LESSONS LEARNED ............................................................................................ 26 EXECUTIVE SUMMARY Embracing the philosophy that science and technology strengthens the modernization of agriculture, and facilitates inclusive and sustainable industrial development and economic growth, the project targets and contributes to creating employment opportunities, alleviating poverty through increasing productivity, reducing environmental pollution, applying proper technology, improving management efficiency at both farm and enterprise level, and showcasing the lead agriculture enterprises’ models of best practice. Through knowledge transfer, and technical and managerial capacity building to the lead agriculture enterprises, further information and knowledge dissemination via demonstration bases enables other actors along the target value chains – namely vegetables on saline land, spirulina and Lingzhi mushroom – to access to knowledge, technical know-how and best practices, etc. The institutionalization of the demonstration bases guarantees sustainable knowledge transfer of scientific and technological innovations that are applicable to various agro value chain actors participating in the improvement of technical and management capacities, so as to continuously create job, to better and more ecologically utilize resources, and to strengthen opportunities to enter the markets at wider scales. Graphic 1 shows the approach applied. Graphic 1: Knowledge transfer through demonstration bases THE PROJECT WORKED WITH: THREE LEAD AGRICULTURE ENTERPRISES, namely Fujian Shenliu Health Food Co., Ltd., Fujian Xianzhilou Biological Science and Technology Co., Ltd., and Fujian Shenghe Modern Agriculture Co., Ltd. To access advanced cultivation and processing technologies; To increase productivity and management efficiency; To explore and enter new markets; and To establish demonstration bases around the lead agriculture enterprises for knowledge transfer and skills upgrading. 4 And PROVINCIAL AND LOCAL GOVERNMENTS: To assist in the adoption of necessary industrial policy frameworks and instruments; To support the development of the targeted value chains in the province; and To release guidance and facilitate the development of new local and regional markets as well as entering international markets. THE PROJECT TARGETED AND LINKED: The lead agriculture enterprises and local farmers; Practitioners participating in the demonstration bases for cultivation, processing and trade; Relevant industrial associations, academia and educational institutions; Local and provincial governmental authorities that support the development and promotion of the related agro value chains; and End consumers. THE PROJECT ORGANIZED AND FACILITATED IN TOTAL 31 VARIOUS PROJECT ACTIVITIES: 10 technical trainings 4 technical study tours 8 industrial conferences and technical seminars 4 market promotion activities 1 baseline survey 1 technical exercise for improving irrigation and fertilization 3 annual PSC meetings. KEY PARTNER – THEIR ROLES AND ACHIEVEMENTS 2.1 FUJIAN PROVINCIAL S&T EXCHANGE CENTER WITH FOREIGN COUNTRIES (FSTEC) FSTEC is a public institution directly affiliated to the Fujian Provincial Department of Science and Technology. As the Managing and Implementing Office of the project “Demonstration of Agro- industry Innovation through Science and Technology in Fujian Province”, FSTEC has been involved in the management throughout the entire process of project application, implementation and finalization. Picture 1: The Programme Steering Committee at work As implementing the project, FSTEC directly participated in the organization of more than 20 project activities with remarkable results, building on technical training, market promotion activities,in- country trainings, international technical study tours, industrial exchange seminars etc. In addition, the launching ceremony, annual Programme Steering Committee meetings and project closing ceremony were also organized by FSTEC to ensure the smooth implementation of the project. During the project activities, FSTEC fulfilled the project commitments and provided necessary facilities and logistical support, as well as served as bridging body between UNIDO, the enterprises as well as scientific bodies and provided administrative and technical support. FSTEC continuously monitored the project progress and kept close communication with the UNIDO project team to timely report the progress and achievements of the project and coordinate project activities. FSTEC actively communicated with the enterprises to identify their needs and provided technical guidance to the enterprises. In addition, by fully utilizing its resource and network in the area of science and technology, FSTEC proactively helped the enterprises to establish linkages with advanced

