PROGRAM DESCRIPTION

Introduction

The Afghan Children Read (ACR) Project is a five-year USAID-funded primary education initiative designed to improve equitable access to education and generate measurable reading outcomes for girls and boys in . The ACR Project will support education service delivery by building the capacity of the Government of the Islamic (GIRoA)’s Ministry of Education (MoE) to provide an evidence-based early grade reading (EGR) program in Dari and for students in grades 1 to 3 in both formal and Community Based Education (CBE) schools. Strengthened skills, systems, models, and materials will also enable future development of additional local mother tongue languages into the national reading program.

This grant will contribute towards set grants objectives in particular to provision of safe and quality learning environments for schools through collecting reliable and real-time data. It will further contribute towards the school performance monitoring system to track the performance of EGR model at school level.

Background and Description:

Use of information and communication technologies (ICTs) is rapidly increasing in education sectors across the Globe. ICT is contributing towards access as well as quality of education and has proved to be effective in both the developing world and in conflict zones. Technology is increasingly used to enhance delivery of education services to children and youth in developing countries. Conflict- and/or crisis- affected environments are particularly challenging, but information and communication technologies (ICT) have considerable potential to improve the quality of education in these settings1.

Afghan Children Read has introduced an innovative early grade reading model in Afghanistan which is being piloted in , Laghman Nangarhar and provinces with the MoE lead and support. For the EGR model to succeed, it is imperative to stay connected with the schools, monitor the implementation of EGR materials and instructions in the classrooms regularly, and collect timely data on enrollments, coaching & mentoring, in-class teaching practices and continuous assessment. This data is crucial for the Project leadership and MoE to track in order to understand how the EGR model is working in the schools and to take remedial actions where and when required. Moreover, it is also essential to keep providing support to the coaches, mentors and teachers through learning resources so that they can effectively implement the EGR program.

Given Afghanistan’s volatile security situation with so many hard-to-reach schools, regular contact through personal presence in the schools for frequent monitoring, data collection and

Thus, in order to serve the aforementioned purposes in a timely, efficient and cost-effective manner, use of technologies emerges as the best option. A study conducted for the USAID “Using Technology To Deliver Educational Services To Children And Youth In Environments Affected By Crisis And/or Conflict – Final Report, December 2013” shows that use of technology can be an effective tool for access and quality of education at all levels.

Under this grant, ACR plans to introduce school-based ICT support for EGR using tablets and internet technologies. The grant will be implemented by the grantee selected through competitive process and one grant will be awarded to undertake the soft component of the grant.

C. Grant Objectives:

The grant will achieve following objectives:

1. To establish school based technology support system for EGR model in ACR focused schools and PEDs/DEDs in Herat, Laghman, Nangarhar and Kabul provinces. 2. To build the capacity of the school principals/headmasters and academic supervisors, coaches and mentors, and concerned PED and DED staff on use of technologies to support the EGR model implementation and monitoring. 3. To document and share the findings from School Based ICT support to EGR model with Ministry of Education. D. Grant Description:

To support the EGR model implementation and monitoring, 419 school will be provided with a tablet loaded with applications and data SIM cards. In addition, 80 Academic Supervision officials of the focused districts and PEDs will also be provided with the tablets to support the schools and monitoring the EGR interventions. The school based ICT will support the EGR model in following ways: i. Support to Teaching & Learning

a. Coaching and Teacher Observation Continuous support to teachers implementing the EGR materials/language textbooks is essential for the success of any EGR program. This includes support to teachers through coaches who will regularly conduct teacher observations using the observation tool. Based on their findings, coaches will guide and support teachers to improve their implementation of reading instruction in their classrooms. Since classroom observation data will be frequent, it may not be possible for the coaches to track the progress of teachers unless timely, analyzed data is available. Similarly, for the Afghan Children Read’s leadership and MoE, regular data on teachers’ in-class performance and the support extended is critical, so remedial measures can be taken where required and best practices in classrooms can be reinforced.

b. Teachers’ & Coaches’ Learning Circles Learning materials will be uploaded to the tablets through internet data services using an e- learning modular approach. The materials will include guidance for coaches and teachers on instruction of reading methods, conducting and using results of continuous assessments and use of supplementary materials for students.

