1. INTRODUCTION

1.1 Background of the Project

1. The proposed Chennai-Kanyakumari Industrial Corridor (CKIC) Power Sector Investment Project consists of (i) establishment of 765 kV transmission link from the southern section of CKIC () to load centers in North (Chennai) and North Western (i.e. ) regions of Tamil Nadu (ii) establishment of 400 kV pooling substation in southern region of CKIC (i.e. ) for collecting power generated from proposed upcoming power plants; and (iii) Institutional capacity building of TANTRANSCO for improved financial management and enhanced gender sensitive workplace.

2. The project is aligned with the following impact(s): industrial development and renewable energy generation in Tamil Nadu will be enhanced; the power supply to industrial demand centers in CKIC will be improved. The project has following outputs:

3. Output 1: A transmission link from the energy hub in southern CKIC to load centers in northern CKIC established. This will establish a 765 kV power transmission link between the energy generation hub in Madurai–Thoothukudi area and load centers in the western and northern parts of the state. The outputs consist of (a) Virudhunagar (765/400/230 kV, 2x1,500 megavolt ampere [MVA] and 2x500 MVA) substation; (b) 765 kV transmission lines from Virudhunagar to Coimbatore; and (c) 400 kV transmission lines to link Virudhunagar substation to several 400/230 kV pooling substations for wind and solar power plants;

4. Output 2: A pooling substation for renewable energy established in southern CKIC. This will establish a pooling substation to receive electricity generated from power plants in the . This consists of (a) Ottapidaram (400/230/110 kV, 2x315 MVA and 2x200 MVA) substation; (b) 400 kV transmission lines to connect Ottapidaram substation with several power plants; and (c) 230 kV and 110 kV transmission lines to connect Ottapidaram substation with nearby load centers.

5. Output 3: Enhanced capacity for improved financial management and gender sensitive workplace. This will be delivered through the attached technical assistance grant. This will consist of (i) strengthening the financial management capacity of the Executing Agency, particularly in reconciling intercompany balances and establishing and maintaining a comprehensive fixed asset register; (ii) supporting the Executing Agency in adopting and implementing Indian Accounting Standards; (iii) facilitating the introduction of gender sensitive workplace practices and (iv) enhancing the capacity of TANTRANSCO for monitoring the environment and social impacts of transmission projects.

6. Table 1 lists all CKIC power sector subprojects in the state of Tamil Nadu. The transmission line network under the ADB funded project is given in Figure 1.

7. ADB has committed a regular loan of $451.0 million to TANTRASCO from ADB‟s ordinary capital resources to help finance the project. The loan was approved on 04 November 2019. The loan agreement was signed on 28 November 2019 and became effective on 17 January 2020. TANTRASCO is the executing agency (EA) for the Project.

1.2 Objective and Methodology of the Monitoring Report

8. The report captures the overall compliance status with the environmental management and monitoring plan as stipulated in the environmental documentation agreed with ADB.The current semi-annual monitoring report covers the time periodbetween February 2020 and July 2020.

9. The semi-annual monitoring report is based on the review of available information received from the respective contractors and TANTRANSCO.

1.3 Environment Categorization

10. The Environment Categorization reflect the significance of a project‟s potential environmental impacts. the environmental classification for the project is “Category B” as per ADB‟s Safeguard Policy Statement (SPS), 2009.

2. PROGRESS OF PROJECT

2.1 Contract award status

11. The project has 7 packages and contract for all the 7 packages has been awarded. The package number, description of package, and name of contractor for each package is given in Table 2 below.

2.2 Land status and work progress in substation

12. The land ownership of both Virudhunagar and Ottapidaram substation is with TANTRANSCO. The land for Virudhunagar substation has been acquired through negotiated settlement by willing buyer and willing seller mechanism. The land for Ottapidaram substation has been procured by TANTRANSCO through negotiated settlement and through mutual transfer of land from Ind Bharat to TANTRANSCO. There are no persons living or using the substation land informally and therefore there will be no affected persons. The status of substation land is given in Table 3.

13. The impact of COVID-19 has delayed the construction work. In both the substations, the civil foundation work is yet to start.

2.3 Status of progress in Transmission Lines

16. The preliminary route alignments were prepared through satellite survey data by Anna University, Tamil Nadu. Based on the GIS survey data and consultation with the field team of TANTRANSCO, three alternative routes were proposed for each transmission line. The selection of best route from the available alternatives (Route A, Route B and Route C) were decided by TANTRANSCO taking into consideration various factors such as avoiding habitat area, avoiding crop land, avoiding forest area, avoiding settlements etc. The route length as per the Draft CP/RP is given in Table 6. It is to be noted the final status of the route alignment and route length for transmission lines will be known after the completion of detailed survey by the respective contractors.

17. For the 400 kV Transmission lines associated with Ottapidaram substation and 765 kV Transmission lines associated with Virudhunagar Substation, detailed survey is in progress. The status of survey by contractor for the transmission lines is presented in Table 6.

3. COMPLIANCE STATUS WITH ENVIRONMENTAL MANAGEMENT AND MONITORING PLAN

3.1 Compliance status with Environmental Management Plan

18. Based on the environmental assessment of the project activities, an Environmental Management Plan (EMP) has been developed for the project to mitigate any adverse environmental risks and impacts. The EMP discusses anticipated impacts, mitigation measures, monitoring requirements and responsible authorities to implement the EMP for different stages of the proposed project i.e. pre-construction, construction, and operation and maintenance phase.

