listing provides the same telephone and address details for Haikou Border Station as those provided above for „Haikou Frontier Defence Police Station‟. The Google translation of the website provides the following information for Haikou border station:

No additional information was found in the sources consulted regarding the address or location of the Haikou Frontier Police Station.

4. What is the address or location of the Fuqing City Public Security Bureau?

An unofficial translation of a Chinese language list of police stations in Fuqing includes information on Public Security Bureau (PSB) offices in Fuqing. As stated in question 3 of this response the Chinese language list of Fuqing police stations was received by the Tribunal on 14 February 2008 from a Senior Chinese Librarian at the National Library of Australia. The translated list contains the following three references to PSB offices in Fuqing:

However, information gained from a Chinese language website suggests that the Fuqing City Public Security Bureau is no longer located at Tian Gan Road, Fuqing (福清市田乾路). An unofficial translation of a Chinese website suggests that real estate has been advertised for sale at the address listed above for the Fuqing City PSB (福清市田乾路). The translation describes the location of the property for sale as the former address of the Fuqing Public Security Bureau. No other information was found in the sources consulted regarding the address or location of the Fuqing Public Security Bureau. A site search was conducted using a combination of Google translate and Chinese characters in the websites of the Fujian Provincial Public Security Department (http://www.fjgat.gov.cn/fjgat/index.aspx), Fujian Yellow Pages(http://www.fjyellowpages.cn/), Fuqing Municipal Peoples Government (http://www.fuqing.gov.cn/), Fuzhou Public Security Bureau (http://www.fzga.gov.cn/) and the Ministry of Public Security of the People‟s Republic of China (http://www.mps.gov.cn/n16/index.html). A Chinese language search was also conducted within the Google search engine.

5. What is the address or location of the Fuqing Detention Centre?

Question two of Research Response CHN32963, dated 7 March 2008 provides information on detention centers in Fuqing. The response provides details of four detention centres and one prison reported to be located in Fuqing. Two detention centres are reported to be located in Fuqing City and the other two detention centres are reported to be located in towns within Fuqing. The Department of Foreign Affairs and Trade (DFAT) confirmed in January 2007 that there is a detention centre located on Nan Meng Dou Street in Fuqing city. No additional information was found in the sources consulted regarding detention centres in Fuqing (RRT Research & Information 2008, Research Response CHN32963, 7 March – Attachment 6).

A DFAT report, dated 6 January 2008, provides addresses for a number of government agencies located in Fuqing city, including The Municipal Government Office. The report provides the following the information which may be of use to the Member:
