LSE International Relations Why did many ‘black’ anti-imperial thinkers and leaders articulate projects for colonial freedom based in transnational identities and solidarities? This thesis excavates a discourse of anti-imperial globalism, which helped shape world politics from the early to late 20th century. Although usually reduced to the anticolonial nationalist politics of sovereignty and recognition, this study interprets ‘anti-imperialism globalism from below’ as a transnational counter-discourse, primarily concerned with social justice, social freedom, and equality. -

Guatemala: Political, Security, and Socio- Economic Conditions and U.S. Relations Maureen Taft-Morales Specialist in Latin American Affairs June 26, 2012 Congressional Research Service 7-5700 www.crs.gov R42580 CRS Report for Congress Prepared for Members and Committees of Congress Guatemala: Political, Security, and Socio-Economic Conditions and U.S. Rela Summary Since the 1980s, Guatemala, the most populous country in Central America with a population just over 14 million, has continued its transition from a centuries-long tradition of mostly autocratic rule toward representative government. A democratic constitution was adopted in 1985, and a democratically elected government was inaugurated in 1986. A 36-year civil war that ravaged Guatemala ended in 1996. This report provides an overview of Guatemala’s current political and economic conditions, relations with the United States, and several issues likely to figure in future decisions by Congress and the Administration regarding Guatemala. With respect to continued cooperation and foreign assistance, these issues include security and governance; protection of human rights and human rights conditions on some U.S. military aid to Guatemala; support for the International Commission against Impunity in Guatemala; combating narcotics trafficking and organized crime; trade relations; and intercountry adoption. In November 2011, Otto Pérez Molina won the second-round presidential election run-off with 53.8% of the vote. He took office, along with the 158-member Congress, on January 14, 2012. A former military commander who served during the civil war period, Pérez Molina faces concerns from some regarding his role in the human rights abuses committed during that period. -

From 1991 until 1996, the state and civil society signed a series of Peace Accords that promised to better meet the needs of the Maya, Xinka, Garífuna and non-Indigenous groups living there. In this context, how does the current educational system meet the varied needs of these groups? My research investigates the philosophy and praxis of Maya Indigenous knowledge (MIK) in broadly defined educational contexts through the stories of 17 diverse Maya professional women and men involved in educational reform that currently live and work in Guatemala City. How do they reclaim and apply their ancestral knowledge daily? What possible applications of MIK can transform society? The findings reveal that MIK promotes social change and healing within and outside institutionalized educational spaces and argues that academia needs to make room for Indigenous theorizing mainly in areas of education, gender, knowledge production, and nation building. I analyze these areas from anticolonial and critical Indigenous standpoints from which gender and Indigenous identities weave through the text. -

NOTES ON THE CURRENT SITUATION IMPUNITY The Convergence for Human Rights condemns an attempt to give immunity to military personnel accused of genocide Guatemala, 24.11.2011 (CA, SV) .- The Convergence for Human Rights denounced the attempt to pass a bill that favors military personnel accused of crimes against humanity, so that they cannot be judged by the Guatemalan courts. The independent MP Christian Bousinott presented under pretext of national urgency, the 37-11 Initiative, which according to Iduvina Hernandez, director of the Association for the Study and Promotion of Democratic Security (SEDEM) had already been passed by Congress in its second reading in 2008. However, when comparing the initiative now submitted, which was shelved for three years, Hector Nuila, Nineth Montenegro and Aníbal García-members of Congress, realized the phrase "with the exception of crimes considered against humanity " had been removed. They were forced to withdraw from the Chamber, to break quorum and prevent final approval of the document. Julio Solórzano Foppa, the son of one of the victims of internal armed conflict, said: "This was a deceitful and illegal act. They intended for us to believe that these falsified documents were the ones approved in 2008." Oswaldo Samayoa, human rights activist, said an investigation has begun to criminally prosecute those who collaborated in the falsification and manipulation of the draft. -

La participación política de la juventud en Guatemala, es un tema estigmatizado por la misma sociedad, donde los jóvenes no tienen muchas posibilidades de postularse y optar a un cargo público, debido a la poca oportunidad de participación y empoderamiento de este sector. Guatemala es un país donde se fomenta el adultocentrismo “relación social asimétrica entre las personas adultas, que ostentan el poder y son el modelo de referencia para la visión del mun- do, y otras personas, generalmente la niñez, adolescencia y juventud”; aunado a este problema también está la estructura social y política excluyente, patriarcal y machista que no permite una verdadera participación de la juventud principalmente mujeres y pueblos indígenas del área rural. Program on Central & Eastern Europe Working Paper Series #52, j\Tovember 1999 Coalition Formation and the Regime Divide in Central Europe Anna Grzymala-Busse· Weatherhead Center for International Affairs Harvard University Cambridge, lvlA 02138 Abstract The study examines the formation of coalitions in East Central Europe after the democratic transi tions of 1989. Existing explanations of coalition formations, which focus on either office-seeking and minimum wmning considerations, or on policy-seeking and spatial ideological convergence. However, they fail to account for the coalition patterns in the new democracies of East Central Europe. Instead, these parties' flrst goal is to develop clear and consistent reputations. To that end, they will form coalitions exclusively within the two camps of the regime divide: that is, amongst par ties stemming from the former communist parties, and those with roots in the former opposition to the communist regimes. The two corollaries are that defectors are punished at unusually high rates, and the communist party successors seek, rather than are sought for, coalitions. This model explains 85% of the coalitions that formed in the region after 1989.