19. Monitoring the implementation of environmental mitigation measures is required to ensure that these are undertaken in accordance with the EMP, and to enable mitigation measures to be adapted and refined as required. The compliance status of the EMP as stipulated in the Initial Environmental Examination (IEE) and agreed with ADB is given in Table 7 for transmission line packages and Table 8 for substation packages below.

3.2 Compliance status with Environmental Monitoring Plan

20. The mitigation measures suggested in the IEE require monitoring of environmental parameters during various phases of the project cycle.To ensure that the project will not generate negative impacts to the overall environment quality, monitoring of environmental parameter has to be performed by respective contractor as per contract provisions. For monitoring, measurements of the quality of water, soil, air and noise need to be conducted by the Contractor at the sites as per Government of India and IFC guidelines.The compliance status with measurement of environmental parameters for various phases of the projectis presented in Table 9.

3.3 Availability of labour license and labour insurance of contractors

21. The status of availability of labour license of contractors are given in Table 10. The copy of the labour license of contractors can be furnished on request.

4. INSTITUTIONAL ARRANGEMENTS AND GRIEVANCE REDRESS MECHANISM

4.1 Project Management Unit and Project Implementation Unit

22. The Department of Energy, Tamil Nadu has the overall responsibility for ensuring the project implementationon behalf of Government of Tamil Nadu. Tamil Nadu Transmission Corporation Limited (TANTRANSCO), the state-owned transmission utility, serves as the executing agency (EA) and implementing agency (IA) for implementation of the ADB- financed project.The Government of India will channel the ADB loan proceeds to the Government of Tamil Nadu, which will then on-lend those funds to TANTRANSCO. The Government of Tamil Nadu will provide counterpart funds available to TANTRANSCO as equity investments to augment TANTRANSCO‟s capital base.

23. TANTRANSCO has existing Project Management Unit (PMU)/Project Implementation Unit (PIU) for the implementation of the proposed project. The PMU at headquarter consists of a technical team and a financial team. The technical team is headed by Director /Transmission project and supported by Chief Engineers and Superintending Engineers.The financial team is headed by Director/Finance and supported by Chief Financial Controller and Financial Controllers.

24. The execution of project at site level is supported by PIU at Madurai and Coimbatore headed by Chief Engineer Transmission project-II, Trichy. The PIU at Madurai consists of a team headed by Superintending Engineer/GCC/Madurai and supported by Executive Engineer/C/765kV /TP Virudhunagar and Executive Engineer/TLC/. The PIU at Coimbatore is headed by Superintending Engineer/GCC/Coimbatore and supported by Executive Engineer/TLC/Coimbatore.

25. TANTRANSCO is responsible for ensuring compliance with the loan covenants with regard to environmentalsafeguards. The PMU is responsible for preparation, planning, and monitoring of the implementation of environmental management plan and environment monitoring plan and review of grievance redress on environmental issues during various phases of the project cycle. In addition, the PMU is responsible for preparation and submission of semi-annual environmental monitoring reports to ADB.

26. The PIUs at Madurai and Coimbatore are responsible for supervision of the implementation of environmental management plan, and environment monitoring plan by the EPC contractors; supervision of contractors and their compliance with the EMP; and ensure contractors engage accredited third-party laboratory to test environmental parameters during various phases of project cycle. The PIUs and relevant district level officials are responsible to conduct periodic consultations with the affected persons; and share required data and information for preparation of semi-annual environmental monitoring reports.

4.2 Grievance Redress Committee

27. Grievance Redress Mechanism (GRM) is an integral and important mechanism for addressing/resolving the concerns and grievances of affected people. The Grievance Redress Committee (GRC) is expected to resolve issues related to environmental concerns, ownership of land, valuation of losses, payment of compensation, eligibility and entitlement etc. The minor grievances related to day-to-day construction related complaints, such as prior notice to harvest crop, restoration of right of way post construction etc., will be sorted

39 and resolved informally by the contractor and field staff of TANTRANSCO through necessary dialogue and these may not require the intervention of GRC.

28. The GRC has been formed by TANTRANSCO in June 2020. The GRC is headed by Chief Engineer/Transmission Projects-II/Trichy and is consisted of four members. The members of the GRC are: Superintending Engineer/Civil-I/Transmission; Chief Financial Controller/TANTRANSCO; Superintending Engineer/GCC Madurai; and Superintending Engineer/GCC Coimbatore.

29. There is no complaint on environmental issues from any project affected persons during this reporting period.

5. CONCLUSION

30. Theland ownership of both Virudhunagar and Ottapidaram substation is with TANTRANSCO. There are no persons living or using the substation land informally and therefore there is no project affected persons. It is expected that the civil foundation work will be started in the next reporting period.Relevant quality tests on environmental parameters (Air, water, noise, soil) are being planned. The tests will be conducted after removal of lockdown due to COVID-19.

31. During this reporting period, the detailed survey by respective contractor is in progress in the 400 kV Transmission lines associated with Ottapidaram substation and 765 kV Transmission lines associated with Virudhunagar Substation. For other transmission lines the detailed survey is expected to be started soon. Once the detailed survey in all the transmission lines are completed and the final alignment is approved by TANTRASCO, the final route length of transmission lines, location details of all towers will be shared.

32. All the EPC contractors except Transglobal Power Ltd.have requisite labour license to undertake the construction activities. The labour license of Transglobal Power Ltd. would be made available in Q4 2020.

33. TANTRASCO has existing PMU/PIU for the implementation of the proposed project. The PMU is responsible for preparation, planning, and monitoring of the implementation of environmental management plan and environment monitoring plan. The PIUs at Madurai and Coimbatore supervise the implementation of environmental management plan and environment monitoring plan by the EPC contractors.
