STATEMENT OF WORK Twin Engine Helicopter – Parks Canada – 2020 One Engine Inoperable (OEI) Performance

1. Scope of Requirement

Parks Canada is requesting exclusive services of one (1), twin engine, OEI, intermediate or intermediate- medium class helicopter for the 2020 fire season. This will be a 1-season contract with no option years.

The aircraft will be required primarily for forest fire management activities. Primary duties of the required aircraft include: 1. Safe, rapid and reliable water delivery for wildfire management, throughout the Canadian Rocky Mountain National Parks; 2. Transport of Parks Canada personnel and equipment in a safe and reliable manner. 3. Assessment of safety and reliability of Class D Fixed Load (CDFL) operations from twin engine OEI helicopter, for fire operations in mountainous terrain.

Other park management activities including, resource management, visitor safety, law enforcement, and asset management, may be required as directed by Parks Canada.

2. Base of Operations and Geographical Operating Area

The principal base of operations for the aircraft will be Radium, British Columbia and Kootenay Crossing, . Other base locations throughout the Rocky Mountain National Parks may be used for day-basing or multi-day deployments. These locations may include:

 Banff, AB  Waterton, AB  Lake Louise, AB  Jasper, AB  Revelstoke, BC  Saskatchewan Crossing, AB  Rogers Pass, BC The helicopter may also be required to operate from other National Parks within Canada. The operator should be prepared to operate throughout the following locations if required:

 Wood Buffalo National Park   Kluane National Park  Riding Mountain National Park  Prince Albert National Park  Nahanni National Park Reserve The Carrier may be requested to provide fire management support services to partners of Parks Canada through the Canadian Interagency Forest Fires Centre (CIFFC). The Carrier may be required to perform these services within the jurisdiction of any signatory to the CIFFC, Mutual Aid and Resource Sharing Agreement (MARS).

3. Exclusive Usage Dates and Terms 3.1 Contract Dates and Minimum Usage a. Parks Canada will guarantee a total minimum contract of 63 days with 189 hours daily cumulative minimums.

3.3 Contract Extension a. In the case the contract is extended beyond 63 days, unused minimum hours will be carried forward until contract termination. Extensions of the contract will be in three (3) day periods with three (3) hour minimums per day; b. Bidders may propose a tiered hourly rate for hours beyond the 189 minimum if they desire.

4. Aircrew Requirements

4.1 Security Screening

a) All aircrew provided by the Carrier will be required to complete a Reliability Status screening.

4.2 Pilot Experience

The Carrier must make available at least 2 pilots having appropriate license and endorsements, as well as, the qualifications listed below. These 2 pilots will be considered the 2 principal pilots for the duration of this contract; a) Minimum 2500 hours as Pilot-in-Command (PIC) rotary wing aircraft; b) Minimum 500 hours (PIC) flight time on class; c) Minimum 50 hours (PIC) on type in the last twelve (12) months prior to the reporting date at the base of operations; d) Minimum five (5) seasons with a minimum total of 300 hours (PIC) fire-fighting experience; e) Minimum of 500 hours (PIC) vertical reference operations (ie bucketing/longlining); f) Have a minimum of 1000 hours flight time in mountainous terrain i.e within designated mountainous areas as per AIM definition of mountainous regions;

4.3 Pilot Competency and Evaluation a) Pilots must be capable of successfully completing the Parks Canada Rescue Pilot Testing and Approval Process (PCRPTP.pdf).

4.4 Engineer

a) The Carrier must provide Aircraft Maintenance Engineer's with the appropriate license endorsed for the designated aircraft and engine type.

4.5 COVID-19

a) The Carrier’s personnel are expected to follow self-monitoring and self-isolation guidelines for COVID-19 as per the Canadian Health Agency and Parks Canada Best Practices;

b) The Carriers personnel are expected to maintain personal hygiene habits in accordance to the Canadian Health Agency recommendations for the mitigation of the spread of COVID-19 at all times;

c) The Carrier must submit their company plan or Best Practices for managing COVID-19 during helicopter operations with the contract bid;

d) Parks Canada is in the process of finalizing Best Practices for Managing the spread of COVID-19 through fire management operations. Parks Canada will be managing fire crews the using the Module as One principal. Crews will be managed as a single resource in light of COVID-19. Personnel will not be intermixed between crews to minimize the chances of cross contamination between crews. The Carrier is expected to manage their aircrew in a similar manner as best as operationally possible.

4.6 Replacement of Personnel

a) If it is necessary to replace any personnel, (i.e. due to timing out, commitments, performance etc.) the Carrier or Parks Canada, depending who is requesting replacement, must give a minimum of five (5) days’ notice to Parks Canada or the Carrier respectively. Pilot and Engineer crew manifest, qualification and documentation must be forwarded to the technical authority, or designate, a minimum of five (5) days prior to the crew’s arrival. The replacement must meet the requirements of this contract;

b) If aircrew are to be replaced due to performance not meeting contract obligations, daily minimums of three (3) hours per day will be removed from the contract, or, the carrier will be responsible for cost incurred by Parks Canada to backfill the helicopter requirement;

c) All personnel assigned to this Contract must be in accordance with the above mandatory aircrew requirements. In the event that it becomes necessary to activate back-up or replacement personnel, prior authorization, confirmed in writing, must be obtained from Parks Canada;

d) Any replacement crew are to be available and fully operational according to the Fire Preparedness System of Canada’s National Parks, as well as, Transport Canada regulations for adequate rest.

5. Aircraft Requirements

5.1 General The bidding company must clearly identify in their bid how the proposed helicopter meets the following criteria: a. Performance Category Twin engine - One Engine Inoperable (OEI) b. Seating Capacity 1 pilot and 5 passengers or more c. Service ceiling 4572 meters (15000 feet) or more d. Flight Distance Endurance 537.00 km (290 nm) or more e. Fuel Flying Time 2 hours or more

f. Maximum External Lift 998 kg (2200 lbs) or more g. Using the parameters below, the bidding company must indicate the maximum altitude of operation of the proposed helicopter within OEI limits as per 722.21 (1)(d) of the CAR’s regulations for Helicopter Class D External Loads. Please include OEI performance chart from helicopter flight manual. i. Weight on hook = 800 pounds ii. Temperature = 25 degrees C. iii. Wind speed = 20 km \ hr iv. Fuel on board = 250 litres

5.2 Aircraft Supplemental Equipment

a. Seating for 5 or more passengers. All seats to have high back support capability with shoulder restraint harnesses; b. Two (2) fire bombing buckets; Bambi collapsible type. Size appropriate for helicopter.

c. Equipped with Class D Fixed Load (CDFL), Human External Cargo system, approved by Transport Canada for helicopter type, dual hook preferred, please specify; d. An hour meter activated by the collective;

e. One (1) 15 meter longline and one with remote release load hook (1) 30 meter longline with remote release load hook; f. Two (2) cargo nets with lanyards and swivels; g. Appropriate internal cargo securing nets to secure cargo from entering the cabin area or falling against the door and/or window; h. Cargo basket for external transport of hazardous good such as fuels, chainsaws, bear sprays etc; i. Dart extended high (or equivalent for machine) skid gear with bear paws and passenger steps on both left and right side of the aircraft; j. Highly visible marking scheme on the main rotor and on the tail rotor k. Medivac stretcher kit; l. Portable refueling pump and spill response kit appropriate for the helicopter.

5.3 Communication Equipment a. One (1) VHF/AM radio transmitter-receivers with frequencies of 118 MHz to 135.97 MHz inclusive with 50 KHz spacing with guard feature; b. One (1) FM transceiver with a frequency range of 150 to 174 MHz capable of generating CTCSS tones of 103.5HZ,114.8HZ, 127.3HZ and 141.3HZ. with control head provision for 30 pilot- programmable, pre-set simplex and semi-duplex channels hosting a main and guard feature. Also must be capable of both wideband (25kHz) and narrowband (12.5 kHz) operations as required; c. Provision for operational capabilities of both radio and hot-mic intercom, through headset/boom microphones, by both pilot, copilot/front seat passenger; d. One (1) intercom, front and six (6) rear seats, with headsets and boom microphones, Davis Clark, Bose or equivalent; i. Numerous Parks Canada personnel will be issued personal headsets for the 2020 fire season. Those requested are to ensure supply for other personnel if required;

e. One (1) satellite phone for phone communications in remote areas; f. Two (2) programmable portable FM transceiver radio with capability of frequency range and CTCSS tones (as noted above); i. One is for the pilot for communications separate from helicopter, the second is for the engineer; g. Each aircrew member is to be equipped with a smartphone to facilitate digital communication with Parks Canada personnel; h. Unserviceable radio equipment and accessories may be considered as rendering the aircraft unserviceable for operational use;

5.4 Directional, Safety and Emergency Equipment a. One (1) Emergency Locator Transmitter (ELT); b. One (1) Global Positioning System (GPS); c. One tablet equipped with the Avenza maps application and a QR code reader application, mounted in the cockpit and within reach of the pilot and able to be charged in this position; d. Equipped with all safety, communication, navigation and other equipment as required by Transport Canada for operations of the nature of the services;

e. Automated Flight Following system (AFF) compatible with Webtracker or similar (please specify);

5.5 Helicopter Enhancements a. The Carrier may describe unique features and/or any enhancements to the proposed Helicopter beyond Parks Canada’s basic requirements in contract bid. 5.6 Aircraft Condition

a. Aircraft engines must have low enough hours to permit completion of flying the entire contract season before being due for a major component change;

b. Aircraft must be well presented and clean, airworthy and maintained according to the Transport Canada approved maintenance schedule.