Since tablets will be available in each school, it will be practical for coaches to conduct in-school learning circles for the teachers where teachers will learn new knowledge as well as support each other using peer learning techniques. Afghan Children Read will regularly provide additional resources for teachers’ learning. The tablets will also be used to capture the feedback on the learning circles from teachers and coaches, which will provide evidence based data on the level of effectiveness of the learning circle approach.

Similarly, some EGR resources to enhance coaches’ knowledge will be sent to the school based tablets via internet data service.

c. Teacher Profile

The grantee needs to track the number of teachers attend the EGR trainings. The MoE/Teacher Education Directorate (TED) has TEMIS which used to track the number of teachers attended the EQUIP II/INSETs training. As TED TEMIS folks are not involved with ACR, therefor, the grantee should have the teachers’ profiles and update them in timely manner once the teachers attend and complete the EGR training. ii. Continuous Assessment The school-based tablets will be used to collect the data from the continuous assessment booklets. This will provide the Project’s technical team and MoE reliable evidence on two main aspects of the EGR model: i) application of continuous assessment approach in class by the teachers, ii) historical data trend of continuous assessment over the course of time; indicating the effectiveness of continuous assessment. This data will be huge and would require lots of time and cost to regularly collect the data and report on, without tablets. iii. Remote Monitoring of Coaching & Mentoring Through the pre-installed applications on the school-based tablets, it will be efficient to track the progress and frequency of coaching support extended to the teachers. Coaches will use the tablets to report on teacher observations and the type of coaching provided. This will enable the Project M&E and technical teams, and the concerned MoE officials to remotely monitor how the coaching is working. Close monitoring of coaching aims to ensure that teachers get regular support on teaching reading so as to improve their in-class teaching practices focusing on reading skills. Thus, school based tablets will provide real-time data on coaching support and teacher observations.

iv. Material Distribution & Tracking For successful implementation of the EGR model, availability of EGR materials (textbooks, student workbook, teacher guide, continuous assessment booklet etc.) is critically important. Lack of books or access to books for students is one of the impediments to quality education in Afghanistan. To ensure every student in ACR focused schools have received EGR materials, it is important to track the distribution of materials to schools and to students at the start of school year. School based tablets will have a book tracking application to collect and report real time data on EGR material tracking and distribution. The MoE and Afghan Children Read will get real time information as EGR materials arrive at schools and are distributed among the students. Any issues with regards to books distribution will be highlighted in real-time and remedial actions will be taken promptly. v. Data Collection for Performance Indicators:

To report progress against some of performance indicators i.e. pertaining to enrollment, learners reached, classrooms equipped with EGR materials etc. regular data from the Afghan Children Read focused schools will be required. Keeping in mind the strained security conditions and hard-to-reach schools, considerable time and resources will be required if the data is collected by sending enumerators to schools. Therefore, school based tablets will provide an efficient and cost-effective solution for the indicators related data collection. In this case, data collection tools will be digitized and installed on tablets which the school principals will use to report the requisite data as per a schedule. The data will be uploaded via internet to the servers and will be retrieved from the server for analysis and reporting. This mechanism can later be offered to the MoE for its EMIS Census, which every year has data validity and accuracy issues and takes enormous resources and time using paper-based tools. vi. Capacity Building of Users In order to effectively utilize the school based technological support package, the school principals, coaches & mentors and District Education Directorate (DED)/Provincial Education Directorate (DED) officials and provincial EMIS officers will be trained on each of the application package. With technical support from Afghan Children Read, the grantee will organize trainings for the each of technology package/application for the relevant users. These trainings will be conducted at district levels for the participants of respective districts. The Grantee will make sure all arrangements for training are adequate and appropriate.

E. Key Deliverables under the Grant:

1. Procurement of data SIMs for the tablets with data packages activated 2. Renewing 2GB data plan on monthly basis based on contract with relevant telecommunication companies. 3. Installation of technical packages/applications on the tablets. 4. 24 Contact hours (3 days) training for users on applications installed in the tablets. 5. Distribution of loaded tablets to schools, PEDs and DEDs. 6. Troubleshooting support to schools, PEDs, DEDs, and Academic Supervisors as and when requested by the concerned departments. Grantee should introduce Point of Contact (PoC) at province and district level. 7. Conduct necessary follow up and present results to ACR M&E and Technical Teams. 8. Support technical and M&E team in facilitating emerging needs on delivery of orientations and technical capacity building sessions at the provincial, district and school level on the use of technology i.e. textbooks distribution and tracking, any other type of data collection and uploading the necessary programs/applications on tablets. F. ACR support to grant implementation:

1. Procurement of 500 tablets as per agreed specifications. 2. Designing and piloting application packages. 3. Provision of final application packages to grantee. 4. Setup of server for applications data through ACR online Monitoring & Evaluation Information System (M&E-IS). 5. Support in linking grantees to PEDs, DEDs and schools. 6. Establish online server for tablets for real time data reception from tablets. 7. Conduct monthly spot checks at least to 10% of schools to verify the reported information and make sure the system operates smoothly. 8. Keep track of tablets usage and make sure the all those who received the tablets are properly using them, conduct checks and upload results to the system as planned. G. Coordination and Management Approach

The grant recipient will work with the Afghan Children Read team and line MoE departments at central, provincial and district levels, and schools. The grant recipient’s staff should plan to participate in training events on the developed material and will implement activities in close coordination, consultation and in line with developed policies and strategies. The grant recipient will ensure all applicable compliances.

H. Target Audience and Location:

Herat Province: 8 districts (, Ghoryan, Kushk-e-Robat Sangi, Zenda Jan, Enjeel, , and Herat City) with a total number of 203 schools

Laghman Province: 2 districts (Mehtarlam and Qarghayee) with a total number of 30 schools.

Nangarhar Province: 4 districts (Jalalabad City, Kama, Kuz Kunar, Behsood) with a total number of 140 schools : 2 districts (Shakardara and ) with a total number of 46 schools

AWARD INFORMATION

Estimate of Funds Available and Number of Awards Contemplated

Subject to the availability of funds, the ACR Project intends to issue an award under this RFA that will cover Herat, Nangarhar and Kabul . The total estimated value of this award is kept at $750,000, however; $500,000 are allocated for the soft activities to be undertaken by the grantee and remaining $250,000 are for In-kinds that would be procured by the ACR. These amounts may be adjusted at the discretion of the ACR Project based on the circumstances. The ACR Project reserves the right to fund any one or none of the applications submitted.

Period of Performance

The anticipated start date of each award is October 1, 2017 and the expected duration of the ACR Project’s support, or the period of performance, is eighteen (18) months.

Award Mechanism

The ACR Project’s final determination on award mechanism will be based on a pre-award assessment of each apparently successful applicant’s financial and management capabilities, consistent with the procedures in ADS 303.3.9. If the ACR Project’s assessment identifies weaknesses or deficiencies that call into question an applicant’s ability to manage an award, the ACR Project may elect to remove the applicant from consideration under this funding opportunity.

ELIGIBILITY INFORMATION

Eligible Applicants

Each applicant must:

a) Be officially registered and working in compliance with all applicable civil and fiscal regulations including but not limited to pertinent local laws and status. In lieu of official registration, an applicant may produce proof of effort to secure registration, exemption from registration, or demonstrate why such registration is not optional or practicable. b) Adhere to the ACR Project’s stated objectives and principles. c) Not be a debarred organization.

Organizations that fall within the following categories may submit an application in response to this RFA:

• Non-U.S. Non-Government Organizations (NGOs) • International Non-Governmental Organizations (INGOs) • Community Based Organizations (CBOs) • Civil Society Organizations (CSOs)

Cost Sharing or Matching

Applicants may share costs from their own resources (cash or in-kind) as per the criteria mentioned in 2 CFR 200.306 – Cost sharing or matching. Cost sharing is not a requirement under this funding opportunity. However, applicants are encouraged to contribute resources from their own private or local sources for the implementation of this program.

Partner Vetting

Applicants shortlisted for awards under this RFA will be subject to vetting through USAID’s Partner Vetting System, which is intended to prevent USAID-funded assistance from inadvertently providing support to entities or individuals associated with terrorism. Applicants that do not clear this vetting process will be ineligible for award.

