RECOMMENDATIONS:
1. That the Council concur with the finding that this project is categorically exempt from the preparation of an environmental document.
2. That Mr. Yasaman Alamdari's majority 1911 Act petition be granted.

DISCUSSION:
The attached 1911-Act petition from Mr. Yasaman Alamdari requests sewer improvements in Mulholland Drive between Manson Avenue and about 600 feet southeast of Manson Avenue. The petition was reviewed and authorized to proceed by Councilmember Dennis Zine's office on November 16, 2006.
The property owners in this proposed assessment district approved the proposed improvement and their respective estimated assessment amounts by a 100 percent majority. The votes were tabulated based on the financial obligation of each property to be assessed. The straw poll returns are transmitted with this report.
This project does not require the preparation of an environmental document. It is categorically exempt under Article III, Section I, Class 3 (5 and 11) of the City of Los Angeles' Guidelines for the Implementation of the California Environmental Quality Act.
Public funds in the estimated amount of $157,600 will be requested at a later date to defray the equivalent cost of off-site sewer, related work, contingencies and overhead.
The estimated total cost of this project is $284,700 of which $127,100, including incidental expenses, is to be assessed.
