The project proponents are requested to send the project details in respect of establishment/identification of violation (by SEIAA/MoEF&CC) in the format as per Annexure-I, Annexure-II, Annexure-III & Annexure-IV. (1) The project proponents should submit the Form-1, Pre-feasibility report for TOR along with other requisite documents,Environment Impact Assessment Report, public hearing report, queries subsequently raised by the Ministry, if anyincluding details of the court matters/Orders of the Court pertaining to the project if any, in original, duly signed by the company authorized signatory for Environmental Clearance, well in advance before meeting to Ministry’s project section or utmost at the time of presentation, without which the proposal will not be considered. Note:Submit a copy of each of above documents - Hard and Soft Copies (CD) to the Member secretary, Violation (Note: Not by Name) by speed post so as to reach well in time. (ii) Compliance Report from Regional Office, MoEF&CC (Applicable for projects already having EC). (iii) The KML/Shape files should be emailed to mentioned at para No. 7 below at least 5 days prior to the meeting. (iv) The above all documents are required to be forwarded to the Chairman/Members of the Expert Appraisal Committee along with soft copy. 2 All the documents including the hard copy of the presentation material should be legible and printed on both sides on ordinary paper. In case the members of the Expert Appraisal Committee do not receive the proposals/documents before the meeting, the Committee will not consider the project. 3 The Project Proponent or his or her authorized representative /consultant should avoid delivery of documents by hand and seeking meeting with Chairman/Members. Members are also requested to discourage/ avoid the meeting with the PP/ consultants. 4 Further, it is requested that the project proponent or his/her authorized representative should attend the presentation meeting of EAC. They may also depute senior officers from the company (preferably not more than two representatives) who can make a presentation on their behalf on the salient features of the project, the related environmental issues, proposed Environmental Management Plan and also respond to the queries/suggestions of the Committee. 5 Any changes/modification with respect to the Agenda, Venue etc., would be indicated in Ministry’s website. You are also requested to keep track of the status of your project from the Ministry/s Website i.e., www.envfor.nic.in / www.envclearance.nic.in. 6 Distribution of writing pads, pens, plastic folders and unnecessary stationery items during the meeting is not permitted. Distribution of colour print out may be avoided unless it is stated specifically. 7 No consultant is permitted into the meeting who has no accreditation with Quality Council of India (QCI)/National Accreditation Board of Education and Training (NABET) according to the MoEF OM dated 2nd December, 2009 .

    VIRUDHUNAGAR DISTRICT Virudhunagar district has no access to sea as it is covered by land on all the sides. It is surrounded by Madurai on the north, by Sivaganga on the north-east, by Ramanathapuram on the east and by the districts of Tirunelveli and Tuticorin on the south. Virudhunagar District occupies an area of 4288 km² and has a population of 1,751,548 (as of 2001). The Head-Quarters of the district Virudhunagar is located at the latitude of 9N36 and 77E58 longitude. Contrary to the popular saying that 'Virudhunagar produces nothing, but controls everything', Virudhunagar does produce a variety of things ranging from edible oil to plastic-wares. Sivakasi known as 'Little Japan' for its bustling activities in the cracker industry is located in this district. Virudhunagar was a part of Tirunelveli district before 1910, after which it became a part of Ramanathapuram district. After being grafted out as a separate district during 1985, today it has eight taluks under its wings namely Aruppukkottai, Kariapatti, Rajapalayam, Sattur, Sivakasi, Srivilliputur, Tiruchuli and Virudhunagar. The fertility of the land is low in Virudhunagar district, so crops like cotton, pulses, oilseeds and millets are mainly grown in the district. It is rich in minerals like limestone, sand, clay, gypsum and granite. Tourists from various places come to visit Bhuminathaswamy Temple, Ramana Maharishi Ashram, Kamaraj's House, Andal, Vadabadrasayi koi, Shenbagathope Grizelled Squirrel Sanctuary, Pallimadam, Arul Migu Thirumeni Nadha Swamy Temple, Aruppukkottai Town, Tiruthangal, Vembakottai, Pilavakkal Dam, Ayyanar falls, Mariamman Koil situated in the district of Virudhunagar.     Proposed Developmental Drilling of 66 wells in 7ML/NELP Blocks in Cuddalore, Nagapattinam, Thiruvarur and Thanjavur District of Tamil Nadu Following information is submitted with respect to above project: i) Detailed development plan ii) The presence of forest and Eco sensitive areas iii) Justification on exemption of Public Hearing The point wise replies are given below: 1. Detailed Development Plan. Initially ONGC has proposed Development Drilling of 66 wells in 7 ML/NELP blocks i.e. Bhuvanagiri, Madanam, Pallivaramangalam, Vijayapuram, Periyakudi, Thulasiapattinam and Pundi which are located in Cuddalore, Nagapattinam, Tiruvarur and Thanjavur districts of Tamil Nadu. The estimated cost of the proposed project is 264 INR crores. The Public Hearing for the Nagapattinam, Tiruvarur and Tanjavur districts has been conducted on 20.06.2014, 27.06.2014 and 10.07.2014 respectively. The Public Hearing in Cuddalore District is yet to be conducted (awaiting for District Collector’s permission) but in present flood conditions, it cannot be conducted in near future. Hence Environment Clearance may be considered only for 46 wells only against 66 wells leaving the wells in Cuddalore district. For Cuddalore district wells separate proposal will be submitted. The details of the proposed drilling activity with respect to numbers of wells in each block and the production expected are given in the table below: S.