Environmental Protection & Compliance

All USAID-funded activities are required to undergo an environmental impact assessment. Therefore, applicants are required to complete the attached Environmental Review Form (see Attachment-4), which will assist the ACR Project to: a) identify any environmental impacts that may result from program implementation and b) establish measures to mitigate their impact prior to award. During implementation, these mitigating measures will be a standard component of program management.

APPLICATION AND SUBMISSION INFORMATION

Questions & Answers

Any questions concerning the RFA should be submitted in writing to [email protected] no later than five business days after the RFA is issued. The ACR Project’s responses will be furnished promptly to all prospective applicants as an amendment to this RFA.

Submission Format & Instructions

Each application must be submitted in two separate parts: a) Technical Application and b) Cost Application. All information must be submitted in English. If the application is in any other language, it will be considered non-responsive and eliminated from further consideration.

The Technical Application should be prepared using the template provided in Attachment-1. The Cost Application should be prepared using the budget template provided in Attachment-3. In addition to the Technical and Cost Applications, the applicants are also required to submit the following as a part of the complete application package.

• Environmental Review Report (ERR) (provided in Attachment-4) • Declaration Letter (provided in Attachment-5)

Each applicant must submit one hard copy and one soft copy of its application package to the following addresses prior to the deadline indicated in the cover letter of this RFA:

• The applicant must ensure that the proposed activity is not funded by any other U.S. Government-funded project or program. • The ACR Project may not acknowledge the receipt of applications due to the large volume of applications received. Only shortlisted applicants will be contacted. • No applications will be accepted by hand. • Applicants should retain for their records one (1) copy of their application and all enclosures that accompany it.

Late Applications

Applications that are submitted late are at risk of not being considered for review. Late applications are marked as “late”. The ACR Project reserves the right to accept and include late applications in the review and award process only when: a) it considers it to be in The ACR Project’s best interest and b) applications received on time have not yet been opened and reviewed.

The ACR Project may not award to an applicant until the applicant has complied with all applicable DUNS requirements. As the registration process may take several weeks to complete, applicants are encouraged to register early. Please note that completion of an early registration does not constitute any commitment on the part of the ACR Project to make an award.

Restrictions

Grant funds provided under the terms of this RFA shall not be used to finance any of the following commodities as per ADS 312, Eligibility of Commodities:

Ineligible Commodities: Military equipment, surveillance equipment, commodities or equipment for the support of police or other law enforcement activities, abortion equipment and services, luxury goods, gambling equipment, weather modification equipment. Restricted Commodities: Agricultural commodities, motor vehicles, pharmaceuticals, contraceptives and condoms, pesticides, used equipment, fertilizer.

Others: Purchases of goods or services restricted or prohibited under the prevailing USAID source and nationality and other regulations found under ADS 310 or from countries and suppliers as may be identified by USAID’s consolidated list of debarred, suspended, or ineligible subcontractors.

Grant funds also shall not be used for any purchases or activities deemed unnecessary to accomplish the grant, including:

• Grantee’s headquarters expenses not directly linked to the implementation of the grant • Previous obligations and/or bad debts • Fines and/or penalties. • Other costs unallowable under USAID and/or federal regulations such as those referenced under 2 CFR 200, Subpart E, Cost Principles and FAR 31.2, Cost Principles for Commercial Organizations.

APPLICATION REVIEW INFORMATION

After the RFA closing date, a Technical Evaluation Committee (TEC) will convene to open and review applications. Submissions received from eligible applicants before the RFA deadline will be evaluated against the criteria set forth below. To the extent necessary (if an award is not made based on initial applications), negotiations may be conducted with each applicant whose application, after discussion and negotiation, has a reasonable chance of being selected for award.

