Ratings Change Serbia’s political rights rating improved from 3 to 2 due to the consolidation of a stable multiparty system after several rounds of elections in the post-Milosevic period. Overview The parliament in November approved a new statute regulating the autonomy of the northern province of Vojvodina, ending a long political debate over the issue and demonstrating the effectiveness of the Democratic Party–led government elected in 2008. The country also made progress in its relations with the European Union, securing visa-free travel rights and the implementation of a trade agreement in December. However, press freedom groups criticized a media law adopted in August, and tensions involving the ethnic Albanian population in the Presevo Valley remained a problem. Serbia was recognized as an independent state in 1878 after several centuries under Ottoman rule. It formed the core of the Kingdom of Serbs, Croats, and Slovenes proclaimed in 1918. After World War II, Serbia became a constituent republic of the Socialist Federal Republic of Yugoslavia, under the communist rule of Josip Broz Tito. Within the boundaries of the Serbian republic as drawn at that time were two autonomous provinces: the largely Albanian-populated Kosovo in the south, and Vojvodina, with a significant Hungarian minority, in the north. -

LSE International Relations Why did many ‘black’ anti-imperial thinkers and leaders articulate projects for colonial freedom based in transnational identities and solidarities? This thesis excavates a discourse of anti-imperial globalism, which helped shape world politics from the early to late 20th century. Although usually reduced to the anticolonial nationalist politics of sovereignty and recognition, this study interprets ‘anti-imperialism globalism from below’ as a transnational counter-discourse, primarily concerned with social justice, social freedom, and equality. -

This article aims to look behind this apparent similarity focusing on opposition behaviour. The analysis demonstrates that the executive–parliament power structure, the vigour of the extra- parliamentary actors, and the opposition party frame have the strongest infuence on opposition behaviour, and they provide the sources of diference between the two country cases: in Hungary an enforced power game and in Poland a political game constrain opposition opportunities and opposition strategic behaviour. Hungary and Poland are often packed together in political analyses on the grounds that they constitute cases of democratic decline. The parties in governments appear infamous on the international, particularly on the EU, scene. From 1991 until 1996, the state and civil society signed a series of Peace Accords that promised to better meet the needs of the Maya, Xinka, Garífuna and non-Indigenous groups living there. In this context, how does the current educational system meet the varied needs of these groups? My research investigates the philosophy and praxis of Maya Indigenous knowledge (MIK) in broadly defined educational contexts through the stories of 17 diverse Maya professional women and men involved in educational reform that currently live and work in Guatemala City. How do they reclaim and apply their ancestral knowledge daily? What possible applications of MIK can transform society? The findings reveal that MIK promotes social change and healing within and outside institutionalized educational spaces and argues that academia needs to make room for Indigenous theorizing mainly in areas of education, gender, knowledge production, and nation building. I analyze these areas from anticolonial and critical Indigenous standpoints from which gender and Indigenous identities weave through the text. -

Chapter 1 Green Parties and Elections, 1979–2019 Green parties and elections to the European Parliament, 1979–2019 Wolfgang Rüdig Introduction The history of green parties in Europe is closely intertwined with the history of elections to the European Parliament. When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Only in Belgium and the UK had green parties been formed that took part in these elections; but ecological lists, which were the pre- decessors of green parties, competed in other countries. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Five years later, most partic- ipating countries had seen the formation of national green parties, and the first Green MEPs from Belgium and Germany were elected. Green parties have been represented continuously in the European Parliament since 1984. Subsequent years saw Greens from many other countries joining their Belgian and German colleagues in the Euro- pean Parliament. European elections continued to be important for party formation in new EU member countries. In the 1980s it was the South European countries (Greece, Portugal and Spain), following 4 GREENS FOR A BETTER EUROPE their successful transition to democracies, that became members. Green parties did not have a strong role in their national party systems, and European elections became an important focus for party develop- ment. In the 1990s it was the turn of Austria, Finland and Sweden to join; green parties were already well established in all three nations and provided ongoing support for Greens in the European Parliament. -

The evaluation of coalition politics and an analysis of how far coalition remains dynamic yet stable. How difficult it is to make policy decisions when coalition of ideologies forms the government. More often coalitions are formed to prevent a common enemy from the government and capturing the power. Equally interesting is the fact a coalition devoid of ideological mornings survives till the enemy is humbled. While making political adjustments, principles may have to be set aside and in this process ideology becomes the first victim. Once the euphoria victory is over, differences come to the surface and the structure collapses like a pack of cards. On the grounds of research, facts and history one has to acknowledge india lives in politics of coalition. Email: [email protected] Abstract Anti-establishment parties with either a left-wing or a right-wing ideological slant have been entering contemporary European Democracies with sizeable vote shares. During the Great Recession, the Greek and the Italian party system could be perceived as convergent case-studies for the formation and breakthrough of anti-establishment parties. Given the fact that ideologically diverging anti- establishment parties – the Coalition of the Radical Left - Social Unionist Front (SYRIZA) and the Independent Greeks (ANEL) in the Greek case, as well as the Five Star Movement (M5S) and the League in the Italian one – came to power and formed coalition governments, the primary goal of this article is to enquire into supply-side parameters, exploring potential associations along a range of programmatic stances and policy dimensions that effectuated these governing alliances. Using the Comparative Manifesto Project dataset, our findings confirm the existence of expected programmatic differences as well as a converging policymaking basis between the anti-establishment coalition partners of both governing alliances. Party Positions, State Capture and EU Enlargement in the Western Balkans Milada Anna Vachudova University of North Carolina at Chapel Hill Marko Zilovic George Washington University Paper prepared for the Annual Meeting of American Political Science Association, San Francisco, September 2015. The study of EU conditionality has focused on how the governments of candidate states have changed domestic policies, laws and institutions in order to qualify for EU membership. However, political parties are arguably the most important and most proximate source of domestic policy change – and thus of compliance or noncompliance with EU requirements. Scholars have shown that ruling political parties rarely comply with the EU’s external requirements if the costs of compliance are too high and threaten to undermine the domestic sources of their political power. After twenty-five years of observing post-communist party systems, we also know that extremist and nationalist parties rarely fade away. Consequently, it is important to understand how parties construct and change their agendas, and how these agendas are translated into government policies if they win power. EU enlargement, meanwhile, has been under the spotlight: It has been called the most successful democracy promotion program ever implemented by an international actor. Yet it has also been held liable for weak rule of law in new EU members, and lately for the dismantling of liberal democracy by the Hungarian and also Polish governments. It is therefore also important to understand how and under what conditions the key instrument of EU leverage – using conditionality to moderate parties and shape government policies – has been successful. -
