    March 17, 2014 DISEASE EARLY WARNING SYSTEM WER-10 (8th Yr) WEEKLY EPIDEMIOLOGICAL REPORT Summary: The surveillance data collected for this week report is from 8 -14 March 2014. Out of 378 functional Sentinel sites (SS), 378 (100%) have submitted reports for Week-10 of 2014. Out of a total of 305,464 consultations (132,113 male, 173,351 female) recorded in Week-10 of 2014, 32.2 % or 98,380 (47,536 male, 50,844 female) consultations were reported due to DEWS target diseases. Main causes of consultations this week were Acute Respiratory Infections (ARI) (28.9%) and Acute Diarrheal Diseases (ADD) (6.1%) from total clients in a continuing trend from the week before. 69 (44 male, 25 female) deaths resulted from Pneumonia, Diarrheal Diseases and Meningitis/Severely Ill Children, which includes 64 deaths (40 male, 24 female) caused by Pneumonia, no deaths caused by Diarrheal Diseases and 5 deaths (4 male, 1 female) caused by Meningitis/Severely Ill Children. In this reporting week, a Suspected Measles Outbreak reported from Paktya and Paktika provinces, a Rumor of Mumps Outbreak and a Suspected Measles Outbreak reported from Nangarhar province. Reports Received From Reporting Sites: As of March 14, 2014, 378 sentinel sites were functioning in eight epidemiological regions, in 34 provinces of Afghanistan. In this reporting week, 378 sentinel sites have sent their reports on new cases of DEWS target diseases recorded during the reporting week. Out of all events recorded in DEWS sentinel sites, 15 target diseases (priority diseases) are included in DEWS weekly epidemiological reports. Eighteen months after the fall of the Taliban and the signing of the Bonn Agreement, there are still rapid new developments, a growing complexity to the reconstruction effort and to planning processes and, of course, new acronyms! Our aim therefore remains to provide a guide to the terms, structures, mechanisms and coordinating bodies critical to the Afghanistan relief and reconstruction effort to help ensure a shared vocabulary and common understanding of the forces at play. We’ve also included maps and a contact directory to make navigating the assistance community easier. This 2nd edition also includes a section called “Resources,” containing information on such things as media organisations, security information, and Afghanistan-related web sites. Another new addition is a guide to the Afghan government. As the objective of so many assistance agencies is to support and strengthen government institutions, we felt that understanding how the Afghan government is structured is important to working in the current environment.

MIELKE & N. MISZAK SUMMARY So-called Islamic State (IS or Daesh) in Iraq and Syria is widely interpreted as a terrorist phenomenon. The proclamation in late January 2015 of a Wilayat Kho- rasan, which includes Afghanistan and Pakistan, as an IS branch is commonly interpreted as a manifestation of Daesh's global ambition to erect an Islamic caliphate. Its expansion implies hierarchical order, command structures and financial flows as well as a transnational mobility of fighters, arms and recruits between Syria and Iraq, on the one hand, and Afghanistan–Pakistan, on the other. In this Working Paper, we take a (new) social movement perspective to investigate the processes and underlying dynamics of Daesh’s emergence in different parts of the country. By employing social movement concepts, such as opportunity structures, coalition-building, resource mobilization and framing, we disentangle the different types of resource mobilization and long-term conflicts that have merged into the phenomenon of Daesh in Afghanistan. In dialogue with other approaches to terrorism studies as well as peace, civil war and security studies, our analysis focuses on relations and interactions among various actors in the Afghan-Pakistan region and their translocal networks. The insight builds on a ten-month fieldwork-based research project conducted in four regions—east, west, north-east and north Afghanistan—during 2016. We find that Daesh in Afghanistan is a context-specific phenomenon that manifests differently in the various regions across the country and is embedded in a long- term transformation of the religious, cultural and political landscape in the cross-border region of Afghanistan–Pakistan.

    Next Steps in Syria BY JUDITH S. YAPHE early three years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar Nal-Assad, rebel success in parts of Aleppo and other key towns, and the spread of vio- lence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its oppo- nents can win. At this point several assessments seem clear: ■■ The Syrian opposition will continue to reject any compromise that keeps Assad in power and imposes a transitional government that includes loyalists of the current Baathist regime. While a compromise could ensure continuity of government and a degree of institutional sta- bility, it will almost certainly lead to protracted unrest and reprisals, especially if regime appoin- tees and loyalists remain in control of the police and internal security services. ■■ How Assad goes matters. He could be removed by coup, assassination, or an arranged exile. Whether by external or internal means, building a compromise transitional government after Assad will be complicated by three factors: disarray in the Syrian opposition, disagreement among United Nations (UN) Security Council members, and an intransigent sitting govern- ment.
