Its purpose was to create the knowledge that could inform both, the path towards the new economic paradigm, as well as the security and foreign-policy strategy befitting the brave new world India aspired to grow into. A generation has passed since. The march towards globalisation that India hoped to ride is itself under question today. India’s politics, too, is mirroring these global transformations. The country has shifted from a period of multi-party coalitions to a single-party democracy. In a new de- globalising world, India still sees itself as a leading power—one that aspires to shape international outcomes rather than just acquiesce to them. -

Li Chair of the Supervisory Committee: Professor David Bachman Jackson School of International Studies Taiwan’s defense budget continues to be a friction point in U.S.-Taiwan defense relations. Despite having adopted allocating 3 percent of its GDP towards defense as a target, Taipei continues to hover around 2 percent in annual defense spending. This dissertation examines the reasons for this shortfall and also assesses if 3 percent is an appropriate or meaningful target. It argues that Taiwan’s defense spending is constrained by a multitude of factors across political contexts, practical limitations, and procedural impediments. As such, using 3 percent of GDP as a standard for Taiwan’s defense spending or measurement of its commitment to self-defense, without adequately understanding all the factors, would be inappropriate and superficial. First and foremost, international isolation along with domestic necessities shape Taipei’s defense behavior politically. On the international level, geopolitical isolation makes Taiwan reliant on U.S. support but the fear of abandonment continues to motivate Taipei’s behavior in its relationship with Washington. At the domestic level, the lack of iii decision-making centrality and cohesion undermine Taipei’s ability to change. -

(Marks: 0) Saba Naqvi Madhu Trehan Shereen Bhan Patricia Mukhim The “Politics of Jugaad: The Coalition Handbook” has been authored by journalist Saba Naqvi. In it, the author examined the possibility of a coalition government after 2019 Lok Sabha polls. It traces the history of political alliances in the country taking into account their performance on economic and and social policies, among others. The book also makes a study of the Congress' "tryst with dynasty" with Priyanka Gandhi Vadra taking a plunge into active politics for the party helmed by her brother Rahul Gandhi. 2. The Belt and Road Forum (BRF - 2019) was recently held in which of the following Chinese cities? (Marks: 0) Tianjin Shanghai Beijing Hangzhou In China, the 2nd edition of Belt and Road Forum (BRF - 2019) was officially held in Beijing with theme “Belt and Road Cooperation: Shaping a Brighter Shared Future”. In it, 37 heads-of-state and 159 countries had participated along with United Nations Secretary-General Antonio Guterres and International Monetary Chief (IMF) Christine Lagarde. The BRF is part of the Belt and Road Initiative (BRI). The aim of BRI is to reinvent the ancient Silk Road to connect Asia to Europe and Africa through massive investments in maritime, road and rail projects. The initiative offers to bring much-needed modern infrastructure to developing countries, but critics say it mainly favours Chinese companies while saddling nations with debt and causing environmental damage. -

Chapter 5 China: The 18th Party Congress Focuses on the Next Generation of Leadership he Communist Party of China (CPC) convened in November 2012 the TEighteenth CPC National Congress (hereafter, “Eighteenth Party Congress”), the most recent session of the national congresses it holds every five year. This was a milestone event that, in contrast with the seventeenth session, saw the departure of many members of the party’s top echelon—including Hu Jintao, who stepped down as CPC general secretary after completing two consecutive five-year terms—and the launch of a new leadership headed by Xi Jinping as general secretary. Although China had sought to hold the congress under tranquil conditions during this transition of power, it encountered various challenges both domestically and internationally. On the domestic scene, the CPC’s selection of new leaders was greatly influenced by the downfall of Bo Xilai, secretary of the party’s Chongqing Municipal Committee, which was precipitated by an incident in which Chongqing Vice Mayor Wang Lijun fled into the US consulate in Chengdu. Internationally, the Chinese government was pressed to deal with the US strategy of “rebalancing to Asia” in the context of China-US relations, which for China represent the most important element of constructing a stable global environment. On the whole, Beijing displayed a restrained reaction, making efforts to foster a stable relationship with the United States through mutual state visits and the implementation and establishment of various frameworks for talks and exchange. Nevertheless, the aforementioned US strategy is perceived by some as an attempt to create a strategic deterrence system specifically targeted at China.