Abstract. Epidemiological survey of filariasis in Fujian Province, China showed that malayan filariasis, transmitted by Anopheles lesteri anthropophagus was mainly distributed in the northwest part and bancrof­ tian filariasis with Culex quinquefasciatus as vector, in middle and south coastal regions. Both species of filariae showed typical nocturnal periodicity. Involvement of the extremities was not uncommon in mala­ yan filariasis. In contrast, hydrocele was often present in bancroftian filariasis, in which limb impairment did not appear so frequently as in the former. Hetrazan treatment was administered to the microfilaremia cases identified during blood examination surveys, which were integrated with indoor residual spraying of insecticides in endemic areas of malayan filariasis when the vector mosquito was discovered and with mass treatment with hetrazan medicated salt in endemic areas of bancroft ian filariasis. At the same time the habitation condition was improved. These factors facilitated the decrease in incidence. As a result malayan and bancroftian filariasis were proclaimed to have reached the criterion of basic elimination in 1985 and 1987 respectively. Surveillance was pursued thereafter and no signs of resurgence appeared.     Protection and Transmission of Chinese Nanyin by Prof. Wang, Yaohua Fujian Normal University, China Intangible cultural heritage is the memory of human historical culture, the root of human culture, the ‘energic origin’ of the spirit of human culture and the footstone for the construction of modern human civilization. Ever since China joined the Convention for the Safeguarding of the Intangible Cultural Heritage in 2004, it has done a lot not only on cognition but also on action to contribute to the protection and transmission of intangible cultural heritage. Please allow me to expatiate these on the case of Chinese nanyin(南音, southern music). I. The precious multi-values of nanyin decide the necessity of protection and transmission for Chinese nanyin. Nanyin, also known as “nanqu” (南曲), “nanyue” (南乐), “nanguan” (南管), “xianguan” (弦管), is one of the oldest music genres with strong local characteristics. As major musical genre, it prevails in the south of Fujian – both in the cities and countryside of Quanzhou, Xiamen, Zhangzhou – and is also quite popular in Taiwan, Hongkong, Macao and the countries of Southeast Asia inhabited by Chinese immigrants from South Fujian. The music of nanyin is also found in various Fujian local operas such as Liyuan Opera (梨园戏), Gaojia Opera (高甲戏), line-leading puppet show (提线木偶戏), Dacheng Opera (打城戏) and the like, forming an essential part of their vocal melodies and instrumental music. As the intangible cultural heritage, nanyin has such values as follows. I.I. However, along with the accelerating development of industrialization in China, the contradiction between industrial development and environment preservation has turned out to be increasingly evident and inevitable. Eco-efficiency can be seen either as an indicator of environmental performance, or as a business strategy for sustainable development. Hence, industrial eco-efficiency promotion is the key factor for green industrial development. This study selects indicators relevant to resources, economy, and the environment of industrial development, and the indicators can well reflect the characteristics of industrial eco-efficiency. The SBM (Slacks-Based Measure) model overcomes the limitations of a radial model and directly accounts for input and output slacks in the efficiency measurements, with the advantage of capturing the entire aspect of inefficiency. This study evaluates the industrial eco-efficiency of nine cities in Fujian province during the period of 2006–2016, based on undesired output SBM (Slacks-Based Measure) model and also uses a Tobit regression model to analyze the influencing factors. The results show that there is a positive correlation among the economic development level, opening level, research and development (R&D) innovation, and industrial eco-efficiency in Fujian Province.

Introduction Architectural colors and architectural forms are the products of a certain historical period. They depend on each other and complement each other. If there is no color, no order of architectural form. All of them are the basis of architectural aesthetics which is based on the principle of architectural aesthetics. Of course, it is also restricted by time and space, which is changing with time and space. Building itself is inseparable from the color, so color becomes the most direct way to express the mood of the building. The ancient dwellings in Southern Fujian are distinct in color, which is unique in Chinese traditional dwelling houses. In recent years, with the rapid development of urbanization, the traditional regional architecture color environment has been flooded, and the design and construction of the traditional Taiwanese architectural environment is changing. Therefore, it is important to study the origin and evolution of ancient residential buildings in Southern Fujian, explore the color factors of our own national architecture, and have important significance to the modern city construction and the construction of local architecture.

Please provide information on what may happen more generally in China to such people. There are media and human rights reports on the petitioning and demonstrating by citizens against local/district level government corruption in Putian and Fujian dated from 2004 to 2009. These reports indicate police have detained leaders who have pursued, over several years, anti-corruption complaints via petitioning and/or demonstrations, and courts in Putian have sentenced them to 2-3 years imprisonment for disturbing social order. Those represented by protest leaders have been intimidated, threatened and placed under surveillance. Putian City authorities have detained and imprisoned for two to three years on public order offences persons who have pursued formal complaints and/or petitions against local officials who allegedly committed corruption. Two cases are detailed below: In case one, a farmer from Zhuchuan village, Lin Jindian, was charged with “disturbance of public order” and sentenced to two and half years prison in August 2004 by a court in Putian City. He had pursued longstanding corruption complaints on behalf of 30-40 families against a local party secretary and officials. Prior to being charged, Jindian had pursued with county, city, provincial and national governments complaints against officials who had “embezzled public money, didn‟t stick to regulations, and levied too many taxes”, and had sold out-of- quota birth permits to families.
