As per Government letter No. 14804/FR-9/ Environment and Forest Department, dated 05.10.1999, it was re-designated as Virudhunagar Circle with headquarters at Virudhunagar. Lying on a low plain along the southeastern coast of the Indian peninsula, Tamil Nadu is bounded by the Eastern Ghats in the north and Nilgiri, Anai Malai hills and Palakkad (Palghat Gap) on the west. The state has large fertile areas along the Coromandel coast, the Palk strait, and the Gulf of Mannar. The fertile plains of Tamil Nadu are fed by rivers such as Kaveri, Palar and Vaigai and by the northeast monsoon. Traditionally an agricultural state, Tamil Nadu is a leading producer of agricultural products. Tribal Population As per 2001 census, out of the total state population of 62,405,679, the population of Scheduled Castes is 11,857,504 and that of Scheduled Tribes is 651,321. This constitutes 19% and 1.04% of the total population respectively.1 Further, the literacy level of the Adi Dravidar is only 63.19% and that of Tribal is 41.53%.

    VIRUDHUNAGAR DISTRICT Virudhunagar district has no access to sea as it is covered by land on all the sides. It is surrounded by Madurai on the north, by Sivaganga on the north-east, by Ramanathapuram on the east and by the districts of Tirunelveli and Tuticorin on the south. Virudhunagar District occupies an area of 4288 km² and has a population of 1,751,548 (as of 2001). The Head-Quarters of the district Virudhunagar is located at the latitude of 9N36 and 77E58 longitude. Contrary to the popular saying that 'Virudhunagar produces nothing, but controls everything', Virudhunagar does produce a variety of things ranging from edible oil to plastic-wares. Sivakasi known as 'Little Japan' for its bustling activities in the cracker industry is located in this district. Virudhunagar was a part of Tirunelveli district before 1910, after which it became a part of Ramanathapuram district. After being grafted out as a separate district during 1985, today it has eight taluks under its wings namely Aruppukkottai, Kariapatti, Rajapalayam, Sattur, Sivakasi, Srivilliputur, Tiruchuli and Virudhunagar. ORDER: In the G.O. first read above the Government have accorded administrative sanction of Rs.40.00 lakhs for acquisition of lands for Kumbakonam bye-pass. 2. In the G.O. Second read above the Government have sanctioned Rs.49.50 Crores for acquisition of lands under Tamil Nadu Road Sector Project . 3. In his letter third read above the Project Director, Tamil Nadu Road Sector Project has stated that the approved Kumbakonam bye-pass alignment starts at km 2/10 of Kumbakonam-Sirkazhi road and ends at km. 129/4 of Kumbakonam-Thanjavur road for a length of 8.20 km. The estimate for Rs.44.00 lakhs was technically sanctioned by Chief Engineer (General). This envisages acquisition of lands of about 26 hectares in 10 villages. Lands were acquired to an extent of 11.05.00 hectares at a cost of Rs.34.58 lakhs in 6 villages. Lands were partly acquired in 4 other villages for an extent of 9.75.50 hectares. The value of these lands of 9.75.50 hectares is Rs.36.15 lakhs.
