Traditionally, the Air Force has largely focused personnel management efforts on rated officers in the Regular Air Force, but many of the rated officer career fields in all three components are experiencing shortages in personnel, increases in demand and operational tempo, and a decline in retention. The reduction in the number of aircraft in the Air Force has further exacerbated an already complex personnel management issue, as there are fewer aircraft for training, which, in effect, restricts the number of rated officers the Air Force can train and the amount of experience gained by these officers during their careers. Thus, the Air Force needs to manage the rated officer force from a total life cycle perspective while accounting for the interactions across the Total Force—Regular Air Force, Guard, and Reserve. However, it has lacked the tools to do that in an integrated and effective manner. Moreover, other factors complicate management of the rated force. These factors include (1) the Total Force manned-aircraft pilot shortage, mostly felt in the fighter pilot career field; (2) increased hiring of military pilots by commercial airlines at rates never seen before, which is likely to continue for the next five to ten years; (3) a shortage of maintenance and career enlisted aviators; and (4) rapidly increasing demand for pilots in the emerging remotely piloted aircraft pilot career field. This report documents our efforts to develop a long-term career field planning model, the Total Force Blue Line model, which can be used to manage rated officers across the Total Force amid the current turbulence. More specifically, we built a linear programming model that specifies the number and types of manned-aircraft pilots, combat systems officers, air battle managers, and remotely piloted aircraft pilots that should be produced annually from the undergraduate training pipeline to fill requirements across the Total Force. Using the model, we then explored the implications of several production and retention scenarios on long-term career field health given a set of rated officer requirements. The report explains the model’s main features, underlying content, and data inputs; it also describes key technical aspects of the model. This report is intended to provide our sponsor and rated career field managers with information about the capabilities of the model and how it can be used in policy analysis. It would also interest those who are involved in the technical modeling aspect of career field planning. The research reported here was commissioned by the United States Air Force and conducted within the Manpower, Personnel and Training Program of RAND Project AIR FORCE as part of three sequential fiscal year projects (FYs 2014–2017) titled Total Force Aircrew Management Analytic Support. Shane (University of North Dakota) Abstract The intent of the First Officer Qualification (FOQ) ruling was to improve the quality of first officers flying for Part 121 carriers. In order to test this, a study was completed at a regional carrier to compare pilots hired prior to the FOQ ruling with those hired after the FOQ ruling. The study compared 232 pilots hired from 2005–2008 with 184 pilots hired from August 2013–November 2014. The pilots’ date of hire as compared to the date the FOQ ruling went into effect defined the input (Source) variable. Initial training defined the output (Success) variables. The airline name and all identifying information were removed from the data set. The pilots were compared in three areas: total flight hours, training completion and extra training events. The results of the study show that, while pilots hired after the FOQ ruling had a significantly higher number of total flight hours, that group was more likely to need additional training and less likely to successfully complete training than those who were hired prior to FOQ. The study shows that there may have been some unintended consequences of the FOQ ruling and that more extensive research is needed to confirm that these results are representative of regional carriers across the industry. While a college degree is not required to fly for any of the regional airlines in the United States, a four year degree is required to fly for a major US airline. It's preferable to get a Bachelor of Science degree with an emphasis in aviation (but your degree doesn't necessarily have to be aviation related). Airline pilot training is intense and expensive. A college degree helps to demonstrate to the airline that you will be capable of completing their education program. 2) Look around your local area for a good flight school and flight instructor to begin working on your private pilot certificate. The FAA minimum flight time is 40 hours, but the average is around 60. Schools with FAA oversight can be more desirable if you want a highly regimented training program. 3) Get a First Class medical certificate from a Federal Aviation Administration medical examiner. It is better to apply for a first class medical the first time you apply for a medical certificate to be sure you will qualify for one before you have invested too much time and money into your new career choice. After you earn your private pilot license, begin working on your instrument rating and commercial certificate. An instrument rating requires 50 hours of cross country Pilot-in-Command (PIC) and 40 hours of actual or simulated instrument conditions. For the commercial certificate, you will need 250 hours total time, 100 hours PIC, 50 hours cross country, and 10 hours of dual instruction in a complex aircraft.

    National Transportation Safety Board Airport Runway Accidents, Serious Incidents, Recommendations, and Statistics Deadliest Runway Accidents ● Tenerife, Canary Islands, March 27, 1977 (583 fatalities). The world’s deadliest runway accident occurred on March 27, 1977, when Pan Am (PAA) flight 1736, a Boeing 747, and KLM4805, a Boeing 747, collided on runway 12 at Tenerife, Canary Islands, killing 583 passengers and crew. KLM4805 departed runway 12 without a takeoff clearance colliding with PAA1736 that was taxiing on the same runway during instrument meteorological conditions. The Spanish government determined the cause was: “The KLM aircraft had taken off without take-off clearance, in the absolute conviction that this clearance had been obtained, which was the result of a misunderstanding between the tower and the KLM aircraft. This misunderstanding had arisen from the mutual use of usual terminology which, however, gave rise to misinterpretation. In combination with a number of other coinciding circumstances, the premature take-off of the KLM aircraft resulted in a collision with the Pan Am aircraft, because the latter was still on the runway since it had missed the correct intersection.” ● Lexington, Kentucky, August 27, 2006 (49 fatalities). The deadliest runway accident in the United States occurred on August 27, 2006, at about 0606 eastern daylight time when Comair flight 5191, a Bombardier CL-600-2B19, N431CA, crashed during takeoff from Blue Grass Airport, Lexington, Kentucky. The flight crew was instructed to take off from runway 22 but instead lined up the airplane on runway 26 and began the takeoff roll. The airplane ran off the end of the runway and impacted the airport perimeter fence, trees, and terrain.

On September 27, 2018, the United States Air Force (USAF) awarded The Boeing Company a contract, worth up to $9.2 billion, to procure 351 Advanced Pilot Training (APT T-X) aircraft and 46 Ground-Based Training Systems (GBTS) to replace the existing fleet of T-38C jet trainers. The Air Force had originally valued the contract at roughly $19.7 billion. Information on the value of other competitors’ bids was not available. On September 16, 2019, Acting Secretary of the Air Force Matthew Donovan announced that in service, the T-X aircraft would be known as the T-7A Red Hawk. In this report, “APT T-X” will be used to identify the entire training system, while “T-7A” will refer to the aircraft portion of that system. The FY2020 Administration budget request included $348.473 million for the APT T-X. According to the USAF, the current T-38C trainer fleet is old, costly, and outdated, and lacks the technology to train future pilots for fifth-generation fighter and bomber operations. Based on Air Education Training Command’s evaluation of the required capabilities to train future pilots for fifth-generation fighters and bombers, the T-38C falls short in 12 of 18 capabilities, forcing the USAF to train for those capabilities in operational units where flying hours are costly and can affect fleet readiness.
