Jonasova, Jana (2017) Outsourcing Sustainability in US Expeditionary Outsourcing Sustainability in US Expeditionary Operations: The Contribution of Private Military and Security Industry in Phase IV Operations in Iraq 2003-2011 Jana Jonasova Thesis submitted to the University of Nottingham for the degree of Doctor of Philosophy November 2016 ii Abstract This thesis examines the contribution of the Private Military and Security Industry (PMSI), as an element of the United States (US) total force, to the US military capability in pursuing Phase IV Operations in Iraq from 2003 until 2011. In order to do so, the study proposes a typology of five types of contribution categories which define the link between the ends demanded by the US government (strategic goals) and the use of the PMSI as a tool to help achieve them. By incorporating a model from the operations management field, the Hayes and Wheelwright's Four-Stage model, this thesis identifies the categories of Assistant, Implementer, Crucial Supporter, Driver, and Spoiler as distinct forms of engagement, constituting a framework for the assessment of the nature of the relationship between the contractors’ activities and the strategic goals they sought to help achieve. Applied to the case studies of armed private security services and base support services, this framework reveals that contractors became the Crucial Supporter of the US military efforts in Phase IV Operations in Iraq. In the aftermath of the ill-planned regime-change, followed by unforeseen operational circumstances on the ground, and constrained by the US domestic policy reservations towards prolonged nation-building efforts, the US government found both armed security contractors and base support contractors to be a critical asset of the US military strategy on the ground. Through their constructive contribution towards the size of the deployable force, the available timeframe, the objectives and the strategic goal of these operations, they became a key partner of the US military iii efforts in Iraq. Introduction The international system has undergone significant changes since the end of the Cold War. One of the areas where these changes have become most obvious is international security. While previously national security had been understood as the sole responsibility of state militaries, in the turbulent twilight years of the Cold War, many western capitalist governments increasingly approached privatisation, defined as transfer of control of activities from a public agency to the private sector, with a new confidence, laying the foundations for a major global economic phenomenon of the 1990s (Guislain, 1997: 1-6, 10-12). Although governments continue to rely on their military to protect borders and pursue vital interests, together with privatisation of range of services including healthcare, education, telecommunication, transport, banking, postal services, and energy, privatisation of military and security services (military outsourcing1) has become one example of a much broader trend of global privatisation that was introduced within the new international

    Hoover Institution Working Group on Military History A HOOVER INSTITUTION ESSAY ON THE DEFEAT OF ISIS Implementing Stability in Iraq and Syria MAX BOOT Military History The Islamic State of Iraq and Syria (ISIS) first captured American attention in January 2014 when its militants burst out of Syria to seize the Iraqi city of Fallujah, which US soldiers and marines had fought so hard to free in 2004. Just a few days later ISIS captured the Syrian city of Raqqa, which became its capital. At this point President Obama was still deriding it as the “JV team,” hardly comparable to the varsity squad, al-Qaeda. It became harder to dismiss ISIS when in June 2014 it conquered Mosul, Iraq’s second-largest city, and proclaimed an Islamic State under its “caliph,” Abu Bakr al-Baghdadi. With ISIS executing American hostages, threatening to massacre Yazidis trapped on Mount Sinjar, and even threatening to invade the Kurdish enclave in northern Iraq, President Obama finally authorized air strikes against ISIS beginning in early August 2014. This was soon followed by the dispatch of American troops to Iraq and then to Syria to serve as advisers and support personnel to anti-ISIS forces. By the end of September 2016, there were more than five thousand US troops in Iraq and three hundred in Syria.1 At least those are the official figures; the Pentagon also sends an unknown number of personnel, numbering as many as a few thousand, to Iraq on temporary deployments that don’t count against the official troop number. The administration has also been cagey about what mission the troops are performing; although they are receiving combat pay and even firing artillery rounds at the enemy, there are said to be no “boots on the ground.” The administration is more eager to tout all of the bombs dropped on ISIS; the Defense Department informs us, with impressive exactitude, that “as of 4:59 p.m.

    Introduction T THE CORE of this book is a radical idea: the law creates and maintains situations of impunity. This is an idea that is diffi cult A to articulate and argue, let alone accept, given the fundamental assumption that ordinary legal processes function precisely to assert responsibility and to impose accountability. The purpose of this book is to erode this assumption by proposing an alternative approach to the law that views ordinary legal processes as an integral part of the problem. In doing so, this approach demonstrates that situations of impunity need not be deliberately cultivated by any specifi c legislator who seeks to shield a particular actor or activity from legal control. Rather, situations of impu- nity can be the default consequence of the repetitive exclusion from the processes that are relied upon to allocate responsibility. This approach does not, of course, discount more traditional avenues to situations of impunity which arise from the lack of political will, the effects of prosecutorial dis- cretion, and extra-legal settlements. As these more overt routes are well known, however, these will only be discussed in passing. Here the focus is to elucidate the systemic defects of ordinary juridical processes which are both more imperceptible, and potentially more pervasive. This book explores the question by analysing the relationship between the law and its processes and the concept of impunity through the chal- lenges posed by the modern Private Military Company (PMC). This is because the PMC has been demonstrated to be potentially governed by a plethora of applicable laws that should have assigned responsibility to the PMC and imposed accountability for its actions.

