RE: EXTENDING THE OPTION PERIOD TO PURCHASE LAND TO CONNECT LAUREL CANYON COMMUNITY PARK VIA THE MULHOLLAND DRIVE RIGHT-OF-WAY, ADJACENT TO THE MOUNTAINS RECREATION AND CONSERVATION AUTHORITY PARKLAND

EMPL.OYMENT OPPORTUNITY - AFFIRMATIVE ACTION EMPL.OYER : .-~~:~'r:::;;-J-,-i:;;;iT'j':F 3~ LMOTION~~~:'~_, ------,:~~1:0J,~'iLtb1 The Mountains Recreation and Conservation Authority (MRCA) has made a $200,000 option payment on six acres of privately held land at the corner of Laurel Canyon and Mulholland Drive. The six acres of land could serve as a permanent public open space that would connect Laurel Canyon Community Park via the Mulholland Drive right-of-way and adjacent MRCA parkland.

The initial $200,000 option payment came from the Open Space Preservation Assessment District No.1. The option will expire at the end of May 2008. An-additional $100,000 payment would extend the option for six months, which would provide the MRCA time to raise additional money towards the purchase. However, the MRCA does not currently have the necessary resources to make the $100,000 payment and has therefore turned to local government and private sources to raise the needed funds.

The option agreement is structured in such a way that in a default situation, the $100,000 buys a narrow, but important conservation easement that provides a critical wildlife connection across between the Fryman Canyon area and Griffith Park. Hence either outcome would yield a permanent land interest that would further the goals of protecting and preserving open space.

I THEREFORE MOVE that the Council:

1. Approve the payment of $15,000 from the available balance in Council District 5 Real Property Trust Fund No. 687 to the Mountains Recreation and Conservation Authority (MRCA) to extend the option period to purchase six acres of privately held land to connect Laurel Canyon Community Park via the Mulholland Drive right-of-way, adjacent to MRCA parkland.

2. Instruct the City Clerk to prepare the necessary documents to effectuate the above described payment to MRCA.