Technical Evaluation Criteria

Technical Approach: 60 points

The TEC will base the applicant’s score on technical approach on the following factors:

• Problem Statement – Evaluators will measure the strength of the applicant's ability to explain the issues/problems that the project will address. • Innovativeness of Activities – Evaluators will measure the strength of the activities proposed by the applicant to determine if they are innovative, clearly defined, achievable, and relate directly to the applicant's stated goals and objectives for the program. • Relevance to Program – Evaluators will measure the relevancy of the applicant's stated goals and objectives to the stated goals and objectives of the ACR Project • Sustainability – Evaluators will determine the strength of the measures proposed by the applicant to ensure sustainability of proposed activities after the period of performance. • Impact on Beneficiaries – Evaluators will measure the strength of the applicant's ability to define the program's direct and indirect beneficiaries to ensure that it is targeting the correct type of beneficiaries and a sufficient number of beneficiaries. • Challenges & Solutions – Evaluators will measure the strength of the applicant's ability to describe potential implementation challenges and its proposed solutions to overcoming these challenges.

Management & Staffing Plan: 20 Points

Evaluators will measure the strength of the applicant's ability to describe how its proposed management structure, approach, and systems will be employed to successfully implement activities and ensure program efficiency and effectiveness.

Past Experience: 20 Points

Evaluators will measure the strength of applicant's past experience implementing similar projects.

Cost Evaluation

Once the technical review of the applications is completed, the ACR Project will evaluate the Cost Application of the applicant for cost reasonableness, allocability, allowability, cost effectiveness and realism, adequacy of budget detail, financial feasibility, and consistency with elements of the Technical Application. In addition, the applicant’s organization must demonstrate adequate financial management capability during a pre-award risk assessment.

Conflict of Interest Statement

Throughout the evaluation process, the ACR Project will take every step to ensure that members of the TEC do not have any conflicts of interest or the appearance of such with any organization submitting an application in response to this RFA. An individual shall be considered to have the appearance of a conflict of interest if that individual or that individual’s spouse, partner, child, close friend, or relative works for, is negotiating to work for, and/or has a financial interest (including being an unpaid member of a Board of Directors) in any organization that has submitted an application for review by the TEC. Members of the TEC shall neither solicit nor accept gratuities, favors, or anything of monetary value from any applicant.

AWARD AND ADMINISTRATION INFORMATION

The recommendation or selection of an application in accordance with established procedures does not guarantee an award. All applicants must demonstrate that they possess or have the ability to obtain the necessary management competence to practice mutually agreed upon methods of accountability for funds and other assets provided.

A successful applicant can expect to receive an Award Letter, signed by the Chief of Party. The award letter will be addressed to the organization’s point of contact as stated in the application.

Following Award Letter, final negotiations will take place before signing of a grant agreement.

Please note that mandatory standard provisions will be applied, as applicable, to any grant resulting from this RFA. These provisions have been included in Annex-A for applicants to reference.

Reporting Procedures

A description of reporting requirements will be included in the Grant Agreement. The types of reporting required, along with the schedule of reporting, will depend on the grant type and project duration.

Reporting forms will be provided to grant recipients. Types of reporting will include the following:

• Program report(s) submitted during project implementation according to a schedule described in the grant agreement. This report may include a description of progress made during the reporting period, photos of program activities, problems encountered during program implementation, actions taken to overcome these challenges, and activities planned for the next reporting period. • Final program report in a format agreed to with the ACR Project. This report may include a description of the program’s impact vis-à-vis its goal and objectives, success stories, problems encountered during implementation, and how the project overcame these challenges. This information should be presented in a manner suitable for presentation to the public. • Financial reports will be submitted to the ACR Project in compliance with a schedule described in the grant agreement. Types of financial reports, as well as the schedule of reporting, will depend on the type of grant, length of the program, and amount of grant funding. The grant recipient is also required to submit a detailed Final Financial Report.

Issuance of the final installment of grant funds is contingent upon the ACR Project’s receipt and acceptance of a Final Financial Report and Final Program Report.

The ACR Project reserves the right to fund any or none of the applications received.

USAID-funded Afghan Children Read Project reserves the right to change or cancel this Request for Application (RFA) process or any of its requirements at any time during the process; such actions by Afghan Children Read Project will either be posted publicly or directly communicated to all applicants, as appropriate. Also, the preparations of all materials for submittals against this RFA to the Afghan Children Read Project will be at the applicant’s sole cost and expense, and Afghan Children Read Project shall not under any circumstances be responsible for any cost or expense incurred by the applicant. All documentation and/or materials submitted with the RFA document shall become and remain the property of Afghan Children Read Project.