    OPERATION INHERENT RESOLVE LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS JULY 1, 2019‒OCTOBER 25, 2019 ABOUT THIS REPORT In January 2013, legislation was enacted creating the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations. This legislation, which amended the Inspector General Act, requires the Inspectors General of the Department of Defense (DoD), Department of State (DoS), and U.S. Agency for International Development (USAID) to provide quarterly reports to Congress on overseas contingency operations. The DoD Inspector General (IG) is designated as the Lead IG for Operation Inherent Resolve (OIR). The DoS IG is the Associate IG for OIR. The USAID IG participates in oversight for the operation. The Offices of Inspector General of the DoD, DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OIR. The Lead IG agencies collectively carry out their statutory missions to: • Develop a joint strategic plan to conduct comprehensive oversight of the contingency operation. • Ensure independent and effective oversight of programs and operations of the Federal Government in support of the contingency operation through either joint or individual audits, inspections, and evaluations. • Report quarterly to Congress and the public on the contingency operation and activities of the Lead IG agencies. METHODOLOGY To produce this quarterly report, the Lead IG agencies submit requests for information to the DoD, DoS, and USAID about OIR and related programs. The Lead IG agencies also gather data and information from open sources, including congressional testimony, policy research organizations, press conferences, think tanks, and media reports.

A cursory look at Cooley’s predictions for the U.S. military presence in Iraq in the conclusion of his book encourages a misleading verification of his institutional model for understanding when and why bilateral military basing agreements become accepted, politicized, or challenged by host countries. An in-depth account of the Iraq case study combined with a critical examination of Cooley’s theory will show much merit for an institutional approach, but find it insufficient. Alternative theories, which Cooley is quick to dismiss, will enrich our understanding and posit important implications for U.S. policy-makers. They have significant adverse social, environmental, health, and economic impacts, mainly where rainfed farming is practiced and places where there are existing pressures on water resources. • These impacts have played a significant role in population movements, including migration, and will continue to do so, possibly with increasing speed, in the future. • Droughts can play an exacerbating, catalytic, or triggering role in social unrest and political instability when they precede or occur at the same time with social and humanitarian crises such as mass migration, widespread malnutrition, and rural poverty, as in Syria, following the 2006-2010 drought. • Social unrest and political instability make proper drought management very difficult to implement. • It is imperative to address the mutually exacerbating relationship between droughts and social and humanitarian issues with a broad approach to food security and water availability, including measures to increase resilience, manage risk, and establish/expand safety nets. • Tackling droughts at a basin-scale can help facilitate cooperation among the riparians. Evidence from the past involves attempts for cross-border cooperation over coping with droughts and drought management. However, drought resilience dwindles in the region due to prolonged conflicts and economic decline. • Innovative drought strategies can significantly support resilience building and adaptive capacity development at a regional scale at national and sub-national levels. • There is good room to align policies for disaster risk reduction, climate change mitigation and adaptation, and sustainable development. Veterans have often been used to occupy jail cells and fill empty prison beds since at least the end of the Civil War. Massive numbers of World War I veterans made the transition from war to prison. While there are no specific data regarding World War II veterans and criminal justice encounters, the Vietnam War produced many veterans who landed in prison. Today many Iraq and Afghanistan veterans are beginning the long process from war to jail and prison. Historically, the criminal justice system, along with much of the general public, has ignored the intricate details of military culture and the impact that culture plays on veterans trying to find their place in the civilian culture. Abstract approved: ______________________________________________________ Mehra Shirazi In the current armed conflicts that have become known to the international community since the sweeping attacks on northern Iraq on Aug. 3, 2014, the Islamic State (ISIS) perpetrated extreme forms of sexual and gender-based violence (SGBV) against a small ancient ethno-religious conservative Yazidi group. ISIS has used SGBV against Yazidi women and girls as an integral part of their military strategy, as a weapon of war, and as a tool of ethnic cleansing and genocide. ISIS employed SGBV as a cheap weapon of war that can achieve many strategic goals at the same time. Thus, ISIS used multiple forms of SGBV such as torture, abduction, slavery, systemic rape and other heinous crimes against the Yazidi women and their families. These crimes included the massacre of men, babies, seniors and disabled women. In addition, ISIS caused the complete destruction of Yazidi villages which caused the displacement of thousands of people. Some of these women and girls are survivors of ISIS captivity, and their current living conditions constitute a human rights crisis. This research was designed to explore and provide a better understanding of how and why ISIS used SGBV and to shed light on its multiple dimensions. It aims to illustrate how the survivors are coping with trauma and to explain the challenges that they continue to face in the aftermath of the ISIS invasions.
