AUSTRALIAN FOREIGN FIGHTERS: RISKS AND RESPONSES EXECUTIVE SUMMARY Conflicts in Syria and Iraq have attracted aspiring jihadists from across the world. Australians have joined the flow of foreign fighters to the region, raising concerns that some will carry out terrorist attacks in Australia should they return home. The record of past jihadist foreign fighter mobilisations, including Australia's own history in this regard, demonstrates that there is a potential threat to Australia’s security. However, a range of factors will shape that threat, including how Australia responds to returning foreign fighters. The Government's response has mainly focused on increased resources and powers for police and intelligence agencies, but also includes an important non-coercive element termed Countering Violent Extremism (CVE) that has received less attention.

Feb. 14 – Students stormed the U.S. Embassy in Tehran, but were evicted by the deputy foreign minister and Iranian security forces. Feb. 18 – Iran cut diplomatic relations with Israel. Oct. 22 – The shah entered the United States for medical treatment. Iran demanded the shah’s return to Tehran. Nov. 4 – Students belonging to the Students Following the Imam’s Line seized the U.S. Embassy in Tehran. The hostage crisis lasted 444 days. On Nov. 12, Washington cut off oil imports from Iran. On Nov. 14, President Carter issued Executive Order 12170 ordering a freeze on an estimated $6 billion of Iranian assets and official bank deposits in the United States. March – Iran severed formal diplomatic ties with Egypt after it signed a peace deal with Israel. Three decades later, Egypt was still the only Arab country that did not have an embassy in Tehran. 1980 April 7 – The United States cut off diplomatic relations with Iran.     Next Steps in Syria BY JUDITH S. YAPHE early three years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar Nal-Assad, rebel success in parts of Aleppo and other key towns, and the spread of vio- lence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its oppo- nents can win. At this point several assessments seem clear: ■■ The Syrian opposition will continue to reject any compromise that keeps Assad in power and imposes a transitional government that includes loyalists of the current Baathist regime. While a compromise could ensure continuity of government and a degree of institutional sta- bility, it will almost certainly lead to protracted unrest and reprisals, especially if regime appoin- tees and loyalists remain in control of the police and internal security services. ■■ How Assad goes matters. He could be removed by coup, assassination, or an arranged exile. Whether by external or internal means, building a compromise transitional government after Assad will be complicated by three factors: disarray in the Syrian opposition, disagreement among United Nations (UN) Security Council members, and an intransigent sitting govern- ment.

Abstract Recent political events have created a political and social climate in the United States that promotes prejudice against Middle Eastern, Iranian, and Muslim peoples. In this study, we were interested in investigating two major questions: (1) How much ethnic harassment do Iranian-American men and women from various religious backgrounds (Muslim, Jewish, or no religious affiliation at all) perceive in their day-to-day interactions? (2) To what extent does the possession of stereotypical Middle Eastern, Iranian, or Muslim traits (an accent, dark skin, wearing of religious symbols, traditional garb, etc.) spark prejudice and thus the perception of ethnic harassment? Subjects were recruited from two very different sources: (1) shoppers at grocery stores in Iranian-American neighborhoods in Los Angeles, and (2) a survey posted on an online survey site. A total of 338 Iranian-Americans, ages 18 and older, completed an in-person or online questionnaire that included the following: a request for demographic information, an assessment of religious preferences, a survey of how “typically” Iranian-American Muslim or Iranian-American Jewish the respondents’ traits were, and the Ethnic Harassment Experiences Scale. One surprise was that, in general, our participants reported experiencing a great deal of ethnic harassment. As predicted, Iranian-American Muslim men perceived the most discrimination—far more discrimination than did American Muslim women.

    Draft ASA Conference Paper Cultural Perceptions of Tourism and Terrorism Michael Hitchcock and I Nyoman Darma Putra Introduction Michel Houellebecq's controversial novel 'Platform' (2002) manages to combine an account of sex tourism with an horrific terrorist attack in Thailand. Whatever the merits of the book, which was originally published in French in 1999, the author is eerily prescient about how tourist resorts could become terrorism targets in Southeast Asia. Houellebecq may be concerned with Thailand, which has suffered attacks on nightclubs and centres of entertainment, but has not experienced the same level of terrorist violence as other Southeast Asian countries, notably the Philippines. There the militant Islamic group Abu Sayyaf took 21 hostages, including 10 foreign tourists, from a diving resort in the Malaysian state of Sabah. The kidnap earned Abu Sayyaf US$ 20 million, reportedly paid by Libya (Rabasa, 2003: 54). The worst outrage to date occurred in Bali in 2002 where over 201 people lost their lives when three bombs were ignited. In this case the bombers were rounded up relatively quickly and on admitting their guilt where quick to point out why they had acted as they did. Thailand, however, is arguably one of the most iconic of tourism destinations and the fact that the real terrorist outrages have happened elsewhere does not detract from one of the main messages of the book: tourists are easily attacked and some of what they engage in may be used as a justification for attacking them. Houellebecq is of course a novelist and a very opinionated one according to some of his critics, but he does investigate the cultural ramifications of terrorists attacking tourists.
