Readiness training is particularly important for this asset, which must be ready to deploy at all times. As the U.S. Military budget decreases, the costs of training policy alternatives must be carefully evaluated to maximize readiness with the available resources. The purpose of this research is to inform decision makers about the respective effects on costs and readiness of existing and potential MC-130 aircrew continuation training policies. Frequency and duration of sorties, having a colocated simulator, the proportion of temporary duty training, and role specialization were investigated in this research. In order to accomplish this goal a literature review was conducted and a data gathering internship was carried out in the 353rd Special Operations Group at Kadena Airbase, Japan. Using the information gathered an integer linear optimization model was developed along with feasible model inputs. Cost analysis was performed for each of the policies in a variety of scenarios. Increasing the proportion of temporary duty training, and implementing role specialization policies were found to be favorable alternatives in some cases. Their idea came to fruition in 1962 when MATS held its first airdrop training competition. For the next several years the competition remained an annual event, but it fell by the wayside during the years of the United States' most intense participation in the Southeast Asia conflict. The airdrop competitions were reinstated in 1969 but were halted again in 1973, because of budget cuts and the reduced emphasis being given to airdrop operations. However, the esprit de corps engendered among the troops and the training benefits derived from the earlier events were not forgotten and prompted the competition's renewal in 1979 in its present form. Since 1979 the Rodeos have remained an important training event and tactical evaluation exercise for the Military Airlift Command. The following historical study deals with the origins, evolution, and results of the tactical airlift competitions in MATS and MAC.

Schatz, USAF This basic doctrine presents the guiding principles of our Service and our view of the opportunities of the future… As airmen, we must understand these ideas, we must cultivate them and, importantly, we must debate and refine these ideas for the future.1 General Michael E. Ryan Chief of Staff, USAF Operation Allied Force, the North Atlantic Treaty Organization (NATO) military operation to compel Serbia to cease hostilities against ethnic Albanians in Kosovo and allow a peacekeeping presence on the ground, was the first major war in history fought exclusively with air power. NATO air forces flew over 38,000 sorties from 24 March through 9 June 1999 to allow NATO to achieve its political objectives in Kosovo.2 Although you may not have heard or read much about them, air mobility forces were key to the success of the air war over Serbia. The air mobility team moved enough airmen and equipment to increase the number of air expeditionary wings in Europe from three to ten, provided aid directly to thousands of Kosovar refugees, and deployed a large US Army contingent to Albania—all at the same time. In the words of Colonel Scott Gray, the USAFE Assistant Director of Operations during Operation Allied Force, "This was a phenomenal success, enabling the forces which forced Milosevic to back down while sustaining the refugees he created until they were able to go home.3 According to AFDD1, "Air and space doctrine is an accumulation of knowledge gained primarily from the study and analysis of experience, which may include actual combat or contingency operations as well as equipment tests or exercises."4 I am a firm believer that doctrine is key to warfighting.

On September 27, 2018, the United States Air Force (USAF) awarded The Boeing Company a contract, worth up to $9.2 billion, to procure 351 Advanced Pilot Training (APT T-X) aircraft and 46 Ground-Based Training Systems (GBTS) to replace the existing fleet of T-38C jet trainers. The Air Force had originally valued the contract at roughly $19.7 billion. Information on the value of other competitors’ bids was not available. On September 16, 2019, Acting Secretary of the Air Force Matthew Donovan announced that in service, the T-X aircraft would be known as the T-7A Red Hawk. In this report, “APT T-X” will be used to identify the entire training system, while “T-7A” will refer to the aircraft portion of that system. The FY2020 Administration budget request included $348.473 million for the APT T-X. According to the USAF, the current T-38C trainer fleet is old, costly, and outdated, and lacks the technology to train future pilots for fifth-generation fighter and bomber operations. Based on Air Education Training Command’s evaluation of the required capabilities to train future pilots for fifth-generation fighters and bombers, the T-38C falls short in 12 of 18 capabilities, forcing the USAF to train for those capabilities in operational units where flying hours are costly and can affect fleet readiness.

COMMENTARY The B-1A was initially proposed as replacement for the B-52, and four proto- types were developed and tested before program cancellation in 1977. The program was revived in 1981 as B-1B. The vastly upgraded aircraft added 74,000 lb of usable payload, improved radar, and reduced radar cross section, but cut maximum speed to Mach 1.2. The B-1B first saw combat in Iraq during Desert Fox in December 1998. Its three internal weapons bays accommodate a substantial payload of weapons, including a mix of different weapons in each bay. Lancer production totaled 100 aircraft. The bomber’s blended wing/ body configuration, variable-geometry design, and turbofan engines provide long range and loiter time. The B-1B has been upgraded with GPS, smart weapons, and mission systems. Offensive avionics include SAR for tracking, B-2A Spirit (SSgt. Jeremy M.
