Next Steps in Syria BY JUDITH S. YAPHE early three years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar Nal-Assad, rebel success in parts of Aleppo and other key towns, and the spread of vio- lence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its oppo- nents can win. At this point several assessments seem clear: ■■ The Syrian opposition will continue to reject any compromise that keeps Assad in power and imposes a transitional government that includes loyalists of the current Baathist regime. While a compromise could ensure continuity of government and a degree of institutional sta- bility, it will almost certainly lead to protracted unrest and reprisals, especially if regime appoin- tees and loyalists remain in control of the police and internal security services. ■■ How Assad goes matters. He could be removed by coup, assassination, or an arranged exile. Whether by external or internal means, building a compromise transitional government after Assad will be complicated by three factors: disarray in the Syrian opposition, disagreement among United Nations (UN) Security Council members, and an intransigent sitting govern- ment. -

As it is seen, Iran's plans to develop a cyber security strategy were realized within the scope of an action-reaction relation through a retaliation reflex after the mentioned attack to the nuclear facilities. Nevertheless, Iran's efforts to improve its cyber security capacity, which began with a motivation for retaliation in the first place, turned into a goal to make Iran a strong actor in cyberspace with the measures taken in the following periods. -

Iran, Gulf Security, and U.S. Policy Kenneth Katzman Specialist in Middle Eastern Affairs August 14, 2015 Congressional Research Service 7-5700 www.crs.gov RL32048 Iran, Gulf Security, and U.S. Policy Summary Since the Islamic Revolution in Iran in 1979, a priority of U.S. policy has been to reduce the perceived threat posed by Iran to a broad range of U.S. interests, including the security of the Persian Gulf region. In 2014, a common adversary emerged in the form of the Islamic State organization, reducing gaps in U.S. and Iranian regional interests, although the two countries have often differing approaches over how to try to defeat the group. The finalization on July 14, 2015, of a “Joint Comprehensive Plan of Action” (JCPOA) between Iran and six negotiating powers could enhance Iran’s ability to counter the United States and its allies in the region, but could also pave the way for cooperation to resolve some of the region’s several conflicts. During the 1980s and 1990s, U.S. officials identified Iran’s support for militant Middle East groups as a significant threat to U.S. interests and allies. A perceived potential threat from Iran’s nuclear program emerged in 2002, and the United States orchestrated broad international economic pressure on Iran to try to ensure that the program is verifiably confined to purely peaceful purposes. The international pressure contributed to the June 2013 election as president of Iran of the relatively moderate Hassan Rouhani, who campaigned as an advocate of ending Iran’s international isolation. -

Gibson holds a PhD in International History from the London School of Economics, was a post- doctoral research fellow at the LSE’s Centre for Diplomacy and Strategy, and an instructor on Middle Eastern politics in the LSE’s Department of International History and the University of East Anglia’s Department of Political, Social and International Studies (PSI). He has taught undergraduate courses on U.S. and British politics toward the Gulf region, the Arab-Israeli conflict, and Arab nationalism, winning a departmental teaching excellence award in 2011. He also taught undergraduate and postgraduate courses on Middle Eastern politics at the University of East Anglia. He is the author of Sold Out? US Foreign Policy, Iraq, the Kurds, and the Cold War (Palgrave Macmillan, 2015), Covert Relationship: U.S. Foreign Policy, Intelligence and the Iran-Iraq War (Praeger, 2010), and co-edited with Professor Nigel Ashton, The Iran- Iraq War: New International Perspectives (Routledge, 2012). He also contributes regularly to publications dealing with Middle Eastern issues, like Foreign Policy, Middle East Eye, CNN, and Huffington Post. Marcellus POLICY ANALYSIS Fall 2020 - Marcellus Policy Analysis No. 3 Managing Iran’s Proxies: A Path to De-escalation by Geoff LaMear EXECUTIVE SUMMARY he United States faces the threat of rocket and IED attacks by Iran-backed militias in Iraq. Rather than double down on failed deterrence strategies, the United States T should withdraw all military forces from Iraq. With fewer potential targets, there are fewer chances for attacks targeting American personnel. Current U.S. strategy has proven counterproductive at protecting American lives and has increased the belligerence of Iran’s proxy network, with attacks continuing long after the killing of Iranian General Qassem Solei- mani. The risk of war is not worth the limited U.S. interests in Iraq. In responding to proxy attacks, confronting Iran with either military strikes or sanctions is likely to increase malign behavior without furthering U.S. interests. It also misunderstands the extent of Iran’s control over its proxies and increases the potential for a regional war. Like- wise, confronting proxies with military force and sanctions have not proven effective in de- terring further attacks. Instead, the United States should publicly announce a timetable for a full military withdrawal from Iraq and follow through on this plan. In the transition period until withdrawal, the United States should define clear redlines which Iran’s proxies are not to cross. The United States should explicitly state that the killing of U.S. personnel will result in military retaliation. Likewise, the United States should explicitly state that attacks on the U.S. embassy will result in significant retaliation. -

INTRODUCTION The Iranian involvement in the conflict in Syria has caused a lively public debate in Iran.1 Media reports exposed that since the start of the conflict in 2011, the Iranian government has been supporting Bashar al-Assad with financial, logistic, and technical aid, in addition to sending military personnel and advising the Syrian army.2 The attitude of the Iranian population towards the involvement is crucial since even the Iranian regime is not omnipotent and is influenced by public mood and temperament. Research of public opinion reveals some Iranians support their country’s partaking in the conflict, while others are skeptical.
