From the Project Director ,Tamil Nadu Road Sector Project letter No.1414/2002 /B Section dated. 23.7.2002. ORDER: In the G.O. first read above the Government have accorded administrative sanction of Rs.40.00 lakhs for acquisition of lands for Kumbakonam bye-pass. 2. In the G.O. Second read above the Government have sanctioned Rs.49.50 Crores for acquisition of lands under Tamil Nadu Road Sector Project . 3. In his letter third read above the Project Director, Tamil Nadu Road Sector Project has stated that the approved Kumbakonam bye-pass alignment starts at km 2/10 of Kumbakonam-Sirkazhi road and ends at km. 129/4 of Kumbakonam-Thanjavur road for a length of 8.20 km. The estimate for Rs.44.00 lakhs was technically sanctioned by Chief Engineer (General). This envisages acquisition of lands of about 26 hectares in 10 villages. Lands were acquired to an extent of 11.05.00 hectares at a cost of Rs.34.58 lakhs in 6 villages. Lands were partly acquired in 4 other villages for an extent of 9.75.50 hectares. The value of these lands of 9.75.50 hectares is Rs.36.15 lakhs. It is necessary to acquire a further extent of 5.03.50 hectares in these 4 villages at a cost of Rs.43.00 lakhs. Acquisition of lands could not proceed further for want of adequate funds. The Collector of Thanjavur District has reiterated the proposal for Revised Administrative Sanction. Detailed Engineering Design for 8.2 km. of Kumbakonam bye-pass from Kumbakonam Sirkazhi road to Kumbakonam - Thanjavur road has been completed by Project Coordinating Consultant (PCC) for Tamil Nadu Road Sector Project. The Kumbakonam bye-pass has to get link to Project road namely Kumbakonam-Tiruvarur roads, so as to maintain continuity of project roads in the segment from Virdhachalam-Jeyankondam -Kumbakonam- Tiruvarur. Consequently it is proposed to extend the Kumbakonam bye-pass from km.2/10 of Kumbakonam-Sirkazhi road to km.4/6 Kumbakonam-Tiruvaur road for a length of 4.6 km. The Aide Memoire of the World Bank of April 2002 in para 8 indicates that this missing gap has to be linked up and improved. Accordingly proposal is being prepared to identify extent of lands required, cost of acquisition and prepare Land Acquisition estimate for this missing link. 4. The Project Director , Tamil Nadu Road Sector Project has further stated that the acquisition of lands under Tamil Nadu Road Sector Project, covers road main links and 12 bye-passes on these links. Kumbakonam bye-pass land acquisition proposal was not included in this, as it was covered in the earlier sanction for Rs.40.00 lakhs. It is proposed to meet the cost of land acquisition for the extended by-pass to Kumbakonam for about 4.6 km. from Rs.49.50 Crores already sanctioned for land acquisition for the Project; The Project Director , Tamil Nadu Road Sector Project , has therefore requested Revised Administrative Sanction of Rs. 150.00 lakhs for the approved Kumbakonam byepass and approval to extend the Land Acquisition for additional length of 4.6 km of meeting the cost from Rs.49.50 Crores already sanctioned under Tamil Nadu Road Sector Project . 5. The Government have carefully examined the case and decided to accept the proposal of the Project Director ,Tamil Nadu Road Sector Project at para 4 above. The Government accordingly issue the following orders:- 1. a) The Government accord Revised Administrative Sanction of Rs.150/- lakhs (Rupees One hundred and fifty lakhs only) for the already approved Kumbakonam bye-pass from Kumbakonam-Sirkali road to Kumbakonam- Thanjavur road for 8.20 km. length and 2. b) The Government also accord approval to extend land acquisition for additional length of 4.6 km. from Kumbakonam-Sirkazhi road to Kumbakonam-Thiruvarur road meeting the cost from Rs.49.50 crores already sanctioned for acquisition of land under Tamil Nadu Road Sector Project . 6.
