As China enters the third decade of the 21st century, one of its hallmark achievements has been the remarkable modernization of its railway system. However, post-1949 sectoral modernization did not occur in a linear fashion. The Party-state failed to develop this critical sector, both during the 27 years of the Mao era (1949 to 1976) and the first 25 years of Deng’s reform and opening (1978 to 2002). China’s railway dream—sustained rapid development—only took off in the early 2000s. Against such a backdrop, my research questions are as follows: 1) Why did China’s railway dream only take off in the early 2000s, despite five decades of centralized Party rule? 2) What were the obstacles to sectoral modernization, and how were they finally overcome? 3) What political and economic factors, both internal and external, most decisively shaped the evolution of China’s railway system? 4) Finally, what do the distinctive patterns of railway development tell us about the broader political economy of industrial development in China? This dissertation argues that the practice of “concentrating powers to accomplish big things” was the principal reason for sustained rapid modernization, and China’s accession to the World Trade Organization provided the crucial catalyst. I define “power concentration” as an institutionalized and centralized means ii of shaping and supporting a particular approach to sectoral development to meet the broader developmental challenges of the time. Power concentration manifested as the alignment of a clear developmental approach, professionalized and institutionalized macro-economic planning agencies and strategic industrial policies with restrictive targets that focus on overall planning and top-level design. In the absence of such policy guidance and environment, railway development was meagre during the Mao era and early periods of reform and opening. iii Acknowledgements Giving birth to this project was a bittersweet process. Many major stock and bond indices developed by index providers like MSCI and FTSE include malign People’s Republic of China (PRC) companies that are listed on the Department of Commerce’s Entity List and/or the Department of Defense’s List of “Communist Chinese military companies” (CCMCs). The money flowing into these index funds – often passively, from U.S. retail investors – supports Chinese companies involved in both civilian and military production. Some of these companies produce technologies for the surveillance of civilians and repression of human rights, as is the case with Uyghurs and other Muslim minority groups in Xinjiang, China, as well as in other repressive regimes, such as Iran and Venezuela. As of December 2020, at least 24 of the 35 parent-level CCMCs had affiliates’ securities included on a major securities index. This includes at least 71 distinct affiliate-level securities issuers.

    Community Informatics in Chongqing: A Case Study of the Real-Name and ID Requirement Policy in the Chinese Railway System Huo Ran 霍然 and Wei Qunyi 魏群义 Abstract This study discusses strategies for narrowing the digital divide by examining the real-name and ID requirement policy that governs online purchases of train tickets in China. Using a case study, the authors of this study asks what factors influence online ticket pur- chasing by railway passengers and examines how Chinese public libraries offer online ticket-purchasing assistance as a strategy for bridging the digital divide. Deploying both quantitative and quali- tative methods—including questionnaires and semistructured in- terviews—the authors found that four factors—gender, age, social status, and privacy concerns—were most important in influencing passengers’ online ticket purchasing, and that Chinese public librar- ies do facilitate access to the digital world. Introduction Over the past two decades, rail travel—especially between urban and ru- ral areas—has grown tremendously in China. This is in part because so many people have left home to pursue employment or higher education. Travel increases especially during the summer holidays and around Chi- nese New Year 春节 and peaks around the Lunar New Year. The period around the Chinese New Year usually begins 15 days before this turn of the year and lasts for about forty days in total (“Chunyun,” 2012). The railroad sees an extremely high traffic load during this period. Annually, approximately three billion passengers travel between China’s provinces during this time—possibly a world record. STNN 星岛环球网 reported that in the two weeks of the Chunyun 春运 period in 2008, the number of passenger journeys exceeded 22 billion.

By contrast, election laws designed during the provincial autonomy movement of the 1920s and the post-1927 Nationalist government featured direct voting in elections with (near-)universal adult suffrage. Each of these two systems of electoral law incorporated different elements of foreign electoral practice with concerns and ideas that arose from the experiences and ideals of late imperial Chinese political thought. The transition between these two systems highlights the surprising influence of the short-lived provincial autonomy movement on the legal structures of the centralized one-party states that followed. Keywords: Republican China, election law Introduction: A Question for John Dewey Three months before the end of a lengthy sojourn in China, American educator and philosopher John Dewey (1859–1952) met with members of the Jiangsu Education Association (Jiangsu sheng jiaoyu hui) for a conversation on “current global trends in elections.” Among the Republic of China’s most influential voluntary associations, this Shanghai-based group included many of the nation’s most prominent political, intellectual, and business leaders. The first questioner at this April 9, 1921, event asked Dewey to comment on an election that had just taken place in China: Of course, republics ought to have parliaments, but the Chinese parliament—both the old one [elected in 1912, but disbanded and reconvened multiple times since] and the new one [elected in 1918 and permanently dissolved in 1920]—is a bankrupt institution.
