The Department acknowledges the Bel Air Beverly Crest Neighborhood Council’s (BABCNC) outreach efforts and concurs with the BABCNC's reasoning to increase the number for board seats from 30 to 32. The BABCNC will change the apportioned seats within their Elected Residential District Representatives by removing 1 Beverly Park Estates District and providing 1 additional seat to North of Sunset District. The BABCNC will also add 1 additional Member-at-large seat increasing it from 2 to 3 and will add a Youth Representative Seat, to be filled by a stakeholder between the ages of 18 and 25. Glen Market Area on Beverly Glen (e) Members-at-Large 3 seat (e) Youth Representative 1 seat The Department recommends the Board of Neighborhood Commissioners: FIND the Bel Air Beverly Crest Neighborhood Council’s request to change their Board structure to increase their board size from 30 to 32; changing the apportioned seats within their Elected Residential District Representatives by removing 1 Beverly Park Estates District and providing 1 additional seat to North of Sunset District and adding 1 additional Member-at-large seat increasing it from 2 to 3 and adding a Youth Representative Seat, to be filled by a stakeholder between the ages of 18 and 25, is consistent with the principles governing a Certified Neighborhood Council's purpose and operations per Article VI, Section 3c of the Plan for a Citywide System of Neighborhood Councils; and APPROVE the requested change to the Bel Air Beverly Crest Neighborhood Council's bylaws. If the Commission approves the change of bylaws, the Amended Bylaw Language shall be deemed approved and become effective immediately. If the Commission rejects the change of bylaws, the Original Bylaw Language shall remain. If the Commission approves the request, the Applicant’s bylaws will be deemed formally adjusted upon such action of the Commission. Should the Commission act to disapprove the request, the Applicant may, within five (5) meeting days of the City Council, during which the Council has convened in regular session, file an appeal with the City Council. The appeal will automatically be placed on the Council’s next regular agenda for consideration. The City Council may, by ten (10) votes, sustain, reverse, or modify the Commission’s decision. Increased & systematic attendance, as well as participation, by Stakeholders residing within the Bird Streets area, north of Sunset, immediate east Beverly Hills. Additional elected seat provides opportunity for direct representation by Bird Streets community since currently elected North of Sunset representative is from another neighborhood. At-Large Youth Representative Seat. Provide opportunity for young Stakeholders to participate in civic matters in their community through addition of seat on Board exclusively reserved for young person of qualified age. Converted At-Large Seat. Beverly Park Estates district should not have been established under existing Bylaws. No Stakeholder from within this territory has ever had contact with Board, nor has expressed interest in participating in Council matters.