5.7 Maintenance

a. The Carrier aircraft is to be disinfected against COVID-19 (as per Transport Canada, and Parks Canada Guidelines) on a regular, logical, schedule in line with amount and type of flight activity. The carrier strategy in ensuring this requirement is met is to be submitted with the bid;

b. The Carrier must advise the Charterer a minimum of 25 flying hours in advance of any periodic maintenance requiring the aircraft to be out of service;

c. Progressive maintenance will be carried out during flight crew rest periods;

d. The Aircraft is to be kept in complete readiness in accordance with Charterer’s requirements;

e. The aircraft will be considered unserviceable during any 24-hour period commencing at 12 o'clock midnight when the aircraft is requested to do a flight and is not in proper working order or

is unavailable with the exception due to "weather conditions", and/or if the Carrier’s crew is not available to operate it;

f. During any 24-hour period commencing at 12 o'clock midnight when an aircraft is unserviceable the minimum utilization (189 hours) may be reduced by three (3) hours;

g. Notification by the Carrier that an aircraft will be unserviceable longer than an initial 24-hour period will require that the Carrier provide a back-up aircraft meeting contract specifications that shall be in service within 24 hours of notification;

h. In the event the Carrier is unable to provide an identical aircraft, the Carrier will be liable for all costs incurred by the Charterer in obtaining an aircraft.

5.8 Inspection

a. All services provided by the Carrier will be subject to the approval of and acceptance by the authorized representative of the Parks Canada who shall have the right to inspect the aircraft, its equipment, and documents relating to the air worthiness of the aircraft;

b. The aircraft shall be available for inspection five (5) days prior to the start-up date of the contract at the Carriers base of operations. Inspection of the aircraft may also be contacted at a Parks Canada base of operations on the contract commencement date of any resultant contract if prior consent is provided the designated Parks Canada technical authority or representative;

i. Inspection shall include presentation of certificate of registration or lease agreement; current certificate of airworthiness; and journey and technical log book;

ii. A failure to meet final inspection criteria at the start-up date will result in the air carrier being responsible for any additional expenses incurred by Parks Canada to provide the necessary services that the Carrier has been unable to comply with.

6. Oil and Lubricants (P.O.L.)

a. Parks Canada will supply all fuel requirements;

b. If necessary for the Carrier to provide fuel during a deployment to another location, they will be reimbursed at cost with no allowance for profit and overhead with presentation of fuel receipts;

c. Oil and lubricants are to be included in the firm rate for the helicopter.

7. Accommodation, Meals and Ground Transportation

7.1 Accommodations

a. The successful bidder will be responsible for aircrew accommodation while the aircraft is based at the principal base of operations in Radium or Kootenay Crossing;

b. While aircraft is deployed away from the principal base of operations for multiple days (one or more nights), Parks Canada will provide separate accommodations for each aircrew;

c. While aircraft is deployed away from the principal base of operations for multiple days (one or more nights), Parks Canada is open to aircrew staying in their personal accommodations if possible;

d. While aircraft is assigned to a multi-day fire incident managed by a Parks Canada Incident Command Team, Parks Canada will provide separate accommodations for each of the 2 (two) aircrew;

e. If it is necessary for aircrew to overnight while in transit to a multi-day deployment, the carrier will be reimbursed, on a no profit basis, with the presentation of accommodation receipt, at a reasonable rate for the location;

7.2 Meals and Incidentals

a. While aircraft is based at the principal base of operations, the Carrier is responsible for all aircrew meals;

b. While aircraft is day-based away from the principal base of operations (for day but returning in the evening), the Carrier aircrew will be responsible for their own meals unless provided by Parks Canada;

c. While aircraft is deployed to a base away from the principal base of operations for multiple days, Parks Canada will provide meals for the aircrew;

i. Meals may be catered if the fire incident has expanded to include such services;

ii. When meals are not catered, aircrew may claim meals as per the Treasury Board Travel Directive rate for meals and incidentals;

d. If it is necessary for aircrew to overnight while in transit to a multi-day deployment, the carrier will be reimbursed for aircrew meals as per the Treasury Board Travel Directive rate for meals and incidentals;

7.3 Ground Transportation

a. For duration of contract and all extensions, the Carrier is responsible for all ground travel associated with engineer and support vehicle(s)

b. While the aircraft is based at the principal base of operations, the Carrier is responsible for all ground transportation of all aircrew;

c. While aircraft is day-based away from the principal base of operations (for day but returning in the evening), Parks Canada will work with the Carrier aircrew to provide any essential travel;

i. If Parks Canada is unable to provide essential travel, Parks Canada will pay ground taxi services for pilot on a receipt basis. Prior authorization from the designated Parks Canada representative will be required for this arrangement;

d. While aircraft is on a multi-day deployment away from the principal base of operations, the Carrier will be responsible for all ground transportation between aircraft and living quarters at operating site once the engineer and support vehicle are on site;

i. Parks Canada will ensure appropriate transportation for pilot if challenging logistical conditions are present while aircraft is on multi-day deployment;

7.4 Fire Camps and COVID-19

a. Pilots and engineers must be prepared to live in base camps or fire camps when or if required;

b. Provided accommodations in fire camps will meet Transport Canada’s specifications for pilots. Accommodations will also provide for mitigations against the spread COVID-19;

c. Aircrew may raise any concerns with provided meals, accommodations or transportation with the Parks Canada technical authority or designate. Parks Canada will do everything within its power to ensure appropriate accommodations, meals and transportation for aircrew in light of COVID-19 and Transport Canada regulations.
